A Case Study on the Revitalization for Public Open Space of Mixed-use Residential Building in Busan City : Focused on 'Kyungsung Univ.·Bukyung Nat'l Univ. Station'-area (도시 내 주상복합건축물의 공개공지 활성화를 위한 사례연구 - 부산시 '경성대·부경대역' 일대를 중심으로 -)

  • The purpose of this study is to present implications in the planning and design methodology for revitalization of public spaces for mixed-use residential building. For the purpose, I have taken a literature research and a site analysis with cases of 'Kyungsung Univ.·Bukyung Nat'l Univ. Station'-area in Busan City. The analysis framework was consist of spatial composition, street facilities, use behavior, and connection with the street. The result of this study is as follows; 1) It is needed to consist of an empty space practically usable in an open location that is easy to access by the general public. 2) Considering the use of people, it is needed to install street furniture that can actually be used for rest. 3) It is needed to make a plan and design that considers the access and use of the general public and the space through it. 4) It is needed to create a synergistic effect in the integration of the street and the public space and the linkage with the street through this.

A Literature Review of Issues and Tasks by Period of Revision of Regulations Related to Convalescent Rehabilitation Wards in Japan: Focusing on Quality Evaluation

  • Purpose: Japan established the convalescent rehabilitation wards, corresponding to Korea's rehabilitation medical institutions, in 2000 and developed it into the present system through continuous revisions. This study sought to analyze the issues and tasks faced by Japan segregated by the period of revision of convalescent rehabilitation ward-related medical fee regulations, through a literature review and further aimed to explore the direction of development of domestic rehabilitation medical institutions. Methods: Ten revisions of the medical fee regulations were classified into three stages based on quality evaluation: (1) the quantitative expansion stage (2000-2006); (2) quality evaluation introduction stage (2008-2014); and (3) quality evaluation maturity stage (2016-2020). Results: The following issues and tasks emerged: (1) For the quantitative expansion stage; insufficient rehabilitation within the ward, insufficient after-hour rehabilitation, insufficient connection with acute-stage hospitals and maintenance facilities, and the low ratio of specialists. (2) For the quality evaluation introduction stage; disparity in the manpower between institutions, the necessity of a 365-day rehabilitation system, avoidance of critical patients, and the problem that an increase in the amount of rehabilitation did not lead to a qualitative improvement. 3) For the quality evaluation maturity stage; cream-skimming issues in selecting patients, inappropriate evaluation of rehabilitation effects, and the necessity of follow-up measures after discharge. Conclusion: It is worth referring to the established regulations in Japan, and concurrently it is necessary to strengthen the evaluation of the structures, processes, and results when operating and evaluating rehabilitation medical institutions in Korea taking into account the side effects that could be identified in Japan.

Analysis of Overseas Educational Informatization Infrastructure Evaluation Indicators (해외 교육정보화 인프라 평가 지표 분석)

  • The purpose of this study is to examine overseas educational informatization infrastructure evaluation indicators and create data for establishing and developing educational informatization policy directions in the future. We analyzed the cases of OECD PISA, UNESCO, ITU, the German Wetelsmann Foundation, the U.S. Department of Education, and China as educational indicators. As a result of the analysis, evaluation items for electrical and telecommunication facilities such as the school's Internet connection network were commonly found in all indicators, and the ratio of learners to PCs (LCR) was also found in 3 out of 4 indicators. Through this study, it is expected that it will be of great help in conducting educational informatization evaluation suitable for the rapidly changing modern society and developing evaluation tools.

A Study on Port Improvement with the Activation of Cross-Border E-Commerce: A Study of Pyeongtaek Port

  • Purpose - The purpose of this study is to present what the port of Pyeongtaek, the hub of Korean trade with China, should improve in the current situation, wherein the e-commerce trade volume between Korea and China is increasing due to the development of online technology. Design/methodology - In this study, through prior research and expert interviews on e-commerce and port activation between borders, we derived the main improvement factors for 1) Administration and Systems, 2) Facilities, 3) Transport, and 4) Manpower, and selected 12 detailed variables for the major improvement factors. To identify the relative importance of the major improvement factors, the Analytic Hierarchy Process (AHP) method was applied, and a survey was conducted among 15 related experts. Findings - As a result, among the 12 detailed variables, Composition of Association (0.267) was the first factor to be improved, followed by Incentive Support (0.143) and E-Commerce Cluster (0.131). Based on these analyses, the main implications of this study are, first, in the current situation where the cross-border e-commerce market is growing, Pyeongtaek Port needs to form a consultative body among the government, local governments, and related businesses in connection with cross-border e-commerce and develop various support policies for the e-commerce market. Second, it will have to be able to provide differentiated services from competing ports by establishing e-commerce market-oriented clusters. Originality/value - In existing related studies, various improvements were presented to revitalize trade in line with the growth of the cross-border e-commerce market. However, with regard to most cross-border e-commerce businesses, one-dimensional improvement measures, such as improvement of payment systems, improvement of customs clearance services, and promotion of human resources, are presented in a piecemeal manner. In other words, none of the studies have proposed the importance and priority of each measure in terms of both the forward-looking and efficient allocation of resources, which is the purpose of this study. Therefore, this study contributed politically, practically, and academically by presenting countermeasures for ports to revitalize cross-border e-commerce and presenting strategic priorities using quantitative analysis methods.

  • Recently, livestock farms in Korea are introducing data-based technologies to improve productivity, such as livestock environment and breeding management, safe livestock production, and animal welfare. In addition, the government has been conducting a smart livestock distribution project since 2017 through the modernization of ICT-based livestock facilities in order to improve the productivity of livestock products and improve the livestock environment as a policy. However, the current smart livestock house has limitations in connection, diversity, and integration between monitoring and control. Therefore, in order to intelligently systemize all processes of livestock with intelligent algorithms and remote control in order to link and integrate various monitoring and control, the Internet of Things, big data, artificial intelligence, cloud computing, and mobile It is necessary to develop a smart livestock system. In this study, domestic and foreign research trends related to smart livestock based on intelligent information technology were introduced and the limitations of domestic application of advanced technologies were analyzed. Finally, future intelligent information technology applicable to the livestock field was examined.

A Study on Elementary School Teachers' Needs for Future School Spaces - With a Focus on A Public Elementary School in Seoul - (초등학교 교사의 미래학교에 대한 공간 요구 탐색 연구 - 서울 공립 A초등학교를 중심으로 -)

  • This study was conducted to provide implications so that teachers' voices are heard in the social consensus for future schools by exploring teachers' needs for future school spaces. A qualitative study was performed to listen to teachers' voices directly, and 10 teachers from "A" Elementary School (tentative name) participated in the study. The study 1) recognized the emergence of learning that transcends time and space, and emphasized the importance of an ICT-based informatization environment that can support such learning, 2) confirmed the characteristics of futuristic school spaces centered on "tradition" and "technology," 3) recognized the importance of learning community spaces, 4) emphasized "variable" classrooms for flexible teaching and learning activities, and 5) confirmed the need to introduce eco-friendly elements and provide support for those who may be vulnerable in high-tech learning environments. Finally, the study concluded that teachers need systematic education and experiences that contain sufficient important discourses related to future schools such as "eco-friendliness" and "connection with local communities".

Methodology for Developing Standard Schedule Activities for Nuclear Power Plant Construction through Probabilistic Coherence Analysis

  • Nuclear power plant (NPP) constructions are large scale projects that are executed for several years, and schedule control utilizing various schedules is a critically important factor. Recently Korea independently developed the Advanced Power Reactor (APR) 1400 and is building nuclear facilities applying this new reactor type. The construction of Shin-Kori NPP (SKN) Unit 3, which adopted the APR1400, was completed and commercial operation has begun, while, SKN 4, Shin-Hanul NPP (SHN) Units 1&2, and SKN 5&6 are currently under construction. Prior to the development of the APR1400, Korea built 24 reactors and accumulated the schedule data of various reactor types which provided the foundation for schedule reduction to be possible. However, as there is no schedule development and review system established based on the standard schedule data (standard activities, durations, etc.) by reactor type, the process for developing the schedule for new builds is low in efficiency consuming much time and manpower. Also all construction data has been accumulated based on schedule activities. But because the connectivity of activities between projects is low, it is difficult to utilize such accumulated data (causes for schedule delay, causes for design changes, etc.) in new build projects. Due to such reasons, issues continue to arise in the process of developing standard schedule activities and a standard schedule for nuclear power plant construction. In order to develop a standard schedule for NPP construction, i) the development of an NPP standard schedule activity list, ii) development of the connection logic of NPP standard schedule activities, iii) development of NPP standard schedule activity resources and duration, and iv) integration of schedule data need to be performed. In this paper, an analysis was made on the coherence of schedule activity descriptions of existing NPPs by applying the probabilistic methodology on activities with low connectivity due to the utilization of the numbering system of four APR1400 reactors (SHN 1&2 and SKN 3&4).This study also describes the method for developing a standard schedule activity list and connectivity measures by extracting same and/or similar schedule activities.

  • In recent years, the maritime industry system including port facilities, VTS(Vessel traffic service) is rapidly evolving with the development of technology. The connection between systems has been greatly expanded, and many research cases using this connectivity have been reported. This paper deals with the structural design of the arrival/departure support system for an autonomous ship. The system requires navigation data from the autonomous ship and radar/AIS data from the port. In this paper, design result on how the arrival/departure support system interacts with the autonomous ship and port system are addressed.

  • Various studies has tried to unveil causes of cost overrun and schedule delay in the road construction project. However, these causes need standardization due to difference by guidelines, relevant research, and facilities. Therefore, this study identifies and elaborate standard road construction cost and schedule variation factors that can be used in the planning and execution of the project. variation factors have been derived and grouped through literature review and modified and supplemented through expert interview. In addition, the connection with the relevant guidance factors is confirmed and the usability is reviewed by applying actual road construction cases. The factors suggested in this study comprehensively include factors of related guidelines and previous research, more clearly distinguish, support decision making.

Development of an Efficient Management Program for the Home-based Cancer Patient Management Project of Public Health Centers (보건소 재가 암환자 관리사업의 효율적 관리 방안 개발)

  • Purpose: The purpose of this study is to investigate the current state of the home-based cancer patient management project of public health centers throughout the country. The results of the investigation is employed to identify obstacles to the execution of the program and, finally, to develop an efficient management program of home-based cancer patients. Methods: Data on the home-based cancer patient management project were collected and analyzed through visiting interviews or telephone interviews with 225 public health centers throughout the country for six months from July to December, 2006. Results: Obstacles to the present execution of the home-based cancer patient management project were identified. Some of them are : (1) patients' low trust in cancer patient management by local health centers, (2) absence of programs customized to local communities, (3) lack of personnel and vehicles for home-based cancer patient management, (4) lack of education program for personnel in charge of home-based cancer patient management, (5) problems in public health doctors, weak connection to private medical institutions, (6) absence of medical institutions and hospice facilities for cancer patients, and (7) non-standardized volunteer workers, so on. Considering all these problems, some effective management methods are proposed. The basic concept is to keep the autonomy and variety of the local helath centers. And based on this concept, three models of (1) public health center controlled model, (2) medical institutions and hospice facilities-entrusted model and (3) medical institutions and hospice facilities-cooperative model are developed. Conclusion: By adopting an adequate model among proposed three models, the public health centers are expected to achieve an efficient utilization of material resources and manpower. In addition, by inventing their own programs that are proper for the local societies, they can improve the home-based cancer patient management.
