Analysis on the Present Business States of Coastal and Off-shore Fisheries by Type of Fishery (연근해어업의 업종별 경영현황 분석)

  • In order to offer fundamental data for the standard of comfilation of the budget on the compensation money for the reduction of fishing baot and index of investigation for computation on the average earnings of reduction of fishing boat, the fluctuation of actual outputs, expenses, earnings and the difference by type of coastal and off-shore fishery was investigated and analyzed. The results are as follows : 1. The average ouput money by large powered purse seine fishery was much with about 3,510 million won, but the average output money by off-shore gill nets fishery was little with about 8.4 million won. 2. The average catch by large powered purse seine fishery was many with about 296,000 M/T, but the average catch by eastern sea danish seine fishery was few with 4,600 M/T. 3. The average expense by large powered purse seine fishery was much with about 3,360 million won, but the average expense by diving fishery was little with 6.3 million won. 4. The average earning by large powered purse seine fishery was much with about 240million won, the average earning by offshore long line fishery was little with 18 million won. 5. The average earning rate by diving fishery was much with 31.62%, but the average earning rate by large powered purse seine fishery was little with 7.30%.

Analysis of risk factors of the fisherman's in coastal purse seine fishery using the accident compensation insurance proceeds payment data of NFFC (수협 어선원 재해보상보험 자료를 이용한 연안선망어업 위험요인 분석)

  • In this study, the risk factors of coastal purse seine fisherman were analyzed through a survey of fishery workers of coastal purse seine fishery and the accident compensation insurance data of the fisheries workers of the National Federation of Fisheries Cooperatives (NFFC). The classified fishing operation accident data was analyzed through 4M (Man, Machine, Media, Management) model of the National Transportation Safety Board (NTSB) and the accident prevention measures were presented using Harvey's 3E (Engineering, Education, Enforcement) model. The rate of accidents on coastal purse seinens each year was 75.8‰, 36.7‰ and 74.8‰ from 2015 to 2017. The accident frequency resulting from slipping was the highest, and the risk of a contact with gear was low. When comparing each insurance data, the average value of the contact with gear accident was the highest. This research result is expected to be important data in identifying and preventing safety hazards of coastal purse seiner fisherman in the future.

CPUE standardization of Pacific bluefin tuna caught by Korean offshore large purse seine fishery (2003-2016) (우리나라 대형선망어업에서 어획된 태평양참다랑어의 CPUE 표준화(2003-2016))

  • Pacific bluefin tuna (Thunnus orientalis) has been mostly caught by the Korean offshore large purse seine fishery in Korean waters. The annual catch of Pacific bluefin tuna caught by the offshore large purse seine fishery in Korean waters showed less than 1,000 mt until the 1990s except for 1997. The catch sharply increased to 2,401 mt in 2000 and recorded the highest of 2,601 mt in 2003, but the catch has generally decreased with a fluctuation thereafter. The main fishing ground of Pacific bluefin tuna of this fishery is formed around Jeju Island. However, it expanded to the Yellow Sea, the coastal of Busan, and the East Sea, which depends on the migration patterns of Pacific bluefin tuna by season. The CPUE standardization of Pacific bluefin tuna was conducted using Generalized Linear Model (GLM) to assess the proxy of the abundance index. The data used for the GLM were catch (weight), effort (number of hauls), catch ratio of Pacific bluefin tuna, moon phase by year, quarter and area. The standardized CPUE from 2004 to 2011, except for 2003 and 2010, showed a steady trend, and then increased until 2014. The CPUE in 2015 decreased, and in 2016 was higher than that in 2015. The result of GLM suggests that the effect of the catch ratio of Pacific bluefin tuna is the largest factor affecting the nominal CPUE.

  • This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.

  • Mackerel purse seine fishery operating in the sea area of Cheju and Tsushima is one of the most important fishery in Korean off shore fishery, which a fishing fleet are generally composed with one purse seiner, two light ships and three or four fish carriers. In this study, purse seiners are classified in to four classes in term of their gross tonnage : A class(80-100tons), B class(100-120tons), C class(130-140tons), and D class(140-150tons). Operating sea area are divided into five sectors including east and west sea area of Tsushima Island, coastal sea area of Cheju Island and south and west sea area of Cheju Island. The performance of the purse seiner, the fishing efficiency, the dimension of fishing gear and variation of CPUE in each operating sea area are summarized as follows: 1. The relationship between a gross tonnage x and net area of purse seine y of a purse seiner can be expressed as : y=538.8x+99657.3 2. The index of seasonal variation of CPUE from May to October is lower than the standard value, whereas index from November to April is higher. 3. The power factor of fishing efficiency by classes of boat-size shows significant differences with 1% level in each operating sea area. 4. The net efficiency of purse seiner by classes of boat-sea shows that B and C classes are higher than A and D classes.

Characteristics of Korean Coastal Fisheries (한국 연안어업의 실태)

  • In this study, the status of coastal fisheries was examined based on the catch and number of fishing vessels of coastal fisheries in Korea. Comparing the status on coastal fisheries of the East Sea, Yellow Sea and South Sea in Korea, scientific evidence was made for fisheries management on coastal fisheries based on characteristics of each sea area. From 1990 to 2011, the catch of coastal fisheries in Korean waters ranged from 150,000 mt to 230,000 mt, with an average of 190,000 mt, and it accounted for 15% in average of total catch fished in adjacent waters of Korea. In order of catch by coastal fisheries, gillnet (36.7%) was the primary fishery, followed by coastal complex (24.7%), stow net (18.3%), trap (12.9%), lift net (3.9%), purse seine (3.0%) and beam trawl (0.4%) fisheries. In order of catch by species, anchovy (15.0%) had the largest proportion of total catch, followed by common squid (10.3%), akiami paste shrimp (5.2%), blue crab (3.9%) and octopus (3.7%). Of the average catch by sea area from 1990 to 2011, Yellow Sea, South Sea and East Sea were 37.4%, 34.6% and 28.0%, respectively. Since 2000s, however, the average catch of South Sea has accounted for the largest proportion. The number of permitted fishing vessels involved in 8 coastal fisheries was 55,336 vessels in average from 1997 to 2011. The number of vessels was about 47,000 vessels in 1997, and increased to 61,300 vessels until 2000, then has decreased to 44,000 vessels operating in 2011. In order of the number of permitted fishing vessels by fisheries, complex (52.4%) took the first place, followed by gillnet (31.5%), trap (13.4%), stow net (0.8%), beam trawl (0.8%), purse seine (0.6%), lift net (0.4%) and seine net (0.0%). In order of the number of permitted fishing vessels by sea area, South Sea (29,994 vessels) took the first place, followed by Yellow Sea (18,185 vessels) and East Sea (7,158 vessels). In order of the catch per unit effort (CPUE, mt/vessels) which was analyzed using catch and number of vessels in average by fishery, stow net is the highest followed by lift net, trap, purse seine, gill net, beam trawl and complex fisheries. In particular, the CPUE of complex and gill net fisheries, which accounted for the largest number of vessels were 4.0 mt/vessels and 1.6 mt/vessels, respectively. Since those are too low relative to other fisheries, it was judged to need systematical management on both fisheries.

Seasonal and Annual Variations of Catch by Large Purse Seine off Korea (한국 근해 대형선망 어획물의 계절 및 연 변동 분석)

  • Spatio-temporal variation in species composition, abundance and distribution of fisheries resources caught by large purse seine off Korea from 1991 to 1994 was analysed. Out of 19 species, Scomber japonicus (54.7%), Sardinops melanostictus (20.4%), Trachurus japonicus (9.1%), and Scomberomorus niphonius (6.2%) were predominated in catch. These 4 pelagic fishes occupied 90% of total catch. Major pelagic fishes caught by large purse seine were dispersed to northward from spring to summer, and migrated to the southern wintering ground during winter. Fishing effort (number of haul) was high in summer, but catch per unit effort showed a peak in winter. The high CPUE in winter seemed to be related to aggregation of the pelagic fish to the wintering ground in the southern sea. After spawning, they were widely dispersed for feeding in warm months.

Studies on the Mackerel Pures Seine Operating in the Sea Area of Cheju Island - 4 . The Characteristics of Catch and Ability in Purse Seine - (제주도 주변해역 고등어 건착망의 연구 - 4 . 어획량의 특성과 어구의 성능 -)

  • Mackerel purse seine fishery is one of the most important fisheries in Korea and its annual mean catch from 1982 to 1988 is 350 thousand tons. Between 1982 and 1988, the characteristics of catch at 5 sectors of the sea area was analyzed according to operating sea block and the catch by fishes based on the data obtained from daily report of fishing condition that had been made out by 48 Korean fishing boats engaged in the fishery of purse seine. In these 5 sectors of the sea area, catch per net hauling in the coastal area of Cheju Island is less than that in the other sectors. Accordingly, the shape of fishing gear during operation has been measured to analyzed the deformation of net shape caused by the bottom current. (The lunar calender is used in the paper) The results obtained are as follows; The average CPUE of purse seines is 31.6 tons and it is higher from October to April than that from May to September. In the 5 purse seine fishing grounds, the ratio of net haul in the coastal sea area of cheju Island is 42.4% and it is the highest level, but the CPUE is 25.7 tons which is relatively low level. Each CPUE in the sea areas is significant differences with 1% level. Index of seasonal variation of mackerel CPUE from May to October is lower than the standard value, whereas index from November to January is higher. The diameter of circle by net shooting becomes shorter to the minimum caused by the bottom current during loose set, becomes narrower and the efficiency of fish encirclement becomes lower. The shape of leadline by bottom current becomes long oval type along with current direction in the tight set, while it becomes long oval type in the direction of a right angle to the current direction and the enclosed area is reduced hurriedly, and the deformation of net is most serious in the loose set.

Study on effects and strategies of Korean tuna purse seine fishery affected by conservation management measures of Western and Central Pacific Fisheries Commission (중서부태평양수산위원회 보존관리조치가 우리나라 다랑어선망어업에 미친 영향과 향후 대응 방안)

  • The WCPFC CMMs related to tropical tunas have been strongly restricting fishing capacity and operating activities of main fisheries, especially purse seine fishery. In terms of changes in fishing trend by implementing relevant measures of FAD set, the number of FAD set by Korean purse seine fleet showed a decreasing pattern with the lowest level of FAD set proportion among major distant water fishing nations. With regards to the FAD closure, there was no significant change in fishing effort but a drop in catch, especially bigeye tuna during the period of FAD closure. Moreover, it showed closely similar trends between the number of FAD set and bigeye tuna catch. In terms of measures related to the high sea area including a ban on fishing on the HSP and limitation of fishing days on the high sea by flag state, proportions of catch and effort on the high sea had sharply declined after implementing those measures. As relevant measures are expected to be strengthened, it should pay attention to change of coastal nations policies and focus on improving fishing efficiency of unassociated school set with multi-pronged efforts.

  • The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.
