The Enhancement Strategy on National Cyber Capability Using Hybrid Methodology of AHP and TOPSIS (AHP와 TOPSIS 융합 방법론을 이용한 국가 사이버 역량 강화 방안)

  • The effective cyber capability assessment methodology does not exist, it's difficult to check the current state of the our country's cyber capabilities and to establish cyber capability enhancement plan based on the result of assessment. The cyber capability assessment is necessary in order to determine the current level of the country, establish policy directions and provide the basis for effective budgeting. But assessment of national cyber capability is multi-criteria decision makink problem. In this paper develops an assessment model based on the AHP and TOPSIS. AHP is used to determine weight of the criteria and TOPSIS method is used to obtain final ranking. We also introduce the result of four major nations cyber capability assessment using the proposed methodology. The experiment used the virtual experimental data. And the result show that the proposed methodology can expand the number of criteria and alternatives for assessment and provide more sophisticated mathematical base for objective assessment comparing methodology using AHP only.

Research on Comparative Analysis of Environment-friendly Features in the case of home and overseas Apartment house applied by Environment-friendly Factors (친환경 요소가 적용된 국내외 공동주택 사례의 친환경성 비교 분석 연구)

  • Recently, there has been increasing concern for green growth and environment-friendly construction work is being revitalized; hereupon this study is going to understand the present situation of environment -friendly features of the apartment house through the case study of environment-friendly apartment house in and outside the country, and to suggest the developmental direction of the domestic apartment house. First, this study is to look into respective environment-friendly factors by considering the theoretical background of environment-friendliness and certification of environment-friendly structures, and analyzing the cases of apartment house in and outside the country. This study selected as the survey target the apartment buildings located at 5 places which were completed after 2003 and obtained the domestic 'Green Building Certification Criteria'[hereinafter, GBCC] in metropolitan areas in domestic cases and the survey target to the apartment building at 5 places which were completed after 2003 and obtained the US 'Leadership in Energy and Environment Design' [hereinafter, LEED] in overseas cases. For comparative analysis of each case, this study evaluated each case twice using GBCC and LEED to be more objective in evaluation. As a result, it was found that domestic cases focused on nature-friendly landscaping and the use of the certified products while overseas cases focused on minimizing the environmental impact such as raising the energy reduction ratio and reducing water resources and consumption of resources. Accordingly, there seems to be a need for practical energy-reduction & resources-saving scheme in order for domestic environment-friendly apartment buildings to reach the level of the LEED certification.

Human Development Inequality Index and Cancer Pattern: a Global Distributive Study

  • This study aimed to quantify associations of the human development inequality (HDI) index with incidence, mortality, and mortality to incidence ratios for eight common cancers among different countries. In this ecological study, data about incidence and mortality rates of cancers was obtained from the Global Cancer Project for 169 countries. HDI indices for the same countries was obtained from the United Nations Development Program (UNDP) database. The concentration index was defined as the covariance between cumulative percentage of cancer indicators (incidence, mortality and mortality to incidence ratio) and the cumulative percentage of economic indicators (country economic rank). Results indicated that incidences of cancers of liver, cervix and esophagus were mainly concentrated in countries with a low HDI index while cancers of lung, breast, colorectum, prostate and stomach were concentrated mainly in countries with a high HDI index. The same pattern was observed for mortality from cancer except for prostate cancer that was more concentrated in countries with a low HDI index. Higher MIRs for all cancers were more concentrated in countries with a low HDI index. It was concluded that patterns of cancer occurrence correlate with care disparities at the country level.

Spatial Analysis of Stomach Cancer Incidence in Iran

  • Stomach cancer, the fourth most common cancer and the second leading cause of cancer-related death through the world, is very common in parts of Iran. Geographic variation in the incidence of stomach cancer is due to many different factors. The aim of this study was to assess the geographical and spatial distribution of stomach cancer in Iran using data from the cancer registry program in Iran for the year 2009. The reported incidences of stomach cancer for different provinces were standardized to the world population structure. ArcGIS software was used to analyse the data. Hot spots and high risk areas were determined using spatial analysis (Getis-Ord Gi). Hot and cold spots were determined as more than or less than 2 standard deviations from the national average, respectively. A significance level of 0.10 was used for statistical judgment. In 2009, a total of 6,886 cases of stomach cancers were reported of which 4,891 were in men and 1,995 in women (standardized incidence rates of 19.2 and 10.0, respectively, per 100,000 population). The results showed that stomach cancer was concentrated mainly in northwest of the country in both men and women. In women, northwest provinces such as Ardebil, East Azerbaijan, West Azerbaijan, Gilan, and Qazvin were identified as hot spots (p<0.1). In men, all northwest provinces, Ardabil, East Azerbaijan, Gilan, Qazvin, Zanjan and Kurdistan, the incidences were higher than the national average and these were identified as hot spots (P<0.01). As stomach cancer is clustered in the northwest of the country, further epidemiological studies are needed to identify factors contributing to this concentration.

Spatial Analysis of Breast Cancer Incidence in Iran

  • Breast cancer (BC) is the most common cancer in females (27% of the total) and the main cause of death (16%) due to cancer in women in developed and developing countries. Variations in its incidence rate among geographical areas are due to various contributing factors. Since there have been a lack of studies on this topic in our country, the present spatial analysis of breast cancer incidence in Iran in 2009 was conducted using data from the national cancer registry system. The reported incidences of the disease were standardized according to the World Health Organization population and the direct method. Then data was inserted into the GIS software and finally, using the Hot Spot Analysis (Geties-Ord Gi), high-risk areas were drawn. Provinces with incidences 1.96 SD higher or lower than the national average were considered as hot spots or cold spots, at the significance level of 0.05%. In 2009, a total of 7,582 cases of BC occurred in Iran. The annual incidence was 33.2 per hundred thousand people. Our study showed that the highest incidence of BC in women occurred in the central provinces of the country, Tehran, Isfahan, Yazd, Markazi and Fars. The results of hot spots analysis showed that the distribution of high-risk BC was focused in central parts of Iran, especially Isfahan province (p <0.01). The other provinces were not significantly different from the national average. The higher incidence in central provinces may be due to greater exposure to carcinogens in urban areas, a Western lifestyle and high prevalence of other risk factors. Further epidemiological studies about the etiology and early detection of BC are essential.

A Comparative Study of Permissive Attitudes Toward Suicide : An Analysis of Cross-National Survey in South Korea, Japan, and the United States

  • Objectives There were previous studies which indicated that attitude toward suicide is able to influence the suicide outcome in both individual and group levels. In regard to the highest suicide rate in Korea, our study aims to explore the influence that attitude toward suicide has on suicide by comparing the national attitude towards suicide with a representative sample of the general population. Methods The target population was 20- to 59-year-old adults from South Korea, Japan, and the United States. The panel data were divided according to gender, age, and residential area of individuals, and an email with a hyperlink to our web survey was sent to the randomly selected participants in each stratum. To measure the perceptual differences about suicide in different cultures, this study adopted the Attitudes Toward Suicide questionnaire. Results A total of 2247 subjects in three countries participated in this study. According to results from factor analysis, there were different structure of factors and included items within factors in the three countries : five factors with nineteen items in South Korea, five factors with nineteen items in the United States, and five factors with twenty-five items in Japan. With regard to permissive attitude toward suicide, the mean value of permissiveness was not significantly different among countries, but permissiveness according to education level, gender, and marital status was different in each country. Conclusions This study is the first nationwide comparative study about attitude toward suicide with a representative sample. Our findings suggest that permissive attitude toward suicide influence the suicide phenomenon in each country ; however, its impact is not a mean score of permissiveness, but the detailed difference by various demographics.

A Study on the Sudden Stop in Capital Flows and Foreign Exchange and Distribution Market Stability (자본유출입 급변동과 외환 및 유통시장 안정성에 관한 연구)

  • Purpose - Since 1990, the sudden stop in capital flows has caused the economic crisis. The purpose of this research is to suggest the policy measures to mitigate the risk of the sudden stop in capital flows. To this end, we examine the theoretical framework and analyze the case study for countries which are faced with the sudden stop. Also we examine the structural problems of the foreign exchange market in Korea and derive the policy implications to prevent the sudden stop. Research design, data, and methodology - The criteria of whether the sudden stop in capital flows occurs are based upon Calvo et al. (2008). In case the proxy variable for the balance of capital account decreases from the average by over twice standard deviation, we determine that the sudden stop occurs for that country. The sample period is from January 1990 to December 2008, as in Calvo (2014). The sample countries are 17 developed countries and 19 emerging market countries, which are different from those of the previous papers as Agosin and Huaita (2012), and Calvo (2014). When the exchange market pressure index(EMPI) is deviated from the average by over three times standard deviation, we determine that the foreign exchange market is unstable for that country. Results - We find that the characteristics of the sudden stop in capital flows are the bunching or contagion among countries, the rapid drop in real effective exchange rate, and the huge decrease in foreign exchange reserves. Many countries tried to increase foreign exchange reserves and regulate capital flows. Also the foreign exchange market in Korea are found to be the volatile exchange rate, the vulnerable external debt and careless management of the foreign exchange derivatives transaction risk. Conclusions - To lessen the risk in the sudden stop of capital flows, this research suggests the some useful policy measures. To enhance the foreign exchange and distribution market stability, we should improve the price mechanism of exchange rate, hold the appropriate level of foreign exchange reserves, prevent excessive inflows of foreign exchange and promote sound transactions of foreign exchange derivatives.

  • This study investigates key factors affecting the activity of defense technology transfer through the questionnaire survey in Korea. Defense R&D investment has played an important role in promoting the commercial technology development as well as the targeted defense sector through the spin-off mechanism as shown in many countries. Recognizing the importance of effective and efficient investment in defense technology development, the advanced countries in defense technology are trying to establish optimal technology transfer mechanism to maximize the effect of the invested R&D at the national level considering the idiosyncratic features of their own countries. Because the technology transfer mechanisms are very distinct from country to country, it is natural to question "what are the determinants of the effective and efficient technology transfer in Korea?" We tested 19 potential factors and identified 11 factors that are significantly important as the determinants of technology transfer. From the empirical findings, we discuss some policy implications to promote the technology transfer.

Evaluating the Competitiveness of Asian Construction Companies through Patent Analysis

  • In evaluating the competitiveness of construction companies and their development strategies, patents are a useful and objective source of technical information. In this study, the cutting-edge technologies of construction industries of China, Japan, and South Korea were investigated based on the data of patent applications filed by a total of 15 construction companies (five companies from each country). The related technologies were classified into six core technology groups based on their keywords. After that, we used four patent analysis methods: time series analysis, IP (Intellectual Property) emergence level analysis, spiral module analysis, and OS (Object-Solution) Matrix analysis, to identify the promising technologies/vacant technologies for global construction companies in China, Japan, and South Korea, and to analyze the technical competitiveness of the three countries. The findings of this study showed that each country can claim a relative technological advantage over the others. Overall, 3D printing and offsite construction technology, data acquisition technology, AR and VR technology are expected to be promising in the Asian region. The present study contributes to the body of knowledge by expanding our understanding of technological innovation for the competitiveness of companies and the technology development strategies pursued by the construction industries of China, Japan, and South Korea.

  • Our country's bidding system had made the lowest price successful bid system in foundation before introducing eligibility review system at July, 1995, and a averaged- price successful bid system or the restrictive-lowest price successful bid system had been enforced by repletion. However, they were introduced as dumping that do not reach in direct cost level of construction cost is generalized and worry about illegal construction practices rises by the lowest price successful bid system. According as they had not been promoted construction company's technical development effort or cost reduction effort, vicious circle that advocate competition principle again and recur as the lowest price successful bid system is repeated last 50 years. Therefore, I present improvement direction that can satisfy all Global Standard and real condition of our country through foreign countries example analysis to cope with the rapidly changing building circumstances socially and economically to correspond actively to the construction industry's reorganization to reconsider domestic construction engineering's competitive power.
