An essential area is the creation of a single digital market between the EU and Ukraine through information technology. Purpose: to investigate and analyze civil law relations in the field of adaptation of Ukrainian civil law to civil law regulations of the EU. The object of research: Ukrainian civil law and civil law of the EU. The subject of the study is civil law in the context of adaptation of civil law to the legislation of the EU. The following methods of scientific cognition were used during the research: semantic, historical, comparison, analysis and synthesis, generalization. The results of the study show that the harmonization of the legal system of Ukraine with EU law is caused by several goals: successful integration of Ukraine into the EU, legal reforms based on the positive example of EU countries, promoting access of Ukrainian enterprises to the EU market; attracting foreign investment, increasing the welfare of Ukrainian citizens. The adaptation includes three stages, the final of which is the preparation of an expanded program of harmonization of Ukrainian legislation with EU legislation. In the process of adaptation, it is important to take into account the legal history, tradition, features and mentality of Ukraine and before borrowing legal structures to analyze the feasibility of their application in the Ukrainian legal field.

Spatial data processing often poses challenges due to the unique characteristics of spatial data and this becomes more complex in spatial big data processing. Some tools have been developed and provided to users; however, they are not common for a regular user. This paper presents a benchmark test between two notable tools of spatial big data processing: GIS Tools for Hadoop and SpatialHadoop. At the same time, a MapReduce application is introduced to be used as a baseline to evaluate the effectiveness of two tools and to derive the impact of number of maps/reduces on the performance. By using these tools and New York taxi trajectory data, we perform a spatial data processing related to filtering the drop-off locations within Manhattan area. Thereby, the performance of these tools is observed with respect to increasing of data size and changing number of worker nodes. The results of this study are as follows 1) GIS Tools for Hadoop automatically creates a Quadtree index in each spatial processing. Therefore, the performance is improved significantly. However, users should be familiar with Java to handle this tool conveniently. 2) SpatialHadoop does not automatically create a spatial index for the data. As a result, its performance is much lower than GIS Tool for Hadoop on a same spatial processing. However, SpatialHadoop achieved the best result in terms of performing a range query. 3) The performance of our MapReduce application has increased four times after changing the number of reduces from 1 to 12.

LID planning and application has been actively developed to reduce the runoff volume at increased impervious areas due to rapid urbanization. In this study, a performance and applicability evaluation was performed in an infiltration trench using the SWMM model, based on the experimental conditions for infiltration trenches. The infiltration trench application area was applied to 5~15% of the drainage area. The SWMM results of discharge and the BOD reduction efficiency were analyzed at a peak discharge of 45.7~61.9%, total discharge of 47.2~62.3%, and BOD load of 52.3~55.3. The discharge and BOD was estimated to be 12~24% higher and 37~38% smaller than the experimental results. This study can help in the application and performance evaluation of infiltration trenches.

BIM (Building Information Model) and GIS (Geographic Information System) are applied widely to all stages (Planning - Design - Building - Maintenance) of construction. Recently, research for designing an integrated BIM/GIS platform has been conducted to determine the synergy effects. This paper reports the derivation of BIM/GIS platform application scenarios and definition of specific functions in construction planning and design phases. First, BIM/GIS application scenarios and platform functions are derived for each phase based on an analysis of business affairs. Second, SW functions, which compose platform function, are defined. In the construction planning phase, location selection and route location business affairs were analyzed. Preliminary design and detailed design business affairs were analyzed in the construction design phase. The result of this research can be used for BIM/GIS integrated platform design in the future.
Hydrological system forecasting, which is the short term runoff historical data during the limited period in dam site, is a conditional precedent of hydrological persistence by stochastic analysis. We have forecasted the monthly hydrological system from Andong dam basin data that is the rainfall, evaporation, and runoff, using the seasonal ARIMA (autoregressive integrated moving average) model. Also we have conducted long term runoff simulations through the forecasted results of TANK model and ARIMA+TANK model. The results of analysis have been concurred to the observation data, and it has been considered for application to possibility on the stochastic model for dam inflow forecasting. Thus, the method presented in this study suggests a help to water resource mid- and long-term strategy establishment to application for runoff simulations through the forecasting variables of hydrological time series on the relatively short holding runoff data in an object basins.

Although it is important to reflect the accurate information of the ground condition in the tunnel design, the analysis and design are conducted by limited information because it is very difficult to get it practically on considering various geography and geotechnical condition. So construction management of information concept is required to manage immediately on the field condition because it is very time-consuming to establish the countermeasure of underground reinforcement and the pattern change of Bo. Therefore, when construction is on tunnel area, examination of accurate safety and prediction of behavior is performed to overcomes the limit of predicting behavior by using Artificial Neural Network(ANN) in this study. Firstly, the field data was secured. Secondly, suitable structure was made on multi-layer perceptrons among the ANN. Thirdly, learning algorithm-propagated applies to ANN. The data for the learn of field application using ANN was used by considering impact factors, which influenced the behavior of tunnel, and performing credibility analysis. crown displacement, spring displacement, subsurfacement, and rock bolt axial force are predicted at the tunnel construction and on-site application was confirmed by using ANN from analyzing and comparing with measurement value of on-site. In this study, the data from Seoul Highway $\bigcirc\bigcirc$ tunnel section was applied to the ANN Theory, and the analysis on the investigate value and the reasoning for the value associated with field application was performed.

As for civil service support, the interaction between citizens as well as the government and citizens has an important value, and the participation between citizens be very important. The interaction between these citizens can lead to spreading the use of the app by getting them to share their status information with an specified number of people in the public service such as a social network service. Mobile-based social network service has various built-in sensors to increase the interaction between the government and citizens and post the status information of users on SNS. In this regard, this paper proposed a social network application for civil services based on the Android by using location-based context information. Experimental results showed that since the application proposed in this paper can be applied to low-performance system and exhibits high performance, it can allow users located at a short distance to detect new information and share contents by adding the content to SNS which is the closest to the location of users.
Geotextile tube method is the latest application process to construct a variety of civil structures such as river and coastal structures by using geotextile which is a high polymer synthetic fiber. In this paper, laboratory tests and field tests were conducted in order to identify the behavior, stability and application possibility of geotextile tube which prevents the erosion of coastal sand. As a result of large-scale direct shear test, which is one of laboratory tests, the increase in friction angle was shown as the relative density increased, and friction angle of sand/geotextile was larger than that of sand/sand. As a result of field test, the behavior and stability during construction and after construction were identified through measurement, and the effect of preventing erosion was confirmed.

The objective of this paper is to report the result of an experimental program conducted on the strengthening of nonductile RC frames by using external mesh reinforcement and plaster application. The main objective was to test an alternative strengthening technique for reinforced concrete buildings, which could be applied with minimum disturbance to the occupants. Generic specimen is two floors and one bay RC frame in 1/2 scales. The basic aim of tested strengthening techniques is to upgrade strength, ductility and stiffness of the member and/or the structural system. Six specimens, two of which were reference specimens and the remaining four of which had deficient steel detailing and poor concrete quality were strengthened and tested in an experimental program under cyclic loading. The parameters of the experimental study are mesh reinforcement ratio and plaster thickness of the infilled wall. The effects of the mesh reinforced plaster application for strengthening on behavior, strength, stiffness, failure mode and ductility of the specimens were investigated. Premature and unexpected failure mode has been observed at first and second specimens failed due to inadequate plaster thickness. Also third strengthened specimen failed due to inadequate lap splice of the external mesh reinforcement. The last modified specimen behaved satisfactorily with higher ultimate load carrying capacity. Externally reinforced infill wall composites improve seismic behavior by increasing lateral strength, lateral stiffness, and energy dissipation capacity of reinforced concrete buildings, and limit both structural and nonstructural damages caused by earthquakes.
