A Case Study of Health Impact Assessment on Incinerator Construction Project - Human Risk Assessment due to Inhalation Exposure to Heavy Metals - (소각로 건설사업에 대한 건강영향평가 사례연구 - 중금속 흡입에 따른 인체 위해성 평가 -)

  • We conducted human risk assessment due to inhalation exposure to heavy metals emitted from incinerator. The process of health impact assessment(HIA) on incinerator is as follows: The first step is to presume and calculate the amount of heavy metals emitted using emission factor. The second step is to conduct an exposure assessment using the K-SCREEN model which is used for predicting the concentration in a conservative method. The last step is to carry out a risk assessment on carcinogenic and non-carcinogenic substances. This study revealed that rank of carcinogenic human risk was $Cr^{+6}$ > As > Ni > Cd, and values of human risk assessment on carcinogenic and non-carcinogenic substances is lower than the US criteria for risk assessment except $Cr^{+6}$. It is expected that the technique of HIA, especially human risk assessment on heavy metals, would be applied to the incinerator construction project. In addition, more systematic studies are needed to overcome some weak points and limits found in this study.

A Study on the Development Direction of a BIM Performance Assessment Tool (BIM 수행성과 평가도구의 개발방향에 대한 연구)

  • The purpose of this study is to suggest the development direction of a BIM performance assessment tool. To do this, a series of focused group interviews were conducted with BIM experts in South Korea regarding the objective, characteristic, potential problems of a BIM performance assessment tool. A survey questionnaire was developed based on the focused group interviews and distributed to practitioners through four different occasions. The survey results showed that there were the significant differences between practitioners by their field and years of experience about the objective, characteristic, potential problems of a BIM performance assessment tool. Based on the survey results, the consideration factors for developing a BIM performance assessment tool was suggested.

  • While the pavement rating system is being utilized for periodic road condition assessment in the Eastern Region municipality of Saudi Arabia, the condition assessment is costly, time-consuming, and not comprehensive as only few parts of the road are randomly selected for the assessment. Thus, this study is aimed at developing a condition assessment model for a specific sample of a residential road network in Dammam City based on an individual road and a road network. The model was developed using the Analytical Hierarchy Process (AHP) according to the defect types and their levels of severity. The defects were arranged according to four categories: structure, construction, environmental, and miscellaneous, which was adopted from sewer condition coding systems. The developed model was validated by municipality experts and was adjudged to be acceptable and more economical compared to results from the Eastern region municipality (Saudi Arabia) model. The outcome of this paper can assist with the allocation of the government's budget for maintenance and capital programs across all Saudi municipalities through maintaining road infrastructure assets at the required level of services.

The Quantitative Assessment of Occupational Accident Reduction by the Injury Ratio Survey Regulations (건설업 재해율 조사의 정량적 산업재해 감소효과)

  • Injury Ratio Survey Regulations(IRS) was introduced to the construction industry in the Republic of Korea since 1992 and brought positive effect on occupational accidents reduction. There were tremendous decrease of injury ratios and enforcing of contractors' safety organizations from the beginning of IRS. In spite of these positive results, there were some negative effects such as contractors' shrinking injury reports to keep good injury ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. Thus, this study aims to devote on lessening construction injury and elimination of above negative impacts through the quantitative statistic analysis of the effectiveness on the occupational accidents prevention of IRS. According to this assessment, there were decrease of from 6.37% to 44.34% in the accident ratios compared to those of non-IRS groups and decrease of from 3.32% to 83.51 % in the accident ratios compared to those of general industry including the unreported accidents.

  • In the resent years, the early evaluation of concrete quality, construction and maintenance has been considered as all is of major concern due to the increase of loading and the degradation of structures related with time. This paper presents evaluation of structural safety performance using measured data of construction, on the basis of a field measurements for the prevention of unreliable concrete works. Measurements analyzed in this paper are early quality condition and performance assessment, serviceability performance by cracks and deflection, rating performance by loading, durability performance by chloride attack and carbonation. Thus, a quantitative assessment model of resistance capacity was developed here to meet the requirement for deteriorated concrete structures. The model focuses on damage mechanical of concrete structures deteriorated by initial damage factors for concrete quality and environment factors such as chloride and carbonation attacks. These results could provide useful information for concrete structures interested in design, construction and maintenance.

Assessment of Young Children's Story Construction from Picture Books (글자없는 그림책을 이용한 유아의 의미구성 평가활동 사정)

  • This study explored an alternative activity for the assessment of young children's literacy in Korea; namely, the evaluation of children's ability to construct meaning independent of decoding skill. The subjects were 78 children 4 to 5 years of age in Seoul. Instruments were the researcher's revised form of the Story Construction from a Picture Book, TRSR (Teachers' Ratings of Students' Reading) designed by van Kraayenoord & Paris (1996), and the revised form of the WLAT (Written Language Awareness Test, Kim, 1995). The assessment scores and oral responses of the children were analyzed by Pearson's r, MANOVA and one-way ANOVA, using repeated measures. The findings showed that (1) the story construction total scores were significantly correlated with WALT scores and the subcategory scores were intercorrelated with each other. (2) The story construction total scores differed by age, and (3) the 2 phase scores were higher than the 1 phase scores.

  • An assessment tool's validity is crucial because its scores are used as basis of decision making. This study assessed the content validity of the indicators for environmental assessment of construction activities. Pool of candidate indicators were constituted from the literature review, and CVR(Content Validity Rate) approach was adopted to investigate the content validity. As a result, 14 indicators are effective and five of them are content valid and retained from the pool.

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as foundation, erection, pier, pier upper and etc based on accident examples and investigation on actual condition in bridges construction work. In addition, the safety management system was developed to perform risk assessment of construction and use it for effective safety training for labor.

  • In this study, environmental impact assessments of wastewater treatment plant (WWTP), sewerage system, and tailrace were performed using LCA methodology. The life cycle stages were divided into 3 categories; construction stage, maintenance stage and demolition & disposal stage. As a tool of impact assessment, Ecoindicator99 containing fate analysis, exposure & effect analysis and damage analysis, was used. As tile results of WWTP LCA, more than 80% of environmental impact was produced from maintenance stage. On the other hand, most of environmental impact was produced from construction stage in the case of tailrace and sewerage system construction.
