경쟁 전력시장에서 발전기 유지보수계획을 고려한 입찰전략수립 (Generator Maintenance Scheduling for Bidding Strategies in Competitive Electricity Market)

  • 수직 통합된 체제의 전력회사가 6개의 발전회사와 1개의 판매회사로 분리되고 전력거래소를 통한 전력거래가 본격화되면서 발전회사는 자체 소유 발전설비의 공급가능용량을 어떻게 활용하느냐에 따라 영업상 수익의 영향을 받게 된다. 특히, 하루 전 발표되는 한계가격(System Marginal Price, Base Load Marginal Price)에 맞도록 전력생산을 위한 발전 비용함수를 적용한다면 익일의 공급가능용량이 최적 배분됨으로써, 변동비 반영 시장(Cost based Generation Pool)과 입찰가격 반영 발전시장(Price Bidding Generation Pool)에 적용될 계통운영보조서비스의 계약 물량 산출 및 익일 생산비용의 최적화를위한 입찰전략(Bidding Strategies) 수립이 가능해 지므로 보유 설비에 대한 최적이용이 가능하게 된다. 따라서 본 논문에서는 수요예측 오차와 과거 시장운영 실적을 기초로 년 간 유지보수 계획을 수립하고, 계통운영보조서비스에 대한 계약물량 산출과 개개 발전기의 비용함수 산출, 적용을 통한 발전설비의 효율적인 입찰 방안에 대해 논하고자 한다.

  • Systematic studies on the dispatch scheduling algorithm and related constraints can enhance the effectiveness of electricity market operation. When System Operator (SO) establishes a dispatch schedule, the bid information should be preserved in the schedule as much as possible. In this paper, we introduce a new type of sensitivity factor called Line Outage Impact Factor (LOIF) to screen a transmission line causing the most severe outage when scheduling the dispatch. This screening can assure the stable system operation and make an efficient feedback between the SO and market participants. We propose a transmission line contingency constrained Pre-dispatch algorithm using sensitivity indices in a suitable Pre-dispatch scheduling. The proposed algorithm has been tested on sample system and the results show more secure operation against critical contingencies.

  • This paper presents a formulation and a solution method for the optimization problem with a fuel constraint in a competitive electricity market. Take-or-Pay (TOP) contract for an energy resource is the typical constraint as a limiting factor. Two approaches are proposed in this paper for modeling the dispatch calculation in a market mechanism. The approaches differ in the subject who considers and inserts the fuel-constraint into its optimization problem. Market operator and each power producer having a TOP contract are assumed as such subjects.

  • Transmission congestion is one of the Key factors to local market power in competitive electricity markets. Withholding is a one of the methods exercise the market power. This paper presents an alternative methodology in market power under transmission congestion and withholding. The proposed methodology was demonstrated with the Optimal Power Flow(OPF). Case study is fulfilled by GAMS simulation.

  • Transmission pricing is one of important issues related to competitive electricity markets since rational pricing scheme ensures a fair competition between the market participants. Any application of marginal pricing method to transmission pricing may accompany revenue reconciliation to recover Transco's revenue requirements. This paper presents an alternative methodology on revenue reconciliation with customer benefit function and power flow.

  • This paper presents the System Marginal Price(SMp) forecasting implementation using backpropagation Neural Networks in Competitive Electricity Market. SMP is very important term to seek the maximum profit to bidding participants. Demand and SMP that necessary data for training Neural Networks, supplied from Korea Power Exchange(KPX). Statistic analysis about predicted SMP presents a part of consideration in end of this paper.

  • Power transactions are considered as noncooperative game in that participants compete each other to win the bidding game, and as cooperative game in that they have to cooperate to apply the result of bidding game to the physically interconnected power system. This paper applies both noncooperative and cooperative game theories in analyzing the entire process of power transaction.

  • The congestion management is a key task for enhancing the effectiveness of transmission pricing mechanism in a competitive electricity market. In this paper, the zonal method of congestion management is analyzed quantitatively using equilibrium concept, and compared with the nodal pricing method. It is shown that the generation firm uses different strategies in the two methods, and the overall performance of zonal congestion management depends on the determination of zones.

  • Recent power industries are to be progressed as moving into horizontal markets and expanding of competitive systems through promoting SmartGrid. In these environments, the information on power consumers leads to establish a part of power markets through active and real-time participations instead of participating it as a passive manner presented by a vertical integration. Also, such information should be established as a way that effectively reflects changes and market behaviors occurred in power market participants. Therefore, in this study, a method that develops consumer information models, performs integrated managements, implements registration and distribution, and forms integrated management centers is presented to commonly use the consumer information according to the change in the environment of power industries.
