A Study on the Local Governments' Autonomous Laws Regulating Social Insurance Premium for Medical Security (의료보장을 위한 지방정부의 사회보험료 지원 자치법규에 관한 고찰)

  • Since 2006, local governments in Korea have been providing premiums for social insurance, such as the National Health Insurance System, for the health care of local residents. The purpose of this study is to analyze the content of self-governing legislation that defines these policies. The method of conducting the research was based on the articles of the ordinance related to the 'public health insurance premium' of the self-governing statutes published on the website of the National Law Information Center. As of May 2019, 201 municipalities have enacted ordinances to support public health insurance premiums. In the case of state local governments, 8 out of 17 were found, and in the case of basic local governments, 193 out of 226. The constitution of the ordinance consisted of purpose, time of enactment, type of social insurance premium, object of social insurance premium, amount of social insurance premium support, method and process of social insurance premium support, time of social insurance premium support. This study analyzed contents of these articles. Finally, this study presented issues that could be controversial from the policy and legal viewpoints and suggestions for improvement.

A Study of the Sulmunhaejaikjing ("설문 해자익징" 연구)

  • This dissertation evaluate3 the Sulmunhaejaikjing, published in 1912, by Sun-Soo Park, an ideographic scholar of the late on Korean Chosun Dynasty. This study first explores the compilation, structure andmethodology of the Chinese written characters in Sulmunhaejaikjing. Second, it studies the Sulmunhaejaikjing's distinctive features by means of a comparison with some works of Sulmunhak of the Chung Period in China. Since the motivation of writing of his work was to correct the errors of Sulmunhaeja, Sun-Soo Park attempted several independent interpretations. The interpretive stucture of Sulmunhaejaikjing exactly follows the 14 Books and 540 Parts of Sulmunhaeja, but Park's work differs in interpretation methodology and content Huh Shin made Sojun characters the subject of the investigation, Sun-Soo Park corrected Huh Shin's errors by making the Pre-Sojun older Chinese characters the object of his investigation. Sulmunhaejaju by Tan Ok-Jae, the most distinguished work of spoken literature in the Chung period, adopted Huh Shin's interpretation and added notes, sothat. Tan Ok-Jae, like Huh Shit did not take into account the Pre-Sojun old Chinese character. Therefore, Sun-Soo Park's interpretation greatly differ from Tan Ok-Jae's. Among the scholars of Sulmunhak in the Chung Dynasty, it is Oh Dae-Jing, the writer of Sulmunhaejubo, that accomplished the most noticeable achievement in Sulmunhaeja, Oh Dae-Jing aimed to collect all the Chinese characters which were confirmable in the interpretation of Sulmunhaeja. This, Oh Dae-Jing in a nut neglected the independent interpretation of characters. Sun Soo Park however, demonstrated a pregressive character in basing his independent interpretation upon reliable resesources, even though he offered fewer character in number than did Oh Dae-Jing.

The Parenting Image of Modern Korean Society Described in Modern Novels (개화기 근대소설을 통해 조명한 한국의 부모상(父母像))

  • Purpose: The purpose of this study was to explore the parenting image of modern Korean society through modern novels published during in the stage of modern change in Korea. Method: The data were analyzed through latent content analysis. Modern Korean novels (N=138) written during the Korean modernization stage were chosen for analysis. Five categories and seventeen meaningful sub-categories were drawn out from 636 significant sentences. Results: The parenting images expressed in modern Korean society were as follows: From the category of [Devotional love], 5 sub-categories were drawn: Hedgehog's love, Lavish love, Sacrificial care, Exertion of the mind, and Prayer for the future of their children. From the category of [Stern father and affectionate mother], 3 sub-categories were drawn: Stern and Strict father, Tender and loving mother, and Strong maternal love. From the category of [Enthusiasm for their children's education], 3 sub-categories were drawn: Sense of duty to provide good education for their children, Zeal for their children's education, and Satisfaction with their hard-working children. From the category of [The head of family], 3 sub-categories were drawn: Person who has the right to make decisions, Reliable protector, and Object of filial devotion. From the category of [sexual discrimination], 3 sub-categories were drawn: Preference and favoritism to sons, Attaching importance to education of sons, Regarding daughters as those who help support the family. Conclusions: The results of this study will help to improve the basic understanding the parenting image and parent-child relationship in present day Korea.

A Projection-based Intensity Correction Method of Phased-Array Coil Images (위상 배열 코일 영상에서의 밝기 비균등성을 projection에 기반하여 수정하는 방법)

  • Purpose : To develop a novel approach to calculate the sensitivity profiles of the phased array coil for use in non-uniform intensity correction. Materials and Methods : The proposed intensity correction method estimates the sensitivity profile of the coil to extract intensity variations that represent the scanned image. The sensitivity profile is estimated by fitting a non-linear curve to various angles of projections through the imaged object in order to eliminate the high-frequency image content. Filtered back projection is then used to compute the estimates of the sensitivity profile of each coil. The method was applied both to phantom and brain images from 8-channel phased-array coil and 4-channel phased-array coil, respectively. Results : Intensity-corrected images from the proposed method have more uniform intensity than those from the commonly used 'sum-of-squares' approach. By using the proposed correction method, the intensity variation was reduced to $6.1\%$ from $13.1\%$, acquired from the 'sum-of-squares'. Conclusion : The proposed method is more effective at correcting the intensity non-uniformity of the phased-array surface-coil images than the conventional 'sum-of-squares' method.

  • The object of this experiment was to suggest the suitahle N-P-K fertilization level for orchardgrass(0G)-red clover(RC) mixtures under the intensive system of short-term pasture utilization. The fields trials were conducted over 3-year period(1991-1993) to evaluate dry matter yield. botanical composition, chemical composition and CP, DDM yield on the N-P-K levels (0-0-0. 50-100-100. 100-150-150, 150-2OO-200. 200-250-250 and 300-350- 350kg/ha). With increasing level of N-P-K, the DM yield of OG in the OG-RC mixture were significantly increased(P< 0.05), however, that of RC was remarkably decrcawd(P

  • VTON (Virtual try-on) is a key technology that can activate the online commerce of fashion items. However, the early 3D graphics-based methods require the 3D information of the clothing or the human body, which is difficult to secure realistically. In order to overcome this problem, Image-based deep-learning algorithms such as VITON (Virtual image try-on) and CP-VTON (Characteristic preserving-virtual try-on) has been published, but only a sampled results on performance is presented. In order to examine the strength and weakness for their commercialization, the performance analysis is needed according to the complexity of the clothes, the object posture and body shape, and the degree of occlusion of the clothes. In this paper, IoU and SSIM were evaluated for the performance of transformation and synthesis stages, together with non-DL SCM based method. As a result, CP-VTON shows the best performance, but its performance varies significantly according to posture and complexity of clothes. The reasons for this were attributed to the limitations of secondary geometric deformation and the limitations of the synthesis technology through GAN.

  • The purpose of this study is to describe quantitatively the characteristics and the structure of the Act on the development, management, etc. of Marinas (the Marinas Act) by analysing its provisions using semantic network analysis. The method of semantic network analysis has its advantages in overcoming limitations of the traditional content analysis method, as it is easy for the user to understand the structure and the shape of a network by figuring out the structural network among words. The object of the analysis is the full text of Marinas Act recently revised from Chapters 1 to 4, while partial analysis is carried out respectively for each chapter from Chapters 2 to 4. The structural characteristic of the Marinas Act shows that the act focuses on the development of marinas, as its main goal is interpreted to set up hardwares and to construct facilities rather than to promote the marina industry itself. Even though some clauses for human capital development and business development are included, they are of less importance compared to the development of marina facilities. This study provides some basic information on the structural characteristics of the current act, which can be referred to in subsequent studies. In the future, it also needs to be complemented through comparative analysis with government policy outcomes and performance of diverse analytical approaches.

  • This paper attempts to investigate the establishment of an interactive knowledge base for action planning by virtual agents and an interactive knowledge-based planning system. A fixed knowledge base is unable to properly handle a change in circumstances because fixed planning is only available under a fixed knowledge base. Therefore, this paper proposes the establishment of an interactive knowledge base which is applicable to diverse environments and an artificial intelligence planning system in which an interactive knowledge base is available. The interactive knowledge base proposed in this paper consists of motivation, behavior, object and action. The association relationship between knowledge base and its input is set using an automation tool. With this tool, a user can easily add to or amend the components of the knowledge base. With this knowledge base, a character plans all action items and chooses one of them to take an action. Since a new action can be applicable by updating the knowledge base even when the character environment changes, it is very useful for virtual reality content developers. This paper has established a relationship between scalable interactive knowledge base components and other components and proposes a convenient input tool and a planning system algorithm effective for an interactive knowledge base. The results of this study have been verified through testing in a virtual environment ('virtual library').

  • When constructing projects such as road embankments, bridge approaches, dikes or buildings on soft, compressible soils, significant settlements may occur due to the consolidation of these soils under the superimposed loads. The compressibility of the soil skeleton of a soft clay is influenced by such factors as structure and fabric, stress path, temperature and loading rate. Although it is possible to determine appropriate relations and the corresponding material parameters in the laboratory, it is well known that sample disturbance due to stress release, temperature change and moisture content change can have a profound effect on the compressibility of a clay. The early research of Tezaghi and Casagrande has had a lasting influence on our interpretation of consolidation data. The 24 hour, incremental load, oedometer test has become, more or less, the standard procedure for determining the one-dimensional, stress-strain behavior of clays. An important notion relates to the interpretation of the data is the ore-consolidation pressure ${\sigma}_p$, which is located approximately at the break in the slope on the curve. From a practical point of view, this pressure is usually viewed as corresponding to the maximum past effective stress supported by the soil. Researchers have shown, however, that the value of ${\sigma}_p$ depends on the test procedure. furthermore, owing to sampling disturbance, the results of the laboratory consolidation test must be corrected to better capture the in-situ compressibility characteristics. The corrections apply, strictly speaking, to soils where the relation between strain and effective stress is time independent. An important assumption in Terzaghi's one-dimensional theory of consolidation is that the soil skeleton behaves elastically. On the other hand, Buisman recognized that creep deformations in settlement analysis can be important. this has led to extensions to Terzaghi's theory by various investigators, including the applicant and coworkers. The main object of this study is to suggestion the modified compression index value to predict settlements by back calculating the $C_c$ from different numerical models, which are giving best prediction settlements for multi layers including very thick soft clay.

  • This study relates to a microemulsion gel which is applied in various cosmetic preparations because of good appearance, superior stability and a thin, uniform, non-greasy fi Am on the skin. Main object of this study is to elucidate the influence of polyol(clarifying agent and/or coupling agent in microemulsion) on microemulsion and to establish the optimum conditions for microemulsion gel formation in the view of superior consistency, stability, clarity and pick-up from a container. The constituents of the system are composed of water, polar ester oi1, nonionic surfactant and polyol. Using the three-component phase diagram and the tetrahedral-phase diagram, we have investigated the changes of transparence regions, consistency and resonance effect by an impact in microemulsion gel varying in polyol ratio. The results of this study showed that the variation in the content of water and couple ins agent has major influence on the microemulsion gel and the optimum formation region of microemulsion gel is the widest when the ratio of glycerine(coupling agent) to water is 63-75% It is believed that optimum use of polyol seems to be helpful to obtain the microemulsion gel containing maximum amount of oil phase with minimum amount of surfactant which is recently one of the major problems of cosmetic chemists.
