  • The military has adopted and implemented risk assessment since 2013 to reduce fatalities and accident rates at construction sites. However, risk assessment is carried out as a voluntary preventive activity and is maintained as a superficial administrative process for owners. Risk assessment must comply with the Occupational Safety and Health Act and the Enforcement Guideline of Risk Assessment. However, the scope of the assessment covers many industries, including manufacturing and distribution, making it difficult to apply to construction sites. As a result, the guidelines are interpreted and applied differently at each construction site. This study aims to improve the risk assessment system so that it is applicable to construction projects and proposes the improvement of the risk assessment system by analyzing the current status of serious accidents in military construction projects.

  • Construction disasters have more distinctive characteristics than other industrial disasters. Since it is likely that construction disasters will spread to severe accidents, the accident mortality rate is very high compared to the disaster incidence rate. Therefore, the purpose of this study is to compare and analyze the operation status of construction risk assessment by domestic large and medium sized construction companies to prepare improvement direction of risk assessment system. The survey results for safety management experts of construction companies are as follows: Large companies have developed and utilized risk assessment systems in their respective companies, while small and medium construction companies have developed and evaluated risk factors through the Excel program. Rather than performing risk assessment tasks based on historical safety accident data, construction companies have limitations in developing risk factors and preparing solutions with suppliers for each major construction. Therefore, it is necessary to prepare a risk assessment system in the future by analyzing the types of safety accidents, such as the safety accident data of each company as well as the safety accident data.

  • Recently, the Ministry of Labour, published clause 2 of Article 41 (Risk Assessment) of the Act "Industrial Safety and Health" dated 12 June 2013 in connection with continuous increase of accidents at construction sites in order to prevent accidents in industrial safety and health in new construction in accordance with the risk assessment on construction projects are realized after March 13, 2014. In this paper, positive method of calculating risk discussed by performing research the awareness of general contractors and sub-contractors with presenting risky situation is considered. The purpose will be a positive method of calculating risk and would be a sufficient base and give a positive direction in the development of new systems currently working in the construction and risk assessment which consider the characteristics of sufficient risk assessment system for future research.

  • In modular construction, it is insufficient for safety management of workers, and workers are still exposed to the risk of accidents due to work at high places for lifting and assembly work in modular construction sites. Therefore, it is necessary when preventive safety management through risk management of workers on modular construction sites. This study is a basic study for the risk assessment(checklist) of modular construction, and the purpose of this study is to analyze the risk factors of the module lifting work at the modular construction site. It is intended to identify the hazard risk factors and improvement measures of the existing lifting operation, by analyzing the case of the risk assessment of the existing RC method, and to identify the risk factors for each work process when lifting the module. In the future, the results of this study are expected to be utilized in the development of checklists for risk assessment as safety management plan for modular construction sites.

  • Recently, in Korea, demand for establishment of systematic risk assessment techniques for construction projects has increased, especially after the large construction failures occurred during construction such as New Haengju Bridge construction projects, subway construction projects, gas explosion accidents etc. Most of existing risk analysis modeling techniques such as Event Tree Analysis and Fault Tree Analysis may not be available for realistic risk assessment of construction projects because it is very complex and difficult to estimate occurrence frequency and failure probability precisely due to a lack of data related to the various risks inherent in construction projects like natural disasters, financial and economic risks, political risks, environmental risks as well as design and construction-related risks. Therefor the main objective of this paper is to suggest systematic probabilistic risk assessment model and demonstrate an approach for probabilistic risk assessment using advanced Event Tree Analysis introducing Fuzzy set theory concepts. It may be stated that the Fuzzy Event Tree AnaIysis may be very usefu1 for the systematic and rational risk assessment for real constructions problems because the approach is able to effectively deal with all the related construction risks in terms of the linguistic variables that incorporate systematically expert's experiences and subjective judgement.

  • Korean construction industry has developed with national economy growth for a couple of decades. However, because of slump of real estate, the domestic construction industry was intimidated. In this situation, many construction company has no choice but to go abroad to find construction projects. However, almost small or medium-sized construction companies are very hard to operate their business because they have small funding ability and weak labor power. Therefore, this study aims to propose an assessment tool through analyzing risk factors of overseas construction projects for small or medium-sized companies by examining preceding research and interviewing industry experts. Weights of the risk factors are determined through the surveys of the industry practitioners. All of the data is configured into the assessment tool and this converts the quantitative information which leads to the optimal of strategies choice. This paper provides a quantitative measurement of possible performance and detailed assessment of each itemized risk factors. This assessment tool is qualified for industry experts so that it can safely be applied to the future projects. Ultimately, many small or medium sized construction companies will benefit from the tool proposed in this study to examine the potential of the overseas market expansion.

  • The risk assessment carried out on the construction site at the beginning of the implementation depends on the subjective judgment of risk of general contractor and subcontractors, whose opinion about frequency and intensity of risk is different. In this paper, research the awareness of general contractors and subcontractors about process of risk assessment at the construction site and its effectiveness. Researching of the main factors "frequency", "intensity" which determines the degree of risk gives the opportunity to find an option for improving the effective implementation of risk assessment.

  • Water inrush and mud outburst always restricts the tunnel constructions in mountain area, which becomes a major geological barrier against the development of underground engineering. In view of the complex disaster-causing mechanism and difficult quantitative predictions of water inrush and mud outburst, several theoretical methods are adopted to realize dynamic assessment of water inrush in the progressive process of tunnel construction. Concerning both the geological condition and construction situation, eleven risk factors are quantitatively described and an assessment system is developed to evaluate the water inrush risk. In the static assessment, the weights of eight risk factors about the geological condition are determined using Analytic Hierarchy Process (AHP). Each factor is scored by experts and the synthesis scores are weighted. The risk level is ultimately determined based on the scoring outcome which is derived from the sum of products of weights and comprehensive scores. In the secondary assessment, the eight risk factors in static assessment and three factors about construction situation are quantitatively analyzed using fuzzy evaluation method. Subordinate levels and weight of factors are prepared and then used to calculate the comprehensive subordinate degree and risk level. In the dynamic assessment, the classical field of the eleven risk factors is normalized by using the extension evaluation method. From the input of the matter-element, weights of risk factors are determined and correlation analysis is carried out to determine the risk level. This system has been applied to the dynamic assessment of water inrush during construction of the Yuanliangshan tunnel of Yuhuai Railway. The assessment results are consistent with the actual excavation, which verifies the rationality and feasibility of the software. The developed system is believed capable to be back-up and applied for risk assessment of water inrush in the underground engineering construction.

  • Construction industry faces a lot of inherent uncertainties and issues and the construction phase of nuclear power project is not free from this risk. This paper investigates promising methodologies to be used on nuclear power plant (NPP) construction schedule delay risk assessment by using entry level systems engineering approach. This study contains how the initial concept for the risk assessment methodology has been developed. In this point of view, this work structured on three main phases: needs analysis (NA), concept exploration (CE), and concept definition (CD) through systems engineering (SE) approach. Traditionally, the SE process is applied to technical development programs but this study opens up a new avenue that SE can also be successfully applied to the development and optimization of the risk assessment model. This study provides a rational and systematic process for developing and selecting the best risk assessment model. This paper selects analytic hierarchy process (AHP) method to assess NPP construction schedule delay risk for international project. As conclusion, the proposed concept and selected method can discriminate successfully and clearly among schedule delay risk assessment methods.
