A Study for Efficient Inter-Terminal Transportation in the Busan New Port (부산신항 타부두 환적의 효율적인 처리방안 연구)

  • The Korean government establishes a strategy to develop the Busan New Port as a world ranking two transit-oriented port. This paper aims at presenting an efficient inter-terminal transport (ITT) system in the Busan New Port as a method of achieving the government strategy. First, it presents results of long term forecast for the inter-terminal transportation volume in the port. Second, it proposes two systems to treat ITT in the port; Double stack Multiple Trailer System (DMTS) and Rail-based transportation system. The implementation methods in the port are introduced in detail for the both systems, and the required number of the systems and costs are calculated for implementation of both the systems. B/C for DMTS is analyzed to 3.7, moreover unit-fare per [$ton{\cdot}km$] can is lowered to 67% against current fare. DMTS is shown to highly potential for efficient ITT in the port.

Analysis of the Construction Plan and Enforcement Condition of the Port Circular Highway for Cargo Transportation of the Pusan Port (부산항 물동량 처리를 위한 광역배후수송도로의 건설계획과 시행실태 분석)

  • Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.

Estimation of Optimal Modal Split Considering the Subsidy Policy - In the Case of Dual Mode Trailer (보조금 정책을 고려한 적정 수송 분담률 추정 모형 - Dual Mode Trailer(DMT) 사례를 중심으로)

  • There is need to reform the road-based logistic transportation system into the railway-based logistics transportation system in order to decrease the total social cost related with logistics transportation. And new transportation modes such as dual mode trailer (DMT) are under consideration, which are expected to decrease current market share of road. But, most of current studies about estimating economical efficiency are focused on developing the probabilistic choice model and then estimating the market share of each mode. We present an approach to compute the optimal market share of each mode in terms of total social cost. To do so, we suggest an optimization model capturing both user choice to maximize his utility and subsidy policy intended to minimize total social cost, simultaneously. Using this model, we present the optimal modal split of container freight.

  • Competition between ports around the world is intensifying to attract transshipment cargo. However, recently, there have been concerns about the departure of transshipment cargo volume at Busan Port, such as the lifting of the cabotage policy in China's shipping sector and the implementation of a safe fare system. In terms of operation, terminal congestion and vehicle waiting time are seriously occurring due to imbalance in the transshipment volume of each terminal and vehicles concentrated in a specific time period. In this paper, we propose a method of inter-terminal transportation (ITT) using buffer space to solve the problem caused by inefficient ITT systems and presented a mixed integer programming (MIP) for the problem. The effect of using the buffer space was analyzed for various work volumes and capacity fluctuation ranges by applying the terminal congestion pattern and ITT vehicle in/out pattern based on the Busan New Port data.

Development of Handling Guidelines for the Safety and Health of Transporters of Hazardous Chemicals - Focusing on Safety Containers and Packaging for Delivery of Hazardous Chemicals Used for Reagents - (유해화학물질 운반자의 취급안전보건 관리를 고려한 취급기준 마련 - 유해화학물질 시약 등 택배 안전용기 및 포장기준을 중심으로 -)

  • Objectives: In this study, we analyzed the current state of delivery containers and packages and established handling guidelines to safely transport delivery containers and packages for use in research, testing, and examination reagents. Methods: Handling guidelines were revised in such categories as maintenance of the handling facilities, storage, loading and unloading, containers and packages, transportation, etc. In addition, we analyzed the current state of domestic sales for hazardous chemicals used for research, testing, and examination reagents, and investigated the handling guidelines related to delivery transportation in the USA, EU, and Japan by chemical property. Results: There are 6,160 companies selling hazardous chemicals. Among them, the 476 companies selling reagents for use in research, testing, and examination were investigated. Total amounts handled reached 425,000 tons, contributing to 0.2% of the total. For delivery transportation, internal containers and packaging was specified for chemical properties as follows: within 1 L for flammable gas, within 5 L for flammable liquid, and within 18 L for others. In addition, the maximum size of the outer package was set within 130 cm for total length, width, and height, and no dimension of the packaging could exceed 60 cm. Sixty-four hazardous chemicals with explosiveness or acute inhalation toxicity were prohibited for delivery transportation. Conclusion: Specified handling guidelines for inner and outer containers as well as packaging were regulated for delivery transportation of hazardous chemicals used for reagents. In addition, 64 hazardous chemicals were prohibited for delivery transportation. These are designed to prevent transportation accidents involving hazardous chemicals for reagents and thus protect the safety and health of transporters who handle hazardous chemicals.

  • Shock and vibration inputs are transmitted from the transporting vehicle through the packaging to the fruit during the parcel delivery service. The vibration causes sustained bouncing of fruits against each other and the container wall. The steady state vibration input may cause serous fruit injury, and the damage is particularly severe if the fruits are bounced at its resonance frequency. The determination of the resonance frequencies of the fruits and vegetables may help the packaging designer to determine the proper packaging system providing adequate protection for the fruits, and to understand the complex interaction between the components of the fruits when they relate to expected transportation vibration inputs. To analyze the vibration properties of the apples for optimum packaging design during transportation for parcel delivery service, random vibration tests were carried out. In the random vibration test, the resonance frequency and PSD of the apples in packaging system for parcel delivery service in the test were in the range of 13 to 99 Hz and $0.0143{\sim}0.0923G^2/Hz$.

  • The quantity of container transportation of the world harbors is constantly increasing by 8.8% per year until 2011. present port facilities will not satisfy it. So facility expansion is necessary. Because the processing cost in the harbor becomes to 30% of total transportation expense, major ports in the world are making an effort in the automation facilities to solve the problems of higher labor costs and insufficient labor and to maximize the efficiency of the work and use of the land. Especially, the automation of the gate, which is the place of cargo's appearance and disappearance, the node which creates the information. is now rising as the important issue. In this study suggests more efficient design for port gate automation.

A Study on the Effects of Functional Reusable Packing Containers for Marine Products on Logistics Rationalization (수산물의 기능성 재사용 포장용기 사용을 통한 물류합리화에 관한 연구)

  • Disposable marine product packaging materials such as wooden, Styrofoam, and corrugated cardboard boxes have a very low reuse rate, thus causing the logistics costs to rise and making it difficult to establish a unit load system for marine products. Disposable packing containers to be discarded are accompanied by resource and environmental issues home and abroad. Transportation vehicles for marine products have to return empty without loading different kinds of products after delivery due to the smell and properties of marine products, thus posing as an obstacle to logistics rationalization. In an effort to overcome those limitations, this study examined the stages of transportation including "producer-wholesale market in the producing area-commission merchant-wholesale market in the consumption area-commission merchant-quasi-wholesale market-consumer" and also analyzed the utilization and distribution of disposable packaging materials currently used in the circulation of marine products including wooden, Styrofoam, and corrugated cardboard boxes. Based on the analysis results, the investigator developed a logistics rationalization model capable of promoting semi-permanent reuse and lowering empty vehicle rate on return routes as an alternative to address environmental issues caused by disposable packaging materials, which have been an obstacle to the logistics rationalization of marine products, packaging costs in the process of repeating packing and unpacking at each stage of marine products circulation, and empty vehicle rates on return routes after marine products delivery.

  • Recently, RFID technology play a key role to implement ubiquitous sensor network(USN). In this paper, we introduce trends of RFID technology, standardization, and then its applications. The purpose of this work is to suggest prosperous applications of RFID, which is applicable on marine information system, such as ship inventory management, management of container and its contents, sensing of environments within cargo hold, management of fishery boats. In case that RFID technology is utilized on marine information systems, it makes safety at sea and marine environments protection.

Development of Korea-China Train Ferry System An Example of Short Sea Shipping in Northeast Asia

  • The train ferry, accommodating trains roll on and off, is often called as 'Railway on the Sea' or 'Blue High-way' since she can connect the railways or roads segregated by the sea and improve the accessibility and continuity of land transport systems. The ferry is especially appropriate to the intermodal transport routes mostly passing through the land but have relatively short sea segment. As the train ferry can considerably reduce the cost and time for cargo handling and modal shift and unnecessitates excessive initial investment on infrastructures such as large harbor cranes or vast container yards, introduction of train Ro-Ro ferries lessen the total transport cost for door-to-door transportation with full exploitation of the existing railway system. All the ports placed in Shandong, Liaoning and Jiangsu provinces of China are connected to the hinterlands via well developed railway and road systems. Therefore, realization of the Incheon-Yantai train ferry system will link Korea railways to TCR and the 4,131-kilometer-long Longhai-Lanxin Railway, along the famous Eurasian Continental Bridge. In the present paper, the Incheon-Yantai train ferry will be introduced as a good example of an efficient multimodal short sea shipping system for Northeast Asia.
