This research evaluated counseling tasks performed by consumer counselors between Korea and Japan. Results of this research could be summarized as follows. First, not only female but also male counselors occupied counseling tasks in Korea, in Japan, all counselors were female, most of whom were married and older than in Korea. The average number of counselors in Korea was large than those in Japan, but income of counselors was higher in Japan. Average numbers of counseling were large, the level of perception on the significance of counseling tasks was lower in Korea, but degree of job satisfaction was higher in Korea than their Japanese counterparts. Second, evaluation scores of Korean counselors were higher than those in their Japanese counterparts in the light of objectiveness and fairness of counseling. On the other hand, the degree of job satisfaction among counselors and their perceptions on the significance of counseling tasks affected the evaluation scores. In contrast, both degree of job satisfaction and hours of job-training education generated those impacts. finally, Korean counselors highly evaluated their agencies' counseling tasks than their Japanese counterparts. In sum, this study showed that the overall performance of consumer counseling tasks was more positive in Korea than in Japan.
This study investigated and compared the tasks peformed by Consumer Agencies in Korea and Japan. It also investigated the variables influencing evaluation scores on consumer tasks. The results of this study are summarized as follows. First, Japanese counselors were predominantly older, married females in contrast to the predominance of relatively young, single, male, Korean consumer counselors. In Korea, most consumer tasks were performed by Consumer Agencies in Seoul while internet counseling was popular. In addition, 13 counselors belong to Korean Consumer Agencies while 80 worked in the Korea Consumer Protection Board. In Japan, consumer tasks were peformed by Consumer Centers located broadly across the nation but no internet counseling was provided, while the average number of consumer counselors per Consumer Center was 8. The average number of consumer counseling sessions per day was greater in Korea than in Japan while the average monthly income was higher in Japan than in Korea. Second, evaluation of the tasks performed by Consumer Agencies revealed that the Korean Consumer Agencies scored higher performance than their Japanese counterparts. Third, the degree of job satisfaction significantly influenced evaluation scores in both consumer counseling tasks and provision of consumer information in Korea. In Korea, among the tasks concerning consumer education, job-training education was a significant variable while the number of Korean counselors in Consumer Agencies positively influenced scores on activities concerning consumer movement and alliance with other agencies. However, the degree of job satisfaction among counselors positively and significantly influenced evaluation scores in tasks concerning consumer counseling, provision of consumers'information, and consumer education. On the other hand, the number of counselors in Japanese Consumer Centers influenced the evaluation scores on tasks concerning consumer policy, consumer survey, and consumer campaign.

This study examined in detail the Japanese system of redressing consumers' losses and the overall consumer administrative system and compared them with the Korean counterpart to seek for a direction of reforming the systems. Several policy suggestions could be made as follows to activate the systems and improve the performances of the consumer administration in both Japan and Korea. First, in Japan, consumer center must be efficiently operated while private consumer groups, firms, consumer agencies and other organizations must actively join to actively redress consumers' losses and implement other consumer policies. Second, in Korea, regional consumer policies are weak so that they must learn Japanese well-developed regional consumer administration system by examining their current development, strengths, and weaknesses. Third, working conditions must be urgently improved, increasing the number of consumer counselors who are involved in consumer policies as well as to guarantee minimum level of their payment. On the other hand, the trend of hiring married and old employees being responsible for implementing consumer policies in Japan must be improved. Fourth, divisions of works in consumer policies among consumer groups as well as their specialization in Korea are necessary. Finally, as counseling of consumers through internet were not available in Japan, that type of counseling must introduce and become more popular in the future.
This study is a qualitative analysis aimed at facilitating a plan of social support for heavy debtors. for this purpose, the status of issues related to heavy debtors in Japan is considered, and more is revealed about the status of operation for non-profit organizations and groups of heavy debtor victims as counseling agencies for heavy debtors. In addition, through interviews conducted with the counselors of these organizations, a survey has been made on whether the credit counseling provides particular functions for and increases the satisfaction of debtors. The root of Japan's large number of heavy debtors lay in that country's excessive growth of consumer financing, the increase of its use, the structural problems on the lending system of consumer financing and legal insufficiency, to name of few fundamental problems. The interviews on debtor counseling in private organizations revealed that the debtors being counseled showed a great change, due primarily to group counseling and activities, in such aspects as psychological stability, learning and understanding about heavy debts and willingness to take action for solving their own problems. In addition, regarding the aspects of time and cost, specialty, mutual exchange of experienced persons, psychological care and educational functions, the importance of the debtor counseling group's role has been established. To improve the problems of heavy debtors in Korea, there is a need to promote the importance of debtor counseling increase the interest and support of the administration, create a sense of solidarity among related organizations and promote public education on consumer credit. The support of the consumer credit industry and the development of human resources are also badly needed.
This study looked into the current conditions in Korean and Japanese care management for the elderly, cases of consumer counseling in these countries, and the supporting institutions for Japanese users regarding the use of care management for the elderly. The number of recipients of care management for the elderly in both Korea and Japan is growing every year, and more Japanese users receive various services compared to Korean users. The results of an analysis on consumer counseling regarding the use of Korean and Japanese care management revealed, two types of complaints: counseling for the improvement of the institution and complaints related to the procurement of service. Regarding the insurance system, the complaints were mostly related to affirmation of a rating and the burden incurred by cost-sharing. Regarding the use of service, such key impairment cases were related to in-service medical accidents, illegal acts including caregiver contract violations and forced retirement, careless service by workers, and human rights violations of the elderly. Japan has developed governmental and, related-administrative and business services as well as a local governmental system to redress customer impairment issues as this pertains to service for better quality care management. In addition, they have enlarged the locally closed service, provided exact information about the services offered, and improved service appraisal techniques. The Japanese cases will serve as a good reference to improve the Korean system. In particular, the construction of a system that reduces customer losses and the availability of more counseling information are urgently required to improve the system in terms of customer experiences when they seek care management.
