Introduction of Globally Harmonized System for Agrochemical Products (농약제품을 위한 GHS 제도 도입)

  • The use of chemical products to enhance and improve life is a widespread worldwide practice. In spite of the benefits of these products, there is the potential of chemicals for adverse effects to people or the environment. The globally harmonized system (GHS) of classifying and labeling chemicals that was recommended by the United Nations in 2003, has been introduced globally since 2008. Compare to the classification criteria of agricultural formulations today, classification criteria of GHS is different partly. One pictogram is removed and 3 pictograms are introduced newly. The classification criteria of GHS will be changed preferentially and implemented gradationally to hazard products.

  • It has good features for social networking with friends SNS is maintained. However, various enterprises, individuals invading the inconvenience spammers have exposure to a number of users to tweet spam. The study was conducted in the existing research on these spam tweets. However, the results showed a more accurate classification and detection is difficult because of the lack of precision and different causes. In this paper, we describe how to classify the characteristics of spammers, classification criteria. Also has a link rate and difference between followers and following, these features were present classification criteria for spammers account. This experiment was performed according to the criteria. Randomized trial of spam and non-spam accounts were selected and account type was conducted according to the criteria 68% of the link ratio of spam accounts. Followers / Following ratio was 27581.5. Non-spam accounts was 6.12%. Followers / Following ratio was 1.26.

  • The purpose of this study consists in introducing and examining the previous river classification systems applicable to the river improvement technique including geomorphological considerations, and developing a new system using the geomorphological criteria which represent the morphology of rivers. A newly developed system uses the channel reach as a classifying unit which is delineated by upstream and downstream tributaries. It adopts three basic geomorphological criteria for classification: 1) valley-floor width index(VI) reflecting the confinement of the channel in the valley, 2) sinuosity(P) which expresses the channel planform, and 3) bed material($d_{50}$). The system is composed of 24 stream types. Concerning every stream type, valley forms, principal bed forms and fluvial processes with disturbance elements are briefly presented. Finally, the applicability of this system to the Chungmi Stream and the Imjin River data in comparison with that of Rosgen system is examined.

Patient Severity Classification in a Medical ICU using APACHE Ⅲ and Patient Severity Classification Tool (APACHE Ⅲ를 이용한 중환자 분류도구의 타당도 검증)

  • The purpose of this study was to verify the validity of the Patient Severity Classification Tool by examining the correlations between the APACHE Ⅲ and the Patient Severity Classification Tool and to propose admission criteria to the ICU. The instruments used for this study were the APACHE Ⅲ developed by Knaus and the Patient Severity Classification Tool developed by Korean Clinical Nurses Association. Data was collected from the 156 Medical ICU patients during their first 24 hours of admission at the Seoul National University Hospital by three trained Medical ICU nurses from April 20 to August 31 1999. Data were analyzed using the frequency, $x^2$, Wilcoxon rank sum test, and Spearman rho. There was statistically significant correlations between the scores of the APACHE III and the Patient Severity Classification Tool. Mortality rate was increased as patients classification of severity in both the APACHE III and the Patient Severity Classification Tool scored higher. The Patient Severity Classification Tool was proved to be a valid and reliable tool, and a useful tool as one of the severity predicting factors, ICU admission criteria, information sharing between ICUs, quality evaluations of ICUs, and ICU nurse staffing.

Study on Classification Function into Sasang Constitution Using Data Mining Techniques (데이터마이닝 기법을 이용한 사상체질 판별함수에 관한 연구)

  • In this study, when we make a diagnosis of constitution using QSCC Ⅱ(Questionnaire of Sasang Constitution Classification). data mining techniques are applied to seek the classification function for improving the accuracy. Data used in the analysis are the questionnaires of 1051 patients who had been treated in Dong Eui Oriental Medical Hospital and Kyung Hee Oriental Medical Hospital. The criteria for data cleansing are the response pattern in the opposite questionnaires and the positive proportion of specific questionnaires in each constitution. And the criteria for variable selection are the test of homogeneity in frequency analysis and the coefficients in the linear discriminant function. Discriminant analysis model and decision tree model are applied to seek the classification function into Sasang constitution. The accuracy in learning sample is similar in two models, the higher accuracy in test sample is obtained in discriminant analysis model.

New drug classification system in accordance with global harmonization (글로벌 조화에 부합하는 국내 의약품 분류체계 개선방안)

  • The objective of this study was to investigate drug classification system in Korea and other developed countries. Laws and regulations of Korea regarding the system were retrieved from sources posted in Ministry of Government Legislation. We also reviewed previous research reports performed as part of government's effort to reform the system The system in the foreign countries was retrieved from the official homepage operated by each country's government. There have been two research funded by Korean government, which strongly suggested that the system should be reformed. However, we found that the system was never reformed and still effective. Drug classification system in US and most western countries consists of two categories, i.e., prescription drugs and non-prescription drugs except UK, which classifies into three categories: Prescription Only Medicines, Pharmacy Medicines, and General Sales List Medicines. Interestingly, in Japan, non-prescription drugs are further classified into three groups: Group 1, 2, and 3. Recently, Ministry of Health and Welfare (MOHW) in Korea proposed a plan to reclassify all the approved drugs according to purportedly rational and scientific criteria. However, the plan does not include reform of the existing laws and regulations, which appears that it is just one-time action rather than a sustainable administration backed up by law. Therefore, it is recommended that Korean MOHW take appropriate action on laws and regulations with regard to the system to meet global harmonization standard.

Prescription and Non-prescription Drug Classification of Hospital Pharmacy Formulations (의료기관조제실제제의 전문$\cdot$일반의약품 분류)

  • This study is intended to set the criteria for the classification of prescription and non-prescription drugs, and classify hospital pharmacy formulations according to the criteria. 717 hospital pharmacy formulations were collected ken the Center for review and evaluation of health insurance, and national provincial offices. Hospital pharmacy formulations were evaluated based on the 'Guidelines on the Hospital Pharmacy Formulations (Notification No. 2000-46)'by the Ministry of Health and Welfare. Drug classification advisory committee was composed of twelve medical and pharmaceutical specialists, and suggested opinions on the drug classification. Among 717 formulations, 651 drugs $(90.8\%)$ satisfied the basic conditions for the hospital pharmacy formulations. 312 formulations $(43.5\%)$ were classified as drugs for the disinfection and tests. For the rest of them, 231 formulations were classified as prescription drugs whereas 108 drugs were as non-prescription drugs. 56 non-prescription drugs were included as hospital formulations, because there were no therapeutic alternatives. Iu sum 599 drugs $(83.5\%)$ were suggested as hospital pharmacy formulations. The study also recommends pharmaceutical companies to produce drugs of limited commercial value, and doctors to change their unique prescribing behavior in order to prevent the abuse of hospital pharmacy formulations.

  • It is essential to effectively manage facilities because operating and maintenance cost for them accounts for more than 83% of lifecycle cost. This study developed BIM Object-based classification list to manage information required to operating and maintenance phase of them from design and construction phase. In order to develop this classification list, Construction Information Classification System, Design Criteria for Architectural Electrical Installations, commodity list classification of PPS(Public Procurement Service) were analyzed. and problems for consisting of object classification list were drawn. And each materials is classified that drawings discipline code (KSF 1540:2010 (Principle and criteria for CAD Drawing) was classified as level 1 to cover main areas and construction information classification system was classified as level 2 to cover elements also UNSPSC was classified as level 3 to cover objects for devices and equipments. this classification criteria was given code. This study is expected to be useful to exchange and share information in operating and maintenance phase by offering object point of view classification in design and construction phase. besides, it is looking forward to effective operating and maintenance of facilities by enabling management of devices and equipments by function, space, use.

A Study on Development of Policy Attributes Taxonomy for Data-based Decision Making (데이터기반 의사결정을 위한 정책 및 사업 속성 분류체계 개발 연구)

  • Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".
