This article discusses and analyses several issues regarding to the Electronic Signature and the Electronic Certification. The objects of the analyse are the each paragraphs of the Korean Electronic Signature Act of 1999 and that of the Korean Electronic Transaction Basic Act of 1999 in comparing to the paragraphs of the Electronic Signatures in Global and National Commerce Act' (E-Sign) of 2000, U.S.A. and that of the Draft UNCITRAL Model Law on Electronic Signature of 2000. The main issues discussed herein are the scope of the electronic signature, the definition of the electronic signature, permission of services to the non-authorized certification service providers, the effect of the electronic signature, the liability of the concerning parties of the electronic signature including liability of the certification service providers, that of the subscribers and that of the relying parties. This paper also discusses the problems of the possibility of issuing the electronic negotiable commercial papers, the validity of the electronic signatures done by electronic agents, the authority certificate, mutual certification of the foreign certification service providers, the permission of the electronic notary service, the problems of the consumer protection and the possibility of issuing electronic insurance policy, etc. The writer concludes by suggesting some measures that will activate the use of electronic signatures under the korean circumstances.

Mugunghwa Satellite N0.1 is fired after operation was 13 years. The establishment of communication satellites, as well as Internet service backbone network the country, including satellite broadcasting services to provide multimedia services to general users and contribute to have a big role. High-speed Internet Access Network was expanded and satellite Internet subscribers Access Network rapidly decreasing, but it also a difficult situation, satellite communications network is still important as a component is located. Launched the first communication satellite to be launched and operated several commercial communications satellite, but satellite communications services and the pace of the system is in place. In this paper VSAT, satellite communications service to provide a service based on the status and problems of the status of operating system and will present alternative policies to solve.

As soon as high-performanced smart phones is rapidly emerging in recent, its security problems come to the front. Especially in case of an open platform, it is easy to be a target of virus. Many security solution industries such as Symantec and Ahnlab are developing a mobile security system, but they have not yet a commercial product. We developed the effective security function of Android system based on SELinux to solve this problem, and verified its performance by applying the user applications developed to S3C6410 board.

The food composition database is used to evaluate the nutritional value of foods in Korea. It is used as a source for basic data in many fields, not only for the establishment of the National Food Supply Plan but also for nutritional research, to aid in the drafting of the National Food Policy, and in clinical and epidemiological research. The database is also used by institutional and commercial food services and by the food processing industry among others. In 1970, the Rural Development Administration(RDA) published the "Korean Food Composition Table" for the first time and it has since become the established authority on food composition for the entire nation. The latest published food composition table (the 6th edition, published by the National Rural Living Science Institute, KDA) covers 2,337 kinds of foods and consists of two volumes. The National Rural Living Science Institute, the Korea Food and Drug Administration, and the National Fisheries Research and Development Institute have continuously improved production of food composition data in Korea. As consumers have grown more interested in the quality and safety of foods and raw agricultural products, we can expect even further development of food composition data through improvements in quality and increases in quantity. We need to develop more comprehensive food composition data by diversifying the kinds of foods that are included, unifying analytical methods, and increasing the number of nutrients covered. Moreover, food composition data must be modified in other ways to make for a better food composition database for the convenience of users. of users.

The study aims to identify the factors affecting employee loyalty in the case of small and medium enterprises (SMEs) in Tra Vinh province, Viet Nam and to find out critical factors affecting the loyalty of employees in SMEs. This is implemented with the method of collecting primary data of 320 employees working at SMEs in 5 districts including: Cau Ngang, Tra Cu, Chau Thanh, Cang Long, Tieu Can) and Tra Vinh City, Viet Nam. Using the multivariate regression method, the researchers have found 6 factors affecting employee loyalty: colleagues, leaders, job characteristics, remuneration policies, organizational culture, and working environment. Particularly, learning opportunities may not be not statistically significant for employees' loyalty towards small and medium-sized enterprises in Tra Vinh province. From the above research results, the authors have proposed implicational piolicies such as: focusing on colleague relationships, improving leadership of business owners, attaching importance to appropriate work arrangement, having appropriate remuneration policies for laborers, building effective organizational culture and working environment to improve employee loyalty at SMEs. From the above policy implications, helping business owners realize the aspirations of workers in small and medium-sized enterprises more closely in the future, in order to sustainably develop the business system in Vietnam.

RFID is issued as a core technology for Ubiquitous environment recently. Especially, Mobile RFID which is converged with RFID and wireless internet, provides new services to users, increased added-value to service providers. For commercial service of Mobile RFID, it needs an accounting service. The Diameter Base Protocol, mostly used for authentication, authorization, and accounting service, supports only deferred accounting service. For more variable accounting policy, Diameter Credit-Control Application which is capable of prepayment accounting, also should be considered. In this paper, a new accounting model with Diameter Credit-Control Application for Mobile RFID service is proposed.

The environmental problem is a main subject of the 21C and an environment destruction phenomenon by various kinds of environmental materials is reaching serious level. Nations to be classified as the environmental developed country, are born again environmental rich country. And they earn a large income by trade Every kind environmental resource in an international commercial transaction. Especially, the study that a reliability assessment method to prevent to reliability problem to be happened when the solder lead(lead-free solder), non-cd component, non-bromide component(without the polybrominated biphenyls(PBB) and polybrominated diphenyl ethers(PBDE))and hexavalent chromium(Cr VI) clearance component and mercury-free applied to electronic equipment is progressed. As the result of the study for applying of a reliability assessment technique of lead-free solder that recognized the most of urgent problem at the company, combination accelerated life test could taken by adding and appling the part of a humidity acceleration part to Eyring Model which is proposed by R.E.Thomas. The reliability assessment methods study of PWB clean environmental materials is expected to respond to a reliability elevation and environmental material regulation policy spreading all over the world by beginning form Europe.

Recently, the value of ICT-based medical devices, equipments, software and service development are is increased according to strengthening the convergence among ICT, medical technologies and services. This paper presents the new convergence business models by applying cloud service to medical industry. In order to develop the new convergence business models, we checked the validity and feasibility through analyzing the medical market environments such as medical data backup, medical regulation etc. and present the new convergence business models and the direction of commercial business models for customer acquisition, market expansion and competitiveness improvement. This study is to provide the guidelines for establishing the core capacity strengthening strategy and partnership cooperation strategy when we design a new convergence business models in various industrial fields.

The Battery Energy Storage System(BESS) has lots of advantages such as load levelling, quick response emergency power(spinning reserve), frequency and voltage control, improvement of reliability, and deferred generation and transmission construction. The economic feasibility requires justification from the customer side of meter to promoting the dissemination of BESS nationally. In this paper, we proposed the economic assessment model of customer owned Battery Energy Storage System(BESS) which is complemented and improved the existing model. The proposed model is applied to the typical customer type(light-industrial commercial, and residential) which are taken from the statistical analysis on the load profile survey of Korea Electric Power COmpany (KEPCO). The economic assessment performed for each customer type to justifying their economic feasibility of BESS installation from the economic measures such as payback period, overall benefits, ROI, and ROR. The results of this paper are useful to the customer investment decision making and the national energy policy & strategy.

This study has analyzed GeoTIFF, SDTS, HDF, and BIIF as the representative formats of spatial imagery information with two parts. First is to compare 4 formats with each other based on 4 comparison criteria (extensibility, interchangeability, current widespread use, long-term stability) by analyzing specification of each format. Second is to estimate current use and interchangeability of 4 formats between 5 commercial softwares used commonly. The result shows that GeoTIFF is currently better than three other formats. However, the more various spatial imagery information are and the larger capacity they have, the more formats are developed and updated, which means that only one format should not be considered as a standard format continuously. It is better to provide a standard format proper to the time through continuous research and sustainable policy support should be followed.
