Design and Implementation of Competition Application for Artists (예술인들을 위한 공모전 어플리케이션 설계 및 구현)

  • In this paper, we design and implement a contest application that enables artists to participate in contest activities, manpower, and job information using smart-phone, and to share and systematically manage the information. While the competition is very important for the artists, it is not easy for them to search the competition information due to lack of time. Therefore, it is effective to provide them with contest information suitable for their interests and to be more immersed in creative activities by sharing them. The core function is to provide a space where artists can share contests in real time through the contest bulletin board and aims to provide a variety of functions for convenient convenience, such as buying and selling of works by artists and spoon market for purchasing materials and art tools do.

  • The purpose of this study is to analyze the characteristics of talents required in electronic companies in the 4th industrial revolution. we conducted a network analysis on the key talent of the companies presented in over 100 job announcements to companies in the electronics industry. The results of the study are as follows. First, electronic companies showed the most favored creative talents, preferring collaborative talent and challenging talent. Second, looking at the core definitions of talent, change, response, problem solving, performance creation, communication, challenge, professionalism, enthusiasm, development, aggressiveness and spontaneity were used. In other words, key keywords emerging from the 4th industrial revolution were being used continuously. Third, in the Centrality analysis, talented people who emphasize humanity also appeared. Based on the study, it suggested that manpower training of the 4th Industrial Revolution.

  • Government Research Institutes(GRI), together with universities and private research labs, constitute the core of the Korea's national innovation system, The aim of this paper is to analyze the current system of GRIs and the National Research Councils(RC) in Korea, and suggest some policy recommendations conducive to achieving a world class competitive research system. To identify the problems and policy issues, we have conducted interviews (with executives staffs of RCs, GRIs and government ministries) and questionnaire surveys. For benchmarking purposes, we have visited 9 public research institutes in the USA, UK, Germany, and France. From the analysis of the problems revealed from the interviews and questionnaires, 6 policy variables are identified: three of them, which we call systemware variables, are governance structure, resources allocation system, and management control system; and the other three, which we call humanware variables, are visions and strategic goals, leadership, and research manpower, respectively. We have found that 1;he current GRI/RC systems are inefficient mainly due to the rigid and bureaucratic governance structure and inconsistent resource (i.e., government budgets) allocation systems. We reject the idea of replacing the current RC system with such radical alternatives as 're-governmentization'or 'privatization'. Instead we recommend that the government introduce a better system of governance and national budget allocations, which in turn would help induce a better management control systems, clear research visions and goals, strong leadership on the part of the RC chairman, and more creative and motivated researchers. These recommendations may provide opportunities and rooms for chairmen of RCs and presidents of GRIs to exercise more positive leadership in terms of fitting the visions and goal of GRIs to the national R&D strategy and creating a rational management control system as well as motivating researchers in GRIs to be more creative and productive.

  • Artillery fire power due to effectiveness which is hard to predict well-planned and surprising attack can give a fear and shock to the personnel and is a very core weapon system and takes a critical role in wartime. Therefore in order to maximize operational effectiveness, Army required protecting artillery and takes a quick attack action through rapid construction of artillery's positions. The artillery use artillery's position to prevent exposure by moving to other position frequently. They have to move and construct at new artillery's positions quickly against exposing existed place by foe's recognition. These positions should be built by not manpower but engineering construction equipment. Because artillery positions have to protect human and artillery equipment well and build quickly. Military engineering battalion have lots of construction equipment which include excavator, loader, dozer, combat multi-purposed excavator, armored combat earthmover dump truck and so on. So they have to decide to optimal number of Team combining these equipments and determine construction sequence of artillery's position in operational plan. In this research, we propose to decide number of Team efficiently and allocate required construction's positions for each Team under constraints of limited equipments and time. To do so, we develop efficient heuristic method which can give near optimal solution and be applied to various situation including commander's intention, artillery position's priority or grouping etc. This heuristic can support quick and flexible construction plan of artillery positions not only for using various composition's equipment to organize Teams but also for changing quantity of positions.

Groping for Growth Strategy of Savings Bank as a result of signing the Korea-U.S. FTA (한.미 FTA 체결에 따른 저축은행의 성장전략 모색)

  • Domestic industries are facing the open era as a result of signing the Korea-U.S. FTA with no exception to the financial industry. The FFA between two countries is expected to produce pros and cons for domestic financial industry. Therefore, it is very important to minimize the shock caused by opening our financial market and to adopt the advanced financial tools actively. Signing the Korea-U.S. FTA and enforcing the Integration Law of Capital Market are leading a big crisis to the Savings Banks which have been shrinking under the dramatically changing domestic financial environment since the financial crisis. To cope with financial globalization, Korean Savings Banks are demanded to build up their concrete identity and reposition their status. This is related to shaping the long-term position of domestic financial industry. Therefore, the Savings Banks must take the growth strategy for their survival, and it is an inescapable choice. Several options are available: big scale operation and diversification of business functions, reinforcement of local-focused mediating function of funds, establishment of strategic alliance with other financial firms, reinforcement of risk management system and core competence, nourishment and employment of professional manpower, and active deregulation and policy support. When the Savings Banks are refurbished as an independent local bank performing the central role of local finance, the bright future can be their destiny under the enormously changing global financial environment. Also, two more conditions need to be satisfied: to establish horizontal networks among local banks directed by cooperative Korea Federation of Savings Banks to reverse the weak scale position, and to satisfy their own peculiar niche market with internal countermeasure to face global financial networks.

Necessity and Way to Legislate an Information Technology Education Promotion law for Improvement of National Competitiveness (국가경쟁력 향상을 위한 정보교육진흥법 제정의 필요성과 입법 방향)

  • Korea is a powerful nation in field of IT that has a 30 percent of world market. However Because of the IT education have been treated unimportant, korea has a shortage problem of manpower that develop core technology and software. Therefore, in this paper we propose a direction of the enactment of Information Technology Education Promotion Law to improve an education system and to promote education for IT. Also, we propose detailed contents to include in this law - the duty of country for a comprehensive planning of Information Technology Education, the organization of committee to promote Information Technology Education, a method to promote Information Technology Education in school and society, certification system of Information Technology using ability. Therefore, we expect that the result of this paper will contribute to enact an Information Technology Education Promotion Law that can improve an education system for IT.

An Analysis of Critical Success Factors in Commercialization of R&D Outcomes in Ocean Science and Technology -Through Application of Dual Qualitative Research Methodologies- (해양과학기술분야 연구개발 결과의 사업화 성공요인에 관한 연구 -질적 연구방법의 혼합적 활용을 중심으로-)

  • This study focuses on systematic structure of factors, which affect commercialization of ocean science and technology (OST), applying both grounded theory methodology (GTM) and semantic network analysis methodology (SNAM) by using in-depth interviews with 8 specialists previously experienced in the same field. This study further focuses on clarification of the distinctiveness and universality of commercialization factors on OST by comparatively analyzing on the commercialization factors of general sciences and technologies. Using SNAM, it was determined that commercialization success required connected support system, government support, technology marketing, technology power and characteristics of commercialized entities, which were identified as dominant factors. GTM presented an outcome that connected support systems among participants in commercialization and found that research institute strategies are significant factors in the core phenomenon of commercialization, while technology marketing, technology power and market-oriented technology are important conditions. In addition, the factors of technology, market, connection of participants and government support of commercialized entities are shown as equally important factors for commercialization of ocean science and technology. Secondly, SNAM results indicate that ocean science characteristics depend on a network of government support, research institute strategy, organization and manpower, capital power, and technology marketing, as these ocean science characteristics have been identified as significant factors in the GTM study. It has been determined that technology, market and government support should be connected in order for commercialization of ocean science and technology (OST). Moreover, commercialization methods, applied to the marketing of commercialization of ocean science and technology is differentiated from others since commercialization success is more relevant to these factors.

A Study on the curriculum of the Industry-University Cooperation (산학협력 활성화를 위한 교육과정에 관한 고찰)

  • The government intends to pursue a program to develop LINC from 2012. Through this program, the government intends to nurture expert manpower required by the areas of industry, research and development, and technology transfer. For this, it wants to create and expand various leader models of industry-university cooperation. Therefore, this study is focused on the method of developing a robust curriculum suitable for educating students to a level where they are ready to work upon graduation. In this study, curriculums used by some universities which have been taken part in the program of industry-university cooperation have been examined. As a result there are some suggestions for the future of this curriculum, and they are as follows: firstly, in order to overcome the gap between universities and industries, universities should survey the requirement of local industries and apply this to developing a curriculum for industry-university cooperation; secondly, DACUM should be used and finally, the curriculum for industry-university cooperation should build upon a stepwise-model in the form of a foundation-core-intensification course throughout a student's university years.

  • Objectives: The main objectives of the article are to review roles and prospective of the Health Education Specialist on the globalized World, and develop the new positions and jobs of the Health Education Specialists on health promotion. Results and Conclusion: There are many rapid changes, these days, in the Medical and Health Environments, because of Globalization. Modern society needs health professionals who are equipped with new knowledge and information to correspondence with various Health Problems, such as the appearing and disappearing of new contagious diseases, problems of improper health barriers for foreign products, health problems from poverty and also health inequalities are known to be rising. Globalization has induced new needs for Health Professional manpower. After the Ottawa Charter, international society is training and utilizing Health Education Specialists as the propulsive core member of the Health Promotion Era. And also society now expects and requests the activities of Health Education Professionals as a group effort, not only in their own countries, but also across the barriers of international society. Health Professionals are working in WHO, UNICEF KOICA or other international organizations. Especially England and USA are utilizing Health Education Professionals in Health Planning and Education Work to keep up with Health Promotion Era. Now, we need to establish ideal and proper strategies in Health Promotion Work, as a one of the pioneer countries to lead Internationalization. To accomplish this task, Health Education Specialists should be well utilized in the field of Health Promotion Work, such as communities, schools, industrial sites and international health organizations.
