Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.

The present study was carried out to examine the effects of Kami-hwal-hyeol-tang(KHHT) on the immune responses of synoviocyte cells prepared from the rheumatoid arthritis patients, and also on the collagen-mediated arthritis in mouse model. Several experiments were performed in vitro and in vivo to analyse the immunomodulatory effects of KHHT, and the major findings are summarized below: 1. KHHT did not show the cytotoxicity against mLFCs and hFLSs. 2. KHHT inhibited gene expression of IL-1β, IL-6, TNF-α, COX-2, NOS and GM-CSF in hFLSs. Furthermore, KHHT-treated hFLSs showed reduced production of pro-inflammatory cytokines such as IL-1β and IL-6 compared to the control cells. 3. KHHT treatment of hFLSs inhibited the binding activity of NF-kB and AP-1 to their consensus DNA sequences. 4. KHHT treatment(400 ㎍/㎖) of hFLSs significantly inhibited hFLSs proliferations compared to the control cells. 5. KHHT significantly reduced the production of ROS in hFLSs compared to the control cells. The present data show that KHHT plays an important role for the regulation of AP-1 and NF-kB gene expression. Also, it was found that KHHT has anti-arthritis effect. Further studies of KHHT in relation to RA therapeutics may provide important information to develop drugs to treat this disease.
Purpose: There has been no definite consensus on standard treatment, either local or systemic, for the Kaposi's sarcoma (KS). Radiotherapy (RT) can be a good local therapeutic choice especially in non-AIDS associated KS (NAKS) for its indolent behavior. Materials and Methods: Medical records of 17 KS patients treated with RT at the Seoul National University Hospital from February 1998 to January 2012 were retrospectively reviewed. One human immunodeficiency virus (HIV)+ patient with 3 lesions was excluded. The total number of the lesion was 23 among the 16 patients. The median follow-up period was 27.9 months. Correlation between response and variables was analyzed using the logistic regression model. Median age of the patients was 75 years. All the 23 lesions were located at the extremities. Fourteen (61%) of those had pain or local swelling as the initial presentation. Ten patients had possible causes of immunodeficiency and were regarded as iatrogenic, and other 6 were classic KS. Median dose of RT was 36 Gy. Results: No KS-related death was observed. Excluding 2 with short-term follow-up only, complete response and partial response were obtained in 2 (9%) and 19 (73%) lesions, respectively. Of those, 3 lesions underwent local progression. Six had out-of-field recurrence after RT. Symptom improvement was achieved in 13 (93%) of 14 patients. Grade 2 skin toxicities were found in 9 lesions but all got improvement after treatment. When divided into responsive and progressive group, free from progression was not related to any of the possible variables. Conclusion: RT is effective in local control of NAKS resulting great response rate.
The purpose of this study was to verify the effects of psychodrama group counselling, and to determine its applicability as a nursing intervention for the promotion of mental health of clients in their developmental stages. Methodological triangulation was used for research design. For quantitative study, quasi experimental study design with nonequivalent control group was used to test the effects of psychodrama group counselling. For each experimental and control group convenient samples of 15 nursing students were selected, and observed from May to Nov. 2000. For experimental group, the treatment was given for 2 hours each week, totaling 20 hours. The questionnaire consisted of 24 items of physical symptoms from CMI. 40 items of Spielberger Anxiety Scale, and 21 items of Beck Depression Scale. Reflective journal was written by the experimental group. The data were analyzed using chi-square and Mann-Whitney U test. For the qualitative study, the contents of the reflective journal were analyzed into categories and classifications. The results of the study were as follows; 1. There was a significant difference on physical health status between the experimental and the control group 2. There was a significant difference between two groups on the mean scores of mental health before and after psychodrama group counselling. 3. The qualitative analysis of reflective journal resulted in 4 categories and 13 classifications, which was reflected by the experience of the psychodrama group counselling. The four categories were self introspection, psychological support, improvement of interpersonal relationship and self development. The thirteen classifications are self-discovery, discovering others, emotional catharsis, positive thinking, formation of consensus, comforting, being free, being comfortable, understanding, maturing personal relationship, acquiring self-confidence, new challenges, and planning for the future. Based on the study findings, the psychodrama group counselling had promoted not only physical but also mental health of nursing students. The characteristics identified by the study suggested the applicability of psychodrama group counselling as an effective measure of nursing intervention for clients.
Precision correction is the process of geometrically aligning images to a reference coordinate system using GCPs(Ground Control Points). Many applications of remote sensing data, such as change detection, mapping and environmental monitoring, rely on the accuracy of precision correction. However it is a very time consuming and laborious process. It requires GCP collection, the identification of image points and their corresponding reference coordinates. At typical satellite ground stations, GCP collection requires most of man-powers in processing satellite images. A method of automatic registration of satellite images is demanding. In this paper, we propose a new algorithm for automatic precision correction by GCP chips and RANSAC(Random Sample Consensus). The algorithm is divided into two major steps. The first one is the automated generation of ground control points. An automated stereo matching based on normalized cross correlation will be used. We have improved the accuracy of stereo matching by determining the size and shape of match windows according to incidence angle and scene orientation from ancillary data. The second one is the robust estimation of mapping function from control points. We used the RANSAC algorithm for this step and effectively removed the outliers of matching results. We carried out experiments with SPOT images over three test sites which were taken at different time and look-angle with each other. Left image was used to select UP chipsets and right image to match against GCP chipsets and perform automatic registration. In result, we could show that our approach of automated matching and robust estimation worked well for automated registration.
Moon Jae-in Care can be seen as a 2.0 version of Roh Moo-Hyun Care. Just as Roh Care failed to achieve its coverage rate goal and 30% share of public beds, Moon Care also failed to achieve its expected goal. The reason is that it followed Roh Care's failed strategy. Failure to control non-covered services has led to a long way to achieve a 70% coverage rate and induced the expansion of voluntary indemnity insurance, resulting in increased public burden. The universal coverage of non-covered services caused an immediate backlash from doctors. And Moon government also failed to control the private insurance market. The expansion of publicly owned beds has not become realized and has not obtained public support. Above all, it failed to overcome the resistance of doctors and failed to obtain consent from budget power groups in the cabinet for public investment. It was also insufficient to win the support of civic groups. Communication with interested groups failed and the role of private health care providers was neglected. The next government should also continue to strengthen health care coverage, but it should prioritize preventing medical poor and create a consensus with both medical providers and consumers for the control of non-covered services. Ahead of the super-aged society, the establishment of linkage between medical services and long-term care and visiting health care or welfare services is an important task. All public and private provisions and resources should be utilized in the view of a comprehensive public health perspective, and public investment should be input in sectors where public medical institutions can perform more effective functions. The next government, which will be launched in 2022, should design a new paradigm for health care in the face of a period of transformation, such as the coming super-aged society in 2026 and the Fourth Industrial Revolution, and recognize that the capabilities of the health care system represent the nation's overall capacity.

Blockchain technology can provide a high level security based on a decentralized distributed ledger and consensus-based structure. In order to increase the utilization of blockchain technology, it is necessary to find a way to use it in fields that require personal data processing such as health care and e-commerce. To achieve this goal, the blockchain based system should be able to comply with data privacy regulations represented by European Union(EU)'s GDPR(General Data Protection Regulation). However, because of the properties of the blockchain like the immutability and decentralized recorded data, it is difficult to technically implement the requirements of the existing privacy regulations on the blockchain. In this paper, we propose a multi-chain based access control system that can guarantee the rights of the personal data subject required by GDPR by utilizing Chameleon Hash and Attribute Based Encryption (ABE). Finally, we will show through security analysis that our system can handle personal data while maintaining confidentiality and integrity.
Kainic acid (KA) causes neurodegeneration, but no consensus has been reached concerning its mechanism. Nitric oxide may be a regulator of the mechanism. We identified differentially expressed genes in the hippocampus of mice treated with kainic acid, together with or without L-NAME, a nonselective nitric oxide synthase inhibitor, using a new differential display PCR method based on annealing control primers. Eight genes were identified, including clathrin light polypeptide, TATA element modulatory factor 1, neurexin III, ND4, ATPase, $H^+$ transporting, V1 subunit E isoform 1, and N-myc downstream regulated gene 2. Although the functions of these genes and their products remain to be determined, their identification provides insight into the molecular mechanism(s) involved in KA-induced neuronal cell death in the hippocampal CA3 area.
For the reduction of flood damage, it is necessary to analyse shelter activities of local residents and to publish information of floodings, In this paper the control factors of individual refuge activities which are major activities to save peoples lives against floodings have been estimated. Decision making factors for mental refuge activity by the questionnaire survey were classified into two categories: internal and external ones. Furthermore, the behaviour patterns of residents for flood risk related to geographical and social factors were derived by the quantification method n. Since spatial layered information using GIS were corrected and estimated to serve citizen's consensus due to flood disaster, it would aid reduction and minimization of flood risk.d risk.
Nek6 belongs to NIMA1 (never in mitosis, gene A) related kinase, which was originally identified in Aspergillus nidulans as a serine/threonine kinase critical for cell cycle progression. We noticed that the putative SUMOylation site is localized on the $K^{252}$ residue in $^{251}FKsD^{254}$ of Nek6, based on the consensus sequence ${\Phi}KxE$; where ${\Phi}$ represents L, I, V or F and x is any amino acid. We observed that the Nek6 SUMO mutant (K252R) has decreased protein kinase activity, nuclear speckle localization and protein stability, compared with that of the Nek6 wild type. However, the Nek6 SUMO mutant increased the cell survival rate of COS-1 cells as determined by FACS analysis. Therefore, our data suggest that SUMOylation on the $K^{252}$ residue of Nek6 is required for its normal functions, such as proper nuclear localization, kinase activity and protein stability, to control cell cycle.
