  • The road construction with horizontal expansion of country using and augmentation of traffic demand is advanced actively and it accompanies hereupon, the above of 70% of the country is formed at the mountain in our country where the hazard cut slope has been created. In this study, It is prepared a effective management countermeasure of cut slope introduced priority investigation decision method against hazard cut slope which is influenced by abnormally rainfall by an unusual change in the weather such as a guerilla rainfall character. In meaning link, It was executed collapse cause by failure character analysis in the cut slope which has failed for the last five years and it is prepared the hazard grade criterion from E to A grade according to collapse cause. It is decided that a maintenance management grade by the hazard grade classification criterion of cut slope. So It is possible to hazard cut slope. It is established failure protection counter countermeasure by effective maintenance management through the hazard grade c1assification criterion and it will be able to dispose to advanced nation level like Hong Kong and Japanese.

  • In the assessment of existing RC buildings, the reliable appraisal of the compressive strength of in-situ concrete is a fundamental step. Unfortunately, the data that can be obtained by the available testing methods are typically affected by a high level of uncertainty. Moreover, in order to derive indications about the degradation and ageing of the materials by on site tests, it is necessary to have the proper terms of comparison, that is to say, to know the reference data measured during the construction phases, that are often unavailable when the building is old. In the cases when such a comparison can be done, the in situ strength values typically turn out to be lower than the reference strength values (tests performed on taken samples during the construction). At this point, it is crucial to discern and quantify the specific effect induced by different factors: ageing of the materials; poor quality of the placement, consolidation or cure of the concrete during the construction phases; damage due to drilling. This paper presents a procedure for correlating the destructive compressive tests and non-destructive tests (ultrasonic pulse velocity tests) with the data documenting the compressive strength tested during the construction phases. The research work is aimed at identifying the factors that induce the difference between the in-situ strength and cubes taken from the concrete casting, and providing, so, useful information for the assessment procedure of the building.

  • Jeoksimto which was build up as the reinforcement establishment made with the soil under the cornerstone in the site of tile-capped building is the representative construction technique which become popular in the Sabi capital era after the Wungjin capital era. Especially from the fact that no site of tile-capped building with this Jeoksimto has been found in the Silla area, we can see the originality Baekje technique. We can analogize the specialization of Josagong (造寺工) (craftsman building the temple) and the diversity of technique, on the basis of the technique raising the ground level which is different with the middle gate site of Neung-sa and the Hall enshrining Buddha site in Buyeo. Moreover, we can have the confidence the dispatch of craftsman and the transmission of building technique from the Buyeo area to the Iksan area through the fact that the construction techniques of Jeoksimto in both area are almost the same. However the concerns in the construction archaeology are necessary because almost no study for Jeoksimto has been conducted and the term of Jeoksimto also is unfamiliar even if excavation of Baekje Jeoksimto in the several remains.

  • Some part of the route in KEPCO 765kV transmission line being constructed passes through a high mountain area which is 800m above the sea level (Taebaek, Sabuk area in Gangwon province). This area is the top part of Taebaek mountains corresponding to the backbone of korean peninsula and has lots of snow during the winter season because the winter seasonal wind gone up along the mountainside of Taebaek Mts. meets open air of the East sea. KEPCO has experienced 63 faults of T/L between 1968 and 1993 in this area, which is a very serious problem. Especially 154kV Hwang-Ji T/L fault in 1990, 2 was a unprecedented case which needs to be analyzed carefully to take proper measures. After reviewing ice and snow loading conditions and analyzing the fault of Hwang-Ji T/L, we're going to determine the revisement of ice and snow loading condition in this area to increase reliability of 765kV transmission line.

  • Most of specifications are composed by letters and the contents of specifications are very bulky. There exists correlation between the detailed contents. Therefore, to be achieved suitable quality of electricity function; it requires effectively organized and well expressed structured system. Therefore, it should be considered that assuring user's safety and guarantee capability of electricity installation through development of making such systematic specifications and supply of a technology that heighten consummative technology. Because the scope of electricity construction that requires making specification is very wide, in order to save resources and improve the level of technology, it is required that the standard of technology that is composed in the electricity construction that is from unit of electricity construction to whole electricity construction should be united and controlled nationally.

Difference of Human Error between Japanese and Indonesian Workers at Pipeline Construction

  • A big difference is seen in the perception of self-responsibility concerning safety, as a result of my survey on the safety measures taken in the pipeline construction at workers level between Japan and Indonesia. Specifically, when an accident occurs, a worker in Indonesia will think that the responsibility depends on the person who causes it. However a worker in Japan will think that safety is can only be protected by law and regulations. There is also another difference in the understanding of construction period. It is alright in Indonesia to take 5 times longer period than it takes in Japan if the cost is less. The idea of punctual delivery is very strong in Japan. Through this survey, points which construction industry in Japan could learn from Indonesia came to surface. In addition, over the recent years, several nasty accidents at Japanese sites were caused due to human error to disregard the law. Japanese should arouse the awareness of self-responsibility in this regard. Risk management should be upon self-recognition of each individual worker in both countries. What is important is the "work attitude education", "to grow sense of self-responsibility by thinking on one's own for one's self" in the education curriculum of man to man learning as in technical educational program.

Recently, many questions have been raised over the level of construction managers' technique, the appropriateness and efficiency of CM, and the performance of using CM because of its short history. In this respect, evaluating CM service quality is a very important issue not only to acquire a better position in unlimited competence markets but also to survive.   • This paper describes the forecast of wholesale price in competitive Korean electricity market using the system dynamics approach. The system dynamics concepts have been implemented with the Ithink software. This software facilitates the development of stock and flow model with information feedback. Using this model, the future wholesale electricity price can be computed hour by hour, quarterly, and yearly. This model also gives the energy planner the opportunity to create different scenarios for the future of deregulated wholesale markets in Korea. Also It will lead to increased understanding of competitive wholesale market as a complex, dynamic system. Research results show that the plant construction appeared in waves of boom and bust in Korean electricity market like real estate construction. That is, the Korea wholesale market's new power plants and the market price will appear the Boom and Bust cycle. It is very similar behavior as real estate industry. In case of consideration of DSM program, The DSM savings lead to a somewhat different timing of the booms in construction and of price spikes. But the DSM programs do not eliminated the fundamental dynamics of the boom and bust. And the wholesale price is maintained at the lower level compared to the case of without DSM program. However, the unexpected result is found that due to the lower market price, Investor make significantly less investment in new CCs, which leads to the higher wholesale price after 2010. It suggests that the DSM Policy must be implemented with the dynamics of competitive Electricity Market.

  • The GK immersed tunnel as a part of Busan-Geoje Fixed Link Project, is the first attempt in Korea. In spite of existing of many difficulties in construction like the absent of construction cases in Korea, the connection work under approximately 50 m below sea level and weak ground condition, etc., now eight caissons were installed successfully on the accurate position and we are going to install upto the twelfth caisson in this year. The purpose of this paper is to introduce design and construction conditions of the GK immersed tunnel to advise the tunnel designers who will handle the similar project.
