Fisheries is known as a high-risk industry in Korea, and various efforts have been made to reduce occupational accidents. Trap fisheries represent crustacean production, accounting for 4.7% of total fisheries production and 10.7% of its production value, which is classified as a relatively high-risk industry. With the disaster insurance payment data of the National Federation of Fisheries Cooperatives (NFFC) from 2016 to 2020, the accident rate of the entire fishery, the accident rate of trap fisheries, and the type of disasters in the past five years were analyzed. As a result, the average fishery accident rate for the past five years was 5.31%, but it was high at 6.15% for coastal trap fisheries and 5.59% for offshore trap fisheries. Slips and trips, struck by objects and contact with machinery were the most common types of the accident according to the characteristics of the work, and hand injuries were analyzed the most. Additional efforts, including education for accident prevention, development of personal protective equipment and improvement of the working environment, are needed to prevent accidents caused by repeated types of disasters.
China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

To investigate the occurrence characteristics and types of fog on the Korean Peninsula over the past three years (2020 to 2022), data from 96 synoptic meteorological observatories and 21 ocean buoys were collected and analyzed. We included precipitation fog, which occurs after precipitation events, and cloud-base lowering fog, which is caused by the development of lower-level clouds, with a total six subtypes of fog. In the case of cloud-base lowering fog, the occurrence frequency at 2.6% was not high at 2.6%, but the duration of low visibility below 200 m was very long at 6.9 hours. The seasonal frequency of fog is low in spring and winter, high in summer over islands and coastal areas, and high in autumn over inland areas. The frequency of inland fog, which is characterized by high radiation fog and dense fog, requires attention in terms of transportation safety, with an occurrence time of 0500 LST to 1000 LST. Therefore, systematic analysis of precipitation fog and cloud-base lowering, as well as radiation and advection fog, is required in the analysis of recognizing fog as a disaster and causing transportation disorders.

Recently, the velocity of sea-level rising has increased due to the global warming and the natural disasters have been occurred many times. Therefore, there are various demands for the integration of vertical reference datums for the ocean and land areas in order to develop a coastal area and prevent a natural disaster. Currently, the vertical datum for the ocean area refers to Local Mean Sea Level(LMSL) and the vertical datum for the land area is based on Incheon Mean Sea Level(IMSL). This study uses 31 points of Tidal Gauge Bench Mark (TGBM) in order to compares and analyzes the geometric heights referring LMSL, IMSL, and the nationally determined geoid surface. 11 points of comparable data are biased more than 10 cm when the geometric heights are compared. It seems to be caused by the inflow of river, the relocation of Tidal Gauge Station, and the topographic change by harbor construction. Also, this study analyze the inclination of sea surface which is the difference between IMSL and LMSL, and it shows the inclination of sea surface increases from the western to southern, and eastern seas. In this study, it is shown that TGBM can be used to integrate vertical datums for the ocean and land areas. In order to integrate the vertical datums, there need more surveying data connecting the ocean to the land area, also cooperation between Korea Hydrographic and Oceanographic Administration and National Geographic Information Institute. It is expected that the integrated vertical datum can be applied to the development of coastal area and the preventative of natural disaster.

Wave observation is widely used to direct observation method for observing the water surface elevation using wave buoy or pressure gauge and remote-sensing wave observation method. The wave buoy and pressure gauge can produce high-quality wave data but have disadvantages of the high risk of damage and loss of the instrument, and high maintenance cost in the offshore area. On the other hand, remote observation method such as radar is easy to maintain by installing the equipment on the land, but the accuracy is somewhat lower than the direct observation method. This study investigates the data quality of MIROS Wave and Current Radar (MWR) installed at Dokdo and improve the data quality of remote wave observation data using the wave buoy (CWB) observation data operated by the Korea Meteorological Administration. We applied and developed the three types of wave data quality control; 1) the combined use (Optimal Filter) of the filter designed by MIROS (Reduce Noise Frequency, Phillips Check, Energy Level Check), 2) Spike Test Algorithm (Spike Test) developed by OOI (Ocean Observatories Initiative) and 3) a new filter (H-Ts QC) using the significant wave height-period relationship. As a result, the wave observation data of MWR using three quality control have some reliability about the significant wave height. On the other hand, there are still some errors in the significant wave period, so improvements are required. Also, since the wave observation data of MWR is different somewhat from the CWB data in high waves of over 3 m, further research such as collection and analysis of long-term remote wave observation data and filter development is necessary.

There has been growing demands to manage the water quality of west coastal region due to the large scale urbanization along the coastal zone, the possibility of application of TMDL(Total Maximum Daily Loadings) to Han river, and the natural disaster such as oil spill incident in Taean, Chungnam. However, no system has been developed for such purposes. In this background, the demand of GIS based effective water quality management has been increased to monitor water quality environment and propose best management alternatives for Han river and Kyeonggi bay. This study mainly focused on the development of integrated water quality management system for Han river bas in and its estuary are a connected to Kyeonggi bay to support integrated water quality management and its plan. Integration was made based on GIS by spatial linking between water quality attributes and location information. A GIS DB was built to estimate the amount of generated and discharged water pollutants according to TMDL technical guide and it included input data to use two different water quality models--W ASP7 for Han river and EFDC for coastal area--to forecast water quality and to suggest BMP(Best management Practices). The results of BOD, TN, and TP from WASP7 were used as the input to run EFDC. Based on the study results, some critical areas which have relatively higher pollutant loadings were identified, and it was also identified that the locations discharging water pollutant loadings to river and seasonal factor affected water quality. And the relationship of water quality between river and its estuary area was quantitatively verified. The results showed that GIS based integrated system could be used as a tool for estimating status-quo of water quality and proposing economically effective BMPs to mitigate water pollution. Further studies need to be made for improving system's capabilities such as adding decision making function as well as cost-benefit analysis, etc. Also, the concrete methodology for water quality management using the system need to be developed.

In order to rehabilitate forest sites damaged by wildfire via natural or artificial restoration, it is important to determine right tree species, which can acclimate to biogeoclimatic environment at the sites. The objectives of this study were to develop site index equation of different tree species for estimating forest productivity and to provide information on species selection for post-wildfire restoration. Site index equation was developed based on environmental information from wildfire damaged areas in Gangneung, Goseong, Donghae, and Samcheok, where were located in east coastal areas of South Korea. Despite the small numbers (4~5) of environmental variables used for the development of the site index equations, statistical analysis (e.g. mean difference, standard deviation of difference, and standard error of difference) showed relatively low bias and variation, suggesting that those equations can provide relatively high capability of estimation and practical applicability with high effectiveness. The small numbers of the variables enabled the model to be applied in a wide range of usages including determination of appropriate tree species for post-wildfire restoration. The estimation of forest site productivity showed the possibility of large distribution in east coastal region as the best site for Korean ash (Fraxinus rhynchophylla) and original oak (Quercus variabilis) that can be used for firebreak in the region. These results imply that damages by forest fire can be reduced significantly by replacing existing pure coniferous forests in the area with ones dominated by broad-leaved deciduous stands, which can play an important role as fire break and/or prevent a transition from surface fire to crown fire.

In this study, continuous long-term observation is implemented with an ocean radar. Ocean radar conducts remote observation (combined) with ground-based radars, which enable a series of simultaneous observations of an extensive range of the coast with high frequency. An ocean radar for continuous long-term observation is operated at Samcheok on the east coast of Korea. Samcheok experienced tsunami damage in recent years and is the location of a nuclear power plant. In order to examine the reliability of the ocean radar, a pressure-type wave gauge, ultrasonic wave gauge, and ocean buoy are installed for the purpose of data comparison and verification. The ocean radar used in this study is an array-type HF-RADAR named WERA (WavE RAdar). The analysis of the data obtained from continuous long-term observations showed that the radar observations were in agreement with more than 90% of the wave data collected within a 25 km range from the center of two sites. Less than 1% of the entire observation data was unmeasured by the time series analysis. As a result of comparing the radar data with the direct observations made by the wave gauge, it was inferred that the RMS deviation is less than 20cm and the correlation coefficient was in the range of 0.84 ~ 0.87. Moreover, supported by such observations, a comprehensive monitoring system is being developed to provide the public with real-time reports on waves and currents via the internet.

It is critical that passengers should be given timely and correct escape or evacuation guidance from captain and crews when there are hazardous situations in a ship. Otherwise the consequences could be disastrous as "SEWOL Ferry" the South Korean passenger ship which sank in southern coastal area on 16th April 2014. Due to the captain's delayed evacuation decision and lack of sufficient number of crews to guide passengers' evacuation, the accident recorded many casualties, most of whom were high school students (302 passengers sank down with the ship while 172 rescued). Building a passenger ship with well-designed physical escape routes is one thing and guiding passengers to those escape routes in real disaster situation is another. Passengers get panic and move to a wrong direction, bottleneck makes situation worse, and even crews get panic also - passive static escape route signage and small number of trained crews might not be enough to take care of them. SESS (Smart Escape Support System) is being developed sponsored by South Korea Ministry of Ocean and Fisheries starting from 2016 with 4 years of roadmap. SESS comprises multiple active dynamic signage devices which communicate with real-time escape routing server software via LoRa (Long Range) proprietary wireless network.
In Korea, snow damage has happened in the region with little snowfalls in history. Also, accidental damage was caused by heavy snow leads and the public interest on heavy snow has been increased. Therefore, policy about the Natural Disaster Reduction Comprehensive Plan has been changed to include the mitigation measures of snow damage. However, since heavy snow damage was not frequent, studies on snowfall have not been conducted on different points. The characteristics of snow data commonly are not the same as the rainfall data. Some southern coastal areas in Korea are snowless during the year. Therefore, a joint probability distribution was suggested to analyze the snow data with many 0s in a previous research and fitness from the joint probability distribution was higher than the conventional methods. In this study, snow frequency analysis was implemented using the joint probability distribution and compared to the design codes. The results were compared to the design codes. The results of this study can be used as the basic data to develop a procedure for the snow frequency analysis in the future.
