  • This paper proposed the calculation method of the avoided cost for natural gas and district heating DSM programs. And the proposed method is applied to real DSM programs. The avoided cost for natural gas consists of commodity avoided cost, supply equipment avoided cost, storage equipment avoided cost, and electric power avoided cost. In case of the district heating, avoided cost consists of heat generation equipment avoided cost, heat energy avoided cost, environment avoided cost, and electric power avoided cost. This method can be used to evaluate the benefit of DSM programs quantitatively in cost. Therefore, this method can contribute to make the cost-effectiveness evaluation system and to operate the DSM programs for natural gas and district heating effectively.

  • There has been a need for the systematic evaluation of the economic efficiency between conventional fluorescent lamp lighting systems that have been used in tunnels and LED lighting systems. This study has evaluated basic tunnel lighting between the conventional fluorescent lighting systems and the LED lighting system using the evaluation tool of tunnel lighting by Life Cycle Cost (LCC) and using the economic efficiency evaluation method. In addition, the unit discount rate of the LED lighting system and the estimated increase in the price of electricity have made the estimated cost of LCC the same if two luminaires were used in the basic part of the tunnel.

  • In this paper, we dealt with substantial asset analysis methodology applied to two-dimensional asset classification and qualitative evaluation method according to the business process. Most of the existent risk analysis methodology and tools presented classification by asset type and physical evaluation by a quantitative method. We focused our research on qualitative evaluation with 2-dimensional asset classification. It converts from quantitative asset value with purchase cost, recovery and exchange cost, etc. to qualitative evaluation considering specific factors related to the business process. In the first phase, we classified the IT assets into tangible and intangible assets, including human and information data asset, and evaluated their value. Then, we converted the quantitative asset value to the qualitative asset value using a conversion standard table. In the second phase, we reclassified the assets using 2-dimensional classification factors reflecting the business process, and applied weight to the first evaluation results. This method is to consider the organization characteristics, IT asset structure scheme and business process. Therefore, we can evaluate the concrete and substantial asset value corresponding to the organization business process, even if they are the same asset type.

  • The safety inspection cost of the construction work was based on commercial facilities classified as a single building. Therefore, it is not possible to fully reflect the characteristics of the multi-building construction project such as apartment houses. Therefore, this study suggests a reasonable estimation model that can fully reflect the characteristics of the multi-building construction project. The safety inspection cost estimation model proposed two models such as construction cost ratio method and cost plus fixed fee method. And these models were simulated by the apartment construction work and compared with the current standard. As a result, the current construction cost ratio method has shown that the safety inspection cost tends to be overestimated as the construction size increases. Therefore, the proposed model has reflected characteristics of the multi-building construction project, so that it can reasonably estimate the safety inspection cost more than the current standard.

  • This paper proposed a quantitative evaluation method to measure the operational effectiveness of the local military manpower administrations. The proposed method compared the relative operational effectiveness level for 12 local military manpower administrations in Korea.. The method used the IDEA (imprecise Data Envelopment Analysis) model which Is able to measure relative operational effectiveness level, and also used two input variables (labor cost, operational cost) and three output variables (number of military applicants, number of civil application approved & processed, management accuracy level). Through the model output analysis, we presented the relative effectiveness scores, the reason for non-effectiveness, and the relationship between non-effective ness level and input/output variables for each local military manpower administration. We also presented a few recommendations how to improve the effectiveness level on particular local military manpower administration.

But, almost of cost effectiveness evaluation systems have some problems, especially estimating method of effect on R&D project is very rough and imprecise. To solve this problem, we have designed new single effect evaluation system, which are able to apply the distribution of order statistics and to transform relative measure into absolute measure for getting single effect.

  • 사이버 침해사고와 해킹의 위험성이 증대되고 있다. 이를 해결하기 위하여 정보보호기술중에서 보안위험분석 분야의 연구가 활발하게 이루어지고 있다. 하지만 평가를 위해서는 적지 않은 평가비용, 수개월의 평가기간, 평가 참여인원, 평가후의 보안대책비용, 보안관리비용에 대한 부담이 클 수밖에 없다. 이에 따라, 본 논문에서는 정량평가 형태의 위험분석평가를 프로젝트단위로 관리하며, 평가기간 및 적정 평가자 선정을 위한 사례기반추론알고리즘을 이용한 위험분석방법론 제안한다.

  • Today, the power utilities is setting on the slow load growth and the aging of power equipment, and then could spend the efforts on the stability of system performance. Asset management may be defined as the process of maximizing corporate profit by maximizing performance and minimizing cost over the entire life cycle of power equipment. Therefore, asset management is great way to fulfill the economic investment and the stability of system performance. This paper presents the application of effective asset managem ent from an economic perspective. A proposed method is considering the life cycle analysis using life cycle cost methodology for hydro-generator during the total life cycle. The life cycle cost methodology include a way to calculating maintenance and operating costs. The proposed method will be expected to play an important role in investment decision making considering economic evaluation.

  • 건축 프로젝트의 초기단계에서 실시하는 개산견적의 결과값인 예측된 공사비(개산견적 공사비)는 실제 시공한 후 정산한 공사비(실 공사비)와 차이가 발생할 수밖에 없는 리스크가 존재한다. 따라서 개산견적 공사비를 실 공사비와 비교했을 때 얼마나 정확하며 얼마나 신뢰할 수 있는지 평가하고, 개산견적의 신뢰도를 향상시킬 수 있으면 매우 유용하다. 본 연구는 건축 프로젝트 초기단계에서 실시하는 개산견적의 신뢰도를 견적전문가들의 지식을 활용하여 평가하고 이를 바탕으로 신뢰도 향상을 위한 대안을 제시할 수 있는 방안을 제안하고자 한다. 본 연구를 수행하기 위하여 실제 개산견적을 수행하고 공사를 실시한 83개의 건설 프로젝트 자료를 수집하였다. 본 연구에서 개발한 개산견적의 신뢰도를 평가하는 모델을 이용하게 되면 발주자 또는 의사결정자는 개산견적 공사비가 얼마나 신뢰할 수 있는 파악할 수 있게 된다. 또한 평가에 대한 검토와 피드백이 가능하여 개산견적 신뢰도 향상을 위한 방안을 모색할 수 있게 된다. 이러한 과정을 통해서 개산견적의 신뢰도에 좋지 않는 영향을 주는 요인의 상황(현황)윤 찾아내어 신뢰도 평가가 높게 되도록 상황을 개선시켜 다시 견적하면 개산견적의 신뢰도를 높일 수 있게 된다.

  • The quantitative evaluation method of the safety management cost was suggested to prevent a gas accident as a major industrial accident. In a gas governor station, process risk assessments such as the fault tree analysis(FTA) and the consequence analysis were performed. Based on process risk assessments, potential accident costs were estimated and the cost-benefit analysis(CBA) was performed. From the cost-benefit analysis for five classification items of safety management cost, the order of the cost/benefit ratio was estimated.
