This paper is to consider the development process of conflict between Daegu and Gumi which has been arisen from Daegu city's plan of relocation of water intake plant. It first argues that water is a major common and public resource which is circulated through the social process as well as the natural one, and hence that conflicts within or between regions due to its allocation should be resolved or managed by construction of collaborative governance in which all stake-holders participate. In particular, it is pointed out that collaborative governance would be not only oriented to a normative goal, but also be mobilized as a strategic means. On the basis of this conceptual consideration, this paper explores the development process of conflict caused by Daegu city's plan of relocation of water intake plant, and analyze the starting conditions and deliberation process of the public-private committee which has been constituted through a consensus between Daegu and Gumi city government. It concludes that the current interruption of the committee has happened, because it has been mobilized politically as a strategic means for regional hegemony, not as a normative one to resolve the conflict.

In this study, on-site corporate instructors participated as student-cum-workers in a degree-linked high skills Meister course to improve job competency and practical ability as proposed in the Work-Study Career Vision. Evaluation questions were then developed and their validity was verified by assessing satisfaction related to expected goals in enhancing advanced training guidance and competency as an evaluator. Satisfaction assessment was conducted based on training preparation, training implementation, training effectiveness and training administration. The Delphi Method was adopted and a total of 48 items were developed in 6 categories under 4 main areas. There were 7 evaluation items on the satisfaction of training course development under training preparation, 21 evaluation items related to the satisfaction of Off-JT and OJT courses under training implementation, 16 evaluation items related to the satisfaction of increased competency as an on-site corporate instructor and the satisfaction of enhanced practical skills and skills application at work under training effectiveness, as well as 6 evaluation items to assess satisfaction with administrative support under training administration. The final conformity assessment was conducted based on the stability, content validity ratio, consensus and convergence indicators of the developed items. Results of this study do not only apply to quality management of the high skills Meister course which is being promoted as a pilot project for work-study programs, but also serves as a rationale that may be considered as a basic research tool in the collection of various opinions to derive overall system improvement factors for the work-study high skills Meister course.

The present study attempts to provide basic directions to respond to sea-level rise effectively based on the status of sea-level rise and its impact. The impact of the sea-level rise will be one of the most adverse component among climate change due to global warming. The basic approach to deal with sea level rise requires both mitigation and adaptation. Though the emission reduction can reduce a portion of sea level rise, the rising trend cannot be avoided due to the difficulty of the emission reduction and a strong inertia of the ocean. Therefore an effective corresponding direction has to focus on the development of appropriate adaptation strategies. Because sea level rise problem has scientific uncertainty, the corresponding system has to be designed to deal with the processes of information and awareness, planning and design, implementation, and monitoring and evaluation in continuous and long-term process. The future task to correspond effectively to the issue in Korea includes the improvement of scientific information, the development of adaptative measures, the enhancement of people awareness, the consensus of corresponding necessity, and formation of integrated corresponding system.
In this study, a survey was conducted to determine the understanding by teachers at KIPO-funded high schools of the specialized training of invention patent personnel. The subjects were 4 high schools and 126 copies of questionnaires were collected for analysis. The results of this study are as follows. First, teachers understand that it is particularly important to provide a specialized training for students so that they can more effectively adapt to the changes in their lives. They also consider basic job skills training, moral education and job readiness training as equally important. Second, they recognize the necessity for a specialized training of invention patent personnel. Third, they think that redundant teachers arising from the reform of the curriculum for specialized training should be provided with minor training. Fourth, they think that the reform of the curriculum for specialized training should consider the following aspects: the development of a curriculum for invention patent-specialized high schools, the strengthening of administrative financial supports, the creation of a consensus among those involved for the success of the specialized training, the development of textbooks and materials, and the consideration of the future prospects and current conditions of the invention patent industry. Fifth, they think that the successful operation of specialized high schools requires the consideration of the following factors: users' understanding, conformance, selection & concentration and uniqueness.
Objective : The purpose of our study is to compare and analyze the standards for the 2nd cycle of Evaluation and Accreditation system on institute of Korean Medicine Education & Evaluation (2nd IKMEE standards) and WHO guidelines for quality assurance of Traditional Medicine Education in the Western Pacific Region (WHO/WPRO guidelines) around the global standards of World Federation for Medical Education for basic medical education (WFME standard) to identify the shortcomings and improvements of 2nd IKMEE standards. Method : Each article of 2015 revised WFME standard was translated and summarized with focus on its core content. The next step was to review and analyze the corresponding contents of 2nd IKMEE standards in 2016 and the WHO/WPRO guidelines in 2005 for each item, focusing on the WFME standards. Results : All items in the fields of 3. assessment of students and 7. program evaluation in the WFME domain were absent from the 2nd IKMEE standards, and almost none of the WHO/WPRO guidelines. Most items in 1. the mission and outcomes domain, except for some items in the 1.1 mission field, the items of 2.6~2.8 fields in 2. education program domain, the items of 4. student domain except for the items of 4.3 student counseling and support field, and almost all items about quality development in WFME standards did not have a corresponding item in both the 2nd IKMEE standards and the WHO/WPRO standards. Conclusion : 1. The WFME standards are applicable to the criteria development of IKMEE standards. Several items of the WFME standards may need to be modified to apply the educational characteristics of Korean medicine, but consensus or further study is required. 2. Both the 2nd IKMEE standards and the WHO/WPRO standards are very insufficient to meet the WFME standards. In particular, 3. assessment of students and 7. program evaluation in the WFME domain were not in the 2nd IKMEE standards. This standard needs to be supplemented.

Parish nursing has a great potential for providing primary preventive health care. services as well as assisting people to access the health care system. While working in the community, parish nurses see the church as the new arena for delivering health care services. The parish nurse program was introduced by Granger Westberg in 1984. The concept of parish nursing is based on several beliefs; health is multidimensional and affects all aspects of an individual-physical, psychological, social, and spiritaul being. Parish nursing is one model in which churches can cooperatively work with health care institutions to address the needs of their parishioners. The role of the parish nurse is emphasized in four basic area: a) health education, b) health counseling, c) referal services, and d) facilitation and organization of support groups within the congregation. The parish nurse programs work chiefly in congregation or commuity where a certain language of faith is ready at hand. This means that the parish nurse works in an ecology of meanings and care which encourages the drawing on the message of God's grace, the practices and habits it encourages. The parish nurse may be involved in the church's health ministries and may work on either paid or volunteer basis; however, one of the most important qualification of the parish nurse is to have the nursing knowledge and skills to practice within the standards of Nursing Practice Act. The completion of standards of practice for professional nurses practicing as parish nurses had been identified as a priority by the HMA Executive Board (1996, HMA). In conclusion, parish nursing promotes health and healing by empowering the faith community, family, or individual to incorporate health and healing practices. There are several preconditions that should proceed to establish the foundation for successful development of the parish nursing program in Korea. First, reciprocal relationship with home health nursing should be considered. Second, correct terms and concepts of parish nursing should be studied and understood. Third, systematic study and investigation should be followed for further development of parish nursing. Fourth, strengths and weaknesses of different models should be studied to develop proper model of parish nursing for Korean situation. Finally, consensus of standardized education program and corporation with various religious communities as well as health institutions should be established. When these preconditions are met, the role of parish nursing as a new program for the promotion of holistic health will be established.
Due to the lack of national consensus on the importance and value of the character industry and the lack of recognition of value as a national strategic industry, the development of the character industry is experiencing great difficulties. The purpose of this study is to analyze the economic effects of character industry in China to help establish policies and strategies for the character industry in the future. To this end, this study utilized the China 2017 Industrial Association Table. The analysis results are as follows. China's character industry has a lower production inducement effect than other industries with a column total of 3.45514, and a row total of 1.30015. This shows that China's character industry is still being produced by small and medium-sized companies with a low equity ratio. Second, in the character industry, the index of the sensitivity of dispersion representing the forward linkage effect is 0.01426 and the impact factor is 0.03790, which are all less than 1. Therefore, it can be said to be the final demand manufacturing type.Third, in China character industry's income induction is 0.47690 and the production tax induction effect is -0.04912. It can be seen that the character industry has less income induction and tax burden generated every time the final demand increases by one unit in the entire industry than in other industries.Despite the quantitative growth of the character industry in China, the impact on other industries is low and it is not playing a role as an income-generating industry. Structural improvement is needed for the qualitative development of China's character industry.

Underground space, especially very-deep tunnel development in urban area, is a good alternative to solve the problem of insufficient ground space, and the need for underground space development is steadily increasing. However, due to the complex and time-consuming nature of design and construction, public conflicts related to the deep tunnel project are getting aggravating and more complex. In addition, since the public budget is mainly invested, when civil complaints arise, they often respond passively, resulting in amplification of conflicts or prolonging the deadlock in many cases. In this study, by analyzing the progress of major conflicts related to the construction of very-deep tunnels in urban area, the causes of conflicts, factors prolonging conflicts, and solutions are reviewed. Through a survey targeting ordinary citizens and tunnel experts, thoughts about the deep tunnel construction and major conflict factors were analyzed, and suggestions for minimizing conflicts were presented. The results of this study can be used to prepare alternatives such as various public involvement measures and improvement of project procedures to form a civic consensus on the construction of very-deep tunnels, and to prepare measures to improve prejudice against very-deep tunnels.
Malignant rhabdoid tumor (MRT) is a highly aggressive pediatric malignancy with no effective therapy. Therefore, it is necessary to identify a target for the development of novel molecule-targeting therapeutic agents. In this study, we report the importance of the runt-related transcription factor 1 (RUNX1) and RUNX1-Baculoviral IAP (inhibitor of apoptosis) Repeat-Containing 5 (BIRC5/survivin) axis in the proliferation of MRT cells, as it can be used as an ideal target for anti-tumor strategies. The mechanism of this reaction can be explained by the interaction of RUNX1 with the RUNX1-binding DNA sequence located in the survivin promoter and its positive regulation. Specific knockdown of RUNX1 led to decreased expression of survivin, which subsequently suppressed the proliferation of MRT cells in vitro and in vivo. We also found that our novel RUNX inhibitor, Chb-M, which switches off RUNX1 using alkylating agent-conjugated pyrrole-imidazole polyamides designed to specifically bind to consensus RUNX-binding sequences (5'-TGTGGT-3'), inhibited survivin expression in vivo. Taken together, we identified a novel interaction between RUNX1 and survivin in MRT. Therefore the negative regulation of RUNX1 activity may be a novel strategy for MRT treatment.
