  • This paper investigates and analyzes related systems, policies, and research trends that are used to prepare the operating regulations for drone-based fine dust monitoring and water fog injection systems in small-sized construction site. As a result of the study, we have drawn a total of six major items to consider when drafting the drone related operational regulations. It will also be used as a basis for future development system operation regulations.

  • Today. the value of the references comes to be high and the reference database construction is increasing. But. the descriptive regulations of the reference which it presents from scholarly journals different with each other. Also, the researchers probably does not recognize a descriptive regulations of reference. It is likely that the effective construction of reference database is very difficult. So, the purpose of this study analyzes the differences of a descriptive regulations for reference and presents the plan for standardization of a descriptive regulations.

  • Recently construction companies' capital condition has been aggravated due to low profit, fierce competition and market contraction. For this reason, the companies rely on public construction projects that protect construction fee by regulations. Despite these regulations, problems regarding progress payment are constantly happening. Also, insufficient analysis on interaction between contractors makes policy making difficult. Thus, in this study, interaction between contractors are quantitatively determined according to delay of application and payment based on current public construction regulations on construction stage. A system dynamics model is used, which analyzes the problems based on an interaction between contractors, and solutions for progress payment application and payment delay are suggested according to the research results.

The Quantitative Assessment of Occupational Accident Reduction by the Injury Ratio Survey Regulations (건설업 재해율 조사의 정량적 산업재해 감소효과)

  • Injury Ratio Survey Regulations(IRS) was introduced to the construction industry in the Republic of Korea since 1992 and brought positive effect on occupational accidents reduction. There were tremendous decrease of injury ratios and enforcing of contractors' safety organizations from the beginning of IRS. In spite of these positive results, there were some negative effects such as contractors' shrinking injury reports to keep good injury ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. Thus, this study aims to devote on lessening construction injury and elimination of above negative impacts through the quantitative statistic analysis of the effectiveness on the occupational accidents prevention of IRS. According to this assessment, there were decrease of from 6.37% to 44.34% in the accident ratios compared to those of non-IRS groups and decrease of from 3.32% to 83.51 % in the accident ratios compared to those of general industry including the unreported accidents.

  • The purpose of this study is to examine the rightness of establishing the Essential Act of Landscape Architecture in Korea and to present the legal phase, the legislative system and the construction of a contents at the expected enactment of it. It is necessary to point out the problems of the various fields of landscape architecture and to propose the solutions of them. The contents of the study are as follows, 1 . The number of the regulations related to landscape architecture is a good reason for which the field of landscape architecture is worth being included to the positive law. 2. The problems by items(ordinance, engineer, contract, planning, design and supervision, construction, maintenance, plant and planting, material, aesthetics and sight, environmental conservation and ecology, right and penal regulations) to the domestic related regulations being at issue and the remedies for it shall be considered at the enactment of the Essential Act of Landscape Architecture. 3. The number of the domestic regulations being related to landscape architecture which have a term of\` the Essential Act∼\`is 5. 4. The Essential Act of Landscape Architecture is the separate Essential Act welch defines the scope of landscape architecture as construction works and controls the business essentially. 5. The meaning and character of the Essential Act of Landscape Architecture was examined and the reasons for that essential act were recognized in point of the legal, landscape architectural and educational systems. 6. The creation of new official landscape architectural organization is a reason to justify the enactment of the Essential Act of Landscape Architecture. 7. The legal phase, the legislative system and the construction of a contents of the Essential Act of Landscape Architecture ware presented and this act shall conform to such as the legal system of the Architectural Act, the Essential Act of the Construction Industry and so on. The result of this study will be the basic materials for the creation of the Essential Act of Landscape Architecture.

  • The construction market condition is getting worse because of global constructions slow down, low profit, market contraction and so on. For these reason, most construction companies depend on public construction projects which possible to protect construction fee, known as progress payment, by laws. Despite this law, problems of progress payment are constantly occurring and it has been main factors that hinder the construction cost's cash-flow in construction project. To solve this problem, many researchers suggested various solutions but most of solutions were focused on specific target as owner, general contractor, and subcontractor. So, most of solutions were insufficient consider about interaction between contractors. Because of these reasons, it was hard to reflected policy. This research aimed to use system dynamics to develop the model for the application and payment based on the regulations and papers. Also, performed a developed model's verification based on progress payment regulation's basic objectives.

  • According to the nation's greenhouse gas emission statistics, greenhouse gas emissions have been stiffly increasing. Accordingly, the importance of CO2 reduction is more getting focused over the world. This trend makes the construction equipment be considered as a major target of reduction due to the large volume of emission. This study suggests the feasible methodology for estimating CO2 emission from construction equipment and for being easily applied on the job sites. The methodology is based on the collection from the segmented CO2 emission information of construction equipment. This study allows site personnels to estimate the total amount of CO2 and to take appropriate actions for reasching the environmental regulations.

  • This paper reflects on the ergonomical criteria for a humane working atmosphere in industrial buildings while respecting and paying close attention to the physical, mental, and stressful demands of the work environment. It describes effective construction codes and standards of practice and their importance in ensuring a safe environment for working people. Also addressed are the objectives for a productive work environment and its organization. The paper considers the significance of a proper working environment, the use of dangerous working materials, the use of proper ventilation, climate, and lighting to ensure that the productivity of the enterprise is met with common goals shared between employer and employee. The connection between the legal foundation and the design of industrial construction is the focus of this paper. It shows that the planning and executive persons are obliged to observe the relevant construction laws and regulations including standards and codes of practice. Additionally discussed are the possible solutions and consequences for development in the productional, constructional, and ergonomical fields of design.

Deregulation Necessity for the Invigoration of Drone Utilization in the Geospatial Information Field

  • In this study, a direction for deregulation that can increase the use of drones in the field of spatial information is presented. Regulations and administrative procedures for drone operation showed similar procedures in Japan, the United States, and Korea, such as reporting flight equipment, driver's license, and prohibition of flying within a specific flight zone. In the United States, policies to encourage the use of commercial drones have been implemented, and Japan has slightly tightened regulations on drone operation to protect the Olympics and important national facilities. As a result of the study, in the area where drone operation is restricted for geospatial data construction, Korea was setting the largest area, and GIS analysis showed that Korea's drone flight restricted area was more than 19.4% of the country's land area. In order to increase the utilization of drones in the construction and utilization of spatial information in the future, it is necessary to reset the drone flight restriction zone and reduce the area of the drone flight restriction zone. In addition, it was found that Korea is the only country that has formal and specific regulations on geospatial information security management. In order to increase the construction of geospatial information using drones, it is necessary to ease GSD (Ground Sample Distance)regulations.
