An Empirical Study on Effectiveness of Korean Regional Policies for Balanced Development (지역간 균형성장을 위한 지역정책의 효과분석)

  • The most important objective of the national development policy in Korea is the balanced regional development through the mitigation of concentration to the Capital region and the further development of other regions. Although various national policies have been formulated so far, the consequences of such policies for the balanced regional development have been unsatisfactory. This paper attempted to estimate regional growth factos through regression method. According to the results of this study, the differentiated regional policy for promotion and regulation to the location of firms and colleges and technological development have been operated only partially but not comprehenisively nor systematically. Especially, much of financial assistance has not been differentiated regionally. This study is expected to contribute to the formulation of the rational regional policy in future.

  • The venus clam, Ruditapes philippinarum, is an aquaculture shellfish mainly distributed in an intertidal zone of East Asia including Korea, China and Japan. The morphological variation of this species is great. In fact, two of the most popular markers used in molecular evolution, mitochondrial DNA (mtDNA) and nuclear ribosomal DNA (rDNA), have quite different properties, which could translate into different consequences of mutation, drift, migration and selection on patterns of geographical variation and molecular divergence.   • Fish communities in river networks provide significant ecosystem services that will likely decline under future land use and climate change. We developed a model that simulates the consequences to multiple populations of one or more fish species-a meta-community-from multiple stressors across a river network. The model is spatially-explicit and age-structured, with three components: habitat suitability; population dynamics, including species interactions; and movement across a spatial network. Although this model is simple, it can form the basis of fisheries assessments and may be incorporated into an integrated modeling system for watershed management and prediction.

  • The origin of hospital accreditation in Korea is the Hospital Standardization Program of the Korea Hospital Association. Current accreditation program implemented by the Korea Institute for Healthcare Accreditation has succeeded in stimulating quality improvement activities of participating hospitals since its launching in 2010. However it has been criticized due to some unintended consequences of accreditation. In order to fully enjoy the benefit of the accreditation program in Korea, national efforts to expand accreditation scheme and coverage, upgrade accreditation standards, insure substantiality of accreditation process, provide consumers with more useful information, and strengthen the professional capacity of accreditation organization will be needed.

A Study on the Predictors of Intention to Pirate Software (소프트웨어 불법복제 의도에 미치는 영향요인에 관한 연구)

  • Many studies have reported that software piracy is prevalent in today's society. As software is more closely integrated with across industries, software piracy would put more burdens on national economy. In spite of software anti-piracy efforts, the phenomenon has been getting worse. It is necessary to change the focus of current deterrence strategies. For better understanding of unethical behavioral intention, a research model of potential determinants for the software piracy is developed and empirically tested. The results from the study show that the planned behavior model variables-attitude, subjective norms, and perceived behavioral control-have impact on intention to commit software piracy. In addition to the variables, past behavior, perceived benefits and risk were found to be significant predictors of attitude toward software piracy. However, neither attitude nor intention was influenced by facilitating conditions. Moreover, the effect of past piracy behavior on attitude was strongly mediated by perceived benefits. Implications for research and practice are discussed.

  • Although there are numerous regulations provided for the Steering and Sailing Rules on the International Regulation forPreventing Collisions at Sea, 1972(hereinafter called COLREG), the most important Sailing Rules for approaching between two vessels in sight of one another could actually be defined as three typical aspects based on both the COLREG and practical sea experience. The Rules are overtaking , head-on situation and crossing situation applicable, those clearly prescribes on the COLREG. Thus, for easy understanding of these Rules comprehensive legal research is performed by every chapter in this paper so as to make practical implementation by duty officer of apprentice of shipping concerned. Consequently an aim of the study intends not only to exonerate any vessel, or the owner, master or crew there of, from consequences of well understanding and timely implementation to complying with the aforementioned three typical Steering and Sailing Rules which may be required by ordinary practice of seamen but also to avoid risk of collision at sea.

  • 'Navigable airspace' means an airspace at and above the minimum safe flight level, including airspace or flight procedures needed for safe takeoff and landing. Airspace may be established as needed and may be abolished, and in some cases may be limited to airspace management. These are absolutely based on risk assessment. Safety is the state in which the risk of harm to persons or of property damage is reduced to, and maintained at or below, an acceptable level through a continuing process of hazard identification and risk management. 'Risk' is the assessed potential for adverse consequences resulting from a hazard and 'Risk assessment' involves consideration of both the frequency and the severity of any adverse consequence. This paper proposed 'risk assessment procedure' for the structural changes of Navigable Airspaces through literature reviews relevant to manuals on airspace management and risk management.

  • Hazard evaluation and FTA are performed as the first and the second step of QRA for a LNG storage tank. Hazards are identified using HAZOP. Each segment of the system is examined, and we list all possible deviations from normal operating conditions and how they might occur. The consequences on the process are assessed, and the means available to detect and correct the deviations are reviewed. The FTA is carried out to analyse the hazards identified from the HAZOP study. A top event is selected to be release of LNG. Then all combinations of individual failures that can lead to the hazardous event are shown in the logical format of the fault tree system.

  • Primary cutaneous anaplastic large cell lymphoma (C-ALCL) is rare among skin malignancies. C-ALCL usually manifests as reddish or violet nodules. Surgical excision or radiation therapy is generally considered as first-line therapy, but a clinically aggressive disease may require multiagent chemotherapy. Establishing a proper diagnosis of C-ALCL is challenging but should be made to avoid inappropriate treatment and its consequences. The authors report a case of medically resolved C-ALCL in an 81-year-old man presented with well-defined nodular lesions on the forehead.

SENSITIVITY ANALYSIS OF SUV PARAMETERS ON ROLLOVER PROPENSITY

  • The growing concern surrounding rollover incidences and consequences of Sports Utility Vehicles(SUV) have prompted to investigate the sensitivity of critical vehicle parameters on rollover. In this paper, dynamic rollover simulation of Sports Utility Vehicles is carried out using a validated nonlinear vehicle model in Matlab/Simulink. A standard model is considered and critical vehicle parameters like CG height, track width and wheel base are varied within chosen specified limits to study its influence on roll behavior during a Fishhook steering maneuver. A roll stability criterion based on Two Wheel Lift Off(TWLO) phenomenon is adopted for rollover propensity prediction. Further dynamic rollover characteristics of the vehicle are correlated with Static Stability Factor(SSF), Roll Stability Factor(RSF) and Two Wheel Lift Off Velocity(TWLV). These findings will be of immense help to SUV chassis designers to determine safety limits of critical vehicle parameters and minimize rollover incidences.
