Exploratory Factor Analysis Study on the Safety Culture of Highway Management Agencies (고속도로 관리기관의 안전문화에 대한 탐색적 요인분석 연구)

  • In this paper, in order to study the relationship between the safety culture of highway management agencies and disaster reduction activities (BCMS), a measurement tool was identified through previous research on safety culture, and the validity of the measurement tool was confirmed through exploratory factor analysis. I want to check. The subjects of the study were workers belonging to disaster reduction activity management system certification organizations among highway management organizations. The highway management agencies are the Korea Expressway Corporation, which manages the functional continuity of national highways nationwide, and 8 of the 21 private road agencies that manage the functional continuity of the highways. The safety culture measurement tool is an indicator that measures safety culture factors, and is reorganized by the researcher based on survey items from previous studies, with management/manager safety values and attitudes, safety communication, safety education and training, and safety regulations/management system as subfactors. A total of 24 questions were comprised of the survey tool. As a result of the study, the result of exploratory factor analysis was that the safety culture scale was extracted into four factors based on theoretical grounds, and the total cumulative variance was 80.360%. When checking the questions for each factor, it was found that all the questions loaded on the factor that was originally intended to be measured. Factor 1 is management, factor 2 is safety, and factor 3 is communication., Factor 4 was named education. Number of questions: 4 management questions, 3 safety questions, communication It consisted of 4 questions and 2 education questions.

  • The primary objective of this work was to discover a solution for the survival of people in an emergency flood. The geographical information was obtained from remote sensing techniques. Through helpline numbers, people who are in need request support. Although, it cannot be ensured that all the people will acquire the facility. A proper link is required to communicate with people who are at risk in affected areas. Mobile sensor networks with field-programmable gate array (FPGA) self-configurable radios were deployed in damaged areas for communication. Ad-hoc networks do not have a centralized structure. All the mobile nodes deploy a temporary structure and they act as a base station. The mobile nodes are involved in searching the spectrum for channel utilization for better communication. FPGA-based techniques ensure seamless communication for the survivors. Timely help will increase the survival rate. The received signal strength is a vital factor for communication. Cognitive radio ensures channel utilization in an effective manner which results in better signal strength reception. Frequency band selection was carried out with the help of the GRA-MADM method. In this study, an analysis of signal strength for different mobile sensor nodes was performed. FPGA-based implementation showed enhanced outcomes compared to software-based algorithms.

A Study on the Crisis Management Standard Manual for Large-scale Human Accident at Workplace for Efficiency of Disaster Response (재난대응 효율화를 위한 사업장 대규모 인적사고 위기관리 표준매뉴얼 개정방안 연구)

  • Purpose: The Ministry of Employment and Labor manages disasters based on the standard manual for risk management of large-scale human accidents in workplaces when large-scale disasters such as fires and collapses occur in workplaces. We are going to check the standard manual currently in operation and suggest improvement plans for the insufficient items. Method: Accordingly, the standard manual was checked together with internal and external experts in the disaster management manual and disaster management staff at headquarters and local government offices, and items to be improved were identified with priority. Result: In case of a collapse accident, it is necessary for the Ministry of Public Administration and Security to accurately present the selection criteria in order to eliminate the controversy over the selection of the disaster management department. In addition, it seems necessary to supplement the details of the disaster safety communication network operation and evacuation guidelines. Conclusion: In the future, in order to improve the disaster management system that meets the public's eye level, it is expected to prepare a standard manual for risk management of large-scale human accidents in workplaces that guarantees the lives and safety of workers through the collection of opinions from experts in the relevant field, disaster management personnel, and the general public.

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

  • The disaster monitoring technique by combination of the measurement method and the fine precision of the sensor collecting the satellite-based information that can determine the displacement space is available in a variety of diagnostic information and the GIS/GNSS by first sensor it is being requested from them. Be large and that the facility is operated nationally distributed torsional displacement of the terrain and facilities caused by such natural disasters progress of various environmental factors and the surroundings. To diagnose this spatial information, which contains the various sensors and instruments tracks the precise fine displacement of the main construction structures and the first reference in the Geospatial or more three-dimensional detailed available map and location information using the installed or the like bridges and tunnels produced to a USN/IoT change at any time, by combining the various positioning analysis of mm-class for the facility main area observed is required to constantly in the real time information of the USN/IoT environment sensor, and to utilize this as a precise fine positioning information by UAV/Drone to the precise fine displacement of the semi-permanent infrastructures. It managed to be efficient management by use of new technologies, analyzing the results presented to a method capable of real-time monitoring for a large structure or facility to construction disaster prevention.

A Study on Information Sharing Methods for Casualties in Maritime Emergency Scenes (해양응급현장에서의 사상자 정보 공유 방안에 관한 연구)

  • Purpose: This study conducted research on the sharing of information to enhance the survival rate of emergency patients by swiftly transferring them to appropriate hospitals through sharing the patients' conditions, treatment histories, and transportation information with the Maritime Police Agency and relevant agencies when emergencies occur in the marine environment. Methods: In this study, emergency patient information classified in a smartphone app was received, stored, and transmitted using the LoRa communication method by electronic triage tags, and the transmitted emergency patient information was implemented to be collected in real-time through a hybrid triage system along with LoRa receivers. Results: Through the hybrid triage system, it was possible to receive emergency patient information according to the distance or confirm delayed reception. It was observed that most data were received when the distance was short, while data reception was unsuccessful in relatively longer distances. Conclusion: It was confirmed that in mass disaster environments where internet communication is impossible, rapid and accurate understanding of casualty information at disaster sites and appropriate disaster responses can be achieved using self-networking methods such as LoRa communication. However, limitations inherent in communication methods were also recognized. Further research on various communication methods is required to collect emergency patient information and transfer them to appropriate hospitals in situations where internet communication is unavailable.

  • In the 4th Industrial Revolution, AI(Artificial Intelligence) and IoT(Internet of Things) technologies are being applied to across various fields, with particularly prominence in asset management, disaster management, and meteorological observation. In these fields, it is necessary to accurately determine the real-time and precise tracking of the object's location and status, and to collect various data even in situations that are difficult to detect with existing sensors. In order to address these demands, the use of GNSS(Global Navigation Satellite System) is essential, and this technology enables the efficient management of assets, disaster prevent and response, and accurate weather forecasting. In this paper, we provide the investigated results for the latest trends in the application of GNSS in the fields of asset management, disaster management, and weather observation, among various fields incorporating AI and IoT and analyze them.

A Study on Resolving Shadow Area of LoRa-based Communication for Workplace Safety (작업현장의 안전을 위한 LoRa기반 통신의 음영지역 해소를 위한 연구)

  • Purpose: The purpose of this research is to eliminate communication shadowing loss of the 'smart safety management system'. The 'smart safety management system' can monitor and relay real time data of workers working in high risk workplace (i.e: industrial scene, disaster scene). The data will provide the rescue team the 'golden hour' in their rescue operations. Method: In this research, safety tag was designed and implemented so that it acts as a repeater for the user. Result: In other words, when communication in-between the safety tag and headquarters' communication terminal is jeopardized, the safety tag will act as a repeater-terminal for other safety tags in the area. Conclusion: The research tested if a specific building with communication shadowing loss problem was resolved when safety tags were implemented. Communication shadowing was first identified in-between the safety tag and headquarters' communication terminal. When extra safety tags were deployed in the same situation, the results showed that the communication shadowing loss was resolved. The repeater safety tags could resolve communication shadowing loss of up to three basement levels in this test building.

  • In reacting to disasters, rationality only relies on human experience leads to huge lose. Accordingly, in order to prepare for national emergency due to diverse and complicated disaster, the government needs to transfer into cooperation-based disaster management system using smart UT. Hence, this paper analyzes current disaster management systems' problems and considers resolution in fulfilling the requirement in safety. Then, it suggests service structure for technically effective UT utilization and considers u-Gov's role in preparing unpredictable disasters.
