  • The outage cost assessment has an important position for determination of the optimal level or optimal range of reliability for power system expansion planning. Establishing the worth of service reliability is a very difficult and subjective task. While the utility cost(reliability cost) will generally increase as consumers are provided with higher reliability, the consumer costs(reliability worth) associated with supply interruptions will decrease as the reliability increases. The total costs to society are the sum of these two individual costs and the optimum or target level of reliability is achieved at minimum point of the total cost curve. This paper addresses the role, need and assessment algorithms and methodologies of the outage cost in power system expansion planning. In a case study, the outage cost has been assessed using macro approach for our country 15years(1986-200l) in the case study. Additionally, determination processing of optimum reliability level is presented in another case study with the five buses MRBTS.

Problems of construction cost measurement models from the aspect of users in England.

  • Cost measurement plays the fundamental role within the modern construction and project management models, where not only materials, labors and services are measured by cost but also programme delays, quality defects and project risks are converted to be measured as cost. However, the problems of cost measurement models have been analyzed only from the aspect of owners and contractors who construct the buildings, not from the aspect of users who use buildings. In this article, analysis of data surrounding the current high inflation of construction costs in England is conducted, to find out its route causes within the current and historical development of construction cost measurement models. The conclusion is that current cost measurement models are based on the aspect of owners and contractors, which is to assess buildings as monetary asset for short-term taxation purpose, without due regard how buildings are used by users for long-term. Alternative cost measurement models based on the aspect of users are proposed, which assess buildings as functional asset for its long life-cycle. Pros and cons of these two adverse models are discussed in details, and harmonization between owners, contractors and users are sought, in order to arrive at a more consistent cost measurement approach which can be equally applied to buildings and built-environment by all stakeholders involved.

Motion-Vector Refinement for Video Error Concealment Using Downhill Simplex Approach

  • In error-prone wireless environments, it is difficult to realize video coding systems that are robust to various types of data loss. In this paper, a novel motion-vector refinement approach is presented for video error concealment. A traditional boundary-matching approach is exploited to reduce blocky effects along the block boundary. More specifically, a downhill simplex approach is combined with a boundary-matching approach to fine-tune the motion vectors, reducing the blocky effects along the prediction unit block boundary, and minimizing the computational cost. Extensive simulations are performed, and the results obtained verify the robustness and effectiveness of the proposed approach.

  • An optimizer has been applied for the optimal design of pipe diameters in the pipe flow network problems. Pipe network flow analysis, which is developed separately, is performed within the interface for the optimization algorithm. A pipe network is chosen for the test, and optimizer GenOpt is applied with Holder-Mead-O'Niell's simplex algorithm after solving the network flow problem by the Newton-Raphson method. As a result, optimally do-signed pipe diameters are successfully obtained which minimize the total design cost. Design cost of pipe flow network can be considered as the sum of pipe installation cost and pump operation cost. In this study, a practical and efficient solution method for the pipe network optimization is presented. Test system is solved for the demonstration of the present optimization technique.

  • Edge detection is the first step and very important step in image analysis. We cast edge detec¬tion as a problem in cost maximization. This is acheived by the formulation of a cost function that evaluates the quality of edge configurations. The cost function can be used as a basis for compar¬ing the performances of different detectors. We used a Genetic Algorithm for maximizing cost func¬tion. Genetic algorithms are a class of adaptive search techniques that have been intensively stud¬ied in recent years and have been prone to converge prematurely before the best solution has been found. This paper shows that carefully chosen modifications(three factors of the crossover opera¬tor) are implemented can be effective in alleviating this problem.

  • Accident analysis is special concern to researchers in traffic safety. Accident analysis in product safety, however, is not. The needs of product safety management alter it in the world by all manufacturers. The purpose of this study is to propose a theoretical principles for product safety management through the accident cost analyses. The accident cost is a important factor to prevent product accident and to treat some claims of customers. It is sure that this principles can help all making decisions of manufactures with expected accident cost per a product accident and with total expected accident cost.

  • For solving multiresponse problems, a variety of loss function approaches have been proposed assuming that a cost matrix is known and fixed. However a cost matrix is also an important factor in loss function approaches, because the optimal solution is very sensitive to the cost matrix. In this paper. we propose a novel method for adjusting the cost matrix by considering the predictive ability of the estimated response models. Simulation results for the generated data set show that the proposed method is competitive with previously reported methods.

  • A non-fragile guaranteed cost control (GCC) problem is presented for a class of discrete time-delay nonlinear systems described by Takagi-Sugeno (T-S) fuzzy model. The systems are assumed to have norm-bounded time-varying uncertainties in the matrices of state, delayed state and control gains. Sufficient conditions are first obtained which guarantee that the closed-loop system is asymptotically stable and the closed-loop cost function value is not more than a specified upper bound. Then the design method of the non-fragile guaranteed cost controller is formulated in terms of the linear matrix inequality (LMI) approach. A numerical example is given to illustrate the effectiveness of the proposed design method.

  • In this paper, we propose a reliability evaluation method considering the momentary interruptions of power distribution systems. The results of research are concentrated on two parts. One is the analytic and probabilistic reliability evaluation of power distribution system considering the momentary interruptions and the other is the reliability cost evaluation that unifies the cost of sustained and momentary interruptions. This proposed reliability cost evaluation methodology is also divided into the analytic and probabilistic approach and the time sequential Monte Carlo method is used for the probabilistic method. The proposed methods are tested using the modified RBTS (Roy Billinton Test System) form and historical reliability data of KEPCO (Korea Electric Power Corporation) system. Through the case studies, it is verified that the proposed reliability evaluation and its cost/worth assessment methodologies can be applied to the actual reliability studies.

Cost-benefit Analysis in Certification of Devices and Equipments Used in Farm Work (농작업 편이장비 안전인증의 비용-편익 분석)

  • This study focuses on the benefit-cost analysis of certification of more than eight hundred devices and equipments used primarily in farm work. Specifically, EPA-suggested averting behavior approach was used for the analysis. Cost-benefit analysis indicates that there will be a net cost of 30 billion won for the first year since the introduction of the certification system. It is expected, however, that net benefit of 568 billion won after 11 years and the accumulated net benefit will reach to 3,867 billion won. These results validate the introduction of safety certification systems for devices and equipments used in farm work sites.
