The restructuring of power industry is still going on all over the world for last several decades. Many kinds of restructuring model have been studied, proposed, and applied. Among those models, power pool is more popular than other. This paper assumes the power pool market structure having competitive generation sector, and a new method is presented to build a bidding strategy in that market. The utilities participating in the market have the perfect information of their cost and price functions, but they don't know which strategy to be chosen by others. To define one's strategy as a vector, we make utility's cost/price functions into discrete step functions. An utility knows only his own strategy, so he estimates the other's cost/price functions into discrete step functions. An utility knows only his own strategy, so he estimates the other's strategy using Nash equilibrium or stochastic methods. And he also has to forecast the system demand. According to this forecasting result, his payoffs can be changed. Considering these all conditions, we formulate a bidding game problem and apply noncooperative game theory to that problem for the optimal strategy or solution. Some restrictive assumption are added for simplification of solving process. A numerical example is given in Case Study to show essential features and concrete results of this approach.
The electric power industries in Korea are launched into deregulation by introducing the CBP(Cost Based Pool), where generation sector of KEPCO was divided into six generation companies and the other sectors of KEPCO remains vertically integrated system. In deregulated market, participants are concerned with maximization of their profit rather than minimization of system-wide costs. Consequently, there are difficulties in applying the cost minimization for the scheduling of generation resources to CBP, because of the operation of pumped-storage hydroplants. This paper presents an operation method of pumped storage hydroplants which is helpful for the economic operation of power system considering the market in the CBP.
In a cost based pool market, the generation capacity can be used as strategic bids by generation companies (Gencos) with the cost functions open to the market. Competition using strategic capacities is modeled by Cournot and Perfect Competiton (PC) model, and transformed into two by two payoff matrix game with Gencos' decision variables of Cournot and PC model. The payoff matrices vary when capacity payments are given to Gencos in accordance with their capacity bids. Nash Equilibrium (NE) in the matrices also moves with capacity price changes. In order to maximize social welfare of the market, NE should locate in a certain position of the payoff matrices, which corresponds to a PC NE. A concept of a critical capacity price is proposed and calculated in this paper that is defined as a minimum capacity price leading to PC NE. The critical capacity price is verified to work as a tool for suppressing a strategic capacity withholding in simulations of a test system.
In the past vertically integrated power system, the power utility forecasted power demand and invested new power plants to keep a system adequacy. However, in the competitive electricity markets, a principle part of the capacity investment is market participants who decided the investment to maximize their profit. Especially, one of the main factors in their long-term decision making is the retrieval of fixed costs (construction costs). This paper presents the capacity payment in electricity power markets. The capacity payment (CP) in Cost Based Pool (CBP) is needed to recover fixed costs. However, CP in CBP was applied not only recovering fixed costs but also ensuring supply reliability. In order to operate harmonious power markets, pool needs reasonable CP mechanism. This paper analysis CP using capacity proportion and Reliability Pricing Model (RPM).

The vertically integrated power industry was divided into six generation companies and one market operator, where electricity trading was launched at power exchange. In this environment, the profits of each generation companies are guaranteed according to utilization of their own generation equipments. Especially, the electricity demand shows seasonal and weekly regular pattern, which the some capacity should be provided into ancillary service based on the past demand forecasting error and operating results of electricity market. Namely, if generation cost function is applied to SMP and BLMP as announced the previous day, the available generation capacity of the following day could be optimally distributed, and therefore contract capacity of ancillary service applied to CBP(Cost Based Pool) and TWBP(Two-Way Bidding Pool) is determined. Consequently, it is Possible to use the retained equipments optimally. This paper represents on efficient bidding strategies for generation equipments through the calculation of the contract and the application of each generator cost function based on the past demand forecasting error and market operating data.
This paper presents an operational technique to maximize profit of a cogeneration power plant. To minimize errors in a loss and gain analysis of a cogeneration power plant, the energy sale profit in the cost-based-pool electric power trade market, the heat sale profit, and the supplementary fund profit for electric power industry are taken into consideration. The objective is to optimize the heat-electric power ratio to maximize profit of a cogeneration power plant. Furthermore, the constrained bidding technique to optimize heat-electric power ratiocan be obtained. Profits from of a cogeneration power plant are composed of three categories, such as the energy sale profit in the cost-based-pool electric power trade market, the heat sale profit, and the supplementary fund profit for electric power industry. Profits of a cogeneration power plant are varied enormously by the operation modes. The profits are mainly determined by the amount of constrained heat generation in each trading time. And the three profit categories arecoupled tightly via the heat-electric power ratio. The result of this case study can be used as a reference to a cogeneration power plant under the power trading system considered in this case.
At present, the Korean electricity industry is undergoing restructuring and the Cost Based-generation Pool(CBP) market is being operated preparing for Two Way Bidding Pool(TWBP) market open. As the circumstance of the traditional system is changed according to power system deregulation, the simulation tool which should reflect market code providing market operating mechanism is needed to analyze an electricity market. This paper presents the development of an unique market simulator, Market Modeling and Price Simulator(MMPS) that is designed to imitate the Korean electricity market considering uniform price. The MMPS is developed in VB.NET and is composed of two modules that consist of market modeling and price simulation interfacing access database program. To evidence the features and the performance of MMPS, a small two way bidding market with 12-bus system and one way bidding market for generator competition will be presented for the electricity market simulations using MMPS.
2001년에 개설된 우리나라 전력도매시장은 변동비 반영(CBP) 시장으로 발전기들의 비용절감 유인을 통해 전력생산 비용 최소화를 추구하고 있다. 국내 발전사들은 발전비용 절감을 위한 다양한 노력을 기울여 왔고, 발전연료 구매비용의 인하, 고효율 발전기 도입, 수요지에 인접한 발전소 건설 등이 그 결과로 나타나고 있다. 최근 전력시장 제도개선의 일환으로 계통한계가격(SMP)에서 무부하비용 등을 제외하는 방식에 대한 논의가 제기되고 있다. 본 연구에서는 SMP에서 무부하비용 등을 제외한 후 손실발전기를 별도로 보상하는 방안이 발전사의 비용절감 유인에 미치는 영향을 분석하였다. 그 결과 가격결정 구간에 위치한 LNG복합 발전기들의 비용절감 유인이 위축될 가능성이 높은 것으로 나타났다.
