A Study on the Systemization of Goals of Agricultural Policy(I) (농업정책목표(農業政策目標)의 체계화(体系化)(I))

  • Degree of difficulty in policy problems depends on a gap between present situation and desiriable situation. It is a international common sense that Agricultural policy is performed on the basis of protectionism, but yet it seems to be a hot issue in Korea, and there are many difficult problems in agricultural policies. Natural of these problems is interdependent. and a more efficient approach to these is to be systematic one. Therefore, in this paper, as a basic study to make more desirable agricultural policy, a basic structure for the systemization of goals or targets of Agricultural policy is studied. Because value judgement is much difficult matter in normative approach, basic goals of agricultural policy used in this study are selected among collective preference indicators which "are being required" or "should be required" clearly in our society (Korea), and the context of recent agricultural policies history in OCED countries is referenced to gain this goals in Agricultural policies.

  • 헝가리는 15년간의 정치, 경제적 체제 변환 후에 2004년 5월 1일 유럽연합(EU)의 정식 회원국이 되었다. 유럽연합 가입은 유럽연합의 법률과 공동 농업 정책(Common Agricultural Policy, CAP)의 도입을 포함한 길고 복잡한 과정의 산물이면서, 농업 문제의 새로운 국면을 초래하였다. 농업분야에서 핵심이 되는 논제는 공동 농업 정책의 규칙을 도입하는 동안 효율성과 경쟁성을 유지하는 것이었다. 헝가리 농업 및 농촌개발부의 주요 문헌자료에 기초하여 유럽연합 가입 시기의 헝가리 농업의 전반적인 실태와 문제에 대하여 고찰하였다. 아울러, 유럽연합 회원국과의 관계에서 농업의 문제와 앞으로의 과제를 전망하고자 하였다. 헝가리가 유럽연합 회원국이 되기 위한 준비로 주목할 만한 것은 2003년 정부가 새로운 규정을 법률(governmental regulation # 81/2003)로서 정하고 농업 및 지역개발청(Agricultural and Regional Development Office)을 설치하여 공동농업정책과의 원활한 통합을 추진하고 있다는 점이다. 특히 농업 및 지역개발청은 헝가리에서의 유럽연합 공동농업정책의 운용을 총괄하고 있다는 점이다.

Economic Analysis on low Input Rice Cultivation (저투입벼 재배에 관한 경영사례분석)

  • This study is aimed to provide data of low-input rice cultivation for agricultural policy, to reveal the problems of low-input cultivation through comparing the economic result of low-input cultivation with the common one, to search for solution or mitigation of the problems of low-input cultivation, and to forecast the future prospect of low-input rice cultivation. The following were the results obtained from the survey and analysis. The working hours per 10a inputted 45.4 hours which is 32% more than 34.5 hours of common cultivation. Yield per 10a was 355kg which was 101kg less than 456kg of common cultivation. But the farm received price per kg was 1,984.9 won which was 547.9 won more than 1,436.5 won of common cultivation. Gross receipts per 10a was 704,438 won which was higher than 655,044 won of common cultivation, and management cost was 230,820 won which slightly higher than 188,157 won of common cultivation. Consequently, the income of low-input rice cultivation was 473,617 won which somewhat exceed to 466,887 won of common cultivation.

  • 올해가 서유럽 비료 산업이 겪은 가장 최악의 해는 아니었다. 사실 몇몇의 발전 분야, 특히 EU는 Common Agricultural Policy를 개정할 계획이 있고 그리고 EU의 확장이 다가오고 있다는 점에서 긍정적인 결론을 도출할 수 있다. 그러나 많은 공장들은 산업의 장기적인 미래에 대한 희망이 꺾이고 있으며 무지개 끝에 있는 금단지에 대한 꿈도 버리고 있다.

An Analysis on the Changes of the EU Agri-Environmental Policy (EU 농업환경정책의 변화과정 분석)

  • This study aims at providing with the implication of the EU agri-environmental policy which modestly started in 1985 as an optional policy for the Member States and developed as one of main measures for the reformed CAP in 2013. The first AES was the ESA scheme which had a focus on specific areas where were regarded as having a high natural value and assisted farmers who were voluntarily participated in the scheme. Such a small scale measure has developed as a main policy of the CAP from several reforming processes. It is now applying for the entire land of the EU and necessary for every Member State to introduce the AES measures in their rural development plan. With the principle of cross-compliance and the whole farm approach, it is possible to encourage the European farmers to change their ways of farming into low-input farming. This is the best way to achieve sustainable farming and rural development. This analysis on the changing process of the AES provides the Korean government with somewhat logical perspective on the reform of agricultural policy. The most important thing is to recognise that protecting and restorating environmental and biological resource must precede economical utilising the rural resource.

  • The paper describes the major developments in agricultural engineering education at Silsoe College in the U.K. over the period 1960 to the present. It seeks to relate these developments to the profound changes which have taken plane in the agricultural , agricultural engineering, food and allied industries during the past three decades which are outlined. The emergence of deep public concerns about environmental and animal welfare issues combined with the reform of Europe's Common Agricultural Policy (C.A.P). now in train have had a major impact on the evolution of educational provision within the College and on the profit of its research. It is concluded that prospects for the discipline and profession remain healthy provided the new agenda is addressed.

A Survey on the Pesticide Use and Perceptions about the Hazards of Pesticiedes among the Farmers in Kyoungju Area, Korea (일부 경주지역 농민의 농약사용실태 및 농약의 위험성에 대한 인식 조사)

  • This study was done for the purpose of investigating the status of the use and perceptions of pesticides among the farmers who spray them in person. And it was also done to provide the basic statistics for the Agricultural Health Policy and study. Over the part of agricultural area in Kyungju and Ulsan City, Korea, from July to September 1999, 1032 questionnaires were distributed and 561 of them were collected and 447 were analysed. Major results of this study are as follows. The proportion of those who have special location for pesticides storage was only 5.3%, and that of those who lock hte storage location was only 13.6%. As to the treatment of bottles after use, most common response was 'burn in home'(47.7%). Most farmers purchase pesticides through 'pesticide store' or 'Agricultural Cooperatives'. The knowledge and Usage of pesticides depends in large part on experiences. The farmers who cultivate orchard spray pesticides more frequently than those cultivate paddy rice mainly. Most common pesticides in use are oganophosphates and carbamates. And also the pesticides that contains so-called 'Environmental Hormone' are used. The perception about the hazards of pesticides is rather superficial and insufficient. 'Herbicide(Gramoxon·Paraco)'(38%) is accepted as the most hazardous by farmers.

Evaluation of Phytochemical econtents and antioxidant activity of Korean common bean (Phaseolus vulgaris L) landraces (한국 재래종 강낭콩 유전자원의 phytochemical 및 항산화 활성 평가)

  • The Korean common bean (Phaseolus vulgaris L.) has been receiving increased attention as a functional food. The objective of this study was to reveal the phytochemicals genetic variation and antioxidant activity of 209 Korean common bean landraces. Antioxidant activity was evaluated with the DPPH (2,2-diphenyl-1-picryl-hydrazyl-hydrate), ABTS (2,2'-azino-bis(3-ethylbenzothiazoline-6-sulphonic acid), ferric reducing antioxidant power (FRAP), and superoxide dismutase (SOD) assay. Antioxidant activities among common bean accessions showed wide variation. Four flavonoids (kaempferol, myricetin, quercetin, and naringenin) of the 209 Korean common bean landraces were measured using HPLC. Among them, kaempferol had the highest phytochemicals compared to the other three flavonoids. Using the relative antioxidant capacity index (RACI), it was found out that the IT104587 had the highest antioxidant activity. Meanwhile, in clustering analysis, the Korean common bean landraces were classified into three clusters. Among them, cluster II contained 64 landraces with higher antioxidant activities and phytochemicals than the other clusters, except DPPH. The results could provide information on the valuable Korean common bean landraces for the development of new common bean varieties.

Agricultural Policies and Geographical Specialization of Farming in England (영국의 농업정책이 지리적 전문화에 미친 영향 연구)

  • The purpose of this study is to analyze the impact of agricultural polices on the change of regional structure based on the specialization during the productivism period. Analysis are carried on through the comparison of distribution in 1950s and 1997. Since the 1950s, governmental policy has played a leading role in shaping the pattern of farming in Great Britain. The range of British measures have also been employed in an attempt to improve the efficiency of agriculture and raise farm income. Three fairly distinct phase can be identified in the developing relationship between government policies and British agriculture in the postwar period. In the 1st phase, The Agricultural Act of 1947 laid the foundations for agricultural productivism in Great Britain until membership of the EC. This was to be achieved through the system of price support and guaranteed prices and the means of a series of grants and subsidies. Guaranteed prices encouraged farmenrs to intensify production and specialize in either cereal farming or milk-beef enterprise. The former favoured eastern areas, whereas the latter favoured western areas. Various grants and subsidies were made available to farmers during this period, again as a way of increasing efficiency and farm incomes. Many policies, such as Calf Subsidy and the Ploughing Grant, Hill cow and Hill Sheep Schemes and the Hill Farming and Livestock Rearing Grant was provided. Some of these policies favoured western uplands, whilst the others was biased towards the Lake District. Concentration of farms occured especially in near the London Metropolitan Area and south part of Scotland. In the 2nd stage after the membership of EC, very high guaranteed price created a relatively risk-free environment, so farmers intensified production and levels of self-sufficiency for most agriculture risen considerably. As farmers were being paid high prices for as much as they could produce, the policy favoured areas of larger-scale farming in eastern Britain. As a result of increasing regional disparities in agriculture, the CAP became more geographically sensitive in 1975 with the setting up of the Less Favoured Areas(LFAs). But they are biased towards the larger farms, because such farms have more crops and/or livestock, but small farms with low incomes are in most need of support. Specialization of cereals such wheat and barely was occured, but these two cereal crops have experienced rather different trend since 1950s. Under the CAP, farmers have been paid higher guaranteed prices for wheat than for barely because of the relative shortage of wheat in the EC. And more barely were cultivated as feedstuffs for livestock by home-grown cereals. In the 1950s dairying was already declining in what was to become the arable areas of southern and eastern England. By the mid-1980s, the pastral core had maintained its dominance, but the pastoral periphery had easily surpassed arable England as the second most important dairying district. Pig farming had become increasingly concentrated in intensive units in the main cereal areas of eastern England. These results show that the measure of agricultural policy induced the concentration and specialization implicitly. Measures for increasing demand, reducing supply or raising farm incomes are favoured by large scale farming. And price support induced specialization of farming. And technology for specialization are diffused and induced geographical specialization. This is the process of change of regional structure through the specialization.

Evaluation of Acute Respiratory Infections(ARI) Control Programme in a Korean Rural Community -The Patterns of Antibiotic Prescription- (한 농촌지역에서 실시한 소아 급성호흡기감염 관리사업의 평가 -항생제 사용을 중심으로-)

  • The purpose of this study was to evaluate the program for the control of acute respiratory infections(ARI) in children in a Korean rural area(Yonchon county). Evaluating the program, we focused on the pattern of prescription and appropriateness of antibiotics prescribed by the health personnel who had participated in the ARI Control Program. It was implemented at the primary health care setting in rural area, such as district hospital, health subcenters, and health posts. During six-months programme monitoring period, medical records were reviewed and collected data were analysed by the pediatrician, research coordinator of this study. The baseline data were collected from medical records of the same period(six months) of one year before the implementation of the ARI programme. The study results were as follow : 1. Common cold was the most prevalent disease(78.7%. 594 cases) among the all ARI cases (755 cases). The less frequent cases were bronchitis(11.9%), acute pharyngitis(5.2%), and pneumonia(1.8%). 2. Significant reduction in the use of antibiotics was observed after the programme implementation. Ninety three(15.7%) of 594 common cold cases were received antibiotics compared with 282(35.2%) of 802 in the baseline period. In the cases of bronchitis and acute pharyngitis, the reduction rates were 15.1% and 23.2% respectively compared to the baseline period. 3. Mean duration of antibiotics prescription was 1.81-1.75 days, similar to the baseline data. 4. The appropriateness rate of antibiotics prescriptions were 84.3%(common cold), 35.6% (bronchitis) and 28.2%(acute pharyngitis). In the case of pneumonia, the antibiotics prescription was compatible to the criteria developed. 5. Pediatrician prescribed antibiotics more appropriately for all cases than general practitioners in health sub-center, and nurse practitioners in health posts. 6. Antibiotics therapy was shown to be of no effect in the treatment of the all ARI cases. At the 5 and 10 days check-up of common cold cases after visits, proportion of improved patients were 58.3% in the antibiotics-used group and 51.4% in the control group. In the other cases of ARI, the patterns of response were similar to common cold. None of the differences in outcome between the antibiotics-used and control group was statistically significant. This ARI programme may have substantial a substantial impact on antibiotics use at the public health institutions(district hospital, health subcenters, health posts) which are of major domain for primary health care in Korean rural areas.
