Risk Analysis on Offshore Windfarm Industry in South Korea: Based on the Jeonnam Offshore Windfarm Project

  • Recently, the Korean government has been actively promoting the smart city as their strategic agenda. However, to build smart cities that are greener, the authors believe it is essential to rapidly transit conventional energy sources such as fossil fuels to renewable energy. Although there is a big potential for Offshore wind in Korea, there has not been a full-scale commercial offshore wind farm until today. Since Korea is relatively a new market compared to the EU, it can be risky for developers. The authors will introduce risk management best practices in the offshore wind industry applicable to the Korean environment. This paper will mainly introduce an offshore wind project size of 99 MW. The project is expecting a Finance Close (FC) in Q3 2022, so the project team has prepared a risk register with over 150 risks and levers throughout the project lifecycle. Overall risks include risks with Development Expenditure (DEVEX) impact, a Capital Expenditure (CAPEX) impact, and an Operating Expenditure (OPEX) impact. Based on the identified risks, a more qualitative assessment of Cost and Schedule Impact was conducted. In conclusion, a Monte Carlo simulation was performed to propose a quantitative risk assessment to evaluate a benchmark contingency of the project cost.

Construction of Systems Engineering Environment in an Enterprise (조직 내 시스템엔지니어링 환경 구축방안)

  • For the effective and efficient system development, it is provided of complex and diverse disciplines, analysis and design, points of views for decisions making, technical information management, assurance of products, and so on to be integrated and ensured. Systems engineering is conducted through a process and is implemented by tools based on relevant methodologies. Systems engineering environment should be provided to support the systems engineering process, method, and tools used on the project. In this paper, the essential environment in performing works in a organization applying systems engineering on the basis of system life cycle was reviewed. The present states on establishment of the systems engineering in Korea Railroad Research Institute were also examined with some reviews of other cases.

법령과 고시 ② - 최저가낙찰제가 종합심사낙찰제로 개정

  • 300억원 이상의 국가 및 공공기관 발주공사에 대해 최저가낙찰제를 대신하여 종합심사낙찰제 전면 실시 등의 내용을 담은 국가계약법 시행령이 개정되어 2016년 1월 1일부터 시행에 들어갔다. 종합심사낙찰제는 가격 뿐만 아니라 공사수행능력, 사회적책임을 종합 평가하여 낙찰자를 선정하는 제도로 기존의 최저가낙찰제에서 발생한 덤핑낙찰 및 이로 인한 잦은 계약변경, 부실시공, 저가하도급, 임금체불, 산업재해 증가 등의 문제점을 해소하기 위해 도입된 제도이다. 종합심사낙찰제 도입에 따라 공사 품질이 제고됨으로써 생애주기(lifecycle, 유지보수비용 등을 포함) 측면에서의 재정효율성 제고를 비롯하여 불공정 하도급 관행 개선 등 건설산업의 생태계 개선과 함께 시공결과에 책임짐으로써 기술경쟁 촉진 등 건설산업의 경쟁력 강화 효과도 기대된다. 또한 국가계약예규도 개정되어 주계약자관리방식에 의한 공동계약(주계약자 공동도급)이 최저가낙찰제에서 종합심사낙찰제로 전환됐다.

  • 현재 국내에서는 상품 생산을 위한 각 공정의 업무를 통합관리 해 줄 수 있는 PLM(Product Life-cycle Management)시스템을 건설업에 도입하려는 움직임이 있으며 실제 건설 구조물에 대한 통합환경 시스템인 CPLM(Construction Product Lifecycle Management) 관련 연구를 진행 중에 있다. 통합 시스템 내에서 건설 구조물 생산을 위한 각 업무분야에서는 시스템이 추구하는 업무진행의 흐름에 맞추어 작업을 수행 할 수 있도록 하는 각자의 프로세스를 개발해야 한다. 이 연구에서는 토목구조물을 대상으로 협업환경 내에서 활용 가능한 3D 정보모델인 BIM기반의 해석 및 설계 프로세스를 구축하고 국내외 토목건설산업 분야에서 차세대 설계프로세스로 유력한 BIM기반의 구조해석 및 설계 프로세스의 실용화를 위한 기초자료를 제공함을 목적으로 하며 해석 및 설계 대상 구조물로 아치교량을 선정하여 연구를 진행하였다.

Development of BIM-based bridge maintenance system for cable-stayed bridges

  • Maintenance plays a critical role in the bridge industry, but actual practices show many limitations because of traditional, 2D-based information systems. It is necessary to develop a new generation of maintenance information management systems for more reliable decision making in bridge maintenance. Enhancing current work processes requires a BIM-based 3D digital model that can use information from the whole lifecycle of a project (design, construction, operation, and maintenance) through continuous exchanges and updates from each stakeholder. This study describes the development of a data scheme for maintenance of cable-stayed bridges. We implemented the proposed system for a cable-stayed bridge and discussed its effectiveness.

  • IT 환경이 급속도로 발전해 가고 있다. 기업 내에서 생성 및 보관되는 데이터의 양은 시간이 흐름에 따라 급격히 증가하고 있으며, 기업의 의사결정에 중요한 데이터의 가치는 변화를 거듭한다. 데이터의 증가는 곧 그것을 관리하는 비용의 증가를 불러오고, 방대한 데이터 속에서 진정한 정보의 가치를 창출하는 것이 어려운 상황에 직면해 있다. 이러한 기업의 비즈니스 프로세스에 맞춰 효과적인 ILM(Information Lifecycle Management)의 구현은 반드시 필요하다. 본 연구는 데이터의 가치를 보다 효과적이며 비용 효율적으로 사용할 수 있는 ILM의 구현을 위해 Database 기반의 Archiving System 구축 방법론을 제시하고 이를 바탕으로 실제 ILM이 구현된 기업의 구축 효과 및 성능 평가를 통해 그 타당성에 대하여 연구하는 것을 그 목적으로 한다.

Crafting a Quality Performance Evaluation Model Leveraging Unstructured Data (비정형데이터를 활용한 건축현장 품질성과 평가 모델 개발)

  • The frequent occurrence of structural failures at building construction sites in Korea has underscored the critical role of rigorous oversight in the inspection and management of construction projects. As mandated by prevailing regulations and standards, onsite supervision by designated supervisors encompasses thorough documentation of construction quality, material standards, and the history of any reconstructions, among other factors. These reports, predominantly consisting of unstructured data, constitute approximately 80% of the data amassed at construction sites and serve as a comprehensive repository of quality-related information. This research introduces the SL-QPA model, which employs text mining techniques to preprocess supervision reports and establish a sentiment dictionary, thereby enabling the quantification of quality performance. The study's findings, demonstrating a statistically significant Pearson correlation between the quality performance scores derived from the SL-QPA model and various legally defined indicators, were substantiated through a one-way analysis of variance of the correlation coefficients. The SL-QPA model, as developed in this study, offers a supplementary approach to evaluating the quality performance of building construction projects. It holds the promise of enhancing quality inspection and management practices by harnessing the wealth of unstructured data generated throughout the lifecycle of construction projects.

  • The digitalization of tasks for smart construction requires the smooth exchange of digital data among stakeholders to be effective, but there is a lack of digital data standardization and utilization methods. This paper proposes a digital construction information structure to transform information from road construction sites into digital formats. The study targets include significant tasks, such as work planning, scheduling, safety management, and quality control. The key to the construction information structure is separating construction information into objects and activities, defining unit works by combining these two types of information to ensure flexibility in representing and modifying construction information. The objects and activities have their respective hierarchical structures, which are defined flexibly to match the actual content. This structure achieves both efficiency and detail. The pilot structure was applied to highway construction projects and implemented digitally using general formats. This study enables the digitalization of road construction processes that closely resemble reality, accelerating the digital transformation of the civil engineering industry by developing a digital twin of the entire road construction lifecycle.

  • Since 2009 of global financial crisis, shipbuilding industry has undergone hard times seriously. After such a long depression, the latest global shipping market index shows that the economic recovery of global shipbuilding market is underway. Especially, nations with enormous resources are going to increase their productivity or expanding their shipyards to accommodate a large amount of orders expected in the near future. However, few commercial projects have been carried out for the practical shipyard layout designs even though those can be good commercial opportunities for shipbuilding engineers. Shipbuilding starts with a shipyard construction with a large scale investment initially. Shipyard design and the equipment layout problem, which is directly linked to the productivity of ship production, is an important issue in the production planning of mass production of ships. In many cases, shipbuilding yard design has relied on the experience of the internal engineer, resulting in sporadic and poorly organized processes. Consequently, economic losses and the trial and error involved in such a design process are inevitable problems. The starting point of shipyard construction is to design a shipyard layout. Four kinds of engineering parts required for the shipyard layout design and construction. Those are civil engineering, building engineering, utility engineering and production layout engineering. Among these parts, production layout engineering is most important because its result is used as a foundation of the other engineering parts, and also, determines the shipyard capacity in the shipyard lifecycle. In this paper, the background of shipbuilding industry is explained in terms of engineering works for the recognition of the macro trend. Nextly, preliminary design methods and related case study is introduced briefly by referencing the previous research. Lastly, the designed work of layout design is validated using the computer simulation technology.

The Measurement Method of CO2 Emission for Construction Equipment using ZigBee Sensor (ZigBee 센서를 활용한 건설장비의 CO2 배출량 측정방법)

  • Recently, the effort to reduce $CO_2$ emission concerning certified emission reductions (CERs) is progressing lively with the institute in the center through lifecycle. However, the technique for reduce $CO_2$ emission is the first stage yet and the technique is insufficient to calculate with accuracy it. Therefore, this study tries to develop the method to measure by actual time $CO_2$ emission of construction equipment using Zigbee sensor. To review the method that calculate $CO_2$ emission, have classified the impact factors that affect at $CO_2$ emission by IPCC guideline. It also has review the application of Zigbee sensor that use wireless data communication. The reviewed result get that the measuring objects are the $CO_2$ emssion, RPM and fuel consumption of equipment, there are needs to search the year of equipment, waiting time, kind of vehicle and fuel that affect to $CO_2$ emission.
