In these days, Disaster Management Systems have still put emphasis on its recovery more than the prevention of disaster events. However, the countermeasure of restoration has limitations to prevent the caused loss because the disasters often happen and are massive. Therefore, we propose a disaster prevention system for supporting the safe urban. In this paper, we try to construct a real-time monitoring system to prevent disaster events using new technologies such as Wireless Sensor Networks (WSN) and Geographic Information System (GIS). As a prototype to simulate the fire disasters on real-time, we construct gas sensors and temperature sensors. Our system consists of a WSN system to collect data of the gas and temperature sensors and to monitor the situation information. Our contribution is to provide a prototype application to prevent the disasters from the fire by constructing a WSN system with gas and temperature sensors.
Disaster Management should be re-established and developed based on voluntary participations of individuals and groups, not only as a concern of the government. This paper proposes about improvement methods of managing volunteers for disaster management as follows: First, a necessity for publicity and recruitment focused on selfish motive to emphasize individual's development, selfrealization, worth and economic interesting relationship in a process of recruitment and selection, Second, a construction of process to commonly develop education program to volunteers for disaster management, Third, an activity area of volunteers for disaster management is enlarged to the intrinsic task of disaster management, Forth, an evaluation of quality for volunteer activity and compensation.

In a fire disaster in a tunnel, people should be rescued immediately using the information obtained from cameras or sensors. However, in heavy smoke from a fire, people cannot be clearly identified by a mounted CCTV, which is only effective in a clear environment. A thermal camera can be an alternative to this in smoky situations and is capable of detecting people from their emitted thermal energy. On the other hand, the thermal image camera has a smaller field of view than an ordinary camera due to its lens characteristics and temperature error, etc. In order to cover a relatively wide area, panoramic image construction needs to be implemented. In this work, a template-based similarity matching algorithm for constructing the panorama image is proposed and its performance is verified through experiments. This scheme provides guidelines for coping with difficulty in image construction, which requires an exact correspondence search for two images in cases of heavy smoke.
This study proposed cost prediction equation model by considering duration, construction, size, actual cost with the subway construction started by the actual cost system which was introduced since 2004. Costs - scale exponent n(confidence range: 0.5 to 0.7) for cost prediction of subway construction was drawn total cost(0.713), net cost(0.77) in point of the 11 subway construction data. The cost prediction equation model of the subway construction which was presented in this study is able to effectively apply to business planning, preliminary investigation, feasibility study, basic design stage to estimate the approximate cost in the future.
This study proposed subway construction information classification system based on civil engineering information classification system proposed by Korea Institute of Construction Technology. Also, Based on this criterion, This study established data modeling for NAS operating system Composed of construction information classification system - network - operation and presented an relational database integrated model. Natural disasters, such as the recent floods in the Midwest, Hurricane Ike in the Gulf coast region (U.S.), and the earthquake in Sichuan (China), cause severe damage to the infrastructure as well as the associated industries and communities that rely on the infrastructure. The estimated damages due to Hurricane Ike in 2008 were a staggering $27 billion, the third worst in U.S. history. In addition, the worst earthquake in three decades in Sichuan resulted in about 90,000 people dead or missing and $20 billion of the estimated loss. A common observation in the analyses of these natural disaster events is the inadequacy of critical infrastructure to withstand the forces of natural calamities and the lack of mitigation strategies when they occur on the part of emergency-related organizations, industries, and communities. If the emergency-related agencies could identify and fortify the vulnerable critical infrastructure in the preparedness stage, the damage and impacts can be significantly reduced. Therefore, it is important to develop a decision support system (DSS) for identifying region-specific mitigation strategies based on the inter-relationships between the infrastructure and associated industries and communities in the affected region. To establish effective mitigation strategies, relevant data were collected from the affected areas with respect to the technical, social, and economic impact levels. The data analysis facilitated identifying the major factors, such as vulnerability, criticality, and severity, for developing a DSS. Customized mitigation strategies that will help agencies prepare, respond, and recover according to the disaster response were suggested.

Recently, the trend has been for buildings to become larger and more sophisticated, and this has created safety issues. Because the buildings are big it takes lots of time to check building codes related to anti-disaster and safety manually, and there is the high possibility of making mistakes. Due to these problems, according to a study, 83% of architecture and construction workers believe that an automated code-checking system is needed. This study researches past automated code checking systems and research activity, and using Building Information Model (BIM) technology, determines the feasibility of developing a system to automatically check domestic codes related to egress and anti-disaster. This paper describes the necessity of an automated building code checking system and expected effects. It then reports whether the methods used in previous studies can be deployed in domestic building code checking and discusses problems and limitations. It also suggests an alternative approach. Although this study covers limited codes related to egress, we need to find out what is needed for automatic general code checking system and do further studies for that.
School is a place to be done the education of Disaster Prevention and to be established the function of Disaster Prevention and seismic performance to secure the safety of children as well as emergency evacuation facilities for local communities in case of disaster. To improve the ability of Earthquake Disaster Prevention for students and teachers schools have to put the Earthquake Disaster Prevention on the subjects, for an example ethics, social study, science and gym and make a plan to efficiently manage school disaster prevention facilities. Seismic retrofitting on school facilities have to be established with the method of construction for steel bracings and seismic shear walls choosing old architectures first which is not the design with the seismic performance considering educational environmental aspects, and reconstruction of old architectures to get the agreement of societies. Furthermore, there is great demand for the effective, efficient and systematic improvement of school facilities for the use of shelters to be disaster prevention facilities.
The objectives of this study is to develop evaluation indicators for the quantitative evaluation of construction safety culture level in order to prevent accidents by evaluating the level of safety culture and each safety culture elements of the construction site and to present the areas that should be focused on improvements. In this study, it was presented assessment indicators of the construction safety culture by analyzing previous studies for safety culture, by categorizing items as an important element of safety culture hierarchically and by reflecting the opinion of the construction site professional personnels using AHP analysis methodology. The assessment indicators of the construction safety culture were structured the details of the leadership, systems, and personal characteristics and derived weighted value by the pairwise comparison to quantify the detail assessment indicators in order to assess the construction safety culture level. This study presents a safety culture assessment indicators for the construction site to suggest directions for improving the construction site safety culture and prevent the accidents of the construction site by derived via a safety culture assessment of construction site.
Purpose: The purpose of this study is to contribute to improvement of measurement management level of construction structure and technology development of monitoring sensor by presenting the detailed causes and improvement plans of construction monitoring sensor's decline in durability. Method: The causes and improvement plans of the durability degradation of the construction monitoring sensor were divided into the construction field and the electric, electronic field. The detailed status was reviewed. Results: In the field of construction, approval and inspection, inspection and testing, verification and calibration, and minimization of loss and damage ratio were reviewed. In the field of electric and electronics, sensor package and sealing, disconnection of stress concentration area, damage caused by lightning and corrosion were reviewed. Conclusion: It is expected that the durability of monitoring sensors applied to the construction site will become longer than the present status based on the study that analyzed causes and improvement plans of construction monitoring sensor's decline in durability in the field of construction and electric, electronic devices.
