공동주택 OSC공법 적용 확산을 위한 공사비 분야 경제성 개선 요인 분석 - PC 부재 설계, 제작, 운송, 시공을 중심으로 - (Analysis of Factors for Improvement of Economic Feasibility of Construction Cost to Spread Application of OSC Construction Method for Apartment Housing)

  • 최근 건설공사 노동 및 현장 여건 변화에 따라 전통적인 현장 노동집약적 건설생산방식의 문제가 제기됨에 따라 이에 대한 대안으로 OSC 공법이 점차 확산되고 있다. 공동주택에서도 PC공법 적용이 지하주차장을 중심으로 확대되고 있으나 재래식 거푸집 공법에 비해 높은 원가 구조가 문제가 되고 있다. 본 연구에서는 공동주택 공법 결정에 있어 핵심이 되는 경제성 평가에 있어 공사비 산정에 영향을 미치는 요인들을 국내·외 문헌고찰과 전문가자문을 통해 도출하고, PC공사 설계, 제작/운송, 시공 단계별 각 요인들의 중요도를 산업계 전문가를 대상으로한 의견조사를 통해 분석하였다. 공사비 절감 방안들은 설계 및 제작공정 개선에서 주로 도출되었으며, 이를 종합하여 PC공법 적용시 경제성 개선을 위한 주요 전략을 제시하였다. 본 연구에서 도출된 PC공법의 공사비 영향요인 및 개선 방안들은 향후 공동주택 PC공법 적용 확산을 위한 기술 개발에 방향성이 될 수 있을 것으로 기대된다.

일개 보건소의 가정간호사업 위탁운영에 관한 경제성 평가 (An Economic Evaluation of the Home Nursing Care Services: Public Health Center Versus Private Hospital)

  • Purpose: The purpose of this study was to compare the costs and benefits of home nursing care services between public health centers (PHC) and private hospitals. Method: Participants were 105 patients who had received home nursing care services from a private hospital or public health center. From a societal perspective, the researcher identified the costs and benefits of the services using performance data and calculated the net benefit and benefit/cost ratio. Result: The net benefit of the home nursing care service based in the PHC was 165.9 million won and benefit/cost ratio was 2.0, while the net benefit of the home nursing care services by the private hospital was 141.1 million won and benefit/cost ratio was 1.7. Both types of programs were economically validated. Conclusion: Home nursing care services were basically efficient as the results showed a positive net benefit. A cost-benefit analysis indicated that the PHC-based home nursing care services were more efficient than that of the private hospital. With limited human resources and management standards in public health centers, results suggest the need for a more systematic management of the home nursing care service to improve the health of this vulnerable community population.

Cost-effectiveness Outcomes of the National Gastric Cancer Screening Program in South Korea

  • Background: Although screening is necessary where gastric cancer is particularly common in Asia, the performance outcomes of mass screening programs have remained unclear. This study was conducted to evaluate cost-effectiveness outcomes of the national cancer screening program (NCSP) for gastric cancer in South Korea. Materials and Methods: People aged 40 years or over during 2002-2003 (baseline) were the target population. Screening recipients and patients diagnosed with gastric cancers were identified using the NCSP and Korea Central Cancer Registry databases. Clinical outcomes were measured in terms of mortality and life-years saved (LYS) of gastric cancer patients during 7 years based on merged data from the Korean National Health Insurance Corporation and National Statistical Office. We considered direct, indirect, and productivity-loss costs associated with screening attendance. Incremental cost-effectiveness ratio (ICER) estimates were produced according to screening method, sex, and age group compared to non-screening. Results: The age-adjusted ICER for survival was 260,201,000-371,011,000 Korean Won (KW; 1USD=1,088 KW) for the upper-gastrointestinal (UGI) tract over non-screening. Endoscopy ICERs were lower (119,099,000-178,700,000 KW/survival) than UGI. To increase 1 life-year, additional costs of approximately 14,466,000-15,014,000 KW and 8,817,000-9,755,000 KW were required for UGI and endoscopy, respectively. Endoscopy was the most cost-effective strategy for males and females. With regard to sensitivity analyses varying based on the upper age limit, endoscopy NCSP was dominant for both males and females. For males, an upper limit of age 75 or 80 years could be considered. ICER estimates for LYS indicate that the gastric cancer screening program in Korea is cost-effective. Conclusion: Endoscopy should be recommended as a first-line method in Korea because it is beneficial among the Korean population.

교량의 재가설 공사기간에 따른 사용자비용 평가 (User Costs Evaluation due to the Bridge Reconstruction Period)

  • 교량구조물은 사회물류흐름에 필요한 중요한 역할을 하는 사회간접시설물로 공용수명이 다하거나 지진, 폭풍 등의 자연재해에 따라 구조물의 손상이 발생할 경우 기존 교량을 철거하고 재가설 하여야 한다. 공용중인 교량을 재가설할 경우, 차량의 우회, 교통체증에 따른 사용자비용과 공사기간동안의 소음, 분진 등에 따른 사회비용이 발생하게 된다. 하지만 교량의 재가설에 따른 사용자비용과 사회비용은 교량건설시 고려되지 않고, 이를 평가하는 방법 또한 모호하므로 이를 적용한 교량형식이 선정되지 못하고 있다. 따라서 본 연구에서는 교량의 재가설시 발생되는 사회적 간접비용, 즉 사용자의 사회적, 경제적 가치를 파악하여 교량 재가설에 따른 사용자비용의 평가방법을 제안하고 이를 평가하였다. 사용자비용의 평가 시 교량의 일교통량, 첨두시간, 우회거리, 우회시간 등을 포함한 교통정보와 사회적 물동량이 고려되었으며, 차량운행비용과 교량 재가설에 따른 시간지연비용 또한 고려되었다.

Economic evaluation of thorium oxide production from monazite using alkaline fusion method

  • Monazite is a phosphate mineral that contains thorium (Th) and rare earth elements. The Th concentration in monazite can be as high as 500 ppm, and it has the potential to be used as fuel in the nuclear power system. Therefore, this study aimed to conduct the techno-economic analysis (TEA) of Th extraction in the form of thorium oxide (ThO2) from monazite. Th can be extracted from monazite through an alkaline fusion method. The TEA of ThO2 production studied parameters, including raw materials, equipment costs, total plant direct and indirect costs, and direct fixed capital cost. These parameters were calculated for the production of 0.5, 1, and 10 ton ThO2 per batch. The TEA study revealed that the highest production cost was ascribed to installed equipment. Furthermore, the highest return on investment (ROI) of 21.92% was achieved for extraction of 1 ton/batch of ThO2, with a payback time of 4.56 years. With further increase in ThO2 production to 10 ton/batch, the ROI was decreased to 5.37%. This is mainly due to a significant increase in the total capital investment with increasing ThO2 production scale. The minimum unit production cost was achieved for 1 ton ThO2/batch equal to 335.79 $/Kg ThO2.

지능형철도선형계획 프로그램(ei-Rail) 기반의 단선철도 복선화 계획 기술개발 (Development of Planning Method for Double-Tracking of Single Track Railroad based on the Intelligent Rail Alignment Planning Program (ei-Rail))

  • 2013년에 개발된 지능형 철도선형계획 프로그램(ei-Rail)은 주로 해외의 신규 철도건설사업 사전 기획 분석 및 설계 결과 검증 등에 활용되어왔다. 그러나 한국 철도산업의 해외 진출 대상국인 개발도상국에서는 대규모 비용이 소요되는 신규 철도건설사업 보다는 기존 철도의 선형개량을 통한 증속, 또는 단선철도의 복선화 등의 사업이 보다 필요하고 실행가능성이 높은 것으로 판단되며, 이런 유형의 사업수요가 지속적으로 발생하고 있다. 이에 본 연구에서는 기존의 신규 철도건설 사업 분석기능 중심의 ei-Rail 프로그램에 철도복선화 사업 분석기능을 추가하고자, 철도 복선화사업 모듈을 개발하였다. 기존에 운행 중인 철도 선형자료를 기반으로 복선화 사업의 종류와 규모를 반영하고 대상 지역별 공종 단가를 적용하여 공사비를 산출하고 설계도면 제작을 자동화할 수 있도록 하였다. 그리고 해외의 사례 적용을 통하여 ei-Rail의 복선화 사업 분석기능을 검증하였다. 향후 해외를 대상으로 하는 철도 복선화 사업의 기획 및 분석결과 검증을 보다 효율적으로 수행할 수 있을 것으로 기대한다.

VPP 클라우드 요금 산정에 관한 연구 (A Study on Determination of VPP Cloud Charges)

  • 최근 에너지전환정책은 소규모 태양광발전기 수량을 증가시키고 있다. 계통운영자는 이러한 소규모 태양광 발전량을 정확하게 예측하기가 어렵고 급전계획을 방해할 수도 있으며, 결과적으로 비용상승이 초래될 것이다. 이러한 문제를 해결하는 방법으로 소규모 태양광발전소에서 생산되는 발전량, 전압제어에 대하여 불확실성을 줄이고 예비전력을 공급하는 소규모 태양광발전소의 집합체로서 가상발전소가 떠오르고 있다. 본 연구에서는 가상발전소 클라우드 요금산정을 위하여 순현재가치법과 수익성지수법을 사용하며, 두 종류의 비용평가법 계산결과가 상세하게 설명된다. 계산결과로부터 수익성지수가 1.22로 산정되어 수익성을 확보한 것으로 나타났으며, 순현재가치가 수익성을 충분히 만족시키기 때문에 중개사업자 관점에서 매력적이다.

  • There have been reports in the media about some refineries that omit the refining process and deliver raw material for reasons of cost reduction, shortening of production time, etc. Also, in most RMC factories acceptance inspection is not conducted on account of issues with the proficiency of the equipment and cost issues; instead only scores are relied upon. Therefore this study sought to analyze the relation between the value of the density of FA actually delivered to RMC companies, attained with the Hydrometer method, and its fineness, to see whether the quality of FA can be evaluated statistically. Results led to the conclusion that there is a problem in terms of credibility in the fineness of FA shown on the test report. Upon analyzing the difference between the fineness of FA as measured using Blaine's air permeability method and its density of the Hydrometer method, the correlation was found to be satisfactory; therefore the possibility of a FA fineness quality evaluation could be proved as well.

  • This work presents an iterated improved reduced system (IIRS) procedure combined with sub-structuring scheme for large structures. Iterated IRS methods are usually more efficient than others because the dynamic condensation matrix is updated repeatedly until the desired convergent values are obtained. However, using these methods simply for large structures causes expensive computational cost and even makes analyses intractable because of the limited computer storage. Therefore, the application of sub-structuring scheme is necessary. Because the large structures are subdivided into several (or more) sub-domains, the construction of dynamic condensation matrix does not require much computation cost in every iteration. This makes the present method much more efficient to compute the eigenpairs both in lower and intermediate modes. In Part I, iterated IRS method combined with sub-structuring scheme for undamped structures is presented. The validation of the proposed method and the evaluation of computational efficiency are demonstrated through the numerical examples.

  • PURPOSES : This study supports the evidence that it is possible to rehabilitate a damaged pavement with a lane closure specifically based on the Gimcheon~Sunsan project. METHODS : The prediction results from the simulation programs were compared with field monitoring, which focused on traffic management planning, congestion (length, time, and passing speed), bypass, and user cost, among others. RESULTS : The research results showed that lane closure application and pavement repair of the aged pavement in Korea were possible, even though the prediction results were minimally different from the field monitoring. The road agency contributes to service life extension of the rehabilitated pavement using this method. CONCLUSIONS : A marginal effect caused by the lane closure was observed on travelling users or vehicles, and the user cost of pavement repair decreased. Therefore, introducing the repair method or rehabilitation in Korea is possible. Information dissemination through various media was properly done to execute the project well. Moreover, the construction area traffic utilized nearby alternative roads. Therefore, improving the repaired pavemen's service life while ensuring that the pavement management agency can provide a road with comfortable user riding quality was possible.
