지역화폐 정책 변화가 소비 활성화에 미치는 영향 분석: 부산시 '동백전' 사례를 중심으로 (Analysis of the Impact of Changesin Local Currency Policy on Consumption Activation: Focusing on the case of 'Dong Baek Jeon'in Busan)

  • Purpose The purpose of this study is to analyze the impact of policy changes in Busan's local currency, Dong Baek Jeon, on the use of Dong Baek Jeon. In particular, this study tried to investigate consumption changes due to changes in local currency policy depending on the region, industry, and consumer characteristics. Design/methodology/approach This study used the transaction data of Dong Baek Jeon franchise for analysis. Specifically, the data from January 2022 to December 2022 were used to analyze the current status of the use of Dong Baek Jeon and changes in consumption before and after policy changes. Findings As a result of the analysis, the consumption of Dong Baek Jeon tended to be concentrated in specific regions, industries, and ages. In most regions and ages, the top consumption industries were similar. The use of Dong Baek Jeon showed a clear change in the pattern of use depending on policy changes. Specifically, when the benefits were revised downward, the use of Dong Baek Jeon decreased, and when it was revised upward, it increased. Depending on the policy change, the rate of increase and decrease by region and consumer characteristics was relatively similar, but it was confirmed that there was a difference in the rate of increase and decrease depending on the industry.

전력 소비의 용도별 경제적 편익 평가 (Assessment of the Economic Benefits from Electricity Consumption)

  • 전력은 인간의 생존과 산업생산에 있어서 필수적인 투입요소이다. 전력의 소비로부터 경제적 편익이 발생하며, 특히 전력소비의 경제적 편익은 전력과 관련된 정책의 다양한 분야에서 중요한 정보로 활용된다. 이에 본 연구에서는 전력소비로 인해 발생하는 경제적 편익을 평가하고자 한다. 전력소비의 경제적 편익은 소비자 지출과 소비자 잉여의 합으로 구성되는 전력 수요함수 아랫면적이다. 이때 소비자 지출은 쉽게 관측되는 반면에 소비자 잉여를 계산하기 위해서는 수요의 가격탄력성에 대한 정보가 필수적으로 요구된다. 본 연구에서는 주택용, 산업용, 일반용 전력을 대상으로 하며, 문헌 조사를 통해 전력의 용도별 가격탄력성에 대한 정보를 유추한다. 용도별 전력 수요의 가격탄력성은 각각 -0.332, -0.351, -0.263으로 추정되었다. 2013년을 기준으로 추정된 전력 1kWh 소비의 소비자 잉여는 각각 191.54원, 143.44원, 231.91원이며, 2013년 기준 전력의 용도별 평균가격은 각각 127.02원, 100.70원, 121.98원이므로, 전력소비자의 경제적 편익은 각각 318.56원, 244.14원, 353.89원이다. 소비자 물가지수를 이용하여 이 값을 2014년 기준으로 환산하면 주택용, 산업용, 일반용 순으로 각각 321.96원, 246.75원, 357.67원이다. 이 값은 전력공급사업의 경제성 분석에서 중요한 정보로 활용될 수 있다.

도서지역 마이크로그리드 사업모델의 경제적, 사회적 편익에 관한 연구: 수요자의 태양광 에너지 공동체를 중심으로 (A Study on the Economic and Social Benefits of the Microgrid Business Model in Island Areas : Consumer's Community Solar Participation in Development)

  • The purpose of this study is to develop a business model that efficiently converts diesel power generation systems to renewable energy microgrids (MG) in large-scale islands. Most of the previous studies on the conversion of renewable energy MG in islands had limitations dealing with efficiency from the perspective of suppliers. However, the microgrid has the characteristic of getting benefits through the interaction between the consumer and the supplier. In addition, the efficient MG business model from the perspective of new institutional economics is a structure in which consumers and suppliers jointly participate. Therefore, this study assumed that the MG business model in which the supplier's MG and the consumer's community solar participated would benefit all participants, and verified the assumptions using domestic island data. In terms of supplier investment, the cost of power supply (LCOE) of assumed model was calculated to be 14.0% lower than that of the diesel model and 3.7% lower than that of the supplier-only MG model. From the perspective of consumer investment, electricity bills are expected to be reduced by more than 200,000 won per household per year through self-generation of solar power. Social benefits are expected to reduce external environmental costs. The CO2 emissions of the assumed model were calculated to be 39.5% lower than the diesel model and 1.5% lower than the supplier-only MG model. Therefore, the MG business model with consumer participation proposed in this study is expected to be an efficient alternative to renewable energy MG conversion in domestic islands, and is meaningful as an energy plan that improves the benefits of local residents.

조합주의 현상의 중국적 변용 고찰: 자동차 소비자 보호 정책을 중심으로 (A Study on the Variations in the Corporatism in China: the Policy Making Process of the Chinese Car Consumer Protection)

  • 2004년부터 2013년까지 계속된 중국의 자동차 소비자 보호 정책 수립과정에서 소비자, 제조 업체, 판매 대리상, 수리업체 사이에 이익 표출과 이익집약이 반영되었다. 특히 중국소비자협회의 노력과 수정 안건 제시로 분산된 소비자들의 이익이 표출되는데 성공했다. 그리고 판매 업체들은 중국 자동차 유통협회를 통해 자동차 제조업체에 책임을 추궁할 수 있는 권리를 최종 규정에 넣었다. 마지막으로 자동차 업체들의 적극적인 이익 표출로 인해 정책 수립이 지연되기도 하고 소비자들에게 이익이 되는 정책을 촉진시키기도 하였다. 따라서 중국의 자동차 소비자 보호 정책 수립과정을 통해 본 중국의 국가-사회관계는 단순히 국가조합주의로 환원시키기에는 한계가 있고, 사회조합주의와 같은 상향식 이익 표출과 정책수정 활동 역시 중요하다는 것을 알 수 있다.

소비자분쟁해결제도에 중재제도 도입가능성에 관한 연구 (A Study on the Possibility of Introducing Arbitration Program to Consumer Dispute Resolution System)

  • There are significant differences between disputes among enterprises and disputes between consumers and an enterprise. A majority of consumers may suffer from the same damages at the same time with small amount concerned and sometimes low chances for find the real cause. Among these distinctive features, the most significant characteristic in consumer-business disputes can be found in that consumers are in a disadvantageous position compared to businesses. When it comes to consumer policy, the biggest aim lies with turning back the damage a consumer is suffering into normalcy. In this regard, the Consumer Dispute Resolution System is the most essential among consumer policies. In Korea, the Collective Alternative Dispute Resolution (ADR) System was introduced to the Consumer Dispute Resolution System in 2007 in line with revision on the Consumer Basic Law. However, smooth damage redress for consumers is still not taking place. Against this backdrop, this report suggests that 'consumer arbitration' program should be introduced to the Consumer Dispute Resolution System as part of making good and smooth progress for consumer damage redress.

소비자안전 정보탐색에 따른 안전추구행동 (Safety-Oriented Consumer Behavior Associated with Safety Information Search)

  • This study aims to examine consumer product safety search levels, as well as their response to safety-oriented behavior change, in a bid to use the results in the diverse policy formulation of government and business, and as basic data for securing consumer safety. The findings of this study are outlined as follows. First, for consumer safety information search access and reliability, in the case of access, accessibility via TV and other press media was high, while accessibility via education (seminars, lectures, practice and campaigns) was low. Second, consumer safety-oriented behaviors were examined before and after purchasing products; there was a significant difference associated with monthly income prior to buying products. Third, in order to determine the influence of variables related to consumer safety-oriented behaviors, consumer safety-oriented behaviors as a dependent variable underwent regression analysis; information search access and reliability, and monthly income were found to significantly influence consumer behavior.

  • PL law seeks consumers'just compensation and effective deterrence through shirting liability principle from negligence to strict liability. Impact analysis of Product Liability(PL) Low requires consumers' perspectives. This paper performed a policy delphi to predict the impact of PL law on consumers. The study surveyed the opinions of 30 specialists in PL area, ranging from government, officials, professors, researchers, consumer activists, to business executives, for three times. The consumer are as follows: first of all, PL law can contribute to damage compensation significantly in that it stimulates consumer complaints through non- court procedures. It is very unlikely that suits will be increased rapidly due to PL because of the current law environment. The degree of influence of PL law on damage compensation will very according to the content of PL law. Secondly, PL law can contribute to deterrence in that it encourages companies' efforts for product safety while it doesn't undermine consumers' attentions to safety. The influence on companies' efforts will vary according to the content of PL law.

농촌관광수요의 결정요인 (Determinants of Rural Tourism Demand)

  • This study aims to examine the effects of GDP as a proxy variable of income, consumer price index as a proxy variable of price, and foot-and-mouth disease and avian influenza as derby variables on rural tourism demand. The independent variables in this research were gross domestic product(GDP), consumer price index(CPI), and dummy variable(DM) such as food & mouth disease & highly pathogenic avian influenza. Results showed that GDP affected tourism demand positively whereas DM influenced negatively. The study suggested that it was important for policy-mconsider GDP and DM when making decision on strategic tourism management. In conclusion, first, gross domestic product was found to have a statistically significant effect on rural tourism demand. Second, avian influenza was found to have a statistically negative effect on rural tourism demand. The results of this study can be used to establish a reasonable rural tourism policy in the future economic dimension.

한국과 일본의 소비자 업무 현황파악 및 비교: 업무평가를 중심으로 (The trends and comparisons of consumer agencies between Japan and Korea: Focused on work performance)

  • This study investigated and compared the tasks peformed by Consumer Agencies in Korea and Japan. It also investigated the variables influencing evaluation scores on consumer tasks. The results of this study are summarized as follows. First, Japanese counselors were predominantly older, married females in contrast to the predominance of relatively young, single, male, Korean consumer counselors. In Korea, most consumer tasks were performed by Consumer Agencies in Seoul while internet counseling was popular. In addition, 13 counselors belong to Korean Consumer Agencies while 80 worked in the Korea Consumer Protection Board. In Japan, consumer tasks were peformed by Consumer Centers located broadly across the nation but no internet counseling was provided, while the average number of consumer counselors per Consumer Center was 8. The average number of consumer counseling sessions per day was greater in Korea than in Japan while the average monthly income was higher in Japan than in Korea. Second, evaluation of the tasks performed by Consumer Agencies revealed that the Korean Consumer Agencies scored higher performance than their Japanese counterparts. Third, the degree of job satisfaction significantly influenced evaluation scores in both consumer counseling tasks and provision of consumer information in Korea. In Korea, among the tasks concerning consumer education, job-training education was a significant variable while the number of Korean counselors in Consumer Agencies positively influenced scores on activities concerning consumer movement and alliance with other agencies. However, the degree of job satisfaction among counselors positively and significantly influenced evaluation scores in tasks concerning consumer counseling, provision of consumers'information, and consumer education. On the other hand, the number of counselors in Japanese Consumer Centers influenced the evaluation scores on tasks concerning consumer policy, consumer survey, and consumer campaign.

화장품 관련 소비자상담 유형 분석 (Analysis of the Consumer Consulting Types about Cosmetics)

  • This study analyzed the consumer consulting type about cosmetics, and examined the characteristics of the consumer consulting type. The data used for the analysis are 7,126 consumer consulting cases of cosmetics, which had been applied for the consumer counseling centers, from July 2010 to June 2011. Through the consumer consulting paper, the consumer consulting types were divided into as follows : purchase, delivery, quality, product, product display and advertising, services, after purchase, simple consulting, seller's unfair bill, and other types of consulting. According to the results of the analysis, consumers were anxious about cosmetics quality and safety, and they also wanted objective information on cosmetics. Consumer consulting type were significantly different by ages. 63.3% of teenagers were consulting about purchase problem. 31.5% of the 20's were consulting about quality, and 26.0% were consulting about purchase. 30's, 40's, more than 50's groups mostly were consulting about quality. Based on that, this study suggests about policy and consumer education for how to use and purchase the cosmetics correctly.
