Taiwan Report on Quitline Activities

  • Aiming at reducing smoking population, Taiwan government adopted a successful smoking cessation quitline model from California Smokers' Helpline, commissioned a private non-profit organization-Teacher Chang Foundation, which was well-known for its quality telephone counseling service-to set up Asia's first quitline, Taiwan Smokers' Helpline (TSH) in 2003. The establishment of the quitline is a significant progress for tobacco control in Taiwan, as it built up a cooperative model with smoking cessation clinics to increase the quit rate through assisting smokers to overcome their psychological obstacles while quitting smoking.

  • Multi-degree-of-freedom (MDOF) displacement measurement Is needed In many application fields: precision machine control, precision assembly, vibration analysis, and so on. This paper presents a new MDOF displacement measurement method using a laser diode (LD), two position-sensitive detectors (PSDs), and a conventional diffraction grating. It utilizes typical features of a diffraction grating to obtain the information of MDOF displacement. MDOF displacement is calculated from the independent coordinate values of the diffracted ray spots on the PSDs. Forward and inverse kinematic problems were solved to compute the MDOF displacement of a rigid body. Experimental results show maximum absolute errors of less than ${\pm}10$ micrometers in translation and ${\pm}30$ arcsecs in rotation.

  • 앞으로 전산 시스템에서는 독자적인 사용자의 전산 시스템 이용보다는 조직내의 다수의 작업 참여자간의 의사소통과 정보의 교환 및 공유가 원활히 이루어지도록 할 수 있는 시스템의 지원이 필요하게 되었다. 이러한 전산환경을 CSCW(Computer Supported Cooperative Work)환경이라고 하며 많은 구성원이 공통된 자원을 공유함으로 해서 발생할 수 있는 보안 문제가 발생하게 된다. 이 문제를 해결하기 위한 방안으로 최근 다수의 사용자가 공유자원을 사용하는데 있어 발생할 수 있는 관리의 복잡성을 해결하기 위해 RBAC(Role Based Access Control) 개념이 연구되고 있다. 그러나 CSCW환경과 같이 Work개념이 중요한 환경에서는 기존의 RBAC개념만으로는 공유자원의 접근제어문제 해결에 어려움이 있어 본 논문에서는 Work개념을 RBAC모델에 도입한 CSCW환경 하에서의 RBAC 모델을 제시해 보고자 한다.

  • This study is a preliminary study to suggest an idea for the establishment of the Korean standard authority database system for Korean libraries. It analyzes in detail the current status of the mjor libraries in Korea operating authority system Because the authority work is very hard for a library to accomplish for its costs and efforts needed, it is desirable to establish and maintain the system through cooperative venture. It also investigates the problems to be followed and suggests the possible improvements for the system.

  • Technical advances in computer networks and the Internet bring a new communication era and provide effective solutions for cooperative works and research. These technological advances introduced the concept of cyberspace that many people involve reseach and a project at different locations at the same time. In this paper, we present a fast and effective interaction protocol that is aeapted to the COLAB(COIIaborative LABoratory) Systems which use a high-speed ATM Network. The CCOLAB systems is developed for researchers those who are doing a large project on the collaborative research environment. The interaction protocol that we developed supports multi-session and multi-channel on the TCP/IP Network and provides more flexible solution to control multimedia data on the network.

5G Network Communication, Caching, and Computing Algorithms Based on the Two-Tier Game Model

  • In this study, we developed hybrid control algorithms in smart base stations (SBSs) along with devised communication, caching, and computing techniques. In the proposed scheme, SBSs are equipped with computing power and data storage to collectively offload the computation from mobile user equipment and to cache the data from clouds. To combine in a refined manner the communication, caching, and computing algorithms, game theory is adopted to characterize competitive and cooperative interactions. The main contribution of our proposed scheme is to illuminate the ultimate synergy behind a fully integrated approach, while providing excellent adaptability and flexibility to satisfy the different performance requirements. Simulation results demonstrate that the proposed approach can outperform existing schemes by approximately 5% to 15% in terms of bandwidth utilization, access delay, and system throughput.

  • A method to roll-over the paralyzed body by means of Functional Electrical Stimulation(FES) is considered. It is demonstrated that individual joint motions necessary for the rolling-over are realized by electrical stimulation. EMG measurements are also performed to analyze the cooperative activities of the muscles during rolling over motion in a case where an upper extremity was used. These results of two experiments using normal subjects verifies the fundamental feasibility of body control by FES.

  • To improve quality of an product We have adopted new approaches such as SPC(Statistical Process Control), CIM(compure Integreated Munufactture), QDF(Quality Development Function), etc. In spite of using these approaches, an organization should fail to achive its true goal if that organization didn't developed its cooperative quality culture which is the total of collective and shared learning of quality-related values as the organization have developed its capacity to survive in its external environment and to manage its own internal affairs. In this paper, I analyzed the current quality culture of Korea Telecom and tried to suggest how Korea Telecom develop its service quality based on the quality culture.

Evolutionary Design of a Fuzzy Logic Controller for Multi-Agent Systems

  • It is an interesting area in the field of artificial intelligence to and an analytic model of cooperative structure for multi-agent system accomplishing a given task. Usually it is difficult to design controllers for multi-agent systems without a comprehensive knowledge about the system. One of the way to overcome this limitation is to implement an evolutionary approach to design the controllers. This paper introduces the use of a genetic algorithm to discover a fuzzy logic controller with rules that govern emergent co-operative behavior: A modified genetic algorithm was applied to automating the discovery of a fuzzy logic controller jot multi-agents playing a pursuit game. Simulation results indicate that, given the complexity of the problem, an evolutionary approach to and the fuzzy logic controller seems to be promising.
