Some strategies for the integrated water management system based on GIS was suggested for the comprehensive and systematic management on the watershed. Contents of database and thematic layers for the related elements with GIS was indicated to estimate the quantity of total pollution loads and to simulate the water quality. Also, functions for the information providing was suggested on the connection with spatial data and attribute data, the search for collected data, the analysis for time series, and the visual presentations. Finally, it was suggested to integrate the existing systems and database structures, and to construct of data warehouse.

High availability and business continuity in the mission critical enterprise environment have been a matter of primary concern. It is desirable to implement replicated servers, duplicated devices and disaster recovery sites so that these issues are accomplished. When that happens, web browser's users may be accessed web server through a specific Uniform Resource Locator. A critical issue arises if web browser's users recklessly change the URL and access into other site. In this case, data integrity between duplicated sites may not be guaranteed. In this paper, we introduce the method of integrating the technologies of user authentication, certificate authority and business continuity and Propose the design and implementation of intelligent service access management.

We propose an advanced transaction scheduling protocol to improve the concurrency and to guarantee the mobility for the mobile database management systems. Mobility, portability, and wireless link In mobile computing environment can cause certain drawbacks, and thus it is more difficult to solve the concurrency control problems. However, a locking scheme should be used to guarantee the data consistency and to prevent the data conflicts. It is well known that data consistency is guaranteed by standard transaction scheduling schemes like two-phase locking (2PL). It has two of operation, lock and unlock. But 2PL does not give solution for mobile system. Altruistic Locking (AL) and classifying transactions, we adapt, can give solution for the previous problems. AL, as an advanced protocol, has attempted to reduce delay effects associated with lock release moment by the use of donation. In this paper, we extend those approaches and classify the transactions to reduce delay effects of short-lived transaction caused by long-lived transaction. In addition, we show efficient solution for the case of disconnection occurrence. Our protocol, namely, Mobile Altruistic Locking (MAL) is shown to be efficiently used in order to reduce delay effects and to guarantee database consistency in a state of the slippery connection in mobile database systems.

Excavation works of cylindrical shafts and tunnels for the construction of a variety of infrastructures have been frequently going on in the urban areas. When ground excavations of cylindrical shafts and shallow tunnels proceed in the ground condition of high water level and silt particle component, ground water drawdown involving soil particle migration causes loosening of ground around tunnels and shafts, causes settlement and deformation of ground. Damages due to ground sinking and differential settlement can occur in the adjacent ground and structures. The extent and possibility of damage relevant to ground water drawdown and soil particle migration can't be so precisely expected in advance that we will face terrible damages in case of minor carefulness. This paper introduces two examples of construction management where using incremental deformation graph of inclinometer, we noticed the possibility of soil migration due to ground water drawdown in the excavation process of vertical shaft and shallow tunnel, analysed a series of measurement data in coupled connection, properly prepared countermeasures, so came into safe and successful completion of excavation work without terrible damages. The effort of this article aims to improve and develop the technique of design and construction in the coming projects having similar ground condition and supporting method.

this paper presents the concept of "mobile ATM', a proposal for third-generation (3G) mobile communication network infrastructure capable of supporting flexible evolution of radio technologies from today's cellular and data services towards future wireless multimedia services. Mobile ATM provides generic mobility management and QoS-based transport capabilities suitable for integration of multiple radio access technologies including cellular voice. wireless data, and future broadband wireless services. The architecture of a mobile ATM network is outlined in terms of the newly-defined "W-UNI" interface at the radio link and "M-UNI"and "M-UNI" interface which supports unified access for WATM and non-ATM mobile terminals through corresponding interworking functions (IWF) is explained. leading to an understanding of how different radio access technologies are supported by the same ATM-based core network infrastructure. Generic mechanisms for handoff and location management within the core mobile network are discussed. and related protocol extensions over the "W-UNI" and "M-UNI/NNI"interfaces are proposed. the issue of "crossover switch (COS)" selection in mobile ATM is considered, and a unified handoff signaling syntax which supports flexibility in COS selection is described. Typical signaling sequences for call connection and handoff using the proposed protocols are outlined. Experimental results form a proof-of-concept mobile ATM network prototype are presented in conclusion.

The Gauranteed Frame Rate service category was proposed by the ATM Forum as an enhancement to the UBR service. This service aims to support minimum cell rate gaurantee for each virtual connection and allow any excess bandwidth in the network to be shared among the contending VCs in a fair manner. We propose a new buffer management algorithm for GFR service through FIFO queuing discipline. Proposed scheme can provide minimum bandwidth guarantee for GFR VCs as well as improve the fairness among the competing GFR VCs on a single FIFO queue. From simulation results, we demonstrate the proposed scheme fulfills the requirement of GFR service as well as improves the TCP throughput.

Effective management of underground facilities which include water line, sewer line, electric line, telephone line, gas line etc., is very important for people's safety as well as administrative efficiency. The purpose of this study is four-fold: first, investigate management status of utility information of each utility companies, second, develope classification system of underground facilities and use this classification system for guidelines of database construction and for the exchange of database among utility companies, third, construct database using existing utility maps in pilot study area and identify accuracy of the existing maps and suggest strategy of database construction, fourth, suggest strategy of database maintenance and its organizational plan in connection with national plan.

The Szentgotthard Flood Protection Project is located in the southeasters part of Austria, very close to the Hungarian border and to the Hungarian town of Szentgotthard situated near the Junction of the rivers Lafnitz and Raab. During heavy rainstorms, this area has always been liable to severe floodings, affecting the town itself and upstream reaches, where major industrial and commercial development is planned. In order to solve these problems, several solutions have been developed by means of a series of model tests performed at the hydraulic laboratory of the Technical University of Graz, Austria. The model was constructed to scales 1:75 (lengths) and 1:25 (heights). This trebled scale allowed greater accuracy in the measurement of discharge depths. The results from the model tests have led to the following proposals: - Construction of a flood relief trough with an inflow section 3.5 km upstream of the junction of the rivers Lafnitz and Raab. - Use of a former river bed for the flood relief trough. - Design of a lowered embankment crest section to pass one-third of the maximum flood flow of the river Lafnitz. - Connection of the flood relief trough to the Lahnbach stream, a tributary of the river Raab.

The objective of this study is to suggest development methods of marine tour complexes by specializing and modernizing the renowned Jagalchi Fish Market. This study tries to suggest the ways of overcoming limitations of the traditional market place and making a unique tourism destination with affluent attractive culture elements. To preserve its position as the most famous fish market in Korea, Jagalchi market needs to more differentiate its position over competitors. To do that, it needs to avoid over-lapping of product categories among different sectors and specializing each zone according to the assigned theme. Improving tourism environments by expanding entertaining aspects, building landmark facilities and a seaside park, and tourism infrastructures. In addition, the development scheme needs to be planned unified with other city development plans to create a unified image, and a connection program with other tourism resources surrounding the target area needs to be created in order to pursue synergy effects. In the aspect of food, a large seafood center which offers various seafood from all around the world, a traditional night market street, various theme restaurants can be suggested. Successful development of the Jagalchi marine tour complexes not only has ripple effects on the region's culture, society, and other related industries but directly influences related regional tourism and commercial industry.

In the modern society where information system based on the computer in organization have been developed over again. A decision support system is one of the most popular topics. The computer have been discussed in relation to management strategy between enterprisers and researchers so far, but the accumulation of data resource and communication foundation have not been attended in actuality. The organic connection between business and information technique have been less progressed than our expectation. At this point of time. such a technical restrution getting removed, We have closed a gap between management strategy and computer. Now we are taking a growing interest in computer use for supporting proceedings decision, a lot of strategic marketing decision is wifely used in such a case, and the technical development is comming to advanced. In this study, I Investigate such a new tendency as strategic program and proceedings decision system. I will especially focus my study on a strategic program and a budget control corporation, so to speak, on strategic budget management system. Concretely the purpose of this study is to investigate what functions the proceedings decision support system requires in order to deal with the problem of strategic level and to practically establish the system with the use of DSS GENERATOR/ARISTOTLE in my laboratory.
