A Study on the Considerations Relating to the Regulations for Prospecting and Exploration for Hydrothermal Polymetallic Sulphides and Cobalt-rich Ferromanganese Crusts in the Area (해저 열수광상 및 망간각 자원 개발을 위한 국제적 논의에 대한 고찰)

  • In August 1998, during the resumed fourth session of the Authority, the delegation of the Russian Federation reminded the Assembly that, in addition to polymetallic nodules, other mineral resources existed in the Area, including polymetallic sulphides and cobalt crusts, and requested the Authority to adopt rules, regulations and procedures for exploration for such resources. Pursuant to article 162, para. 2(o)(ii), of the 1982 UNCLOS, such rules, regulations and procedures are to be adopted within three years of the date of such a request. This article reviewed the 'Draft Rules and Regulations for the Exploration and Exploitation of Sea-Floor Massive Sulphides and Cobat-rich Ferromanganese Crusts in the Area' by ISA in 2001, and the 'Madang Guideline for Offshore Mineral Policy' written in 1999 in respect of the international trends of polymetallic sulphides and cobalt crusts. Issues for size of mining area and relinquishment, application of the site-banking system, procedure for dealing with overlapping claims and precautionary approach etc. for the establishment of the norm of polymetallic sulphides and cobalt crusts are reviewed as consideration factors.

  • Complexation reactions of nitrilotriacetate (NTA) and penicillamine with $Cu^{2+}$ and $Co^{2+}$ have been studied in solution phase using paper electrophoresis technique. The stability constants of the complexes Cu(II)-nitrilotriacetate-penicillamine and Co(II)-nitrilotriacetate-penicillamine have been found to be $6.64{\pm}0.03\;and\;5.86{\pm}0.05$ (logarithm stability constant values), respectively at 35$^{\circ}C$ and ionic strength 0.1 M.

Effect of Whole-body gamma-Irradiation on Blood Picture in Mice (Cobalt-60 gamma선(線) 전신조사(全身照射)가 생쥐의 혈액상(血液像)에 미치는 영향(影響))

  • In order to investigate the effect of cobalt-60 gamma irradiation on the blood picture, the mice were subjected to single whole-body gamma irradiation externally. In this experiment 42 of 12 weeks old white mice were used and animals were allotted to group of three. On of chose groups served as control and the others as test groups that were exposed to single dose of 370 Rads (group I) and 500 Rads (group II). The exposure dose rate were averaged 33 Rads per Minute. The results obtained in this experiment were as follows: 1. Erythrocyte counts in both test groups dropped to the lowest level at 4 weeks postirradiation, returning towards the control level, but in recovery, group I showed rather prumpt compared with group II. Erythrocyte count in group II was significantly lower than that of group I. 2. Total leukocyte counts dropped to the lowest loved at 2 weeks postirradiation and group I recovered to normal level at 4 weeks postirradiation. Recovery group II was very slow and it reached to the control level on 12 weeks postirradiation. Leukocyte count was significantly different between group I and II. 3. Neutrophil count was increased to the highest level at 2 weeks postirradiation, with recovery to normal value after 8 weeks in group I and 12 weeks in group II, respectively. Neutrophil count was significantly different between group I and II. 4. Lymphocyte count dropped to the lowest level at 2 weeks postirradiation, with recovery to normal average after 8 weeks in group I and 12 weeks in group II, respectively. Lymphocyte count was significantly different between group I and II. 5. The other leukocyte count was increased after the irradiation and recovered at 12 weeks postirradiation in both test groups. The other leukocyte count was significantly different between group I and II.

Preparation and Oxygen Binding Properties of Ultra-Thin Polymer Films Containing Cobalt(II) meso-Tetraphenylporphyrin via Plasma Polymerization

  • Ultra-thin polymer films containing cobalt(II) meso-tetraphenylporphyrin(CoTPP) have been prepared by vacuum codeposition of the metal complex and trans-2-butene as an organic monomer using an inductively coupled RF glow discharge operating at 7-9 Watts. The polymer films were characterized by sorption measurements. Sorption data obtained for polymer films containing CoTPP indicate that the CoTPP molecules are capable of reversibly binding oxygen molecules. It was found that the adjacent CoTPP molecules in the aggregated metal complex phase could irreversibly share the oxygen molecules. A dispersion of the metal complex molecules in the polymer matrix was made to maintain the reversible reactivity of the metal complex molecules with oxygen in the polymer films via vacuum evaporation process. The Henry mode solubility constant, the Langmuir mode capacity constant, the amount of binding oxygen, and the dissociation equilibrium in the dual mode sorption theory were discussed.

  • Reactions of cobalt(II) chloride with 2,2'-dipyridylamine (dpa) in alcoholic solutions afford the complex of octahedral $Co(dpa)_2Cl_2{\cdot}CH_3OH$. The octahedral complex is converted to tetrahedral $Co(dpa)Cl_2$ in certain solvents or at the elevated temperature, and the tetrahedral complex is changed to the octahedral one with added dpa. The electronic spectra of the complexes in DMF, measured with various concentrations of 2,2'-dipyridylamine, establish the equilibrium; $td-Co(dpa)Cl_2+dpa_\rightleftarrows^Koh-Co(dpa)_2Cl_2$. The equilibrium constants determined by the analysis of the visible spectra are 6.4, 3.6 and 2.0 $M^{-1}$, respectively, at 25.5, 38.0 and $49.0^{\circ}C,\;with\;{\Delta}H^{\circ}\;and\;{\Delta}S^{\circ}$being -9.5 kcal/mole and -28 eu.

Isotropic NMR Shifts in Some Pyridine-Type Ligands Complexed with Paramagnetic Undecatungstocobalto(Ⅱ)silicate and Undecatungstonickelo(Ⅱ) silicate Anions. Identifications of Dumbbell-Shaped 4,$4^{\prime}$-Bipyridyl Complexes

  • $^1H$ and $^{13}C$ NMR spectra for pyridine, ${\beta}$-and ${\gamma}$-picoline, pyrazine, and 4,4'-bipyridyl complexed with paramagnetic undecatungstocobalto(II)silicate and undecatungstonickelo(II)silicate anions are reported. For these complexes the ligand exchange is slow on the NMR time scale and the pure resonance lines have been observed at room temperature. The isotropic shifts in nickel complexes can be interpreted in terms of contact shifts by ${\sigma}$-electron delocalization. Both contact and pseudocontact shifts contribute to the isotropic shifts in cobalt complexes. The contact shifts, which are obtained by subtracting the pseudocontact shifts from the isotropic shifts, require both ${\sigma}$-and ${\pi}$-electron delocalization from the cobalt ion. Slow ligand exchange has also allowed us to identify the species formed when bidentate ligands react with the heteropolyanions. Pyrazine forms a 1 : 1 complex, while 4,4'-bipyridyl forms both 1 : 1 and dumbbell-shaped 1 : 2 complexes.

  • The electrocatalytic reduction of dioxygen is investigated by cyclic voltammetry and chronoamperometry at glassy carbon electrode and carbon microelectrode coated with a variety of cobalt phenylporphyrins. The n value obtained at carbon microelectrode is slightly different from that determined at glassy carbon electrode. Dioxygen reduction catalyzed by the monormeric porphyrin Co(II)-TPP mainly occurs through the $2e^-$ reduction pathway resulting in the formation of hydrogen peroxide, electrocatalytic process carries out $4e^-$ reduction pathway of dioxygen to $H_2O$ at the electrodes coated with bis-cobalt phenylporphyrins. The electrocatalytic reduction of dioxygen is irreversible and diffusion controlled.

Solvent Extraction of Cobalt Chloride from Strong Hydrochloric Acid Solutions by Alamine336 (진한 염산용액에서 Alamine336에 의한 염화코발트의 용매추출)

  • Solvent extraction reaction of cobalt by Alamine336 from strong hydrochloric acid solution was identified by analyzing the solvent extraction data reported in the literature. Analysis of the data by graphical method revealed that Alamine336 took part in the solvent extraction reaction as a monomer in the concentration ranges, [Co(II)] : 0.0169 - 0.102 M, [Alamine336] ; 0.02- 1.75 M, and [HCl ] : 5 - 10 M. The following solvent extraction reaction and equilibrium constant was obtained from the experimental data by considering the activity coefficients of chemical species present in the aqueous phase. $Co^{2+}+2Cl^{-}+R_3NHCl_{org}=CoCl_3\;R_3NH_{org}$, $K_{ex}=2.21$ The distribution coefficients of cobalt predicted in this study agreed well with those reported in the literature.
