정부는 부실공사의 방지와 건설공사의 품질향상을 목적으로 민간의 전문적인 기술력을 갖춘 감리전문업체에 발주청의 감독권한을 대행하도록 하는 책임감리제도를 도입하고 적정한 대가지급 기준으로 건설교통부고시를 통해 건설공사 감리대가기준을 제시하고 있다. 그러나 발주청의 책임감리 용역의 예산편성단계에서 활용하는 기획예산처의 총사업비관리지침에 명시된 책임감리요율표와 건설교통부고시의 건설공사 감리대가기준이 일치하지 않으며, 적정한 책임감리 용역비에 관한 예산이 편성되지 않고 있어 적정한 대가지급을 통한 감리서비스의 품질향상이라는 목적달성을 이루지 못하고 있다. 이에 본 연구에서는 각 발주청별로 기 발주된 건설공사 책임감리 입${\cdot}$낙찰자료 중 76건의 건설공사 책임감리용역의 감리용역비와 감리원수, 1인월당 감리용역비와 건설공사 감리대가기준을 비교${\cdot}$분석하여 문제점을 도출하고 개선방향을 제시하는 것을 연구의 목적으로 한다.

The Ministry of Construction & Transportation(MOCT) in Korea handles electronically 38 kinds of approval and permit operations under the Construction Civil Affairs Administration System(CCAS) so that applicants may apply for construction permits with ease and concerned public offices may process effectively civil applications. In particular, road occupation permit operations have several problems to be improved. This study is aimed to improve the CCAS in terms of simplification of application receipt, issuance of online permit, auto calculation of road occupation fee, and auto issuance of payment notice.

국내 건설투자가 점차 감소되는 환경 변화 속에서 해외 CM시장으로의 진출에 대한 중요성이 대두되고 있으며, 성공적인 CM시장의 진출 확대를 위해서는 건설사업 생애주기 관점에서의 CM 업무기능의 역량 강화가 요구된다. 본 연구에서는 CM산업 제도변화를 고찰하고, 생애주기별 CM업무 비중을 분석하였다. 분석 결과, 국내공공 CM사업은 시공단계에 업무 투입 노력이 78%이상 집중되어 시공전단계의 기술경쟁력 축적을 제도적으로 저해하고 있는 현실이다. 즉, 우리나라 CM기업이 해외시장 진출을 위한 생애주기관점에서의 기술 경쟁력 확보를 위해서는 CM기업 자체적인 역량 향상 노력도 중요하지만, 이에 못지않게 '인력배치 기준' 등에 대하여 유연성을 보장하는 제도적인 뒷받침이 필요하다. 이러한 배경에서, 본 연구에서는 '경직된 인력배치기준의 개선', '비합리적 CM대가기준의 개선', 'CM선정방식의 개선', '불합리한 업무범위 결정의 개선', '발주자 사업관리 역량 평가'와 같이 5가지 측면에서 우리나라 CM산업의 발전 및 해외시장 진출 확대 기반 마련을 위한 정책 및 제도 개선방안을 제시하였다.

The construction market condition is getting worse because of global constructions slow down, low profit, market contraction and so on. For these reason, most construction companies depend on public construction projects which possible to protect construction fee, known as progress payment, by laws. Despite this law, problems of progress payment are constantly occurring and it has been main factors that hinder the construction cost's cash-flow in construction project. To solve this problem, many researchers suggested various solutions but most of solutions were focused on specific target as owner, general contractor, and subcontractor. So, most of solutions were insufficient consider about interaction between contractors. Because of these reasons, it was hard to reflected policy. This research aimed to use system dynamics to develop the model for the application and payment based on the regulations and papers. Also, performed a developed model's verification based on progress payment regulation's basic objectives.

본 연구는 건설 시공 계획 및 관리 업무에 NOS를 적용하기 위하여 다음과 같은 제안을 과정을 통해서 새로운 NOS 모델을 제시하였다. 먼저, 건설공사의 특성을 반영한 시설 단위 - 구조 단위 - 시공 단위 - 자원 단위의 흐름으로 공사정보분류체계의 개념을 제시하였다. 이 체계를 근거로 네트워크의 구성하고, 성과측정관리기준선의 추이를 분석하는 기준계획시간(MT : Master Target)식과 집행실적을 분석해 주는 수정계획시간(WT : Work Target) 식을 제안하여 NOS 모델을 제시하기 위한 성과측정 관리 기준선의 수립방법을 제안하였다. 최종적으로 성과측정 집행 분석 방법의 이론적 검증을 통해서 확정계약과 실비정산보수가산방식에 적합한 NOS 적용 방안을 제시하였다.

For last three years, our research team have conducted the project named "Development of construction project management technology based on BIM/GIS platform. "We developed construction cost estimation system as well as 3D modeling engine at the first two year and established a web-system which could estimate the benefits of the project and further analyze the economic and financial feasibility of the project. This paper mainly focused on the functions and specifications of web-system. The system was composed of two modules: economic feasibility estimation module and financial feasibility estimation module. While the economic feasibility estimation module determines economic feasibility of the project based on traffic demand forecasting from the public's perspective, the financial feasibility estimation module determine financial viability of the project using toll fee of the road from private entity's perspective. Compared with traditional feasibility study, the proposed system provide users with better flexibility which can make users easily to validate the project upon the change of project environments. The system was also verified with an already accomplished project. The verification showed that proposed system could provide satisfactory accurate results with reduced time and resources.

현제 지적업무는 대장(토지대장 및 임야대장)과 도면(지적도면 및 임야도면)의 전산화를 통해 디지털 지적관리체계로 전환되어 운영되고 있다. 지적측량 방식 역시 GPS측량, 전자평판 측량 등의 디지털 측량방식이 이용되고 있다. 지적측량에 따른 수수료는 현재 건설표준품셈과 국토교통부 자체 고시에 따른 기준을 기초로 산정하고 있다. 그러나 현재 고시되어 있는 지적측량수수료 산정 품셈은 종목에 따라 전산 환경을 반영하지 못하는 경우가 있다. 본 연구에서는 빠르게 변화하고 있는 디지털 지적관리 환경에서 개선을 필요로 하는 지적측량수수료 체계를 분석해 이에 대한 개선방안을 제시함으로써 디지털 환경에 적합한 지적측량수수료 체계 확립의 기반을 마련하고자 한다. 연구 성과로는 현황 분석을 토대로 디지털 환경에 적합한 용어의 변경 사용(부동산종합공부시스템), 새로운 품셈 종목에 관한 품셈체계 마련(지적기준점의 현황 조사 및 관리), 지적확정측량 품셈의 재조사 및 품셈 체계 마련을 제시하였다.

During the construction project period, a lot of change orders happen in the design and construction stage Especially, The change order during construction stage causes the huge construction cost increase and duration delay. Accordingly, research on the change order of the construction stage is being progressed relatively active in the design stage, but the design changes are rarely made. In the design stage, the owner has to pay a design addition cost when change order due to the demands of owner happens. However Korea has not the specific standard about design additional cost in design stage. Therefore, this study analyzes problems of design additional cost estimation methods through the case study, and then indicates the method that the ratio distributes to details dividing design tasks and the method of the PM(Project Management). Eventually, this study expects to minimize claim related the design additional cost in design stage.

As a rise in national income has resulted in the growth in tourism demand, many studies on developing and managing tourism resources were publicized. In this context, this study was conducted to analyze the demand and willingness to pay(WTP) using contingent valuation method for agricultural experience of Daegu Urban Agriculture Park and to suggest a proper participation fee. The survey targeting Daegu citizens was performed, and we obtained 346 valid samples. We carried out the logistic analysis and figured out that sex, age, education and alienation area for urban agriculture affected to probability of agricultural experience participation. As the result of estimating willingness to pay(WTP), the measured range with this samples was from 6,052 to 16,436won. Finally, we also attained 25,000won as the proper participation fee which enables maximum revenue by conducting the scenario analysis. These findings are important in setting up the construction plan and pricing the appropriate participation fee for Daegu Urban Agriculture Park.

원자력발전소 및 산업계에서 발생하는 중 저준위방사성폐기물을 처분하기 위한 처분장이 2014년경 준공될 것으로 예상된다. 방사성폐기물 처분을 위해서는 물리적인 처분시설의 확보도 중요할 뿐만 아니라 발생자와 처분사업자 등 각종 이해관계자들이 모두 수긍할 수 있는 비용부과체계 마련도 중요하다. 우리나라의 처분비용은 해외의 다른 국가에 비하여 높은 편에 속하며 이는 폐기물 발생자와 처분사업자에게 많은 부담을 주고 있다. 우리나라의 처분비용이 높은 이유는 처분장 확보를 위한 사회적 비용 또는 건설비가 다른 국가에 비하여 상대적으로 높은 이유도 있겠으나, 처분장 건설을 위해 조달한 비용에서 발생한 금융비용이 보다 큰 요인으로 작용하고 있다. 본 연구에서는 처분사업의 지속가능한 사업체계 마련을 위해 비용 구조를 분석함으로서 처분비용 중 금융비용을 낮추기 위한 방안을 모색하고자 한다.
