Schedule Management for Green Building Projects in Singapore: Schedule Delay, Causal Factors and Solutions

  • With the mounting concerns over environmental issues, green construction is gaining a place in the global construction industry. However, rare research has been conducted to analyze green construction projects, especially in the aspect of project schedule performance. As a result, this study aims to investigate the degree of project delay in green building construction, analyze the factors affecting schedule delay of green building projects, and finally provide recommendations to improve schedule performance of green building project. To achieve the objectives, a comprehensive literature review was carried out, followed by a survey conducted with 30 companies that provided data from 220 traditional and 96 green building projects. The analysis of the responses identified that 15.9% of the traditional building projects were delayed while 32.3% of the green building projects were completed behind schedule. Furthermore, the amount of the delays in green building projects was an average of 4.8% of their planned schedule. The top 5 critical factors that can cause delay in green building projects were identified as: (1) speed of decision-making by clients; (2) speed of decision-making involving all project teams; (3) communication/coordination between key parties; (4) level of experience of consultants; and (5) difficulties in contractors' project financing. Lastly, a list of recommendations was introduced, aiming to reduce schedule delay in green building construction projects based on the observations. This study will serve as s a base for further research on the enhancement of green building project schedule performance.

  • 최근 건설 프로젝트가 대형화, 복잡화, 전문화되면서 다양한 참여자들 사이에서 발생하는 방대한 양의 정보 활용이 중요해 지고 있다. 발생되는 다양한 정보 중 일정정보는 건설프로젝트의 중심적인 정보이다. 건설현장 관련 참여자간 일정정보교환 미흡은 공기지연, 품질하자와 같은 건설생산성 저해 요인을 유발한다. 현재, 건설 산업에서는 건축물의 전 생애 주기 동안 필요한 데이터를 생산하고 관리하는 BIM(Building Information Modeling)에 대한 관심이 높아지고 있다. 본 연구는 BIM을 기반으로 건설공사의 일정정보를 체계적으로 관리 할 수 있는 일정관리 정보 체계를 구축하는 것이다. 이를 위해 BIM적용 일정관리 업무 프로세스를 구축하였으며, 일정정보를 구축하기 위한 작업분류체계를 도출 하였다. 또한 일정정보 구축에 필요한 속성 중 BIM모델에서 추출 할 수 있는 정보를 도출하고, 일정관리에 필요한 속성정보와 연계하여 일정을 생성 하고 공사 진행 시점별 일정관리를 위한 필요 정보를 제시한다.

SIMPLIFIED SIMULATION APPROACH TO MANAGING SCHEDULE-OVERRUN RISKS IN CONSTRUCTION OPERATIONS

  • The complex and dynamic job nature and the ever-changing working environment of construction projects inevitably present uncertainties to construction operations. Identification, evaluation and control of uncertainties constitute main elements of risk management and critical tasks of project management in construction. This paper is focused on application of a simplified discrete-event simulation approach in management of schedule-overrun risks, each being the combination of the occurrence probability of an uncertain interruptive factor and its potential consequence in terms of time delay. A case study observed from a concreting operation in Hong Kong is converted into a simulation model and analyzed with an in-house-developed simulation package for demonstrating how the proposed approach can be implemented to manage multiple schedule-overrun risks on construction projects.

IPA 방법을 활용한 국내 건설 산업 공정관리 역량 평가 (Evaluating Schedule Management Capability in Korean Construction Industry through Importance-Performance Analysis)

  • 건설 프로젝트의 규모와 복잡성이 커지는 가운데, 체계적이고 통합적인 공정관리의 실행은 국내 건설 산업의 도전과제로 남아있다. 이러한 배경에서 본 연구는 먼저 종합적인 관점에서 공정관리 역량을 제도 및 규정, 발주자 요구사항, 전문 인력 및 조직, 공정관리 관련 업무, 스마트건설 기술 활용 5개 분야로 정의하였다. 그리고 국내 건설 산업 종사자를 대상으로 각 분야별 공정관리 역량 요소별로 중요성과 현재수준을 평가하는 설문을 진행하고 IPA분석을 실시하여 국내 건설 산업의 공정관리 역량을 분석하였다. 이를 통해 공정관리 역량을 구성하는 다양한 요소를 대상으로 중요성을 인식되고 있지만, 현재 수준과의 격차가 존재함을 밝혀, 개선이 필요한 영역을 제시하였다. 특히 개선이 필요한 영역으로는 발주처의 공정 관리를 위한 예산 확보, 공사 기간의 적정성 산전 및 평가기준 수립, 현장 공정 관리 인력의 배치, 공정 관리 소프트웨어에 대한 투자 등이 꼽혔다. 이와 같이 본 연구는 국내 건설 산업의 공정 관리 역량에 대한 자세한 시각과 개선방향을 제시하였으며, 이는 공정관리 실무적용을 활성화하는데 도움이 될 것으로 기대된다.

A STUDY ON DURATION ESTIMATE METHOD USING STOCHASTIC MODEL IN THE BIM ENVIRONMENT

  • Recently, Construction Projects are being much bigger and more complex. So the importance of Construction Planning and Management is increasing and increasing because of the Construction Projects is involved in a variety of construction-related subjects. Competitive of the Construction Industry decided Cost, Construction Duration and Productivity. But they were just focused on Cost Saving instead of Construction Duration and Productivity. However, they have to finish construction projects using minimum cost and duration with quality and function of required level for successful Construction projects. Thus, current high exchange rate and high period, it is clear to decrease construction cost and to do economic construction in huge Construction Projects and it means more advanced Construction Schedule Management needs for economic construction. But Construction Scheduling Planning, basic of Construction Schedule Management, adjusted contract period without Pre-Planning, just depending on experience and ability of Construction Engineer. Because of that, this study suggests new Duration Estimate Method using Stochastic Model in BIM Environment for advanced Construction Schedule Management. Existing Duration Estimate Methods are just modified wrong points of them or analyzed effective factors of construction schedule. However, New Duration Estimate Method is just consists of Stochastic Model and BIM Environment without existing Duration Estimate Methods. So, new method has creativity and specialty. After this research, it would be a great model in construction industry field.

Methodology for Developing Standard Schedule Activities for Nuclear Power Plant Construction through Probabilistic Coherence Analysis

  • Nuclear power plant (NPP) constructions are large scale projects that are executed for several years, and schedule control utilizing various schedules is a critically important factor. Recently Korea independently developed the Advanced Power Reactor (APR) 1400 and is building nuclear facilities applying this new reactor type. The construction of Shin-Kori NPP (SKN) Unit 3, which adopted the APR1400, was completed and commercial operation has begun, while, SKN 4, Shin-Hanul NPP (SHN) Units 1&2, and SKN 5&6 are currently under construction. Prior to the development of the APR1400, Korea built 24 reactors and accumulated the schedule data of various reactor types which provided the foundation for schedule reduction to be possible. However, as there is no schedule development and review system established based on the standard schedule data (standard activities, durations, etc.) by reactor type, the process for developing the schedule for new builds is low in efficiency consuming much time and manpower. Also all construction data has been accumulated based on schedule activities. But because the connectivity of activities between projects is low, it is difficult to utilize such accumulated data (causes for schedule delay, causes for design changes, etc.) in new build projects. Due to such reasons, issues continue to arise in the process of developing standard schedule activities and a standard schedule for nuclear power plant construction. In order to develop a standard schedule for NPP construction, i) the development of an NPP standard schedule activity list, ii) development of the connection logic of NPP standard schedule activities, iii) development of NPP standard schedule activity resources and duration, and iv) integration of schedule data need to be performed. In this paper, an analysis was made on the coherence of schedule activity descriptions of existing NPPs by applying the probabilistic methodology on activities with low connectivity due to the utilization of the numbering system of four APR1400 reactors (SHN 1&2 and SKN 3&4).This study also describes the method for developing a standard schedule activity list and connectivity measures by extracting same and/or similar schedule activities.

  • 건설사업은 다양한 시대적 요구를 충족시키기 위해 매우 다변화되었고, 그에 따라 참여주체들이 많아지고 복잡성이 증가하게 되었으며, 사업의 규모 측면에 있어서도 날로 대형화되어 가고 있는 실정이다. 하지만 현재의 건설 프로젝트 공정관리 수준은 1950년대에 만들어진 PERT나 CPM을 반세기가 지난 지금까지 그대로 사용하고 있을 정도로 후진성을 면치 못하고 있다. 또한 현재의 공정관리는 결과위주의 방식으로 건설사업 과정에서 나타나는 작업 간의 정보의 흐름과 변이요소의 발생을 충분히 고려하지 못하고 있다. 따라서 본 연구에서는 기존의 공정관리도구들의 단점을 개선하고 공정관리기술의 한계를 극복하기 위하여, 국내에는 잘 알려지지 않은 설계관리기법인 DSM(Dependency Structure Matrix)를 도입하여 건설사업 공정관리에 대한 적용성을 고찰해보고자 한다.

Development of a Flash-based Schedule Management Tool for Smart Devices

  • Schedule management of construction work is critical to completing construction projects within a given period of time. Many efforts have been made and multiple tools have been developed to support the management of construction projects using smart devices such as smartphones and tablet PCs. This study proposed a method for managing construction schedules via a smart device using Flash. The interactive and graphic properties of Flash enable the development of an app that can allow a field manager to manage schedules easily and efficiently. A prototype was implemented using Adobe Flex Builder, and a sample network was applied in a smartphone. It is convenient for a construction manager to manage construction schedules using the tool because Flash controls graphic components easily. In further studies, network diagrams such as CPM (Critical Path Method) should be developed and applied to the app.

AN EXAMPLE OF REPRESENTING THREE LEVEL'S SCHEDULES WITHIN SCHEDULE HIERARCHY BY BDM TECHNIQUE

  • The schedule hierarchy in construction project is generally composed of three levels. The highest level is a milestone schedule and represented by Bar Chart format. The middle level is an integrated project schedule (IPS) and represented by CPM (Critical Path Method) format. The lowest level is a detail working schedule and usually represented by Bar Chart. The traditional scheduling techniques such as ADM (Arrow Diagramming Method) or PDM (Precedence Diagramming Method) cannot represent all kinds of schedule within schedule hierarchy as identical schedule format. However, the BDM (Beeline Diagramming Method) technique can represent all kinds of schedule within schedule hierarchy as identical CPM format. This paper describes the basic concept, principle, interpretation methods, and schedule computation methods of the BDM as a new networking technique that can represent all kinds of overlapping relationships between activities, and then presents an example of representing three level's schedules within schedule hierarchy by the BDM technique.

철도시설공사의 현장 공정관리를 위한 원격 영상 운영체계 개발 (Development of Telepresence System for Schedule Management in Railway Construction Project)

  • 4D CAD에 의한 건설공사 공정관리시스템은 가상건설기법의 그래픽에 의한 계획일정위주 공정관리에 중점을 두고 있으므로 실제 현장상황의 판단에 의한 진도관리가 어려운부분이 있다. 본 연구는 4D CAD기반의 공정관리에 현장 웹카메라를 갖춘 Telepresence 기법을 이용한 원격현장 실시간 진도관리 모니터링체계를 연동하는 공정관기시스템 개발을 시도하고 있다. 개발된 시스템은 철도시설공사에 적용하여 활용성을 검증하였으며, 4D CAD에 의한 계획 공정현황과 웹카메라에 의한 실시간 실제현장 영상을 비교하여 시각적 진도관리를 가능하게 할 수 있다.
