In the military logistics, the Outsourcing such as 3PL (3rd Party Logistics) and 4PL has emerged recently as an important agenda. However, when 3PL applied prematurely, side effects will occur such as the loss of combat power in wartime, the security vulnerabilities and the high cost by a small amount of military order. Recently, the developed countries such as the United States and the Britain want to compensate for these side effects. Therefore, They are developing the private-public competitive sourcing concept for the complementary partnership and the foster competition with the private sector. To apply this concept to the Korean Military, they need to be reorganized and promote the efficiency in the military logistics. Especially, the transportation sector. Therefore, this study, which is focused on the transportation sector, offers two kinds of measures to improve such as the Dual Pallet Standard (T11, T12) and the PLS(Palletized Loading System) truck system. Finally, these improvements will be analyzed by the simulation in this paper.
In this paper I will consider the Rousseauistic origin of Knat's theory of Freedom. Kant's autonomous freedom which is the main theme of the Critique of practical Reason have three characteristic elements, namely spontaneity, self-lawmaking and universal validity. Rousseau mentions three kinds of freedom in his works. Natural freedom which is treated in Discourse on the origin of inequality is freedom which a man in natural state have. I proved that natural freedom is the origin of Kant's theory of spontaneity that is a essential part of autonomous freedom. Social freedom which is treated in Social contract is deeply connected with general will. General will is the power of self-lawmaking. We can easily conclude that Rousseau's social freedom is the origin of Kant's theory of self-legislation which is another essential part of autonomous freedom. The last essential part of Kant's autonomous freedom is universality that is inseparably connected with Rousseau's moral freedom which is largely mentioned in Emlie.
Recent advancements in the integration of satellite technology and the Internet of Things (IoT) have led to the development of a sophisticated network ecosystem, capable of generating and utilizing vast amounts of big data across various sectors. However, this integrated network faces significant security challenges, primarily due to constraints like limited latency, low power requirements, and the incorporation of diverse heterogeneous devices. Addressing these security concerns, this paper explores the construction of a satellite-IoT network through the application of Software Defined Networking (SDN). While SDN offers numerous benefits, it also inherits certain inherent security vulnerabilities. To mitigate these issues, we propose a novel approach that incorporates blockchain technology within the SDN framework. This blockchain-based SDN environment enhances security through a distributed controller system, which also facilitates the authentication of IoT terminals and nodes. Our paper details the implementation plan for this system and discusses its validation through a series of tests. Looking forward, we aim to expand our research to include the convergence of artificial intelligence with satellite-IoT devices, exploring new avenues for leveraging the potential of big data in this context.
The Ilkwang Fault is NNE-striking, elongated 40 Km between Ulsan and Haendae-ku, Busan in southeastem part of the Korean Peninsula(Kim, D.H. et al., 1989; Kim, J.S. et al., 2003). This paper is mainly concemed about the ages of the fault activities especially in the Quatemary, infered from classification of geomorphic surface and trench excavation for the construction of Singori nuclear power plant. The geomorphi surfaces are classified into the Beach and the Alluvial plain, the 10 m a.s.l. Marine terrace, the 20 m a.s.l. Marine terrace, the Reworked surface of 45 m a.s.l. Marine terrace and the Low relief erosional surface, from lower to higher altitude. The Beach and the Alluvial plain are elongated to the Holocene terrace(ist terrace, choi, 2003). The 10 m a.s.l. Marine terrace is correlated to 2nd terrace (MIS 5em 125 Ka. y. B.P., Choi, 1998). The 45 m a.s.l. Marine terace is correlated to the Lower marine terrace (MIS 7,220 Ka. y. B.P., Choi, 2003 or MIS 9,320 y. B.P.) to the Gwanganri terrace(Penultimate interglacial age, 200-200 Ka. Y. B.P., Oh, 1981). The Low relief erosional surface is distributed coastal side, the Reworked surface of 45 m a.s.l. Marine terrace inland side by the Ilkwang Fault Line as the boundary line. But the former is above 10 m higher in relative height than the latter. The 20 m a.s.l. Marine terrace on the elongation line of the Ilkwang Fault reveals no dislocation. A site was trenched on the straight contract line with $N30^{\circ}$ E-striking between the 10 m a.s.l. Marine terrace and the 20 m a.s.l. Marine terrace. Fault line or dislocation was not observable in the trench excavation. Accordingly, the straight contact line is inferred as the ancient shoreline of the 10 m a.s.l. Marine terrace. The Ages of the Fault activities are inferred after the formation of the Ichonri Formation - before the formation of the 45 m a.s.l. Marine terrace (220 Ka. y. B.P. or 320 Ka. y. B.P.). The Low relief erosional surface was an island above the sea-level during the formation of the 45 m a.s.l. Marine terrace in the paleogeography.
This paper analyzes the two cases of labor disputes (Hyundai Motor in 1998 and Power Generation Companies in 2002) in the period of restructuring, by applying the behavioral theory of labor negotiations as a comparative framework. The paper compares th backgrounds of the labor disputes, core issues, bargaining processes, and evolutionary patterns and consequences of the labor disputes at the two cases. The common features, found in the two dispute cases, are strong mistrust and exclusive bargaining attitude between labor unions and management, little feasibility of contract zone in bargaining proposals by the two parties, heteronomous dispute resolution by the intervention of the government, and the lack of learning effect gained from the experience of labor disputes. This comparative case study identifies that the confrontational labor-management relations at the firm level is re-produced by a regressive process of the following circulation: labor-management distrust $\rightarrow$ interest conflict in bargaining demand $\rightarrow$ exclusive bargaining attitude $\rightarrow$ the experience of antagonistic dispute $\rightarrow$ deepened distrust. In conclusion, four parties-labor unions, management, the government, and public press - are required to make much effort to replace the vicious circle of labor-management confrontation by a virtueous cycle of labor-management cooperation.
The purpose of this paper is to suggest to tackle the problem of poor cooperation in space activities, by re-examining the nature of the competitive political environment, and by building up a normative overarching framework, One of the most acute problems that hampers regional cooperation is the U.S. influence as represented in the MTCR, a supplier's cartel, as was evidenced in the ill-fate of the 2001 launch contract between China and Korea the next year. Notably China, the third space power in the world, has not been allowed to join the MTCR despite her application in June 2004. A possible reconciliation between China and the MTCR over her application for a partnership would set a cornerstone in building up a cooperative environment in the Northeast Asia. Just as the Helsinki process was an overarching norm building framework, comprising human rights, security and environmental issues, it would be desirable that a future peace framework in Northeast Asia dealing with the pending issues of Korean peninsula should also comprise of such broad issues as one relating to cooperation in space activities in the region. South Korea could tap expertise from her neighbor China. When South Korea become an independent space power either with her own technology or otherwise, she would be in a better position to play a role as a balancer in coordinating between the two neighboring space giants. It is remarkable that the Japanese led APRSAT has contributed much in establishing Sentinel Asia as a part of the Disaster Management Scheme, in that each participant, whether it be a state agency, or a private entity like a university or a research institute, can tap the common data to contribute to the common good of safety.
Objective: This paper presents additional considerations related to organization and safety culture extracted from recent human error incidents in Korea, such as station blackout(i.e., SBO) in Kori#1. Background: Safety culture has been already highlighted as a major cause of human errors after 1986 Chernobyl accident. After Fukushima accident in Japan, the public acceptance for nuclear energy has taken its toll. Organizational characteristics and culture became elucidated as a major contributor again. Therefore many nuclear countries are re-evaluating their safety culture, and discussing any preparedness and its improvement. On top of that, there was an SBO in 2012 in the Kori#1. Korean public feels frustrated due to the similar human errors causing to a catastrophe like Fukushima accident. Method: This paper reassesses Japan's incidents, and revisits Korea's recent incidents. It focuses on the analysis of the hazards rather than the causes of human errors, the derivation of countermeasures, and their implementation. The preceding incidents and conclusions from Japanese experience are also re-analyzed. The Fukushima accident was an SBO due to the natural disaster such as earthquakes and a successive tsunami. Unlike the Fukushima accident, the Kori#1 incident itself was simple and restored without any loss and radioactive release. However, the fact that the incident was deliberately concealed led to massive distrust. Moreover, the continued violation of rules and organized concealment of the accident are serious signs of a new distorted type of human errors, blatantly revealing the cultural and fundamental weakness of the current organization. Result: We should learn from Japanese experiences who had taken pride in its safety technology and fairly high confidence in safety culture. Japan's first criticality accident in JCO facility splashed cold water on that confidence. It has turned out to be a typical case revealing the problems in the organization and safety culture. Since Japan has failed to gain lessons and countermeasure, the issue persists to the Fukushima incident. Conclusion: Safety culture is not a specific independent element, which makes it difficult to either evaluate it properly or establish countermeasures from the lessons. It may continue to expose similar human errors such as concealment of incident and manipulation of bad data. Application: Not only will this work establish the course of research for organization and safety culture, but this work will also contribute to the revitalization of Korea's nuclear industry from the disappointment after the export contract to UAE.

In 1997, in the course of overcoming economic crisis caused by the shortage of foreign currency there was a significant phenomenon, the irregularization of human labour resources. There was no exception in hospital, either. Most hospitals put a lot of thought to solve the problem about irregular workers. Between employee and employer the problem of irregular workers has been raised as a main topic of all. The objectives of this study were to inspect the actual state of irregular workers and to understand the positive effect of protecting irregular workers, recently established and revised, on the human resources management of hospitals. After enacting irregular labours protection acts there were many opinions that the labour rules of hospitals would be changed.(56.7%). The plan to solve irregular worker's wage issues would he carried out step by step, but some hospitals have not examined the plan yet,(81.9%). Many hospitals had a plan that irregular worker's wage would be actualized in two or three years.(78.3%) The method, to solve the problem of irregular workers arc as follows: 1) the introduction of functional wage system, 2) the convert from automatic rising wage system to annual wage system, 3) the incentive grade system according to management result, 4) lower functional group wage system, 5) non-term contract wage system. From the point of the opening medical market and securing competitive power of hospitals, it is prospected that irregular works would be increased also in future. So to manage irregular workers effectively would be essential in maintain hospital's competitive power and improve medical service. The result, of this study were a, follow: (1) In hospital, the ratio of irregular workers in hospitals was lower than that of all irregular workers in Korea. (2) In hospital, the wage level of irregular workers was higher than that of irregular workers in Korea. (3) In hospital, the social insurance application ratio of irregular workers was higher than that of all workers in Korea. (4) In hospital, there seems to be no appropriate and active measures to improve labour condition of irregular workers, yet. (5) In many hospitals, the policy of irregular workers would be expected to revised for the law standards. In this study the actual conditions and problems of irregular workers were proposed and it was expected to contribute decisions-making in hospital management, especially when using human resources.
The present study examines the dialectic tensions arising within the ICT-mediated labor culture between the dominant power of conglomerates and the precarious labor subjects in the labor practices, as smartphones and tablet PCs have grown in popularity. The present study explores how much young precarious workers named 'Cheongyeon Alba' (young precariat in S Korea) suffers from continually precarious job positions as temporary staff or contract workers, being trapped at the bottom of the pay scale, and also being electronically connected to the workplace in a seamless way. Concretely, this study investigates how the mobile phone becomes deeply entangled with the 'precarious' labor culture in the metropolitan city of Seoul. The mobile precariat has been in a disadvantaged position, in terms not only of the moral issue of exploitation in business but also of social injustice. Labor exploitation of young workers has been reinforced by the mobile labor culture, in which they are remotely monitored by live surveillance mobile apps, and mobile instant messaging from a boss can intrude incessantly into their private life. This study depicts the extension of the business's surveillant power by mobilizing the mobile phone in the working practices.
