A Strategic Cooperation Scheme Between Construction Engineering Firms and Design Subcontractors (건설엔지니어링업체와 설계협력사간의 전략적 제휴방안)

  • The cooperative relation between construction engineering firms and design subcontractors is essential to establish design collaboration system. So, this study is initiated with providing a strategic cooperation scheme between construction engineering firms and design subcontractors. A number of literatures related to the design process for engineering firms were reviewed in order to investigate the design collaboration system. A questionnaire survey was peformed to collect and analyze the expert opinion on the current design collaboration system for engineering firms. It is expected that the cooperation scheme can be utilized to improve the cooperative relation between construction engineering firms and design subcontractors.

A Study of Success Factors for Information System Outsourcing (정보시스템 아웃소싱 성공 요인에 관한 연구)

  • The information system outsourcing has been received considerable attentions in recent years. Despite it great potential, the execution of the outsourcing need to be guided to avoid any possible failure. This study shows how the difference in the resources and capabilities between the customer company and the service provider affects the quality of partnership, finally the success of information system outsourcing. From the hypotheses testings, it is found that If the financial ability of the customer company is higher than that of the service provider, the partnership is good. In addition, If the IT resource of the service provider is higher than that of the customer company, the qualify of partnership is high. As a conclusion, the partnership quality has an effects on the success of outsourcing. Especially, the trust has an greater effect on the success of outsourcing than cooperation does.

  • This paper presents a cooperation strategy between a human operator and autonomous robots for an interactive robot soccer game, The interactive robot soccer game has been developed to allow humans to join into the game dynamically and reinforce entertainment characteristics. In order to make these games more interesting, a cooperation strategy between humans and autonomous robots on a team is very important. Strategies can be pre-programmed or learned by robots themselves with learning or evolving algorithms. Since the robot soccer system is hard to model and its environment changes dynamically, it is very difficult to pre-program cooperation strategies between robot agents. Q-learning - one of the most representative reinforcement learning methods - is shown to be effective for solving problems dynamically without explicit knowledge of the system. Therefore, in our research, a Q-learning based learning method has been utilized. Prior to utilizing Q-teaming, state variables describing the game situation and actions' sets of robots have been defined. After the learning process, the human operator could play the game more easily. To evaluate the usefulness of the proposed strategy, some simulations and games have been carried out.

A Study on Unification plan of field of industrial property right in the North and South Korea (${\cdot}$북한 지적재산권법의 통일화 방안 연구)

  • Since a declaration between North and South Korea was adopted, North and South Korea has strengthened the interchange and cooperation between each other in many fields. Especially, the interchange and cooperation in the field of industrial property right, such as patent and trademark, are required to keep up with the age of the knowledge industry. But, until a recent date, there has been little interchange or cooperation in the field of industrial property right, and a few major companies were attempt to apply for the patent in North Korea through the Third country The system of industrial property laws in North and South Korea are very different because of time and political ideology barriers. To unify the system of industrial property laws in North and South Korea, firstly, North and South Korea must try to recognize and understand the dissimilarity between them. In this article, I compared the system of industrial property law of South Korea with that of North Korea to search commonalities and dissimilarities. Furthermore, it is needed to establish systematic devices for understanding of between North and South Korea, for instance, conducting a interdisciplinary seminar or dispatching a judge mutually. Finally, it is necessary to phase in a practical plan for unification. In the short run, mutual application and registration have to be authorized, and in the long view, unifying the practice of industrial property law service is needed. At the conclusion, the industrial property laws in North and South Korea can be unified systematically. In other words , to unify system of industrial property laws in North and South Korea, it is prerequisite that mutual understanding of industrial property laws and performance of the unify plan. The interchange and cooperation in this field will not only promote technical development but also create common interests of North and South Korea by expanding an opportunity for creating and utilizing industrial property.

  • DMFC uses oxygen by reactants. Therefore, cathode electrode must contact with outside air. However, when used in mobile devices, the user's body by blocking the air intake on the oxygen supply DMFC con not. DMFC to supply air to the cooling fan is used. However, by using cooling fan, air inlet to the pressure loss and changes will occurs, the output will be worse. In this paper, we designed air supplying system using piezo actuators. We DMFC evaluation system was implemented, verified the performance of air supplying system. And the operation was connected to an MP3 player.

  • Universities and local governments in Korea are simultaneously experiencing the difficulties of a decrease in the youth population and a decrease in the school-age population, and close cooperation between universities and local governments is urgently needed to solve this problem. Representative methods of such cooperation include the establishment of a regional innovation system and the theories of innovation clusters and triple helix models. In addition to these theories, the aim is to derive sustainable conditions for the local government-university cooperation model by examining various cases of cooperation at home and abroad. This is the purpose of this paper. In particular, through case studies of cooperation between local governments and universities at home and abroad, three types of models (job, education, and housing) were analyzed, and common conditions and requirements for sustainable cooperation were proposed. In order for cooperation between local governments and universities to continue and produce successful results, mutual benefit creation, infrastructure construction and operation appropriate for capabilities, flexibility, and mutual responsibility are necessary. Furthermore, a model that suits the capabilities of local governments and universities must be found, and in this process, the university's research capabilities and commercialization capabilities of research results are especially important. In addition, it is essential to establish a new cooperation system between local governments, universities, and the central government.

  • This study analyzed the driving factors of the enlargement process of ASEAN member countries from 1995 to 1999. The main research question is how can it explain the difference in the decision-making timing of countries wishing to join regional cooperation. This study focuses on why the countries that did not join ASEAN in the early years of ASEAN membership, since the mid - 1990s, and why they joined the different periods since the end of the Cold War. To this end, this study analyzed the accession process of Vietnam, Laos, Myanmar and Cambodia. The main argument of the study is that there is a time gap in the accession of ASEAN, but ultimately the regional cooperation is used to secure the legitimacy of maintaining the system. Most of the previous studies on the expansion of regional cooperation have discussed the expansion of regional cooperation in terms of macroeconomic changes such as international system change. However, this study focuses on the domestic political and economic situation of motivating individual member countries to join regional cooperation and this is complemented by a micro approach.

  • Climate change, rapid urbanization, and population concentration have led to a higher frequency and magnitude of disasters in the world. Recently, the occurrence of large-scale complex disasters, which are caused by a combination of natural disasters, man-made disasters, and social disasters, is increasing. In Korea, there are many case studies of damage prediction and response technology development for individual natural disasters, such as earthquakes, floods, and typhoons. On the other hand, the system basis for the efficient response and management of large-scale complex disasters is insufficient. Therefore, this study examined the representative cases of natural, social disasters, and related cases of domestic disaster response management systems. In addition, this paper proposes ways to improve the legal system for complex disaster management policies and establish a cooperation system between the ministries for an efficient response.

Innovation System of a Theme Park: A Case Study of Everland in Yongin, Korea (테마파크 에버랜드의 혁신시스템)

  • The purpose of this study is to analyze the characteristics of the innovation system of a theme park, and to suggest the development strategies of a theme park through looking at Everland in Yongin, Korea. Everland had relatively the strong networks with in-house, customers, and suppliers, while it had the weak networks with competitors and universities. The innovation information network is constructed among in-house innovation actors; while, the level of interactive learning is low. So the innovation barriers exist; namely, the insufficiency of information exchange, the lack of roles of intermediate organizations, and the gap of R&D and practices. The cooperation and trust should be accumulated to overcome the barriers of innovations. Therefore, Everland should strengthen the networks with in-house innovation actors, and diffuse the cooperation and trust outwards. To maximize the synergies, Everland should construct the networks of innovation actors in a region (Regional Innovation System). To construct Regional Innovation System, first, Everland should construct the close and horizontal cooperation relationship with related firms, and intensify the innovation capacity through learning by interacting. Second, Everland should diffuse the principle of win-win through cooperation and competition.

  • Coastal Zone is a integrated space including both coastal waters and inland. C.Z.M is a strategic practice system which can integrate and coordinate the coastal zone for preserving and making use of coastal resources. Through foreign and domestic C.Z.M Cases, this study analyzes the operating mechanism in the three aspects: role sharing among the administrative agencies, mediation and cooperation among the interested parties, and inducements of voluntary participation. And it achieves the common characteristics of C.Z.M: building the assessment system for establishing desirable policy directions, the stable support system for sustainable coastal management, the mediation system for cooperation of stakeholder, and the education system for reinforcing the management ability and inducing the voluntary participation. Finally it suggests the implications to build the coastal zone management system properly on the basis of common values in this mechanism.
