  • Objectives This study is aimed to evaluate cost-effectiveness of treatment of Korean Medicine for whiplash associated disorders (WAD) and to suggest the direction of future research. Methods We searched papers in Pubmed database to use some keywords indicating whiplash injury syndrome, treatment of Korean Medicine and cost-effectiveness. After searching, appropriate papers were selected depending on the exclusion criteria. The selected papers were analyzed in the sections of author, publication year, intervention and control groups, outcome measurement, the list including in the cost, cost-effectiveness, cost-utility and study design. Results Four studies about effect of Korean medicine and 3 studies about economic evaluation were finally included. Acupuncture was effective for balance disorder and neck pain. Economic evaluation studies used analytical decision model or cost-consequence analysis. Cost-effectiveness analysis using visual analog scale and cost-utility analysis using quality adjusted life years were performed. Initiating timing of proper management affected the consequence of treatments. Direct and indirect medical costs including supportive devices, and non-medical costs such as litigation were considered. Conclusions We conclude that studies haven't been conducted so far to evaluate the cost-effectiveness of Korean Medicine in whiplash injury syndrome. Thus, future studies are needed in this section.

  • Recently the complexity and difficulty of the IT projects are increasing due to technological and environmental risks, resulting in the adoption of PMO(Project Management Office) onto IT project management practices, including public area projects. For example, the Korean government regulated the application of PMO onto large scale public IT projects. However, since there has been no reliable method to estimate the cost to execute PMOs, a PMO cost evaluation model to support the budget and cost planning of PMO projects is required. Thus, the purpose of this research is to develop a systematic cost evaluation model for PMO projects. We identified the dimensions that determine the PMO execution cost to be the scale of the subject project, the technical difficulty level of the subject project, and the tasks to be executed in the PMO project. Based on the determinants, the PMO execution cost model were developed from historical data and experts opinion. Upon verification, the validity of the developed model has high level of consistency compared with their experiences of real PMO project costs.

  • As the power industry moves towards open competition, there has been a call for methodology to evaluate power system reliability by using composite interruption cost. This paper presents algorithms to evaluate the interruption cost of distribution power systems by taking into consideration the failure source and the composite customer interruption cost. From the consumer's standpoint, the composite customer interruption cost is considered as the most valuable index to estimate the reliability of a power distribution system. This paper presents new algorithms that consider the load by customer type and failure probability by distribution facilities while calculating the amount of unserved energy by customer type. Finally, evaluation results of unserved energy and system interruption cost based on composite customer interruption cost are shown in detail.

  • There has been a need for the systematic evaluation of the economic efficiency between conventional fluorescent lamp lighting systems that have been used in tunnels and LED lighting systems. This study has evaluated basic tunnel lighting between the conventional fluorescent lighting systems and the LED lighting system using the evaluation tool of tunnel lighting by Life Cycle Cost (LCC) and using the economic efficiency evaluation method. In addition, the unit discount rate of the LED lighting system and the estimated increase in the price of electricity have made the estimated cost of LCC the same if two luminaires were used in the basic part of the tunnel.

  • It has become very important for unused energy to be used for building air conditioning. Economic evaluation on energy system by using river water as a heat source, which is one of the unused energy, was carried out. The floor area of the building and the distance between heat source equipment and river was assumed $50,000m^2$ and 200 m. General heat source system using absorption chiller-heater was used for comparing to the energy saving system, and payback period method using initial cost and running cost of two systems, was used to perform economic evaluation. According to development of high capacity of water source heat pump which is appropriate for using river water, initial cost for the system has been reduced. Payback period was about 3.2 years, and this period might be shortened if nation's economic support enact.

  • Even though software industry has been activated, there lack in results of studies on evaluation effort and cost of software systems including Information Technology Security System (ITSS). In this paper, we present a process and a tool for evaluation effort and cost of ITSS, which are conformed to a ITSS evaluation criteria(i. e., Common Criteria or ISO/IEC 15408), by utilizing Evaluation Work Break-down Structure (EWBS) and conventional software development cost estimation methods. Even though we concentrate on ITSS, results of this paper can be applied to estimation of effort and cost of evaluation of software development process and software products.

  • In 2000, post-construction evaluation was introduced for the purposes to evaluate demand, cost, and construction period of public construction projects and to reduce errors of public order agencies. However, pricing guide of post-construction evaluation has not been established, which becomes a cause of quality degradation of post-construction service and conflict occurrence. This study suggests the pricing guide in the form of percentage of construction cost method and cost plus fee method based on data of post-construction evaluation. This study investigates the construction costs and service costs for post-construction evaluation and conducts the comparative analysis of 'percentage of construction cost method' and 'cost plus fee method.' The analysis result shows 'cost plus fee method' is more accuracy than 'percentage of construction cost method.' In particular, cost plus fee method includes various correction coefficients, such as distance, area, and integration, in order to reflect the project characteristics of each infrastructure, and suggests linear construction (roads, railways), nonlinear construction I (housing and industry complex), and nonlinear construction II (airports, seaports, dams, water and sewage).

  • PURPOSES : In this study, field performance evaluation of crack treatment of pavement and the feasibility of surface treatment of pavement are presented. The performance and cost of preventive maintenance methods have been previously verified, and the methods are being used in many developed countries and cities. However, the performance and cost of the system have not been verified in domestic, field applications. Therefore, in order to improve performance, the field performance is evaluated, and a reasonable cost is proposed. METHODS : Visual Inspection was conducted to evaluate the field application and performance of the preventive maintenance method. In addition, the PCI index was calculated from the results of visual inspection of the application area of the surface treatment method, and the performance life of each method was predicted. For the economic evaluation, life cycle cost analysis was performed using the life cycle cost analysis program. RESULTS :In order to evaluate and quantify the field performance of crack repair material, the residue condition of the pavement surface after crack treatment, rather than the performance of the material, is evaluated. In addition, the crack resistance and performance life of surface treatment methods are evaluated. The cost of currently available treatment methods are compared to the common pavement cut and overlay method, and it is determined that the preventive method is not economical based on life cycle cost analysis. CONCLUSIONS :Because of the characteristics of cracking, it is necessary to conduct the evaluation of currently applied methods and the analysis of the cause of damage, by visual inspection. Moreover, in order to evaluate the performance and economic suitability of the currently applied surface treatment methods, it is necessary to acquire information on application sections by monitoring their long-term conditions and performance.

  • Research on additional indirect cost due to construction period extension in general contracts has continuously been active whereas the same for the subcontract operations has not been. In this research, we review previous research on evaluation methods for additional indirect costs which are widely being used on construction sites as well as previously proposed methods altogether, applying them to analyze model-cases for comparison. We acknowledge that this pattern for construction cost fluctuation over the construction period demonstrates an S-curve. This S-curve shaped indirect cost occurrence is then used to generate model-cases that are used throughout the research which models we applied previous evaluation methods on. Finally in pursuit of finding out some problems of evaluation methods, we came to derive a conclusion that the "Average Actual Cost Evaluation Method on Extended Duration," which, in turn, were proved to be valid for application on general contracts, was also valid for general application on subcontractor operations.
