혼잡통행료 징수 정책의 동태성과 효과분석 (A study for the Dynamics of the Congestion Toll Policy and It′s Effectiveness)

  • Traffic congestion stems from the widespread desires of people to purse certain goals that inevitably overload existing roads every day. he a transportation policy, congestion toll system has been implemented in Seoul, since 1996. The growing concerns on whether the system would achieve sustained results in the future motivated us to investigate the effectiveness of this policy. Developing and running the congestion toll simulation model, we find that this policy is not an effective policy in the long m. The paper indicates the power of system dynamics approach as a tool for evaluating complex policy like a congestion toll, and suggest that city transportation policy maker should approach the problem with systems thinking and analyze the effectiveness of policy on the basis of understanding the dynamic relationships among subsystems.

Effective Estimation Method of Routing Congestion at Floorplan Stage for 3D ICs

  • Higher integrated density in 3D ICs also brings the difficulties of routing, which can cause the routing failure or re-design from beginning. Hence, precise congestion estimation at the early physical design stage such as floorplan is beneficial to reduce the total design time cost. In this paper, an effective estimation method of routing congestion is proposed for 3D ICs at floorplan stage. This method uses synthesized virtual signal nets, power/ground network and clock network to achieve the estimation. During the synthesis, the TSV location is also under consideration. The experiments indicate that our proposed method had small difference with the estimation result got at the post-placement stage. Furthermore, the comparison of congestion maps obtained with our method and global router demonstrates that our estimation method is able to predict the congestion hot spots accurately.

민감도를 이용하여 풍력단지가 연계된 송전계통의 최적혼잡처리 (Optimal Congestion Management Based on Sensitivity in Power System with Wind Farms)

  • This paper studies generator rescheduling technique for congestion management in power system with wind farms. The proposed technique is formulated to minimize the rescheduling cost of conventional and wind generators to alleviate congestion subject to operational line overloading. The generator rescheduling method has been used with incorporation of wind farms in the power system. The locations of wind farms are selected based upon power transfer distribution factor (PTDF). Because all generators in the system do not need to participate in congestion management, the rescheduling has been done by generator selection based on the proposed generator sensitivity factor (GSF). The selected generators have been rescheduled using linear programming(LP) optimization techniques to alleviate transmission congestion. The effectiveness of the proposed methodology has been analyzed on IEEE 14-bus systems.

순환인공신경망(RNN)을 이용한 대도시 도심부 교통혼잡 예측 (Traffic Congestion Estimation by Adopting Recurrent Neural Network)

  • 교통혼잡비용은 매해 증가하며, 교통혼잡비용의 63.8%에 해당되는 도심부 교통혼잡에 대한 대책 마련이 시급한 상태이다. 최근 빅데이터, 인공지능 등 4차 산업혁명을 선도하는 기술들의 발전으로 교통부문의 정보화에도 많은 변화가 초래되고 있다. 이러한 신개념 기술을 활용하여 소통상황 예측정보를 제공함으로써 교통혼잡비용을 저감할 수 있을 것으로 기대된다. 이에 본 연구에서는 순환 인공 신경망(RNN)을 활용하여 반복 및 비반복 정체 예측 모형을 개발하고자 하였다. 제안 모형은 실시간 소통정보, 이력정보, 유고상황정보 등을 활용하여 현재를 기점으로 15분 간격의 1시간 이후 소통 상황을 예측하는 모형이다. 33개 링크로 구성된 서울시 논현로에 대해 2개의 은닉층으로 구성된 RNN 모형을 구축하였다. 총 30개 모형을 계량활용변화역전파 알고리즘으로 학습하여, 이 중 평균오차제곱이 0.0834인 모형을 최적 모형으로 선정하였다. 모형 검증 결과 25개 링크에 대해 유의성 높은 예측을 하였다. 모형의 예측력을 열지도를 통해 검토한 결과 반복 정체뿐 아니라 비반복 정체까지 예측할 수 있는 것을 확인할 수 있었다. 따라서 실제 도로 상에서의 교통혼잡 예측을 위한 모형으로 활용할 수 있을 것이라 기대된다.

부산항 컨테이너 물류 시스템의 비용분석에 관하여 (On the Cost Analysis of Container Physical Distribution System in Pusan Port)

  • This paper aims to determining the optimal capacity of Pusan port in view point of Container Physical Distribution cost. It has been established a coast model of the container physical distribution system in Pusan port is composed of 4 sub-systems and in-land transport system. Cargo handling system, transfer & storage system and in-land transport system, and analyzed the cost model of the system. From this analysis, we found that the system had 7 routes including in-land transport by rail or road and coastal transport by feeder ship between Pusan port and cargo owner's door. Though railway transport cost was relatively cheap, but, it was limited to choose railway transport routes due to the introducing of transport cargo allocation practice caused by shortage of railway transport capacity. The physical distribution ost for total import & export container through Pusan port was composed of 4.47% in port entring cost, 12.98% in cargo handling cost, 7.44% in transfer & storage cost and 75.11% in in-land transport cost. Investigation in case of BCTOC verified the results as follows. 1) The optimal level of one time cargo handling was verified 236VAN (377TEU) and annual optimal handling capacity was calculated in 516, 840VAN(826, 944TEU) where berth occupancy is $\rho$=0.6 when regardless of port congestion cost, 2) The optimal level of one time cargo handling was verified 252VAN (403TEU) and annual optimal handling capacity was calculated in 502, 110VAN (803, 376TEU) where berth occupancy is $\rho$=0.58 when considering of port congestion cost.

  • Transmission networks play an important role which transfer generated electric power to a consumer in power system operation. In a competitive environment of electric power industry, developing the technological criterions and methodologies on transmission planning is becoming new challenge to transmission system planner. The use of a locational signal and the provision of a indicative plan to control the transmission investment reasonably is very important in the viewpoint of a regulator. The main target of this study is to develop a systematic criterion of transmission expansion planning. And system congestion cost is considered. The proposed methodology was demonstrated with several case studies.

차량용량을 고려한 대중교통 통행배정모형구축에 관한 연구 (A User Equilibrium Transit Assignment Model with Vehicle Capacity Constraint)

  • The purpose of the thesis is providing a new formulation for the transit assignment problem. The existing models dealing with the transit assignment problem don't consider the congestion effects due to the insufficient capacity of transit vehicles. Besides, these models don't provide solutions satisfying the Wardrop's user equilibrium conditions. The congestion effects are considered to be concentrated at the transit stops. For the transit lines, the waiting times at the transit stops are dependent on the passenger flows. The new model suggests the route section cost function analogous to the link performance function of the auto assignment to reflect the congestion effects in congested transit network. With the asymmetric cost function, the variational inequality programming is used to obtain the solutions satisfying Wardrop's condition. The diagonalization algorithm is introduced to solve this model. Finally, the results are compared with those of EMME/2.

  • The domestic power system established with Cost-Based-Pricing(CBP) from April 2001. The system is a uniform pricing system. System Operator(50) establishes a Price Setting Schedule by the prediction of consumption and the presented bid price(generation cost) of the generation utility. But the Price Setting Schedule doesn't take account of the constraint of the system. This cause a transmission congestion, constrained-on generation and constrained-off generation. This Paper search the way of the increasing efficiency of domestic power system through the redemption of congestion charge.

  • In a competitive environment of electric power industry, the level of uncertainly increase due to generation investment decisions creating new challenge to transmission system planner. The use of a locational signal and the provision of a indicative plan to control the transmission investment reasonably is very important in the viewpoint of a regulator. The main target of this study is to emphasize on the necessity for considering simultaneously both transmission expansion plan and congestion cost. This paper demonstrate the many case studies to make certain of the necessity for transmission planning with congestion cost.

  • 국내 전력시장에서 현 혼잡처리방법은 혼잡비용(congestion cost)을 부가비용(uplift)형태로 전력 사용량에 비례하여 시장 전체의 모든 소비자가 부담하고 있다. 반면 다수의 해외 전력시장에서 채택하고 있는 지역한계가격 (Locational Margnal Pricing)방식은 혼잡으로 인한 비용을 시장 참여자들에게 차등적으로 배분하고 있다. 현재 국내 전력시장에서는 송전 혼잡처리방법의 변경으로 인한 시장참여자 수익에 미치는 영향에 대한 체계적인 연구가 미흡한 실정이다. 본 논문에서는 혼잡처리방법의 변경이 국내 전력시장의 소비자 비용과 발전기 잉여에 미치는 영향에 대해서 분석한다.
