건설산업 국제경쟁력강화를 위한 건설분쟁처리절차 개선방안 (Effective Handling of Construction Disputes for Strengthening the International Competitiveness of the Construction Industry)

  • 건설사업의 기획단계부터 설계단계에 미처 반영되지 못해 문제가 잠재되거나, 공사계약이행단계에서 다양한 변경요인이 있음에도 제대로 대처하지 못할 경우 건설계약과 관련하여 문제가 발생하게 된다. 그러므로 건설공사계약에는 반드시 분쟁의 해결절차를 명시하고 있다. 건설분쟁은 공공공사와 같이 대규모 건설현장 뿐만 아니라 소규모 민간건설현장에서도 발생되고 있다. 지금까지 우리나라에서는 건설분쟁의 해결절차개선과 관련하여 다수의 논의가 있었으나 건설분쟁해결절차와 관련된 문제가 근본적으로 해결되지 못하였다. 따라서 본 연구에서는 다음과 같은 사항을 제시하였다. 첫째, 가칭 건설분쟁조정법률을 제정하여 건설계약분쟁을 다룰 수 있는 가칭 건설분쟁조정중재원의 설립근거를 마련하고, 조정, 중재 등의 업무를 다루도록 해야 한다. 둘째, 민간 및 공공부문의 건설계약분쟁을 담당할 수 있도록 가칭 건설분쟁조정중재원의 업무는 현장협의체지원, 조정, 중재 등의 업무로 한정해야 한다. 셋째, 건설계약분쟁해결을 위해 계약체결시 조정이나 중재중 선택하도록 하고, 계약이행중에는 현장협의체를 운용하도록 해야 한다. 넷째, 분쟁처리기구는 상설기구로 하고, 전국 각지에 지부를 운영해야 한다. 다섯째, 다양한 영역의 건설전문가들을 위원으로 참여시켜 신속하게 건설계약분쟁이 처리될 수 있도록 해야 한다. 마지막으로, 건설계약분쟁처리기구의 단일화와 함께 건설분쟁처리절차를 명시하고 있는 관련법령을 개정해야 한다.

공동주택 지하 주차장 기초형식 선정방법에 관한 연구 (A Study on the Selection Method of Foundation Type in the Underground Parking Lot of Apartments)

  • Normally easy task of plat in urban architecture is that using underground full of activities for increase building site efficiency. Especially for using underground space for the parking lot. Also utilize underground is more increase for fulfill requirement in modern society considered with environmental friendly architecture. The primary objective of this study is to apply analyzed formal foundation type for selecting the optimum type of parking lots considered with structural stability, economical efficiency, construction efficiency, construction duration. This study aim to on criteria decided through the questionaries for the selection considered with in the scale of second stories parking lots underground, parking volume is 80 and reinforced concrete structure. The bearing capacity is 6~8m and downward from surface, healthy ground bearing capacity is 40 t/m2. This study comparative analysis and discuss economical efficiency, construction efficiency, construction duration based constructivist stability which applied Single foundation, Mat foundation, Drop Mat foundation. The result of this study is as follows: First, the result of economical efficiency is that on the basis of single foundation, Drop Mat foundation is 1.88, Mat foundation 2.04 as a comparative analysis on the basis of total construction cost included material cost, labor coast and machinery cost. Second, the result of construction efficiency order is single foundation, Drop Mat foundation, Mat foundation as a comparative analysis on the based connected characteristics. Third, the result of construction duration is that on the basis of Mat Foundation, Drop Mat foundation is 1.33, single foundation is 1.87 as a comparative analysis Critical Path. Forth, Each foundational type characteristics order through the matrix method is that overall each formal type of foundation contraries at economical efficiency and construction efficiency, construction duration. Also expect contradiction between engineers and owners due to engineer pursuit construction duration and ewer to begin with economical efficiency. Fifth, The selection of suitable foundation formal type needs that based consider project characteristic and field condition as according to above result of a comparative analysis. As a result, a comparative analysis economical efficiency, construction efficiency, construction duration of Mat foundation, Drop Mat foundation, single foundation with 3Bay reinforced structure underground parking lots on the healthy ground.

건설사업관리업무 효율화를 위한 대가 산출기준 개선방향 (Improvement of CM Fee Estimation Criteria for Efficient CM Service)

  • 2015년에 건설기술진흥법이 전면 시행되면서 책임감리라는 표현이 없어지고 대신에 건설사업관리가 포함되었다. 건설사업관리 대가를 산정할 때는 국토교통부의 건설기술용역 대가기준에 명시된 실비정액가산방식에 근거해야 한다. 그럼에도 불구하고, 현업에서는 기획재정부의 예산편성지침에 따라 공사비요율에 근거하고 있다. 이로 인해 현장에서는 단일화된 정부기준에 따라 건설사업관리 대가가 산출되고, 건설기술용역 대가기준이 합리적으로 적용되기를 기대하고 있다. 또한 근로기준법령의 변경은 건설현장의 근무환경에 큰 영향을 미침에도 불구하고, 이 법령에 건설현장의 특성이 고려되지 않고 있다. 이에 건설기술진흥법령상의 대가산정 관련 규정이 검토되었고, 실비정액가산방식과 공사비요율방식에 의한 건설사업관리 대가가 검토되었으며, 근로기준법령의 적용으로 인해 발생할 수 있는 문제점이 도출되었다. 이러한 문제점을 토대로 본 연구에서는 건설사업관리 업무가 효율적으로 이루어지기 위해서는 정부에서 건설사업관리 대가를 산출시 관계기관 협의 후 정부차원의 단일 기준을 적용해야 한다는 점, 국토교통부의 건설기술용역대가기준의 적용범위가 명확하게 되어야 한다는 점, 건설사업관리 기술자 투입수량과 함께 기술자의 능력을 고려하여 대가를 산출해야 한다는 점, 근로일수와 근로시간이 결정시 건설특성이 고려되어야 한다는 점을 제시하였다.

패션 디자인에 나타난 기계미학의 표현 특성에 관한 연구(I) (A Study on the Expressional Characteristic of the Machine Aesthetics in the Fashion Design(I))

  • The purpose of this study was to analyze the expressional characteristics of the machine aesthetics in the fashion design. First, this study was started from analyzing mechanical beauty represented on the early 20th century art style. Machine aesthetics has influenced on the art and fashion design from modern to now. Futurism was grounded in the complete renewal of human sensibility brought about by the great discoveries of science. Especially, Russia avant-garde was inspired by the Futurism, that is Rayonism, Constructivism, Suprematism. Kasimir Malevich moved on immediately to purely abstract paintings of which the first was a black square on a white canvas. He had begun the art he called 'Suprematism'. Malevich's geometry was funded on the straight line, the supremely elemental form which symbolized man's ascendancy over the chaos of nature. The square was the basic suprematist element and was a repudiation of the world of appearances, and of past art. He repudiated any marriage of convenience between the artist and the engineer. Vladimir Tatlin made some of the most revolutionary works of modern art, these were the first works to be called 'construction'. Constructivists believed that the essential conditions of the machine and the consciousness of man inevitably create an aesthetic which would reflect their time. They eulogized simple shapes. That believed that buildings and objects should be freed from the ornamental excrescences and the accumulated barnacles of past art. Consequently, under the theoretical background, the result is as follows. First, The functional formativeness of machine aesthetics was expressed as a geometrical silhouette, construction line, non-ornamental construction, simple color in the 20th century design. Second, The mechanical formativeness of machine aesthetics was expressed as a construction of new material-iron, aluminium, plastic, glass-, geometrical form of material in he 20th century design. That is, machine beauty has more concerned with the expressional ideology of the art style and the formativeness of fashion design by silhouette, construction line, material, form.

BIM기반 가설공사 업무지원시스템 개발에 관한 연구 (A Study on Development of BIM-based Engineering Management System for Temporary Work)

  • 건설 프로젝트d의 대형화, 복잡화, 다양화로 인해 건설공사에서 발생되는 정보의 양이 기하급수적으로 증가하고 있다. 이에 설계 및 시공 검토가 현장 성공 여부에 치명적인 영향을 미치고 있다는 사실을 인지하고, 이를 위한 다양한 노력들이 학계와 산업에서 활발하게 이뤄져 왔다. 설계, 계획 및 유지관리 등 건설 전 단계에서 BIM의 활용은 늘어나고 있는 추세이고, 현재 건설 산업에서 사용되는 표준 중의 하나로 받아들여지고 있다. 하지만 가시설물을 위한 전문화된 소프트웨어가 없을 뿐만 아니라 전문적인 기술자가 절대적으로 부족하여 BIM기반 가설공사 설계는 2D 설계를 완료한 후 3D로 형상화하여 보조수단으로 활용된다. 이에 본 연구에서는 BIM기반 가시설물 설계 및 물량산출, 현장점검 업무의 인간적인 실수(Human error)를 최소화하고 업무시간을 단축할 수 있도록 하여 업무 효율을 높일 수 있는 BIM기반 업무지원시스템을 개발하고자 한다.

조경기본법 제정과 관련 법규의 정비방향 (Enacting Law on Principles of Landscape Architecture and Remedial Directions for Its Related Regulations)

  • The purpose of this study is to examine the rightness of establishing the Essential Act of Landscape Architecture in Korea and to present the legal phase, the legislative system and the construction of a contents at the expected enactment of it. It is necessary to point out the problems of the various fields of landscape architecture and to propose the solutions of them. The contents of the study are as follows, 1 . The number of the regulations related to landscape architecture is a good reason for which the field of landscape architecture is worth being included to the positive law. 2. The problems by items(ordinance, engineer, contract, planning, design and supervision, construction, maintenance, plant and planting, material, aesthetics and sight, environmental conservation and ecology, right and penal regulations) to the domestic related regulations being at issue and the remedies for it shall be considered at the enactment of the Essential Act of Landscape Architecture. 3. The number of the domestic regulations being related to landscape architecture which have a term of\` the Essential Act∼\`is 5. 4. The Essential Act of Landscape Architecture is the separate Essential Act welch defines the scope of landscape architecture as construction works and controls the business essentially. 5. The meaning and character of the Essential Act of Landscape Architecture was examined and the reasons for that essential act were recognized in point of the legal, landscape architectural and educational systems. 6. The creation of new official landscape architectural organization is a reason to justify the enactment of the Essential Act of Landscape Architecture. 7. The legal phase, the legislative system and the construction of a contents of the Essential Act of Landscape Architecture ware presented and this act shall conform to such as the legal system of the Architectural Act, the Essential Act of the Construction Industry and so on. The result of this study will be the basic materials for the creation of the Essential Act of Landscape Architecture.

전문건설업체 종사자의 업무수행수준 및 필요역량요인 분석 (Analysis of the Level and Competence Factors on Specialty Contractors' Employees)

  • 최근 건설산업의 환경변화에 따라 전문건설업체 종사자의 업무수행능력 향상을 통한 업체 경쟁력 강화가 요구되고 있다. 이에 본 연구는 전문건설업체 종사자의 능력향상에 가장 효율적인 방법이 교육이라는 점을 인식하고, 이들을 대상으로 한 효과적인 교육, 나아가 맞춤형 교육 프로그램 개발에 기초자료로 활용될 수 있는 직무별 경력별 업무수행수준 분석과 필요역량요인을 파악하기 위한 목적으로 수행되었다. 이를 위해 전문건설업체의 대표, 현장소장, 공사담당, 공무담당, 자재/노무담당, 안전담당 등을 대상으로 설문조사를 실시한 후, 이들의 업무부담수준과 업무수행 능력수준비 등 업무수준을 분석하였으며, 직무별 필요역량요인을 파악하였다. 본 연구의 분석결과를 통해 향후 전문건설업체 종사자의 직무별 경력별 특성을 반영한 수요자 중심의 맞춤형 교육이 가능 할 것으로 판단된다.

드릴쉽 건조 중 문풀 구조 수정 작업 및 구조적 안정성 검토 (Repair Procedure and Structural Strength Analysis to Damage of Moon-Pool Structure for Drillship During Construction)

  • During the shipbuilding construction, the repair works will be occurred by various reasons such as the natural disaster, mistakes of engineers or workers, defect of material, and so on. The one of the engineer's responsibilities is to design considering every possibility and to prevent the repair works due to the mistakes during construction stages, but actually it is very difficult and impossible to avoid every mistake. However, it is also the responsibility of engineers to find the best solution for the unavoidable mistakes which is to maintain the capacity of vessel and guarantee the safety for the repair works considering the construction schedules and economic cost. In this paper, it will be introduced the brief of repair works to the structural damage of the moon-pool structure in drillship which is built in our shipyard. For the verification of the structural strength, the fatigue analysis has been carried out based on the guide of Classification society. Furthermore, the modifications of structure design and welding procedure have been applied to avoid the stress concentration in the moon-pool structure.

비교가능한 건설산업의 성과측정 Framework (A Framework of the Comparable Performance Measurement in the Construction Industry)

  • 성과측정시스템(PMS)은 경영성과의 평가, 인적자원관리, 전략적 성과창출의 중요한 도구로 사용된다. 1990년대 이전까지 대부분의 기업들은 재무 중심의 성과측정을 하였지만, 최근 들어 비재무적 요소를 함께 고려한 다양한 관점에서의 균형 있는 성과측정을 하고 있다. 그러나 건설산업에서는 현실성 있는 PMS를 갖추고 있지 못한 실정이며, 이로 인해 건설산업 참 여 주체들이 스스로의 성과를 측정하고 관리하는데 한계와 문제점을 나타내고 있다. 따라서 본 연구는 건설산업의 핵심 참여 주체인 발주자, 시공사, 설계자가 스스로의 성과수준을 상대적으로 파악하고 관리할 수 있으며, 산업적 차원에서 이를 진단하고 서로 공유할 수 있는 비교가능한 PMS의 개념과 framework을 제시하고자 하였다. 연구결과로는 균형성과표(BSC) 기반의 성과지표 체계 및 측정방법, 그리고 지속적인 연구의 방향이 함께 제시되었다.

농촌지역 하천정비공사 실태와 제언 -아산시 도고면 시전리를 대상으로- (Review on the Improvement Works of Ecological Stream in Rural Areal - A Focused on Sijeon-ri Dogo-myeon Asan City -)

  • 10 years ago, in Sijeon-ri, Dogo-myeon, Asan-si, the existing stream was repaired to develope Mt. Dogo trail and irrigation systems through road expansion pavement construction and small stream repair construction. The trees such as persimmon and willow are eliminated that rowed on both sides of the stream and dredging work to dig the rock and sand have been performed. As a result, wide asphalt road was built, also flood damage worries were reduced. 10 years passed and now, how did local residents think about the stream repaired before and after? Village residents, public officials, and the stream construction engineer were interviewed. Villagers indicated a problems that brook became a place where water peppers were taking over and water was stagnating due to the slow velocity so nothing could live and natural landscape like a wash place and the cascade disappeared, because rock and sand were taken out brought soil into the brook. Public officials and engineers were aware of the problems at the time of the stream. Now that construction is completed after 10 years, Both realistically and budgetary to restoration would be difficult. However, it is necessary to seek for waterfront space which can be restored or replaced by a part of the stream like similarly before. In addition, it is necessary to restore to the progression of a natural stream which connect with stairs(or slope) - small waterfalls - pools - wash place. In this paper, we hope to take a lesson from the Sijeon-ri model and make rural stream construction be prepared with consideration about not only distinct characteristics of specific area but also the opinion of local resident.
