Survey on the Perception of Stakeholders on the EIA System in Korea (한국 환경영향평가 제도에 대한 이해관계자의 인식 조사)

  • Environmental impact assessment (EIA) practitioners play a very pivotal role in establishing EIA policies, and when implementing EIA environmental conflicts can be prevented and resolved by sharing information with stakeholders and coordinating opinions. For this reason, grasping the perceptions of stakeholders including practitioners about the overall system, such as EIA policies and implementation, can be helpful in setting improvement directions and policy directions for EIA. However, there is an insufficient information on the perception and understanding of stakeholders about the EIA system and operation currently in effect in Korea. Therefore, this study diagnoses operational and procedural problems for the EIA system, which is a decision-making tool and a precautionary technique that can minimize adverse effects through the environmental information analysis method, and improvement points and systems of the EIA system in the future. We tried to find a complement of an online survey of 37 questions,responses from 95 responses from stakeholders of EIA were summarized. Stakeholders were aware of the problems of the operation of the current system and the preparation of the evaluation form, and this was reflected. Period and cost of preparation of EIS (49%), the introduction of a new method (26%) and the items of collecting opinions and conflict management (41%), which showed high negative response rates (dissatisfied and very dissatisfied), are considered to be areas that we need to supplement further in the future. As society develops rapidly, the system needs to be supplemented accordingly, and policy improvement efforts are needed for items with high negative responses as a result of the survey.

  • Current development of technologies related to 4th industrial revolution and the pandemic of COVID-19 lead the rapid expansion of e-marketplace. The level of competition among several companies gets increased by introducing different strategies. To cope with the current change in the market and satisfy the customers who request the better delivery service, the new concept, fulfillment, has been introduced. It makes the leadtime of process from order picking to delivery reduced and the efficiency improved. Still, the efficiency of operation in fulfillment centers constrains the service level of the entire delivery process. In order to solve this problem, several different approaches for demand forecasting and coordinating supplies using Bigdata, IoT and AI, which there exists the trivial limitations. Because it requires the most lead time for operation and leads the inefficiency the process from picking to packing the ordered items, the logistics service providers should try to automate this procedure. In this research, it has been proposed to develop the efficient plans to automate the process to move the ordered items from the location where it stores to stage for packing using AGV and AMR. The efficiency of automated devices depends on the number of items and total number of devices based on the demand. Therefore, the result of simulation based on several different scenarios has been analyzed. From the result of simulation, it is possible to identify the several factors which should be concerned for introducing the automated devices in the fulfillment centers. Also, it can be referred to make the optimal decisions based on the efficiency metrics.

A Study on the Efficiency of the Export Support Policy for the SME in Korea (한국 중소기업수출지원정책의 효율화 방안)

  • Korea's Export Support Policy has shifted from conglomerate to SMEs since the 1998 IMF financial crisis. Therefore the SME export result in 2011 has reached the quantitative growth of more than US$ 100 billion for the first time. However, the trend has remained stagnant since 2013. Such a stagnant is judged to exist on the part of the Export Support Policies that fail to significantly enhance export competitiveness. Therefore, in order to expand the base of the export capabilities of SMEs and enhance the export competitiveness, the researcher has analyzed the problems of the Export Support Policy focused from the major prior studies since 2010 and derived the efficiency improvement methods. The results of this study are as follows: First, it is necessary to select or combine the following measures. they are the coordination or combination of the functions of the export support institutions, the operation of the single export support institutions, the utilization of the cooperative support system between the support institutions, the use of the private enterprises. First, it is necessary to review the following measures: they are the functional adjustment and integration among export support agencies, the adjustment of support organizations by export stage, the role coordinating between the Small and Medium Business Administration and the Local Government. Secondly, it is necessary to build a customized support system for enterprises. Thirdly, in order to secure the manpower and expertise of the support organization, it is necessary to review the utilization of the retired manpower the from the trade companies or the youth intern system. Fourthly, it is suggested that the balanced performance index is required for the export support programs with a certain scale and need to increase the portion the external evaluation together with the quantitative and qualitative evaluation.

Monitoring-based Coordination of Network-adaptive FEC for Wireless Multi-hop Video Streaming (무선 멀티 홉 비디오 스트리밍을 위한 모니터링 기반의 네트워크 적응적 FEC 코디네이션)

  • Video streaming over wireless multi-hop networks(WMNs) contains the following challenges from channel fading and variable bandwidth of wireless channel, and it cause degradation of video streaming performance. To overcome the challenges, currently, WMNs can use Forward Error Correction (FEC) mechanism. In WMNs, traditional FEC schemes, E2E-FEC and HbH-FEC, for video streaming are applied, but it has long transmission delay, high computational complexity and inefficient usage of resource. Also, to distinguish network status in streaming path, it has limitation. In this paper, we propose monitoring-based coordination of network-adaptive hop-to-end(H2E) FEC scheme. To enable proposed scheme, we apply a centralized coordinator. The coordinator has observing overall monitoring information and coordinating H2E-FEC mechanism. Main points of H2E-FEC is distinguishing operation range as well as selecting FEC starting node and redundancy from monitored results in coordination. To verify the proposed scheme, we perform extensive experiment over the OMF(Orbit Measurement Framework) and IEEE 802.1la-based multi-hop WMN testbed, and we carry out performance improvement, 17%, from performance comparison by existing FEC scheme.

  • The importance of ADR(Alternative Dispute Resolution), which has the advantage of expertise, speed and neutrality due to the increase of arbitration cases due to domestic and foreign construction disputes, has emerged. Therefore, in order for the nation's arbitration system and the arbitration Organization to jump into the ranks of advanced international mediators, it is necessary to research the characteristics and advantages of these arbitration Organization through a study of prior domestic and foreign research and operation of international arbitration Organization. As a problem, First, education for the efficient promotion of arbitrators (compulsory education, maintenance education, specialized education, seminars, etc.). second, The effectiveness of arbitration in resolving construction disputes (hearing methods, composition of the tribunal, and speed). third, The issue of flexibility and diversity of arbitration solutions (the real problem of methodologies such as mediation and arbitration) needs to be drawn on the Arbitration laws and practical problems, such as laws, rules and guidelines. Therefore, Identify the problems presented in the preceding literature and diagnosis of the defects and problems of the KCAB by drawing features and benefits from the arbitration system operated by the international arbitration Institution. As an improvement, the results of an empirical analysis are derived for "arbitrator" simultaneously through a recognition survey. As a method of improvement, First, as an optimal combination of arbitration hearing and judgment in the settlement of construction disputes,(to improve speed). (1) A plan to improve the composition of the audit department according to the complexity, specificity, and magnification of the arbitration cases - (1)Methods to cope with the increased role of the non-lawyer(Specialist, technical expert). (2)Securing technical mediators for each specialized expert according to the large and special corporation arbitration cases. (2) Improving the method of writing by area of the arbitration guidelines, second, Introduction of the intensive hearing system for psychological efficiency and the institutional improvement plan (1) Problems of optimizing the arbitration decision hearing procedure and resolution of arbitration, and (2) Problems of the management of technical arbitrators of arbitration tribunals. (1)A plan to expand hearing work of technical arbitrator(Review on the introduction of the Assistant System as a member of the arbitration tribunals). (2)Improved use of alternative appraisers by tribunals(cost analysis and utilization of the specialized institution for calculating construction costs), Direct management of technical arbitrators : A Study on the Improvement of the Assessment Reliability of the Appraisal and the Appraisal Period. third, Improvement of expert committee system and new method, (1) Creating a non-executive technical committee : Special technology affairs, etc.(Major, supports pre-qualification of special events and coordinating work between parties). Fourth, a measure to increase the role of expert technical Arbitrators by enacting laws on the promotion of the arbitration industry is needed. Especially, the establishment of the Act on Promotion of Intermediation Industry should be established as an international arbitration agency for the arbitration system. Therefore, it proposes a study of improvement and differentiation measures in the details and a policy, legal and institutional improvement and legislation.

The Impact of the Internet Channel Introduction Depending on the Ownership of the Internet Channel (도입주체에 따른 인터넷경로의 도입효과)

  • The Census Bureau of the Department of Commerce announced in May 2008 that U.S. retail e-commerce sales for 2006 reached $ 107 billion, up from $ 87 billion in 2005 - an increase of 22 percent. From 2001 to 2006, retail e-sales increased at an average annual growth rate of 25.4 percent. The explosive growth of E-Commerce has caused profound changes in marketing channel relationships and structures in many industries. Despite the great potential implications for both academicians and practitioners, there still exists a great deal of uncertainty about the impact of the Internet channel introduction on distribution channel management. The purpose of this study is to investigate how the ownership of the new Internet channel affects the existing channel members and consumers. To explore the above research questions, this study conducts well-controlled mathematical experiments to isolate the impact of the Internet channel by comparing before and after the Internet channel entry. The model consists of a monopolist manufacturer selling its product through a channel system including one independent physical store before the entry of an Internet store. The addition of the Internet store to this channel system results in a mixed channel comprised of two different types of channels. The new Internet store can be launched by the independent physical store such as Bestbuy. In this case, the physical retailer coordinates the two types of stores to maximize the joint profits from the two stores. The Internet store also can be introduced by an independent Internet retailer such as Amazon. In this case, a retail level competition occurs between the two types of stores. Although the manufacturer sells only one product, consumers view each product-outlet pair as a unique offering. Thus, the introduction of the Internet channel provides two product offerings for consumers. The channel structures analyzed in this study are illustrated in Fig.1. It is assumed that the manufacturer plays as a Stackelberg leader maximizing its own profits with the foresight of the independent retailer's optimal responses as typically assumed in previous analytical channel studies. As a Stackelberg follower, the independent physical retailer or independent Internet retailer maximizes its own profits, conditional on the manufacturer's wholesale price. The price competition between two the independent retailers is assumed to be a Bertrand Nash game. For simplicity, the marginal cost is set at zero, as typically assumed in this type of study. In order to explore the research questions above, this study develops a game theoretic model that possesses the following three key characteristics. First, the model explicitly captures the fact that an Internet channel and a physical store exist in two independent dimensions (one in physical space and the other in cyber space). This enables this model to demonstrate that the effect of adding an Internet store is different from that of adding another physical store. Second, the model reflects the fact that consumers are heterogeneous in their preferences for using a physical store and for using an Internet channel. Third, the model captures the vertical strategic interactions between an upstream manufacturer and a downstream retailer, making it possible to analyze the channel structure issues discussed in this paper. Although numerous previous models capture this vertical dimension of marketing channels, none simultaneously incorporates the three characteristics reflected in this model. The analysis results are summarized in Table 1. When the new Internet channel is introduced by the existing physical retailer and the retailer coordinates both types of stores to maximize the joint profits from the both stores, retail prices increase due to a combination of the coordination of the retail prices and the wider market coverage. The quantity sold does not significantly increase despite the wider market coverage, because the excessively high retail prices alleviate the market coverage effect to a degree. Interestingly, the coordinated total retail profits are lower than the combined retail profits of two competing independent retailers. This implies that when a physical retailer opens an Internet channel, the retailers could be better off managing the two channels separately rather than coordinating them, unless they have the foresight of the manufacturer's pricing behavior. It is also found that the introduction of an Internet channel affects the power balance of the channel. The retail competition is strong when an independent Internet store joins a channel with an independent physical retailer. This implies that each retailer in this structure has weak channel power. Due to intense retail competition, the manufacturer uses its channel power to increase its wholesale price to extract more profits from the total channel profit. However, the retailers cannot increase retail prices accordingly because of the intense retail level competition, leading to lower channel power. In this case, consumer welfare increases due to the wider market coverage and lower retail prices caused by the retail competition. The model employed for this study is not designed to capture all the characteristics of the Internet channel. The theoretical model in this study can also be applied for any stores that are not geographically constrained such as TV home shopping or catalog sales via mail. The reasons the model in this study is names as "Internet" are as follows: first, the most representative example of the stores that are not geographically constrained is the Internet. Second, catalog sales usually determine the target markets using the pre-specified mailing lists. In this aspect, the model used in this study is closer to the Internet than catalog sales. However, it would be a desirable future research direction to mathematically and theoretically distinguish the core differences among the stores that are not geographically constrained. The model is simplified by a set of assumptions to obtain mathematical traceability. First, this study assumes the price is the only strategic tool for competition. In the real world, however, various marketing variables can be used for competition. Therefore, a more realistic model can be designed if a model incorporates other various marketing variables such as service levels or operation costs. Second, this study assumes the market with one monopoly manufacturer. Therefore, the results from this study should be carefully interpreted considering this limitation. Future research could extend this limitation by introducing manufacturer level competition. Finally, some of the results are drawn from the assumption that the monopoly manufacturer is the Stackelberg leader. Although this is a standard assumption among game theoretic studies of this kind, we could gain deeper understanding and generalize our findings beyond this assumption if the model is analyzed by different game rules.
