해상 풍력발전의 경제성 분석 (Estimation of Cost of Energy for Offshore Wind Turbines)

  • Large offshore wind farms have actively been developed in order to meet the needs for wind energy since the land-based wind farms have almost been fully developed especially in Europe. The key problem for the construction of offshore wind farms may be on the high cost of energy compared to land-based ones. NREL (National Renewable Energy Laboratory) has developed a spreadsheet-based tool to estimate the cost of wind-generated electricity from both land-based and offshore wind turbines. Component formulas for various kinds and scales of wind turbines were made using available field data. Annual energy production has been estimated based on the Weibull probability distributions of wind. In this paper, this NREL estimation model is introduced and applied to the offshore wind turbines now under designing or in production in Korea, and the result is discussed.

  • The problem treated is that of locating distribution centers(depot) in a network, so as to minimize the total cost which is the sum of transportation cost, (from factory to centers and from centers to demand points), construction cost, inventory cost and traffic increasing cost. This problem is mathematically an integer program and a non-linear model. This study avoids various inefficient aspects, which many studies have shown, by introducing a matrix notation, node and link function. An algorithm, for determining the optimal location of distribution center which has zone in which demand points are located at some node of a network, is presented. Finally this paper describes a numerical example and discusses its results.

  • Recently Life Cycle Cost Analysis for civil infrastructures such as pavements, bridges, and dams has been emphasized However, so far, there are few systems available for life cycle cost analysis of bridges at design stage. Therefore, the objective of this paper is to develop a user-friendly life-cycle cost analysis system for LCC-effective optimal design decision making at design stage. The program is based on the proposed LCC model, formulation, analysis modules and systematic procedure that suit Korean construction conditions. It is expected that the developed system can be effectively utilized for more LCC-effective design of bridges. It is applied to an actual bridge design project in order to demonstrate its effectiveness and applicability.

  • This research is aiming to specify the requirement of the investment such as initial cost, running cost earning rate to make effective investment considering the purpose of remodeling and economical value of store building enough to meet the initial purpose of remodeling. The review of earning rate for economical evaluation was performed by the on-site auditing on the structure and function of the building and applying the assessment simulation program, which is to find the possible business model to identify the requirement of building owner through case study. After the research, the following results are obtained. First, it is important that many aspects should be carefully analysis and the best method should be selected as characteristics of remodeling can be defer each other in their implementations. Second, though the remodeling of exist buildings to promote the functions has been applied. no suitable assessment tool has bee developed for deciding the level of remodeling in the view of economical efficiency so far. Third, the economical benefit was evaluated by analysing annual earning rate which is applied by investment items and recovery period for the investment. More specific data bate should be established to apply the suggested economic accession in business enough to forecast the future circumstances. More researches should be promoted on this area continuously as well as the integrated economic evaluation of remodeling on existing building.

  • The purpose of this paper was to explore delay avoiding measures and strategies. The paper was based on previous work of authors on finding delay causes. Firstly, the paper has discussed about delay avoidance measures prescribed by the previous work. As the previous study identified five main causes of construction delays, various measures and strategies to overcome those delay problems have been discussed in sequence in the last sections. Major delay prevention strategies are: involving stakeholders in the project decisions, outreach program, realistic time and resource estimation, try to adjust the triple constraints of time, cost and scope, ensure fair and complete disclosure of information at an early stage of the construction project, contractor, itself should inquire about patent design errors prior to submitting its bid, owner should include in its contract with the consultant an indemnity (protection) clause etc.

  • 네트워크의 규모가 확장되면서, 다양한 네트워크 장비들로 구성되어 있는 복잡한 네트워크 관리를 위해 많은 비용이 소모되고 있다. 이 논문에서는 네트워크 구성 요소 및 서비스 관리를 위해 필요한 관리 프로그램의 개발비용 및 시간을 절감하기 위하여 능동적 관리 프로그램 생성 기능을 지원하는 네트워크 관리 시스템을 제안한다 제안한 시스템은 실시간 네트워크 관리를 위해 구성관리, 성능관리 및 장애관리의 기본구성요소와 이들 기본 구성요소를 통해 관리 대상이 되는 네트워크 구성요소들에 대한 정보 생성을 능동적으로 지원해주기 위한 능동적 관리 프로그램 생성기로 구성된다. 제안하는 시스템은 네트워크 구성 요소들에 대한 정보를 가지고 SNMP 매니저와 함께 네트워크 관리를 수행하게 되는데, 이때 필요한 네트워크 구성요소들에 대한 관리 프로그램 생성을 기존의 수작업에 의한 방법에서 능동적으로 생성해 준다. 우리는 제안하는 시스템을 실제 네트워크에 구축하여 운영함으로서 네트워크 객체에 대한 확장 또는 네트워크 관리 객체에 대한 관리 프로그램 생성 시개발 기간을 단축하는 효과와 개발비용 및 유지비용이 감소되는 것을 확인하였다.

  • 본 연구는 지방자치단체의 재정관리의 투명성에 대해 살펴보고 복식주의 발생주의 회계를 통해 이를 효과적이고 효율적으로 활용하여 재정 개혁의 기반을 다지기 위한 관리 방안을 모색하고자 한다. 주요한 내용을 정리하면 첫째, 정부회계기준의 지속적 개선의 필요, 둘째, 회계과목의 설정과 프로그램 예산과목과 연계 필요, 셋째, 정부사업에 투입된 자원의 총비용을 객관적으로 산정하기 위한 원가회계시스템의 구축 필요, 넷째, 공무원의 인식변화와 현재 순환보직 인사제도의 문제점 개선 및 교육훈련을 통한 회계공무원의 전문성 확보, 다섯째, 고위층의 관심과 공직 윤리시스템 강화, 여섯째, 내부 통제와 감시제도의 강화 필요, 일곱째, 독립된 외부전문가의 회계감사 실시와 회계전문가집단의 역할 필요, 마지막으로 효율적이고 실용적인 전산시스템 구축과 연구개발(R&D)사업이 지속적으로 실행되어야 할 것이다.

공공임대주택 주민의 주거비 부담 경감 방안 모색을 위한 관리자 의식조사 (Perception of management staff on methods of reducing the housing cost burden of residents in public rental housing)

  • The housing policy of Korea has been focused on the expansion of housing construction so far. However, actual support for low-income households is still insufficient, especially in public rental housing. The purpose of this study was to identify various methods of reducing the housing cost burden of residents in public rental housing, focused on empowerment. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27. Several ways to reduce housing cost burden and to enhance the self-support will of residents in public rental housing were suggested as follows: development of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

국제개발협력사업의 마을도로 건설 비용편익 분석 - KOICA 베트남 라오까이 행복프로그램 적용사례 - (A Cost-Benefit Analysis of Road Construction in International Development Cooperation Project - A Case of KOICA's Lao Cai Happiness Program in Vietnam -)

  • The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.
