As cost invested in developing the specified technology is increasing, investors are paying more attention to cost to benefit analysis (CBA). One of the basic elements of CBA for new technological development is the diffusion pattern of demand of such technology. Many studies of technology evaluation have adopted a single generation model to simulate the diffusion pattern of demand. This approach, however, considers the diffusion of the new technology itself, not taking into account a newer generation that can replace the one just invented. In this paper, we show how a multi-generation technology diffusion model can be applied for more accurate CBA for information technology. Monte Carlo simulation is performed to find influential factors on the CBA of a Cybernetic Building System.
This paper aims to design a policy-assessment tool liking the Environmental Impact Assessment(EIA) and the Cost Benefit Analysis (CBA). As a step towards the incorporation of environmental and economic considerations, the approach used herein takes the form of integrating quantitative information on environmental benefits and costs associated with implementing the project into the existing framework of the EIA. Our case study is an project appraisal of a solar energy plant. It is confirmed that the technique is operational, however, there are certain limitations for a complete assessment. The difficulty mainly originated from the omission of important information from each step of the valuation process. Alternatively stated, some environmental services are not identified, nor quantified, and nor monetized in the process. More case studies are warranted in the future along with elaboration in methodology of techniques. In addition, the construction of a database on environmental values will be required to accumulate reliable and systematized data. These are the necessary conditions to improving quality in application of techniques as well as providing comprehensive and balanced information to decision makers.
The purpose of CBA(cost-benefit analysis) in risk assessment is to show whether the benefits of implementing additional risk reduction methods(RRMs) derived through risk assessment outweigh its costs and it is proper to implement the methods. In this paper CBA has been conducted in order to select the most effective and reasonable RRM as implementing the RRM derived after QRA for the high pressure urban gas pipelines. As conducting QRA again by applying the derived RRMs, No. 10 measure which includes pipeline corrosion monitoring, MOV(motor operated valve) installation and the method to protect pipeline damage caused by third-party mechanical interference has showed the highest risk reduction effect. Also it has been considered to be reasonably practicable by conducting CBA and then is selected as the most effective and reasonable RRM on the objects of this paper.
Recently Urban Gas Business Companies have been allowed to construct High Pressure Natural Gas pipelines, if they adopt the Risk Reduction Measures(RRMs) recommended by Korea Gas Safety Corporation(KGS) after safety assessment. This paper presents a Cost Benefit Analysis(CBA) method, when KGS performs safety assessment and recommends RRMs to Safety Appraisal Committee, to help the Committee make judgements on whether the proposed RRMs are reasonably practicable. We carried out quantitative risk assessment to high pressure natural gas pipelines as a case study and analysed cost benefit for the suggested RRMs. In conclusion, we found out the presented CBA method using PF was proper in Korea.
This study was carried out in order to verity the usefulness of FSA(Formal Safety Assessment) methods as a tool to conduct a safety assessment of general cargo ships flying the Korean flag, and to provide useful information on 'the Safety of General Cargo Ships' for IMO committee's discussion on the matter at a future session. In the previous paper, "A Study on High-level FSA for Korean-flagged General Cargo Ships(1)", the concepts of the FSA methodology and its five steps were described and the results of Hazard Identification(Step 1) and Risk Analysis(Step 2) from the FSA study for the Korean-flagged general cargo ships were discussed. Subsequent to the Steps 1 & 2, the identification of Risk Control Options(RCOs-Step 3) for eliminating or reducing either the frequency or the severity of the risks identified and their Cost-Benefit Assessment(CBA-Step 4) were undertaken. In this paper, the results of the Steps 3 & 4 are discussed, and some recommendations are made.
Cost-benefit analysis (CBA) has been performed in order to decide whether the ILI (in-line inspection) suggested as risk mitigation measure (RMM) from quantitative risk assessment is reasonably practicable. As a result of CBA, we could find out the reasonable intervals of implementation of ILI. In order to assess the benefit, value of preventing a fatality (VPF), which measures value of human life, has been used. The adequate VPF figure of high pressure urban gas pipelines for CBA used in this paper is two billion won. As a result of 2 case studies, we found that the most reasonable intervals of ILI suggested as RMM were 13 years or 15 years.
This study has suggested a decision method which determine optimum investment level for safety management by process risk assessment at gas governor station. Hazard and operability study(HAZOP), fault tree analysis(FTA) and consequence analysis(CA) were carried out and potential accident cost and benefit for safety management were estimated. As a result, we could be found the trend of safety cost and benefit by the nonlinear regression method and could be determined the optimum investment level for safety management from analysis of safety management cost and potential accident cost.

Whenever some new measure to promote safety is being considered, one major input into the decision making process is to be some formal assessment of the costs and benefits involved. What levels of safety do many stakeholders believe the railway should deliver? This paper is a contribution to the efforts to answer the question. In this study, under Willing-To-Pay(WTP) based value of preventing a fatality(VPF) approach, we will study how much people are willing to trade off safety against other desirable things, summarize accepted quantitative criteria for safety quantitative criteria for safety decision, describe differences between these criteria and some current risk control actions, and present an outline of work under way to address issues related to cost-benefit analysis(CBA).
The accident risks in the marine environment are increasing because of the tendency to build faster and larger ships. To secure ship safety, risk-based ship design (RBSD) was recently suggested based on a formal safety assessment (FSA). In the process of RBSD, a ship designer decides which risk reduction option is most cost-effective in the design stage using a cost-benefit analysis (CBA). There are three dimensions of risk in this CBA: fatality, environment, and asset. In this paper, we present an approach to estimate the environmental costs based on the size of an oil tanker involved in an accident using a neural network. An appropriate neural network model is suggested for the estimation,and the neural network is trained using IOPCF data. Finally,the learned neural network is compared with the cost regression equation by IMO MEPC 62/WP.13 (2011).
As most of environmental impacts caused by development projects are irrevocable, a thorough review is utmost necessary. Ecological-economic integrated approach inspired by Norgaard's co-evolution theory should be applied to the environmentally adjusted CBA, which plays a decisive role in the feasibility analysis. Based on case studies of NamHan River Management Project and Yeongsangang Wetland Reclamation Project, this paper attempts to show the usefulness of linking basic plan and implimentation design to EIA and suggests to integrate EACBA into the current EIA system institutionally as a more effective policy tool for realizing sustainable development in Korea.
