INCREASING REALISM OF CONSTRUCTION SIMULATION THROUGH INTEGRATION OF OPERATIONAL AND MANAGERIAL ASPECTS

  • Current construction simulation approaches mostly focus on operation aspects of construction projects, ignoring managerial aspects which can radically change operational profiles (e.g., number of resources, expected productivity level, or daily working hours) during the course of construction. As a result, these approaches may mislead construction managers into unrealistic execution plans as well as make them difficult to find potential performance improvement areas. As an effort to address this issue, this paper establishes a comprehensive construction modeling framework which integrates operational and managerial aspects of construction projects. The proposed modeling framework will provide construction managers with more accurate, more reliable, and more realistic simulation results thus reducing the likelihoods of schedule delays and cost overruns.

  • Recently there is a used a word-outsourcing-in the corporation circumstance. Continuous recession impelling with IMF permitted restructuring measures downsizing unnecessary organization and offered opportunity to breakup structure of 'High cost and Low efficiency' -inefficient and uneconomic production method- in our corporation. Due to the effect of such circumstance change, the construction industry have already introduced and implemented outsourcing in many parts. For successful outsourcing in the construction industry, a mutually close relations and the cooperation are preceded and JIT system is needed to improve these relations. The study recognizes the importance and proportion that outsourcing is occupyed in the construction industry, and suggests the method to improve the productivity by evaluating the factors and usefulness for JIT system to apply to the construction industry.

  • The SW-centered battlefield management information system R&D project takes a long period of 5-10 years or more by applying a complex and rigid batch acquisition strategy. In order to solve this problem, it is necessary to institutionalize a rapid and flexible battlefield management information system R&D project management procedure applying agile development methodology, and a government project management organization and contract management method to support it In this study, we analyzed the case of applying the Agile development method centered on Scrum to the US SW-centered weapon system R&D project and the characteristics and problems of the battlefield management information system R&D project in Korea, and suggested improvement measures as follows. First, the battlefield management information system R&D model applies the hybrid development method, and the system requirements analysis and system structure design use the existing waterfall development procedure, and the agile method is applied from the SW requirements analysis to the system integration stage. Second, flexible adjustment of performance, schedule, and cost by organizing an Agile IPT in which military (requirements) - DAPA (project management) - developer - functional specialized organizations (test and evaluation, quality, government research institutes, etc.) participate. Third, improving the Basic Order Agreement so that it can be applied to agile R&D.

  • Cost overrun or schedule delay of the software development project happens frequently despite that software developers continue to make every effort for the effective management of the projects. Previous researches have ascertained that these problems are ascribed to the uncertainty of projects and the improper management of the projects. The purposes of this research are to investigate the impacts of user participation and task interdependence on the performance of the projects and also to find out the appropriate project management method to improve the project performance. Even though the model fitness of the path model is proved to be very high, the verification of the hypotheses showed a variety of results including the four verifications and the one refutation of the hypotheses as well as the suggestion of one alternative hypothesis. The contribution of this research is that the integration model is proposed and verified, comprising the relationship among the user participation, the task interdependence, and the performance of software development projects. A project manager can utilize the implication of this research for an effective management of software development project.

  • In this paper, we propose the hybrid lighting control system on multiple sensor. The proposed hybrid lighting control system was designed for management and control of street lightings by configured as the data display part of integration-interworking part, the data conversion-processing part of integrated management part, and the communication part of gateway system. The data are implemented to designing the DB to enable to storage in real-time by enable to monitoring by wireless remote control and schedule set. As a result of the efficiency verification of the proposed hybrid lighting control system, the hybrid lighting control system be to the real-time monitoring and remote lighting control was possible, because to peristalsis with smart devices and portable PC etc., and it could be obtained the effect of energy and electricity, communication cost reduction.

  • To manage a construction project efficiently, it is essential to ensure the practical usage in construction management. The purpose of this study is to develop a practical model, which will increase the efficiency of management. The followings are the method of this study: (1) Establishing a breakdown structure based on integration of CBS and WBS which is well acquainted (2) Developing and systemizing managerial standards and processes on such activities as calculating and marking progress rates & schedule, summarizing cost by activities level, making out project analysis reports. This study shall contribute to raising the efficiency in construction management after being verified in a pilot project and being developed into construction management system.

  • Diversification of project delivery methods (PDM) under ever-changing construction business environment has significantly changed the role of project participants. Active efforts to effectively sharing the roles and responsibilities have been observed in the project management offices (PMOs) among owner/operator organizations as well as engineering, procurement, construction and maintenance (EPCM) firms. In order for being effective in a holistic way throughout the project life-cycle, a PMO needs to have 'adequate management skills' as well as 'essential technical capabilities' in cooperating with many different participants. One of the well-known examples of the PMO's tool to support these skills and capabilities is the effective 'work packaging (WP)' that serves as a common basis integrating all relevant information in a structured manner. In an attempt to enhance the construction productivity, the concept of 'advanced work packing (AWP)' has been introduced by Construction Industry Institute (CII). The AWP enables productivity to be improved by early planning of construction packages in the design phase "with the end in mind". The purpose of this study is to identify and evaluate the 'variables' of advanced work packing (AWP) for life-cycle information integration. Firstly, an extended concept of advanced WP based on the CII AWP was defined in order to comprehend many different issues of business functions (e.g. cost, schedule, quality, etc.). A structured list of major components and variables of AWP were then identified and examined for practical viability with real-world examples. Strategic fits and managerial effectiveness were stressed throughout the analyses. Findings, implications and lessons learned are briefly discussed as well.

Appraising the Performance of Construction Projects during Implementation in Kenya, 1963-2018: A Literature Review Perspective

  • Poor project performance has been noted as the bane in the construction industry globally. This paper sought to investigate, by way of literature, the performance patterns of construction projects in Kenya since independence (1963-2018). This was informed by reports of undesirable project performance in the industry. This descriptive study used available studies previously done in this subject area. In sum, literature is replete with evidence on a myriad of challenges facing the execution of projects. The study established that generally, the project performance is poor and has assumed a chronic trajectory spanning over five decades. On average, the findings reveal that 35-60% of projects initiated in Kenya face cost overruns while time overrun is most severe with 35-73% projects overrunning their schedule. In addition, the findings problematize the issue of plurality of performance measurement regimes in the construction industry. Here, it was observed that no singular construct exists to objectively measure the various facets that constitute the 'health' of a project. This paper has contributed to the body of knowledge by examining the performance patterns in Kenya for over fifty years while at the same time identifying the bottlenecks inherent in projects execution. Importantly, the conceptual performance efficiency framework derived in the current study presents a paradigm shift in the monitoring and evaluation of projects. To this end, an in-depth analysis is recommended on the interaction of efficiency enablers in the buildup of performance efficiency index (PEI). Similarly, a further inquiry is recommended on the integration and impact of the proposed framework in the management of projects.

A Study on the FIDIC Conditions of Contract for Design, Build and Operate Projects (FIDIC의 DBO 프로젝트용 표준계약조건에 관한 연구)

  • The incentive and reasons to publish FIDIC Conditions of Contract for Design, Build and Operate Projects(DBO Form) are manifold. It is partly a response to the increasing need for sophisticated project delivery methods in both the public and private sectors and the already widespread use of the FIDIC Yellow Book with operation and maintenance obligations and partly a response to the challenge to decrease maintenance cost to a minimum by means of a new procurement route. As a result, FIDIC has developed a new model form to meet this market place requirement. On the other hand, FIDIC did not simply adapt the Yellow Book but has developed a new form from it, whilst preserving the style of the already known FIDIC Forms and maintaining the wording where it was not necessary to change it for the purposes of a DBO Form. Moreover DBO Form fills up supposed gaps in other FIDIC Forms and ameliorates the claim management and dispute management framework. FIDIC DBO approach may be shortly summarized as follows. First, DBO Form provides for single project responsibility. Second, DBO Form has the clear objective of ensuring the use of a most reliable and efficient technology at the lowest life-cycle cost. Third, DBO Form is intended to operate as an effective quality increase in the design and construction of projects. Fourth, DBO Form is intended to provide significant benefits with regard to system integration and reduction of risks. Fifth, DBO Form accelerates and enhances completion schedule compliance. Sixth, DBO takes care of all three supporting pillars of sustainability(including economical, environmental and social elements). DBO Form is obviously a good starting point for negotiations and the preparation of calls for tenders, thus saving the parties time and money. However, existing cultural and legal differences, particular local conditions and the particular needs of some branches of the industry may require the form to be adapted according to the particular needs of a project. And Civil law practitioners are strongly recommended to verify carefully the underlying legal concepts and background of each clause of the General Conditions in order to avoid unnecessary and sometimes unnatural changes and amendments being made. Note that when preparing the Particular Conditions ensure that terminology is consistent and that existing inherent concepts should not be ignored.
