Study on Business Model of e-Call System and Feasibility Analysis (긴급구난체계(e-Call) 비즈니스 모델 개발 및 타당성 연구)

  • The number of deaths in Korea is higher than the OECD average. Therefore, an e-Call system is being developed as a vehicle ICT-based emergency rescue system that automatically detects an accident in the event of a vehicle accident and transmits related information to the center. In order to overcome the limitations of social acceptability and function of e-Call system, we propose a model that allows users to be aware of the necessity of service voluntarily. We predicted the market share of e-call services according to the proposed business model and analyzed it through B/C analysis. Benefits are calculated on a penetration basis, and device purchase and communications costs are calculated for each period. B/C analysis shows that pessimistic scenarios are 0.98 in 2025 and 1.01 in 2030. In an optimistic scenario, it is 1.05 in 2025 and 1.20 in 2030, which is more economical.

  • Rapid urbanization has elevated the risk of urban flooding due to the increase in the impervious surface, causing environmental disasters and environmental pollution problems, such as lowering the groundwater level and increasing water pollution. In Korea, low impact development (LID) techniques have been introduced to minimize these environmental impacts and maintain the water cycle soundness. However, most small-scale development projects are in blind spots because there is no legal basis for rainfall runoff management. Small-scale development projects that increase the surface runoff of rainwater are required to mandate the application of LID facilities in accordance with the polluters' responsibility principle. Therefore, it is necessary to implement a preliminary consultation system for water cycle recovery. This study focuses on the cost-benefit analysis on the application of LID techniques for small-scale development projects. The scale of nationwide small-scale development projects used for cost-benefit analysis were defined as buildings with a land area of more than 1,000 ㎡ or a total floor area of 1,500 ㎡. As a result of analyzing the cost-benefits from the installation of LID facilities, they were found to be much lower than the economic standard value of 1. This might be due to the high cost of facilities compared to the scale of the project. However, considering the overall environmental value of improving the water environment and air quality by the installation of LID facilities and the publicity of reducing the operating cost of sewage treatment facilities, the introduction of a prior consultation for small-scale development projects is inevitable. In the future, institutional and financial support from local governments is required to improve the cost-benefits with the introduction of a prior consultation for small-scale development projects.

  • An feasibility analysis is performed for the tidal current power generation with the examination of the sea water speed distribution at Pungdo. In this analysis, the water speed distribution which is the key issue was obtained from the actual speed distribution data and results in "the annual current tidal power". Due to the lack of cost information, we applied EPRI data from the internet site instead of the actual information. The result could be used as a base data for the construction of current tidal power plant in the near future. And it is expected to provides good data for the Energy policy.

Economic Impact Analysis on High-yield Groundwater Development R&D Project in Jeju (제주도 청정 대용량 지하수개발 연구사업의 경제적 효과분석)

  • For economic impact analysis on a R&D project of high-yield groundwater development in Jeju conducted by KIGAM from 2004 to 2007, benefit/cost ratio(BCR), net present value(NPV), and internal rate of return(IRR) were calculated by contingent valuation method(CVM), production function analysis, domestic water market analysis and technology factor analysis. Measurable direct impact parameters among the major outputs of this R&D project consisted the estimation 4 high-yield and high mineral groundwater reserve in Jeju. Annual use of the reserve by piped water and bottled water was estimated as 12.23 million ton and its monetary value was calculated as 293.4 million dollar in 2006 year value applied of 5.5% discount rate. Economic impact of this R&D project in NPV of year 2006, with applying a discount rate of 5.5%, was identified and estimated as 13.66 million dollar in NPV, 4.05 points in BCR, and 22.74% in IRR, respectively. Additional early launch benefit was 5.58 million dollar. Even increased of the 1% discount rate, NPV of this R&D project was also positive as 12.18 million dollar and BCR was 3.71.

  • Although the amount of travel demand is a critical factor in a benefit-cost (B/C) analysis of railway investment, the travel demand changes especially for induced demand have not been considered. Therefore, the basic study of how to estimate travel demand changes after railway investment is worth investigating. This study reviews the methodologies for estimating diverted and induced demand generated after railway investment, and proposes appropriate approaches that will help railway planners to practically apply them in a case study. Further, the research stimulates the needs of consideration of the travel demand changes in the feasibility studies of railway planning.

  • 최근 기후변화와 기상이변으로 예측하지 못한 게릴라성의 국지성호우로 인해서 과거 장마와 같은 피해가 아닌 변화된 강우패턴으로 막대한 피해가 나타나고 있다. 또한, 이러한 게릴라성 호우는 예측 또한 어려운 경향을 나타낸다. 이러한 피해를 방지하기 위해 단기유출 예측을 위해 사용되는 다양한 모형들 가운데 GRM(Grid based Rainfall-runoff Model)을 사용하였으며, GRM모델은 단기유출해석에 사용되며 국내에서 개발된 물리적 기반 모형이다. 본 연구에서는 한강의 하류인 청미천 유역을 대상으로 강우-유출 분석을 진행하였으며, 환경부의 11개 기상관측소의 자료를 이용한 티센망도 기반의 면적강우량으로 산정하였고 이를 GRM에 적용하였다. 강우자료의 Event 선정기간은 2011년 6월 29일부터 2011년 7월 1일까지 86.83mm 강수가 내린 Event이다. 공간자료는 국토지리정보원의 90M DEM(Digital Elevation Model), 농촌진흥청의 정밀토양도와 토심, 환경부 환경공간서비스의 대분류 토지이용도를 이용하였다. 또한, 검정을 위해서 정형우도인 NSE, 비정형우도인 Log-normal 우도를 이용하여 분석하였으며, 각각의 결과값은 NSE 0.966, Log-normal은 -1214.97의 값을 나타냈다. 추후, 다양한 적합지표를 이용하여 GRM의 강우패턴별, 유역별대표매개수가 산정된다면 홍수방어를 위한 강우-유출 모형으로 매우 유용하게 활용될 것으로 판단된다.

Feasibility Study on Styrofoam Layer Cushioning for Banana Bulk Transport in a Local Distribution System

  • Purpose: This study evaluates a new banana bulk packaging method under the real transport conditions of Sri Lanka. Methods: A field evaluation of optimized 8-mm thick Styrofoam sheets used as the cushioning material was applied. A trial transport was conducted from Thambuttegama to Colombo using a medium-sized open truck, with banana leaves as the control material. Data were recorded at the farmer, transporter, retailer, and consumer stages of the supply chain. Mechanical damage, physiological loss in weight, fruit firmness, total soluble solids, ripeness index, visual quality ratings, and the physical damage index of the bananas were measured at each stage. A cost-benefit analysis was also conducted for both packaging methods. Results: The 8-mm styrofoam sheets significantly reduced (p < 0.05) the mechanical damage from 26.3% to 12.9% compared to the conventional method for long-distance transport, and the physiological loss in weight showed a decrease of 2.88%. The loss of firmness of the fruits followed a simmilar pattern for both methods until reaching the retailer, but at the consumer was significantly higher (p < 0.05) for the control. However, the physical damage index at the retail stage for the control showed symptoms of physical injury, whereas the bananas transported using the cushioning materials exhibited only minor symptoms. Further, the visual quality of the fruits after transport from the farmer to the consumer was preserved, which is one of the main factors affecting consumer preference and retail price. The proposed method increases the profit margin by 51.2% for Embul bananas owing to the reduced postharvest losses. Conclusion: The 8-mm thick Styrofoam sheets reduced the physical damage to the bananas, with the quality parameters maintained at the prefered level. Moreover, profits may be increased.

A case study on the economic feasibility of different patterns of green care and healing complexes

  • Korean agriculture has recently focused on the 6th dimension of industrialization, which includes the functions of healing and care. The green care and healing business is one of the most representative models, satisfying modern consumers' needs for care or healing in rural agricultural environments. Many studies have shown physical and social benefits from green care and healing, but studies regarding economic performance are rarely found. The present study aimed to analyze the economic feasibility of different green care and healing farm complexes proposed in recent domestic research, with various possible combinations of business scenarios. The results show that most of the scenarios are economically feasible as B/C (benefit-cost ratio) and IRR (internal rate of return) are 1.19 and 8.53%, respectively, under scenario 1. This study also performed a break-even analysis for providing more flexible decision-making information. Overall, scenario 1 from green care and healing site and scenario 4 from green care and healing cluster are found to be superior to the other scenarios in terms of B/C and IRR. The scenarios in this study reflect the domestic farms or complexes which have similar functions of care or healing. Therefore, the results of this study provide information on practical policies and business implications in making decisions on the specific size and operational patterns when adopting green care and healing complexes by central or local governments and private sectors in the future.

Feasibility Study of small hydropower at a municipal wastewater treatment plant by model analysis (모델분석을 통한 하수처리장 소수력발전 경제성 평가)

  • 본 연구는 경기도 용인시에 위치한 공공하수처리장을 대상으로 소수력발전 성능특성을 예측하고 경제성을 분석하여 소수력발전소의 건설타당성을 제시하였다. 방류구에서의 수준측량 조사에 따르면 실제 유효 낙차는 4.3m로 나타났다. 최근 5년간 방류량 자료를 살펴보면 일평균 실제 처리량은 약 $30,000m^3/day$로 나타났으며, 우수 유입과 물 사용량이 증가하는 여름 및 가을에 처리량이 증가하였다. 설계유량은 유량변화에 따른 누적 확률밀도와 유량지속곡선에 근거해 산정하였으며, 시간빈도로 보았을 때 17%의 유량이 지속되는 $0.35m^3/sec$가 설계유량으로 나타났다. 예상되는 수차 발전용량은 11kW급이며, 시스템 가동율은 74%, 그리고 계통선에 송출될 수 있는 연 전력생산량은 71.3MWh로 나타났다. 경제성 평가는 신재생에너지 경제성 분석 도구인 RETScreen 프로그램을 사용하여 B/C ratio, IRR, 개발투자비 등의 경제성 평가지표들을 산정하였다. 편익(Benefit) 산정시 전력기준단가는 133.67원/kWh, 할인율 7%를 적용하였으며, 비용(Cost) 산정시 유지관리비는 초기 건설비의 1%, 사용연한 30년을 적용하였다. 경제성 분석결과 기흥레스피아의 소수력발전소 건설시 초기 건설공사비가 $165,000 일 때, B/C 1.0, NPV $3,534, 투자회수기간 15.1년으로 산정되었고 따라서 초기 건설비용이 $165,000 이하일 때 가장 경제적인 것으로 파악되었다.

Phased Introduction of the New Transportation System under the Step-by-step Land Development Project (단계적 택지개발사업에 따른 신교통시스템 적정 도입방안 분석)

  • Recently, the paradigm of land development has been transformed from the joint development to the step-by-step development due to changes in socio-economic conditions. Nevertheless, the introduction of large-scale transportation facilities such as new transportation system tends to employ the joint development. Although new transportation system is eco-friendly, it occasionally fails at the beginning of the project because of high installation cost. Such phenomenon is caused by not only the system did not reflect the local characteristics but also did not respond to the step-by-step development. Accordingly, in order to introduce transportation system rationally, introducing new methods corresponding to the step-by-step development should be sought. In this study, we assumed that large-scaled land development site be achieved step-by-step development. and suggested the need for a phased introduction through benefit-cost analysis. The findings illustrated that the phased introduction shows economic efficiency with 30% increase of B/C compared to the bulk introduction. It also demonstrates that the bulk introduction under step-by-step development is more efficient than the bulk introduction under joint development.
