In this paper, the systematic problems of safety management in domestic construction industry are presented by the investigation and analysis of construction fatal injuries. In particular, it is discussed that the current construction safety management system by contractors leading is ineffective to prevent the serious accidents caused by inappropriate planning and design and to circulate the safety management cycle without interruption. A couple of ways for improving domestic construction safety management system are suggested in broad perspective. This is done by the analysis of construction safety management system of four advanced industrial countries such as the United States, the United Kingdom, Germany, and Japan and the study of a best practice. Total safety management system by owners leading is recommended to prevent construction accident effectively because this system makes all the parties join to the management system and distribute the responsibilities clearly to each party. This will drop the accident occurrence rate by dragging all the parties' cooperations and activating the total safety management system in an early stage.
Various safety measures have been established and implemented in order to reduce construction accidents. However, statistics data on at construction sites still show higher accident and mortality rates than other industries. As a result of investigating the causes of accidents occurring in the construction industry, most accidents resulted from the failure of the system. Therefore, the existing safety management system of the construction site is monitored so that it operates properly in the field, and it is an important factor to actively participate in construction work. In order to overcome this, the government emphasized on-site inspections and planning and implementation confirmation by public institutes to ensure the effectiveness of the safety management system through amendment of the Construction Technology Promotion Act, but the orderer' safety capability and manpower are insufficient at present. Therefore, in this study, the safety management system, such as design for safety, safety management plan, safety check, safety management cost, etc. specified in the Construction Technology Promotion Act, is regularly checked and confirmed to improve the effectiveness of the safety management system as well as to improve the safety management system of the construction site by deriving measures to strengthen the public function of the government.
The government has done much investment and its efforts to prevent the accident in the construction industry owing to the high rate of accident and the dangerous factors, but it is not improved the level of safety activities as desired. On the contrast, after adopted quality management system and environment management system in the advanced countries, they are developing the safety management system consequently and achieving high efficiency in this field. Although Korea executed the KISCO 2000 program by Korea Industrial Safety Corporation since July 1, 1999, it was excepted to the construction industry. Therefore, it is urgent matter to be developed the safety management system being applied to the construction industry. In this study, it was developed the safety management system in the construction industry, and suggested its documentation and an executive method according to the construction safety works.
Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled. In an attempt to improve such inferior safety control of domestic CM, this study analyzed safety control operation system in CM home and abroad and suggested a model for the construction of safety control management information system suitable to the conditions of Korea.

Due to unique characteristics of small construction companies, safety management is comprised of complex problems (e.g., resources constraints, a lack of formalized management structures, low level of management safety commitment etc.). In order to understand causal interdependencies between safety factors at different system levels (regulation, organization, technical and individual), this paper aims to develop a system dynamics (SD) model of safety management in small construction companies. The purpose of the SD model is to better understand why small construction companies have low level of safety performance. A causal loop diagram (CLD) was developed based on literature, with an attempt to map causal relationships between variables. The CLD was then converted into stock and flow diagram for simulation. Various tests were conducted to build confidence in the model's ability to represent the reality. A number of policies were analyzed by changing the value of parameters. The value of a system dynamics approach to safety management in small construction companies is its ability to address joint effects of multiple safety risk factors on safety performance with a systems thinking perspective. By taking into account feedback loops and non-linear relationships, such a system dynamics model provides insights into the complex causes of relatively poor safety performance of small construction companies and improvement strategies.
This study analyzes the importance-performance analysis (IPA) of the 10 dimensions of the smart construction safety management system, and analyzes which dimensions are important and which dimensions are performing to determine key improvement tasks, incremental improvement tasks, Maintenance and reinforcement tasks and continuous maintenance tasks were derived. Among the 10 dimensions of the smart construction safety management system, the dimensions that are recognized as important by all field managers and field workers and have high performance are the automatic risk displacement measurement system, smart environmental sensor system, and heavy equipment seizure prevention system. However, areas that were perceived as having high importance but low performance were worker location tracking systems, smart safety helmet chin muscles, and smart safety ring fastening. Among the smart construction safety management systems perceived by field managers, areas for key improvement with high importance and low performance included worker location tracking system and smart safety ring fastening. Among the smart construction safety management systems perceived by field workers, the area for key improvement with high importance and low performance was the automatic risk displacement measurement system.
Safety management cost, $US\$$ one thousand billion has been input to the construction area from 1995 to 2000 but the management quality is still in the developing country level. The above mentioned increase of accident rate are attributed to the generous code regulation, net fit to the sense, varying with time change, but the more fundamental reason of this is no practical construction safety management system, up to now. Hardware-orienting operation for the system could be a main reason of this problem. In this paper, we developed a model for efficient construction safety system. In modular construction, safety management is required to prevent the occurrence of risk factors such as lifting work and high place work due to the characteristics of the construction method. Therefore, this study is a basic study for safety management of modular construction, and the purpose of this study is to compare and analyze the classification system of modular construction derived by analyzing the construction process of the existing case. Based on the results of this study, the safety management classification system will be used in future research to derive safety management factors in modular construction.

In order to reduce the risk of accidents, we proposed a construction safety management system combined with wearable device and LoRa (Low-Range Wireless Network) communication method to apply the usefulness of Internet (IoT) technology which means "everything connected". to construction safety management Management system. The proposed wearable safety device is a device that relays information exchange between wearable safety device and safety management server by LoRa wireless communication method. The safety management server can store workers bio-data and perform big data analysis. If a risk factor is determined from the analysis result, a warning is sent to the wearable safety device and the manager's application. The goal of this system is to prevent construction workers from entering the dangerous area that is not suitable for work, and to prevent safety accidents caused by human cause by detecting abnormal condition during work.
