  • This study aims to analyze whether both childcare subsidy and childcare leave policies have moderating effects on the relationship between Korean women's value of children and their intentions for subsequent childbirth. The data are used from the 2015 National Survey on Fertility and Family Health and Welfare. Both hierarchical multiple regression analysis and moderated regression analysis are used for statistical analysis. The findings from the study are as follow. First, the ideal number of children, instrumental values, and emotional values have positive effects on the intentions for subsequent childbirth after controlling for background variables(level of education, income, age, and number of children). Second, childcare leave policy has no significant effect on the intentions for subsequent childbirth while childcare subsidy policy has the negative effect. Third, only childcare subsidy policy has moderating effects on the relationship between instrumental, emotional values, and the intentions for subsequent childbirth. These results suggest that policies enhancing the value of children should be implemented in addition to traditional birth rate policies. Furthermore, new birth rate polices are needed for those married women who have a high possibility of subsequent childbirth.

Through this, we would like to discuss the direction of support for postpartum health care support projects and new policies to encourage childbirth. Methods: In this study, we examined the results of an online survey from 73 women and 29 Korean medicine doctors. We examined 39 items, including basic information, childbirth-related items, Korean medicine treatment-related items, business satisfaction, and policies, answered by 73 women and 29 Korean medicine doctors who responded to the online survey. Results: The average age of women was 33.62±4.19 years, and the average age of Korean medicine doctors was 49.82±8.60 years. Musculoskeletal pain appeared most commonly in both maternal and Korean medicine doctors' online surveys. The visit date from the date of delivery was 36.87±27.06 days. Gungguijohyeol-um and Boheo-tang were widely used. The survey score of women whose main symptoms improved after taking herbal medicine was 3.04±1.15 points, and the survey score of Korean medical doctors was 4.13±0.74 points. The positive response to the policy was 73.7% for satisfaction with the overall policy to encourage childbirth, 54.8% for perceived support, and 65.7% for reduction of economic burden. Conclusions: Women who participated in the postpartum health care support project and received Korean medicine treatment and Korean medicine doctors who performed Korean medicine treatment were very satisfied. The most frequent postpartum symptom was musculoskeletal pain. The degree of improvement in main symptoms after taking herbal medicine was higher among Korean medicine doctors than among women. Among childbirth policies, the areas that should be prioritized are childbirth support projects and postpartum care projects.

  • Objective : Recent government policy for encouraging increased birth rate and its historical background were reviewed from the standpoint of a midwife. Suggestions were made for an effective policy to encourage more births. Possible roles of midwives regarding this new policy were also discussed. Methods : Literature reviews and internet research Results : Korea has been very successful in implementing its population control policy since the 1960s. It now considers a policy to encourage increased births due to falling birth rates. There are two opposite sides on this policy. One is positive and the other is negative opinion. The health of women and children should be given top priority in any policy -making or decisions, so that the quality of their lives can be improved. Midwives can be active members in the establishment and implementation of such policies. Conclusion : This policy to increase birth rates can be a good opportunity for midwives to publicize the fact that normal deliveries can be handled economically, efficiently, and safely by them. This will attract more women to employ midwives and use their clinics. If midwifery clinics in the form of a corporation or a consortium with other health care professionals can be established, they could be developed as One-Stop Women's Health Care Centers, where health needs of, not only pregnant women, but all women over the course of their lifetimes can be satisfied.

  • The purpose of this study was to examine how married women with a child perceived the low-fertility issue in order to increase the success of policy decisions for increasing the fertility rate and to present alternatives. The study subjects were 327 married women with a child who resided in Dongjak-gu, Seoul. After the survey was conducted, the collected data were analyzed with SPSS 11.5 program. The findings of the study were as follows. First, the married women who already had one child found it ideal to have two children. In fact, however, 36.4% had determined not to have another child, and only one parent wanted to have a second child in 26.9%. Second, they took a dismal view of the government's fertility encouragement policies, and they considered it necessary for the government to pursue a more down-to-earth measure. Third, economic aid for child rearing and education was identified as the most critical way to boost the childbirth rate. In conclusion, current national policies aimed at increasing the low-fertility rate are redundant if they are only designed to publicize government action. Actions need to be taken to assist married women in taking better advantage of the existing policies.

  • This study compared and analyzed the effect of the burden of household expenditure in the metropolitan and non-metropolitan areas on the intention to childbirth intention to married women using a panel logit model. To this end, this analysis targeted married women aged 25 to 39 who are highly likely to be fertile. The main results are as follows; First of all, it was confirmed that the economic power of spouse can be an important factor in the childbirth intention regardless of region. Second, it was found that the higher the satisfaction of marriage had a positive effect on the childbirth intention, and also higher the value that children must have, the higher the childbirth intention. Third, it was confirmed that the burden of household expenditure is the most important factor in the willingness to childbirth intention, excluding factors such as the number of existing children. In particular, the burden on education spending in both the capital region and non-capital region was found to be a key reason for the decrease in the childbirth intention. Lastly, the burden of household expenditure showed different effects on childbirth intention on depending on the region. Specifically, in the capital region, medical spending and loans had a greater impact, while, in the non-capital region, transportation and communication costs had a greater impact on childbirth intentions. Through the results, this study confirmed the implication that easing the burden on household expenditure is continuously necessary to enhance childbirth, and that discriminatory policy approaches are required depending on the area of residence.
