A Study on the Temporal and Spatial Characteristics of Available Water Resources of Eastern Coastal Area, Korea (동해안지역 가용수자원의 시공간적 특성에 관한 연구)

  • This is to study the characteristics of available water resources (AWR) of the eastern coastal area in Korea. A rating curve was suggested at Yangyang water level station of the Yangyangnamdai river. Annual mean precipitation of this area is 1365.8mm. Annual mean precipitation in central and northern area of eastern coastal area is more than that of southern area because of orographic precipitation occurred by the north-easterly air flow from the East sea. By the correlation analysis of monthly rainfall depths between rainfall gauging stations it is presented that the rainfall gauging stations located in coastal region have the regional representativity, but the rainfall gauging stations located in the westward of mountains have a strong locality. AWR of eastern coastal area by the application of runoff coefficient 0.665 is 1134.5X106m3 and 28.6 percentage for total water resources. In each watershed AWR is 193.7X106m3 in the Yangyangnamdai river, 109X106m3 in the Kangnungnamdai river, and 146.0X106m3 in the Samcheokosip river. The seasonal changes of 30/3% in summer and 19.1% in water, and those of the AWR to total water resources are 86.3% in winter, 60.1% in spring, 50.1% in autumn, and 25.7% in summer. The results of this study may be used to establish the water resources planning of eastern coastal area.

  • The purpose of this paper is to describe the Disaster Management System Development of Enterprise GIS at the Kangwon Province in Korea. This project is included into 'the Kangwon Enterprise GIS 21 plan'. The Division of Disaster Management is in the middle of the 2-year project of the Disaster Management System development, appropriate for business performed at the Departments of Forestry, Culture, Environment, Tourism, etc. At the 1st phase of CIS implementation, for more than half a year we focused on the necessity of management of disasters. In the planning process, we needed long-term information on the whole area of Kangwon. In the assessment and response processes, we needed real-time data from Korean Meteorological Administration and other agencies. All the above information was carefully studied and referred to. ESRI's new GIS technologies solve the natural hazard/disaster problems. For example, hazardous materials routing often needs to be found the least expensive path through a roadway network. In the circumstances given, we can choose the departure point and destination of the vehicle, which carries the materials. It's also possible to minimize overall risk and costs of disaster problems by making a plan of people and possessions evacuation from the disaster area in short time limits. We can meet all the above goals using the latest ESRI's technologies.

A Study on the Criteria Establishment for One-way road using AHP (AHP분석을 활용한 일방통행 선정기준 정립에 관한 연구)

  • Standards suitable for local conditions on deciding one-way road are desperately required to solve traffic congestions at the backside roads in the old downtown areas which were not designated as a road by urban planning. Therefore, this study intends to re-establish a standard to decide one-way road which is regarded to be of the greatest effect among traffic system control methods in order to control one-way road system more efficiently. Also, this paper suggests a standard for such decision to improve efficiency of using backside roads and expand designation of one-way road. AHP (analytic hierarchy process) was carried out among the traffic experts to find out the factors to decide one-way road system. Its result reveals that importance of causing accident to walking quantity and traffic was high. 10,000 cases out of all the possible scenarios of accident by combining detailed evaluation items and scales were extracted to draw the outcomes of analyzing the scenarios, which were schematized in a graph. As a result, division by three sections of point of inflection was verified into $1{\leq}$ section A<1.91, 1.9$1{\leq}$ section B<2.08, and $2.08{\leq}$ section C<3. In other words, priority of deciding one-way road should be given to section C, the highest total point, while posterior to section A, where relatively low points are distributed. The standard on deciding one-way road suggested in this paper may be used for designating one-way road and basic data to re-establish the relevant system in the future.

The Evaluation of Architectural Density on Urban District using Airborne Laser Scanning Data (항공레이저측량 자료를 이용한 시가지 건축밀도 평가에 관한 연구)

  • This study evaluated the architectural density of urban district using airborne laser scanning(ALS) that is a method used in urban planning, water resources and disaster prevention with high interest recently. First, digital elevation model(DEM) and digital surface model(DSM) was constructed from Light detection and ranging(LiDAR). For getting the height of building, ZONALMEAN filter was used in DEM and ZONALMAJORITY filter was used in DSM. This study compared the floor from filtering with the floor from survey and got standard error, which is ${\pm}0.199$ floor. Also, through the overlay and statistical analysis of total-area layer and zone layer, we could present floor area ratio by zone. As a result of comparison with floor area ratio between airborne laser scanning data and survey data, the standard error of floor area ratio shows ${\pm}2.68%$. Therefore, we expect that airborne laser scanning data can be a very efficient source to decision makers who set up landuse plan in near future.

Some Suggestions to Improve the Criteria for Subdividing the Management Zone in a Rural Area - A Case Study of Cheongsong-gun, Gyeongbuk - (농촌지역을 위한 관리지역 세분기준의 개선방안 - 경북 청송군을 사례로 -)

  • This study empirically investigated some problems with the criteria for subdividing the management zone in a rural area through a case study of Cheongsong-gun, Gyeongbuk and provided some suggestions for their improvement. To do this, the subdivision criteria in the guideline for developing urban management planning were firstly compared with those of Cheongsong-gun. Next, geographic information system(GIS) was used to do the cross-check analysis between the results from land suitability assessment and those from the subdivision in the management zone and to grasp the spatial relationships of a zone with its neighboring zones by analyzing the zoning inventory and comparing the areas. Finally, map analysis and field survey were conducted to examine the relevance to the actual situation of land use and focus interviews were done to analyze the civil complaint cases resulted from the subdivision in the management zone. This study found out three major categories of problems with the criteria for subdividing the management zone in Cheongsong-gun: the incomplete formalization of zoning, the inadequate decision criteria on the availability of land for development, and the biased consulting of the departments concerned. Some suggestions for their improvement were then provided in this study. The empirical results from this study can be used as the preliminary information for suggesting the right direction of the subdivision in the management zone within the rural areas in the near future.

The New Urbanization Process and Changing Spatial Structure of Seoul (서울의 신도시화 과정과 공간구조의 변화)

  • This study is to consider economic, political, socio-cultural and environmental characteristics of the new urbanization process and its spatial structures and urban policy of Seoul in the 1990s. Some experimental findings which have been identified throughout this study can be summarized as follows. First of all, Seoul, the largest city in S.Korea has experienced a restructuring process of economy, which has been promoted by the development of producer services as well as knowledge- based or high tech industries. Secondly, the autonomy of Seoul has increased after the introduction of local self-government, with relatively higher self-management of local finance than other cities, strengthening the tendency of enterpreneurialism, empowering civil movements, and increasing the political participation of women. Thirdly, in the socio-cultural aspect, the material wants to gain a certain identity through consumption, using urban environments culturally, varying consuming attitudes and ways of leisure times in relation with the rapid development of transportation and information communication. Fourthly, in the environmental aspect, Seoul has tried to introduce the concept of sustainable development in terms of increasing wants on the quality of life, and to develop a pro-environmental eco-city with environmental rehabilitation, constructing green space and eco-park. Finally, in the spatial dimension, Seoul has shown a structuration of multi-centers, with highly spectacular urban landscapes and seemingly authentic urban planning. These results make us confirm that Seoul has been in the process of new urbanization which can be distinguished from the previous one.

Shear Resisting Effects of Protruded Nails by Pressure Grouting (가압식 돌기네일의 전단저항 효과)

  • Soil nailing is ground reinforcement method using the shear strength of ground and the pullout shear resistance force of nail. It is mainly used for reinforcement of cut slopes, earth retaining structures and retaining walls, etc. It may be designed considering the pullout resistance of nail in the case of earth retaining structure and retaining wall, but it should be designed considering not only pullout resistance but also shear and bending resistance in the case of slope. However, conservative designs considering only pullout resistance are being done and most of the studies are about increasing pullout resistance by improving of material, shape and construction method of nail. Actually, Shear bending deformations occur centering on the active surface in ground reinforced with the nail. The grout with relatively low strength is destroyed and separated from the reinforcing material. As a result, the ground is collapsed while reducing the frictional resistance rapidly. Therefore, it is necessary to develop the method to increase the shear resistance while preventing separation of nail and grout body. In this study, an experimental study was conducted on new soil nailing method which can increase shear resistance by forming protrusions through pressurized grouting after installing a packer on the outside of deformed bar.

A Basic Study of an Integrated Digital Map Generation to an Electronic Navigational Chart and a Digital Topographic Map for Coastal Development and Management (연안 개발 및 관리를 위한 육·해도 통합수치도 제작에 관한 기초연구)

  • The Korean government is developing a systematic plan of integrated coastal management for effective conservation, utilization, and development of coastal areas. For this plan, integrated maps of land maps and nautical charts are indispensable. However, these maps are not made, nor studied yet in terms of integration, although digital maps(DM) on land and electronic nautical charts(ENC) have been recently developed by Korean Geography Institute and National Marine Investigation Institute, respectively. In this study, as preliminary studies to make eventual integrated maps, the concept of coastal areas are defined, specifically, coastal lines from DM and ENC are matched against each other. Issues on map production procedures, coordinate systems, and map projections, are carefully considered. A test coastal area located in Seo-Gu, Pusan, over 14 km of coastal lines is selected for the edge matching of coastal lines. RMS differences are 13.83 m and 4.37 m over man-made coastal lines and natural coast lines, respectively, which are quite larger considering a scale difference and other factors. However, no systematic differences are found.

An Analysis on the Social Policy Networks A Comparison of the Kim Young-Sam Government and the Kim Dae-Jung Government (사회복지정책 결정 구조에 대한 정책 연결망 분석: 문민 정부와 국민의 정부 비교)

  • In order to examine the causes of the social policy changes in Korea during the late of 1990s, this study tries to compare the social policy decision-making structure between Kim Yong-Sam Government and Kim Dae-Jung Government. This study applies policy network analysis method which measures the relation and power structures of policy actors and as a result shows the characteristics of the policy making structure. Analysing the 6 policy domains and 52 policy events, this study finds that the importance and location of veto points which were created by the social policy decision processes have changed. In Korea, social policy decision processes have been produced power structures in which Ministry of Finance and Economic Planning Board have played a decisive role. In result, these executives can have controlled policy making processes and had veto power, i. e. veto points in policy decision-making structure. But, during Kim Dae-Jung government, accountability issues of financial crisis and reorganization of ministries have changed the importance and location of veto points. Pro-welfare groups of civil society got a chance to penetrate policy decision-making structure during that time. This study argues that these changes of policy decision-making structure may be associated with the social policy changes in Korea during the late of 1990s.

An Evaluation Method of Water Supply Reliability for a Dam by Firm Yield Analysis (보장 공급량 분석에 의한 댐의 물 공급 안전도 평가기법 연구)

  • Water supply reliability for a dam is defined with a concept of probabilistic reliability. An evaluation procedure of the water supply reliability is shown with an analysis of long term firm yield reliability. The water supply reliabilities of Soyanggang Dam and Chungju Dam were evaluated. To evaluate the water supply reliability, forty one sets of monthly runoff series were generated by SAMS-2000. HEC-5 model was applied to the reservoir simulation to compute the firm yield from a monthly data of time series. The water supply reliability of the firm yield from the design runoff data of Soyanggang Dam is evaluated by 80.5 % for a planning period of 50 years. The water supply reliability of the firm yield from the historic runoff after the dam construction is evaluated by 53.7 %. The firm yield from the design runoff is 1.491 billion $m^3$/yr and the firm yield from the historic runoff is 1.585 billion $m^3$/yr. If the target draft Is 1.585 billion $m^3$/yr, additional water of 0.094 billion $m^3$ could be supplied every year with its risk. From the similar procedures, the firm yield from the design runoff of Chungju Dam is evaluated 3.377 billion $m^3$/yr and the firm yield from the historic runoff is 2.960 billion $m^3$/yr. If the target draft is 3.377 billion $m^3$/yr, water supply insufficiency occurs for all the sets of time series generated. It may result from overestimation of the spring runoff used for design. The procedure shown can be a more objective method to evaluate water supply reliability of a dam.
