Current Trends and Prospects of High Value-added Seafood Processing Technology Development (고부가가치 수산식품 가공기술 개발 트랜드 및 전망)

  • The market size of Korea's seafood industry is estimated to be about 62 trillion won ('19), of which the seafood processing industry is about 10 trillion won ('19), accounting for approximately 16% of the total market size. However, the current level of processing technology required for the development of seafood products is mainly simple primary processing, such as freezing and drying raw materials (in Jeollanam-do, which ranks first in the country in terms of seafood production, primary processors account for 86% of all seafood processors).In the future, trends in the development of processing technology for seafood will become more advanced in response to changes in domestic and international food consumption patterns. Blue food tech linked to ESG, convergence and digitalization linked to the 4th industry revolution will be further advanced in line with the national seafood industry policy direction. Through this, it is expected to establish itself as an axis of future technology management in the fisheries sector based on the large and small success stories of accumulated seafood R&D commercialization.

In Search of a Success Model for a National R&D Project;a Case Study of FTTH Technology Development (국가연구개발 사업의 새로운 성공모델 탐색;FTTH 기술개발 사례 분석)

  • This study reviews the success cases of National Research&Development Projects such as TDX and CDMA projects at the catching-up stage and FTTH technology development project at the post catching-up stage. First, we investigate why the success model of national R&D projects at the catching-up stage failed to operate properly at the post catching-up stage, and then we propose improved policies for a successful national R&D project at the post-catching up stage. From the comparison of FTTH development case at the post catching-up with TDX and CDMA cases at the catching-up stage, we observed that at the catching-up stage 1) there are high uncertainties in technology development and it is very difficult to establish technology standards, 2) it is difficult to conduct government driven R&D and to develop a market for the technology developed, 3) it is difficult to share a vision among the participants in the H&D consortium, and 4) commercialization of the technology developed from the project was carried out by SMEs and venture businesses with little marketing capabilities. Also, we discuss the national level technology development strategies and the role of the government for a successful national research and develop project at the post catching-up stage.

  • We analyse the impact of R&D cooperation on Industrial R&D programs of Government (Ministry of Trade, Industry & Energy, MOTIE), specially performance differentiating between type of R&D partners, type of R&D project leader organizations. And considering five performance measures: paper, patent, technology transfer, commercialization, new employment. Using data on a large sample of post-performance survey of MOTIE in Korea (2013), we examine the impact of R&D cooperation in 2008-2012. The method of analysis is binary logistic regression models operated by SPSS. The results of this study are follows; the performance is statistically significantly different between type of R&D partners, type of R&D project leader organizations on R&D cooperation. Specially, when a private enterprise cooperate with non-profit institutions, performance has a greater success of paper, patent, new employment. On the other hand, when a private enterprise cooperate with a private enterprise cooperate, performance decrease success of paper, technology transfer. Lastly, when non-profit institutions cooperate with a private enterprise, performance has a greater success of patent, technology transfer.

  • There is a system of mandating the allocation of support to small business in certain percentage or more to facilitate technological innovation at small business. Trying to assess small business R&D projects, which receive a budget of three trillion won or more from the government every year, for their possibilities of success, a group of experts perform a technological evaluation with their technologies and their difficulty levels and review closely the possibilities of their commercialization and success. Used in such a review, the Analytic Hierarchy Process technique cannot make an objective judgment of evaluation criteria for evaluation items and guarantee the professionalism and fairness of small business R&D projects due to the inherent ambiguity and uncertainty of the evaluation criteria. This study proposed an R&D evaluation system based on Fuzzy-AHP for small business to provide objective weight for the evaluation items and assess the possibilities of such projects' success. The evaluation criteria were make objective as they were applied as section values based on triangular fuzzy numbers. Weight was assigned and applied according to the management guidelines of supportive projects for small business' technological development so that it could be reflected on actual assessment. The findings of the study will be helpful for reflecting the scoring weight of these evaluation items again when an expert is appointed for a new project and guaranteeing the professionalism and fairness of small business R&D project based on them.

Study of Startup Policy of Government Research Institute through Importance-Satisfaction Analysis of ETRI Pre-Startup Support Program (ETRI 예비창업지원 프로그램의 ISA 분석을 통한 출연연 기술창업 성과 제고 정책 연구)

  • According to attended about startup, there are many policy and program for activating of startup. Government's policy and program was scale up and arrangements for high quality. Nevertheless, policies and programs are concentrated on ante-startup stage. And experts have questioned that effect. So, there are needed a program focusing pre-startup and incubation stage. Accordingly, this study propose a kind of educative program named Pre-Startup Support Program. Through the program, pre-startup teams or entrepreneurs will inspect items, business skills and surroundings of market and competitors. And they have a time for complementation of deficiency. This study selects ETRI spin-off(research based spin-off born ETRI) by means of an object of study. ETRI's programs are started in 2011 with intent to incubate the entrepreneur through market research, mentoring, space of incubation and funds. This study analyze using the ISA(Important-Satisfaction Analyze) and the regression. We classify the pre-startup support program using the ISA. And then, we analyze the influence of satisfaction using the regression. On the basis of results, we identify the effectiveness of pre-startup support program and propose plans for reinforcement. In conclusion, adopting a pre-startup support program is expected to success of startup.

  • Patent application as achievements from R&D institutions in public sector have quantitatively increased by expanding R&D investment for enhancing competitiveness but there have been few tangible outputs from the investment. From this reason, TLO(Technology Transfer&Licensing Organization) and its operation becomes more important to implement technology transfer and commercialization and to bring success in the related business. To get work done more efficiently and to improve utilizing products of the R&D in the TLO, this research is to draw domains and activities of TLO and establish its task systems by prioritizing activities. From literature reviews and expert interviews, we generated 6 work domains and 21 task items. Applying AHP analysis, we discriminated the relative importance from task items and analyzed its priority. The finding of this research can provide implications for TLO to increase work efficiency and improve its performance.

  • Amid the recent growing social demand for wellness culture and healing tourism, I, through a literature survey and case study, reviewed the conditions of healing tourism in Gangwon-do as a destination of healing tourism, and examined the development project of Gangwon-do type healing tourism and commercialization of the wellness perspective. According to the survey, it was found that the Yeongdong area in Gangwon Province had excellent healing-based conditions in virtue of abundant natural resources, but it was found that it was necessary for local governments to cooperate in order to prevent overlapping investments and create synergy effects by connecting with one another as development contents or business items of healing tourism projects overlap or remain in the planning stage. In the case of Goseong-gun, which was reviewed as the main site, it has high potential as a silver-healing tour and if the County seeks a wellness merchandising strategy for each healing tourism target based on a therapy program linked with local specialized resources, and effectively links and specializes regional strengths in Gangwon-do's Yeongdong region, it is expected to become a regional success story of operating the development of the local tourism for silver and health-oriented tourists.

  • Job creations through doing star-ups is the biggest issues for almost nations. This study explores the entrepreneurial university's rule for making job creations based on Smart specialization and entrepreneurial university perspectives. In order to the aims, this study reviews the previous literatures and examines the some Israel universities, which is Technion University, Hebrew university as well as government support policies. Technion University and Hebrew university have own technology transfer institutions composed of experts for technology transfer and doing start-ups by using technologies. Each institutions have own characteristics regarding technology transfer and doing start-ups. T3, which is technology transfer institution of Technion University facilitates the start-up by step-by-step supporting mechanism. T3 has been operating EIR which has focused on business and marketing. Yissum, which is technology transfer institution of Hebrew university has board members. they have crucial roles to success the start ups. they can reconciliate the conflicts between university and Yissum. Also they can participate the business activities as mentors. Start-up money will be supported for even sprout state technology if their technologies are a promising business. Risk sharing between universities and start-ups influences on the increase of success ratio in Israel when comparing to that of Korea.

  • The first objective of this paper is to develop the frame of design analysis and color plan strategy for the entire brand. A variety of analyses were carried out on the base of the I.R.I system and the semiotic viewpoint to develop the analysis frame for the entire brand meaning and color. The major part of the research is assigned to secure the validity of the analysis framework that is to be applied to the brand environment. Also, by SWOT analysis, analysis consistency has been maintained in design integration based on color frame. And theoretical review was made on color strategy planning. Through this, we attempt to explore the role of total brand strategy and color design requirements and analysis process. As a result, visualization of brand and color has been established by conceptualizing the ideal-type of commercial success. In conclusion, we have demonstrated the results of image analysis of whole brand through commercialization, visualization and expression through analysis and application of design process of total brand, and also showed the process of optimizing color design plan.

Next Generation Dairy Processing Science and Technology: Functional and Rational in Dairy Industry

  • The dairy industry, as part of the broader agricultural sector, is classified as a basic industry to the Korea economy. Basic industries provide income to a region by producing an output, purchasing production inputs, services and labor. An integrated, multidisciplinary approach for the next generation of dairy products with added health benefits represent the direct economic contribution. The commercialization of "nutritional" functional foods can only be successful if the consumer is confident in the scientific validity of the claims. Modern biotechnologies such as genomics, genetic expression and biomarkers of health performance suggested to whole dairy products, such as fluid milk, butter, cheese, ice cream and frozen dessert products (German, 1999). The following definition makes the point that dairy products can provide a nutritional value beyond the basic nutritional requirements: 1) The dairy industry has the opportunity to improve the health and well-being of its customers and/or to reduce their risk of disease through dairy products with added activities. 2) Functional dairy products are those that can be demonstrated to benefit target functions in the body in a way that improves the state of health and /or reduces the risk of disease. They are food products that are consumed as part of a normal diet rather than pills or supplements. 3) Dairy products based on functionality will need to link the scientific basis of such functionality to the communication of its benefit to the general public. 4) Both the efficacy and the safety of the food components with health benefits will require evidence based on the measurement of scientific biomarkers relevant to their biological responses and health end points. 5) Sound evidence from human studies based on intermediate health end points using accepted biomarkers will provide the basis for promotional messages divided into two categories-enhanced function and reduced risk of disease. 6) Success in solving key scientific and technological challenges will only be achieved by interdisciplinary research programs to exploit the scientific concepts in functional dairy science.
