A commercial advertisement is not only a way of competition but also a medium of communication. Thus, it is under the constitutional protection of the freedom of business (article 15 of the Constitution) as well as the freedom of press [article 21 (1) of the Constitution]. In terms of the freedom of business or competition, it should be noted that an unfair advertising (false or misleading advertisement) can be regulated as an unfair competition, while any restraint on advertising other than unfair one might be doubted as an unjustifiable restraint of trade. In terms of the freedom of press or communication, it is important that article 21 (2) of the Constitution forbids any kind of (prior) censorship, and the Constitutional Court applies this restriction even to commercial advertising. In this article, the applicability of these schemes to advertising of the so-called learned professions, especially physician, are to be examined, and some proposals for the reformation of the current regulatory regime are to be made. Main arguments of this article can be summarized as follows: First, the current regime which requires advance review of physician advertising as prescribed in article 56 (2) no. 9 of Medical Act should be reformed. It does not mean that the current interpretation of article 21 of the Constitution is agreeable. Though a commercial advertising is a way of communication and can be protected by article 21 (1) of the Constitution, it should not be under the prohibition of censorship prescribed by article 21 (2) of the Constitution. The Constitutional Court adopts the opposite view, however. It is doubtful that physician advertising needs some prior restraint, also. Of course, there exists severe informational asymmetry between physicians and patients and medical treatment might harm the life and health of patients irrevocably, so that medical treatment can be discerned from other services. It is civil and criminal liability for medical malpractice and duty to inform and not regulation on physician advertising, to address these differences or problems. Advance review should be abandoned and repelled, or substituted by more unproblematic way of regulation such as an accreditation of reviewed advertising or a self-regulation preformed by physician association independently from the Ministry of Health and Welfare or any other governmental agencies. Second, the substantive criteria for unfair physician advertising also should correspond that of unfair advertising in general. Some might argue that a learned profession, especially medical practice, is totally different from other businesses. It is performed under the professional ethics and should not persue commercial interest; medical practice in Korea is governed by the National Health Insurance system, the stability of which might be endangered when commercial competition in medical practice be allowed. Medical Act as well as the condition of medical practice market do not exclude competition between physicians. The fact is quite the opposite. Physicians are competing even though under the professional ethics and obligations and all the restrictions provided by the National Health Insurance system. In this situation, regulation on physician advertising might constitute unjustifiable restraint of competition, especially a kind of entry barrier for 'new physicians.'
Recently, the smart healthcare industry that grafted the Internet of Things (IoT) onto the healthcare and medical services is being highlighted. Smart healthcare refers to the healthcare and medical services offered on the basis of information communication technologies including application, wearable devices and platforms, etc. The number of next generation smart healthcare devices are increasing in the smart healthcare industry through the combination of information technology (IT) and Bio Technology (BT), which are the most active areas among the 6T, which are the areas of the next generation industry. With the emergence of a diverse range of smart healthcare systems or devices, whether the smart healthcare system can be linked with other systems organically and the security and quality of the system have become important elements of evaluation. In this Study, the characteristics and service types of smart healthcare systems were examined, and the trends in the technology and industry of the smart healthcare system were analyzed. Moreover, this Study aims to develop the evaluation method for security and standards for quality evaluation by deducing the factors for the evaluation of smart healthcare system on the basis of the results of aforementioned examination. It is anticipated that this can induce improvement of quality and development of highly reliable products of a smart healthcare system, and will become the core technology to substitute the technology protection barrier.
The freedom of assembly is the fundamental freedoms guaranteed by the Constitution. However, as far as our reality is concerned, the freedom of assembly is guaranteed only when it is under the control of the police, and otherwise it is perceived as an object to be suppressed. Police say even that they will not tolerate even a small illegal law while referring to the "broken window theory". Therefore, regardless of the peaceful nature of the rally, it is too obsessed with 'compliance'. This attitude is causing the citizens who participated in the assembly to be put to the object to be suppressed. This paper analyzes the requirements and current status of police force, focusing on the vehicle-wall-blocking and water cannon as a means of using the police force, which is a recent problem, and suggests ways to improve it. First of all, the installation of the wall cuts off the essential communication function of the assembly by separating the meeting place from the object of protest. Thus, despite the warning for prevention in the face of illegal acts, other than installing a barrier, it should be allowed only in the 'urgent case where there is a risk of causing damage to the life, body or property of the person'. Without this urgency, the vehicle-wall-blocking should not be allowed to be proactive as well as preventive. Secondly, the water cannon is a police force that is likely to harm people's life and body. Therefore, aiming shots, which could pose a significant risk to the human body, should in principle be prohibited. However, considering its risk, it should be supplementary used only when there is no other alternative, only when the direct risk to the legal interest of the other person or the order of public well-being is 'obvious'. In addition, as for the use standard of such a thing, it is necessary to be specified by law.
Due to the rapid development and dissemination of 5G communication and IoT technologies, there are increasing demands for big data analysis techniques and service systems. In particular, explosively growing demands on AI technology adoption are also causing high competitions to take advantages of machine/deep-learning models to extract novel values from enormously collected data. In order to adopt AI technology to various research and application domains, it is necessary to prepare high-performance GPU-equipped systems and perform complicated settings to utilze deep learning models. To relieve the efforts and lower the barrier to utilize AI techniques, AIaaS(AI as a service) platform is attracting a great deal of attention as a promising on-line service, where the complexity of preparation and operation can be hidden behind the cloud side and service developers only need to utilize the high-level AI services easily. In this paper, we propose an AIaaS system which can support the creation of AI services based on Docker and OpenFaaS from the registration of models to the on-line operation. We also describe a case study to show how AI services can be easily generated by the proposed system.
In this study, a new thin films passivation technique using Zn with high electronegativity and $MgF_2$, a fluorine material with better optical transmittance than the sealing film materials that have thus far been reported was proposed. Targets with various ratios of $MgF_2$ to Zn (5:5, 4:6 and 3:7) were fabricated to control the amount of Zn in the passivation films. The Mg-Zn-F films were deposited onto the substrates and Zn was located in the gap between the lattices of $MgF_2$ without chemical metathesis in the Mg-Zn-F films. The thickness and optical transmittance of the deposited passivation films were approximately 200 nm and 80%, respectively. It was confirmed via electron dispersive spectroscopy (EDS) analysis that the Zn content of the film that was sputtered using a 4:6 ratio target was 9.84 wt%. The Zn contents of the films made from the 5:5 and 3:7 ratio targets were 2.07 and 5.01 wt%, respectively. The water vapor transmission rate (WVTR) was determined to be $38^{\circ}C$, RH 90-100%. The WVTR of the Mg-Zn-F film that was deposited with a 4:6 ratio target nearly reached the limit of the equipment, $1\times10^{-3}\;gm^2{\cdot}day$. As the Zn portion increased, the packing density also increased, and it was found that the passivation films effectively prevented the permeation by either oxygen or water vapor. To measure the characteristics of gas barrier, the film was applied to the emitting device to evaluate their lifetime. The lifetime of the applied device with passivation was increased to 25 times that of the PLED device, which was non-passivated.

Single crystal Fe thin films were grown directly onto n-Si(111) substrates by pulsed electrodeposition. Cyclic Voltammogram(CV) indicated that the $Fe^{2+}/n-Si(111)$ interface shows a good diode behavior by forming a Schottky barrier. From Mott-Schottky (MS) relation, it is found that the flat-band potential of n-Si(111) substrate and equilibrium redox potential of $Fet^{2+}$ ions are -0.526V and -0.316V, respectively. The nucleation and growth kinetics at the initial reaction stages of Fe/n-Si(111) substraste was studied by current transients. Current transients measurements have indicated that the deposition process starts via instantaneous nucleation and 3D diffusion limited growth. After the more deposition, the deposition flux of Fe ions was saturated with increase of deposition time. from the as-deposited sample obtained using the potential pulse of 1.4V and 300Hz, it is found that Fe nuclei grows to three dimensional(3D) islands with the average size of about 100nm in early deposition stages. As the deposition time increases, the sizes of Fe nuclei increases progressively and by a coalescence of the nuclei, a continuous Fe films grow on the Si surface. In this case, the Fe films show a highly oriented columnar structure and x-ray diffraction patterns reveal that the phase ${\alpha}-Fe$ grows on the n-Si(111) substrates.
This study was conducted to research into the recognition level of employment and overseas employment on 173 students majoring in dental technology at two colleges in Daegu metropolitan city and Jeju self-governing island through questionnaires which are recorded individually. The results are as follows. 1. About 31.8% students chose dental technician department taking their aptitude into consideration when they entered college. 52% students gained information about dental technology through internet, and 57.3% students among them, which was the highest level, were under age 20. 2. 48.6% students responded that they thought the level of satisfaction with major was average and there was a difference according to their ages among the level of satisfaction or dissatisfaction with their major and the previous knowledge of major they had gained before entering college. 75.1% students said they wouldn't transfer to other major even if they were given the chance, which was much higher than the opposite case. And only 2.3% students had dissatisfaction at their major, which means students majoring dental technology evaluate their major positively. 3. Most students(58.4%) wanted to get a job for living cost and 53.2% students took advice from their seniors or elderly people in choosing their jobs. 64.7% students answered they should have professional skills to get a good job, which was different according to their ages. In addition, 51.4% students of dental technology department regarded the opportunities to exert their abilities as the most important element in choosing their jobs. That means students value self-decision and selfrealization when they choose their jobs. 4. The majority of students(32.9%) preferred to work at the dental laboratory in dental college hospital as their workplace. Moreover, seniors over age 21 wanted to work in the field of porcelain and juniors under age 20 preferred to work in the implant part concerning the field which students wants to work. 5. About 91.3% students have ever heard about overseas employment and wanted to work abroad if given the opportunities(77.5%). This points out students have much interest in overseas employment and positive attitude. And there was a difference according to age and grade in case of the preferred country when they work abroad 6. The main barrier to overseas employment was a lack of communication ability(63.0%), therefore, students thought foreign language education should be activated to improve overseas employment(26.0%). To show this more specifically, juniors thought foreign language education and internship are most important factors(both are 21.4% alike), while seniors thought foreign language education is essential(24.6%) as a way to improve overseas employment. Students also thought that participation in language study club helps to prepare for overseas employment(69.4%). When putting all these survey results together, it's very important to develop people in advance who have job ability and language ability necessary for overseas employment as well as to improve job awareness in the field of dental technology. Consequently, it's needed to seek for various ways to get a overseas job through foreign language education and overseas internship.

SNS is a social networking service that removes the barrier between cyber spaces and the real world and helps people who have common interests to have a two-way communication, manage their interpersonal relationships and share information. The domestic and international SNS markets have attained a steady growth, and their growth is being more accelerated in recent days. However, studies on SNS have just examined adults, and it's required to research the use of SNS and cyber behaviors via SNS among elementary and middle school students. This study attempted to analyze the relationship of the use of SNS, motivation of using SNS, the use of active SNS functions, SNS-dependent tendency and SNS awareness to cyber behaviors via SNS among elementary and middle school students. As a result, regardless of gender and grade, stealing private information was the most frequent activity and the frequency of 'contacting strangers' activity increased most rapidly with the usage time and grade. SNS dependency turned out to be the most highly correlated with the negative cyber behavior. Moreover, the difference of gender was not significant to the overall negative cyber behavior, whereas that of grade was.

The Instant Messenger(IM) is the most popular personal communication tool today. IM is a tool that can substitute E-mail for a person, and can secure the user for a company. Further, it is claimed as it has a limitless potential. However, there has been several reports on security issues. It has known that the transmitting message is not secured for the attacks, and hacking tools has been developed. In addition, several reports has been made regards to the vulnerability. In other words, anyone can been through and manipulate the messages that are sent or received via IM. This is a barrier for the IM to be developed as a corporate's strategic tool, and furthermore, it will create serious personal privacy issue. IETF IMPP Working Group is preparing a standard mutual relationship between IM. However, it is complicated due to the American On-Lines's absence, whom has ensured the most number of IM users. There was a discussion only about the form of the transmitting data, but it is insufficient state to discuss the security service for general. In this paper, I design and implement the Secure Instant Messaging System, to solve the IM's vulnerability and the security issue presented above.
Owing to recent advanced techniques in information and communication technology(ICT), our daily life has been changing very quickly and our life style has also been affected greatly. In the current knowledge and information society, the disabled can have a right to enjoy benefits of advanced ICT technologies. However, there is a barrier called digital divide so that the disabled have some difficulties to communicate to the world with ICT technologies. In this sense, our job is to close digital divide and let the disabled enjoy benefits of ICT technologies. Recently there have been some research works to close digital divide between the disabled and the non-disabled. Among various attempts to close digital divide, improving web accessibility for the disabled is the biggest concern since web is a still representative tool among ICT tools. The purpose of this paper is to propose some practical guidelines for improving web accessibility for the disabled. The proposed improvement guidelines are developed based on the existing web accessibility guidelines and are upgraded for more adaptable to the disabled. Our principles are based on the following philosophy. First, any input transmission must be more confirmed. Second, prevent any instant request. Third, allow the disabled to record or store the contents if necessary. Fourth, reduce physical movement for the disabled. Fifth, provide more interaction tools for the disabled.
