맞춤형 공공서비스제공을 위한 플랫폼 전자정부 구축방안에 대한 탐색적 연구: 행정프로세스와 행정정보시스템 개선측면에서 (An Exploratory Study on Construction of Electronic Government as Platform with Customized Public Services : to Improve Administrative Aspects of Administrative Processes and Information Systems)

  • 현재 우리 정부는 플랫폼 전자정부 도입을 서두르고 빅데이터와 클라우드 컴퓨팅 기술과 시스템을 모색하여 궁극적으로는 공공기관 각각의 이종 대민서비스를 단일창구에서 맞춤형으로 제공하고자 한다. 따라서 이 연구에서는 창구의 프런트오피스 민원인의 다양한 서비스 제공요청에 대응해서 백오피스에서 단일한 방식으로 맞춤형 공공서비스를 제공하기 위해서는 먼저 백오피스 차원에서 공공데이터가 연동되어야하므로 각 행정기관이나 부처의 공공데이터를 기반으로 백오피스에서 통합차원에서 민원인에 대해서 단일한 서비스를 제공할 수 있는 별도의 응용프로그램으로서 앱과 데이터 단위에서 공유를 효율적으로 수행하는 이종서비스 상호 간의 정보시스템 통합이 가능한 새로운 메타데이터정보시스템을 제안하였다. 제안된 시스템이 구현되면, 민원인의 프런트오피스 차원의 생활공간에 존재하는 서비스 수요사슬과 백오피스 차원의 공무원의 사무공간에서 이루어지는 서비스 공급사슬의 일원화를 통한 단일 창구에서의 연동이 유기적으로 되면서, 민원인에 대한 맞춤형 공공서비스 달성을 한발 앞당길 수 있다.

  • Recently the request of the patients to participate in the medical courses has been expanding due to elevated sense of right on the people's health. merchandised medical treatment by mass supply, human right declaration of the patients, generalized medical informations by the mass media and the change of human relation between the medical personnels and the patients. Under these phenomena the accident by the nurses have been increasing by the area of the nurses having been expanded and their independent roles having been increased. Such nursing accidents are the important subject which the professional occupation of the nurses has been facing but legal protective capability of the nurses has been very weak. Therefore this study has examined the degree of the experience of the nursing accident that happens in the clinical nursing scenes in the general hospital to provide the basic materials for the protection and the counter measures of the nursing accidents. The following is the conclusion based by the above examination. 1) The general characters of the subjects of this study is that they are mostly single in their twenties and graduate from nursing college. Their total clinical career is above 5 years$(44.8\%)$ and their current clinical parts' career is between 1-3 years$(40.1\%)$. So these facts suggest that most hospitals has taken the working rotation policy on nurses. 2) The level of nurses' knowledge on the nursing law is accurate partially but isn't it patially. So it is suggested that nurses need the accurate information and education about the nursing law. But the nurses' attitude is very approved of the establishment of a unilateral nursing law. 3) The relation between the demographic characters of the subjects and their attitudes on the nursing law shows that there is no significant differences except the relation between the attitude 6(the sufficient level of education on nursing law in formal education course) and age. total clinical career. 4) The perception of the nurses shows that the cause of the nursing accident has been due to the heavy work$(78.2\%)$. short of professional knowledge and skill$(60.2\%)$, discordance with Doctors. patients and patients' families. They report the accident to the head nurse first$(81.8\%)$ and within 30 minute$(75.1\%)$. The hour of nursing accident frequently happened is regardless of service hour with $49.4\%$ in response rate. the highest rate. and the nursing accident happens in the night more than the daytime. Even though most nurses think that they are themselves responsible for nursing accident. it is found that the chief cause of the nursing accident is due to the nurses' heavy work$(78.2\%)$. So the causes of nursing accidents is analysed. it may be suggested that the endeavor of hospital and nursing organizations to decrease nursing accidents is very important. 5) The coping patterns of patients with nursing accidents are mostly active attitude such as a violent words$(69\%)$. sue or accusation$(36.4\%)$, monetary compensation $(35.6\%)$ except a understanding cases$(38.7\%)$. But the coping patterns of hospitals with nursing accidents are mostly to investigate the accurate cause.

숲가꾸기 사업과 흰개미 피해를 받은 문화재와의 관련성에 관한 연구 (A Study of the Relationship between Termite-Damaged Cultural Heritage Sites and the Forest Tending Project)

  • '숲가꾸기 사업'과 흰개미 피해를 받은 문화재의 관련성을 밝히는 것이 본 연구의 목적이다. 5개년 정책 사업으로 2004년에 시작된 '숲가꾸기 사업'은 전국 산림의 약 59%에 시행되었으며, 2009년 최대치였다가 점차 감소하는 추세이다. 한편 국가지정문화재의 흰개미 피해가 증가하였음을 확인하였고, 이에 대응하기 위한 조치는 2012년부터 확대되기 시작한 것으로 판단하였다. 또한 최근 6년간 국립문화재연구소에서 조사한 국가지정문화재 흰개미 피해 현황을 분석한 결과 문화재의 약 98%가 흰개미 피해를 입었으며 이 중 약 72%는 산림에 인접해 있음을 확인하였다. 특히 '2008년 산불방지 문화재 숲가꾸기 사업' 대상지인 국가지정문화재 46개소는 모두 흰개미 피해 사례가 있었음을 확인하였다. 전국 산림을 대상으로 숲가꾸기 사업이 대대적으로 이루어짐과 동시에 흰개미 피해를 받은 문화재가 증가한 것으로 판단된다. 숲가꾸기 이후 흰개미의 서식처가 될 수 있는 수많은 그루터기와 목재 산물이 발생함에 따라 산림에 인접한 목조문화재가 흰개미 피해를 받기 쉬운 환경에 놓이게 되었음을 밝혔다. 문화재돌봄사업단의 인력 등을 활용하여 목조문화재에 인접한 산림의 흰개미 서식 조사와 문화재로의 피해 경로를 추적하는 연구와 사업이 필요할 것으로 보인다.

사회연결망 이론을 활용한 여자필드하키 패스분석 (Women's Field Hockey Pass Analysis using Social Network Theory)

  • 본 연구는 필드하키 경기에서 선수들의 패스를 통하여 예선경기와 본선경기, 승리경기와 패배경기로 나누어 핵심선수와 공격패턴을 확인하는 것이다. 대한민국 여자하키대표팀이 출전한 월드리그 파이널 전체 6경기를 대상으로 1차적으로 모든 패스를 스포츠코드를 활용하여 분석을 하였고, 2차적으로 R프로그램을 활용하여 사회연결망분석을 하여 중심성 분석을 하였다. 연구결과는 첫번째로 예선경기는 본선경기보다 연결중심성이 낮고, 근접중심성은 같으며, 사이중심성은 높은 것으로 나타났다. 두 번째 승리경기는 패배한 경기보다 연결중심성이 낮고, 근접중심성은 같으며, 사이중심성은 높은 것으로 나타났다. 이는 대한민국 여자하키 대표팀은 예선경기에서 패스를 통한 공격패턴보다는 속공을 통한 패턴을 활용하며, 속공을 통한 공격이 가능할 때 승리한 것으로 나타났다. 이러한 연구를 바탕으로 현장에서 경기력을 분석하는데 하나의 방법으로 활용되기를 기대한다.

완성품 돋보기와 조제가공된 돋보기가 광학적 요소에 미치는 영향 (The Effect of the Optical Points Difference between Finished-Reading Glasses and Dispensing Reading Glasses)

  • 목적: 본 연구는 시중에서 유통되고 있는 완성품 돋보기와 안경원에서 조제가공된 돋보기의 광학적 중심점간의 문제점을 비교하여 눈에 미치는 영향을 연구하였다. 방법: 연구대상은 +1.00D에서 +4.00D까지 11개의 범주로 나누어 측정하였으며, 광주시 광산구에 사는 안질환이 없는 40세 이상의 남녀로 안경테 사이즈를 세 그룹으로 나누어 광학적 중심점과 광학적 높이를 측정하였다. 결과: 광학적 중심점은 57 mm에서 80 mm 범위 사이에 있었으며 대부분 61 mm에서 65 mm(64.6%) 사이였다. 광학적 중심높이 오차는 1 mm에서 8 mm 범주에 있었으며 4 mm가 공통범주(23%)에 속하였다. 완성품 돋보기는 불규칙한 사이즈를 가지고 있었다. 조사대상들은 거의 대부분 75.5%(151명)가 시중에 유통되는 완성품 돋보기를 사용하고 있었다. 대상자 151명을 조사한 결과, 완성품 돋보기의 광학적 중심점과 장용자의 P.D 사이에는 4 mm의 공통된 오차가 있었다. 더구나 광학적 중심 높이와 착용자의 O.H 사이에는 3 mm에서 4 mm의 오차가 있었다. 151명의 완성품 돋보기를 사용하는 사람들은 모두 피곤함을 느끼고 있었으며, 53명(35%)은 돋보기 착용 후 10분에서 20분 후부터 피곤함을 호소하였다. 이러한 조사를 바탕으로, 우리는 돋보기에 있어서 광학적 중심점 오차시 발생되는 프리즘 값을 발견할 수 있었으며 이는 완성품 돋보기가 착용하기에 충분하지 않다는 것을 나타낸다. 완성품 돋보기는 렌즈 굴절력과 상관관계가 있다는 것을 알 수 있었으며 또한 독일 RAL-915 규정을 따르지 않는다는 것도 알 수 있었다. 결론: 우리가 조사한 바를 기초로 할 때 완성품 돋보기는 우리의 시생활에 많은 위험적인 요소를 품고 있으며 안경사는 광학적 중심점을 토대로 정확하게 조제가공된 돋보기를 소비자에게 반드시 권하여야 할 것이다.

통일 한국의 적정 군사력에 관한 연구 - 분쟁 시나리오와 상대적 균형전략을 중심으로 - (A Study on Appropriate Military Strength of Unified Korea (Focused on relative balance strategy and conflict scenario))

  • To prepare for the complicated international relationship regarding Korean Peninsula after reunification, this thesis started off with the awareness that Unified Korea should build its international posture and national security at an early stage by determining its appropriate military strength for independent defense and military strategies that Unified Korea should aim. The main theme of this thesis is 'The research on appropriate military strength of the Unified Korean military'. To derive appropriate military strength of Unified Korea, this research focuses on conflict scenario and relative balance strategy based on potential threats posed by neighboring countries, and this is the part that differentiates this research from other researches. First of all, the main objective of the research is to decide appropriate military strength for Unified Korea to secure defense sufficiency. For this, this research will decide efficient military strategy that Unified Korea should aim. Than by presuming the most possible military conflict scenario, this research will judge the most appropriate military strength for Unified Korea to overcome the dispute. Second, after deciding appropriate military strength, this research will suggest how to operate presumed military strength in each armed force. The result of this thesis is as in the following. First, Unified Korea should aim 'relative balance strategy'. 'Relative balance strategy' is a military strategy which Unified Korea can independently secure defense sufficiency by maintaining relative balance when conflicts occur between neighboring countries. This strategy deters conflicts in advance by relative balance of power in certain time and place. Even if conflict occurs inevitably, this strategy secures initiative. Second, when analyzing neighboring countries interest and strategic environment after unification, the possibility of all-out war will be low in the Korean Peninsula because no other nation wants the Korean Peninsula to be subordinated to one single country. Therefore appropriate military strength of the Unified Korean military would be enough when Unified Korea can achieve relative balance in regional war or limited war. Third, Northeast Asia is a region where economic power and military strength is concentrated. Despite increasing mutual cooperation in the region, conflicts and competition to expand each countries influence is inherent. Japan is constantly enhancing their military strength as they aim for normal statehood. China is modernizing their military strength as they aspire to become global central nation. Russia is also enhancing their military strength in order to hold on to their past glory of Soviet Union as a world power. As a result, both in quality and quantity, the gap between military strength of Unified Korea and each neighboring countries is enlarged at an alarming rate. Especially in the field of air-sea power, arms race is occurring between each nation. Therefore Unified Korea should be equipped with appropriate military strength in order to achieve relative balance with each threats posed by neighboring countries. Fourth, the most possible conflicts between Unified Korea and neighboring countries could be summarized into four, which are Dokdo territorial dispute with Japan, Leodo jurisdictional dispute with China, territorial dispute concerning northern part of the Korea Peninsula with China and disputes regarding marine resources and sea routes with Russia. Based on those conflict scenarios, appropriate military strength for Unified Korea is as in the following. When conflict occurs with Japan regarding Dokdo, Japan is expected to put JMSDF Escort Flotilla 3, one out of four of its Japan Maritime Self-Defense Force Escort Fleet, which is based in Maizuru and JMSDF Maizuru District. To counterbalance this military strength, Unified Korea needs one task fleet, comprised with three task flotilla. In case of jurisdictional conflict with China concerning Leodo, China is expected to dispatch its North Sea fleet, one out of three of its naval fleet, which is in charge of the Yellow Sea. To response to this military action, Unified Korea needs one task fleet, comprised with three task flotilla. In case of territorial dispute concerning northern part of the Korean Peninsula with China, it is estimated that out of seven Military Region troops, China will dispatch two Military Region troops, including three Army Groups from Shenyang Military Region, where it faces boarder with the Korean Peninsula. To handle with this military strength, Unified Korea needs six corps size ground force strength, including three corps of ground forces, two operational reserve corps(maneuver corps), and one strategic reserve corps(maneuver corps). When conflict occurs with Russia regarding marine resources and sea routes, Russia is expected to send a warfare group of a size that includes two destroyers, which is part of the Pacific Fleet. In order to balance this strength, Unified Korea naval power requires one warfare group including two destroyers. Fifth, management direction for the Unified Korean military is as in the following. Regarding the ground force management, it would be most efficient to deploy troops in the border area with china for regional and counter-amphibious defense. For the defense except the border line with china, the most efficient form of force management would be maintaining strategic reserve corps. The naval force should achieve relative balance with neighboring countries when there is maritime dispute and build 'task fleet' which can independently handle long-range maritime mission. Of the three 'task fleet', one task fleet should be deployed at Jeju base to prepare for Dokdo territorial dispute and Leodo jurisdictional dispute. Also in case of regional conflict with china, one task fleet should be positioned at Yellow Sea and for regional conflict with Japan and Russia, one task fleet should be deployed at East Sea. Realistically, Unified Korea cannot possess an air force equal to neither Japan nor China in quantity. Therefore, although Unified Korea's air force might be inferior in quantity, they should possess the systematic level which Japan or China has. For this Unified Korea should build air base in island areas like Jeju Island or Ullenong Island to increase combat radius. Also to block off infiltration of enemy attack plane, air force needs to build and manage air bases near coastal areas. For landing operation forces, Marine Corps should be managed in the size of two divisions. For island defense force, which is in charge of Jeju Island, Ulleung Island, Dokdo Island and five northwestern boarder island defenses, it should be in the size of one brigade. Also for standing international peace keeping operation, it requires one brigade. Therefore Marine Corps should be organized into three divisions. The result of the research yields a few policy implications when building appropriate military strength for Unified Korea. First, Unified Korea requires lower number of ground troops compared to that of current ROK(Republic of Korea) force. Second, air-sea forces should be drastically reinforced. Third, appropriate military strength of the Unified Korean military should be based on current ROK military system. Forth, building appropriate military strength for Unified Korea should start from today, not after reunification. Because of this, South Korea should build a military power that can simultaneously prepare for current North Korea's provocations and future threats from neighboring countries after reunification. The core of this research is to decide appropriate military strength for Unified Korea to realize relative balance that will ensure defense sufficiency from neighboring countries threats. In other words, this research should precisely be aware of threats posed by neighboring countries and decide minimum level of military strength that could realize relative balance in conflict situation. Moreover this research will show the path for building appropriate military strength in each armed force.
