A Comparative Study of the Environment of After-School Child Care by Type of Facility (방과후 아동지도 시설유형별 교육환경 비교)

  • This study examined the conditions and administration of 548 private, social welfare, and elementary school-based facilities providing after-school child care. The School-Age Care Environment Rating Scale developed by authors was administered to the teachers of these facilities. The rating scale consists of 84 items in 9 sub-areas. Seven point ratings were obtained for each item. One-way ANOVA confirmed differences between all items at the (p<.001) except for supplementary special needs items. The private facilities had the best environment for after-school child care except for staff development. The social welfare facilities showed good evaluation in staff-child interactions, activities, staff development and administration. The elementary schools obtained low evaluations except for supplementary special needs items. The evaluation of social welfare facilities was highest in Seoul and private child care facilities were highest in other areas.

A Study on the Efficiency of Children's Shelter in Korea using DEA Analysis Method

  • The purpose of this study is to analyze the efficiency of Korean child welfare facilities using the DEA analysis method and to present policies. The input variables for the analysis of this data were the number of employees, the number of facilities, and the number of gardens, and the output variables were the current sources. The results of the study are as follows. As a result of CCR analysis, inefficient facilities were found to be temporary protection facilities and comprehensive facilities. As a result of BCC analysis, inefficient facilities were identified as temporary protection facilities. As a result of SE analysis, inefficient facilities were found to be temporary protection facilities. The suggestion is as follows. First, adjustment of the capacity of temporary protection facilities is required. Second, it is necessary to strengthen the professionalism of workers in child welfare facilities. Third, strengthen the expertise of the child welfare facility manager.

A Study on the Improvement and Current Status on Child Counseling Works in Korea (우리나라 아동상담사업의 현황과 개선방안)

  • The purpose of this study was to analyze on child counseling service of child welfare policy in Korea. Child counseling services are the most primary services in child welfare. The services have a function of supporting and reinforcing children, so they can grow positively through a desirable relationship with their parents in their family. As child welfare facilities operated politically in Korea, we discussed in this study about the current status of public/private child counseling centers. Through such discussion, we analyzed the current child counseling works in Korea and suggested a future direction of such works. The main results obtained were as follows. First, There were 41 guidance centers for children in Korea, and public guidance centers were 6, and private 35. Second, There were much more guidance centers in Holt Children's Services than in any other centers. Third, In terms of the occurrence of the cases, common children were about 56%, and nonintervention of abuse children were about 13.7% of the total cases. In conclusion, political and systematic support on the establishment of professional public child counseling centers with specialized experts and facilities must be provided in order to activate universal child counseling services for both protection-needed and ordinary children. Furthermore, such political and systematic support must be provided to the establishment and fluent operation of private child counseling centers.

A Study on the Inhibiting Factors of Case Management in Child Welfare Facilities (아동복지시설 사례관리수행 저해요인에 관한 연구)

  • The purpose of this study is to investigate the effectiveness of case management in child welfare facilities to determine what the inhibiting factors as well as complementary factors are. For this purpose, data from 181 workers in community children's centers and 96 workers in child protection agencies and foster care centers were analyzed, the analyzed by using SPSS 21.0 program. In the case of community children's center interpersonal skills, case management guidelines, super vision, and network utilization were the influential factors while in other child welfare facilities, personal inhibitory factors, social welfare work experience, case management experience, and network utilization were the affecting factors. The implications reveal that social welfare practice should enhance the interpersonal skills of the workers, strengthen the supervision system, and provide a clear case management guideline. It is also important to set up a network of all local child welfare facilities and strengthen cooperation and mutual support among the institutions within the network.

Research on the Trend of Welfare of Children with Disabilities and Facility Reorganization in Japan - Focused on Medical-type Facility for Children with Disabilities (일본의 장애아를 위한 복지의 동향과 시설재편에 관한 연구 - 의료형 장애아 입소시설을 중심으로)

  • Purpose: In 2012, the Child Welfare Act was revised to provide better support to children with severe disabilities in Japan. Previously, inpatient facilities had been classified according to the type of disabilities of patients. After the revision of the Act, however, these facilities were assigned into the category of "medical-type facilities for children with disabilities", or "welfare-type facilities for children with disabilities." The focus of the study is to evaluate the reorganization of the Child Welfare Act and to analyze the new layout of Center K after its transition from a facility for children with motional disabilities to a medical-type facility for children with disabilities. Methods: A literature review was conducted to identify the trend in the treatment for persons with disabilities and the process of policy making in Japan. Field research was performed twice in 2015 and 2016, before and after the renovation of the Center K facilities depending upon the revision of the Child Welfare Act. Results: There is an increasing tendency of the population of persons with disabilities in Japan, and the severity level of disability of children with disabilities. In the case of Center K, two types of ward constructed to meet the two types of disability has been reconstructed into three types of unit following the various severity level of disability. Implications: As a result, it could be argued that it is also necessary in Korea to reorganize the facilities for persons with disabilities to deal with the fact that the population of persons with disabilities in Korea has been growing and their degree of disabilities also getting severe.

The Study of Related Factors Affecting Unwed Mother's Decision on Self-nurture or Adoption of Her Child (시설미혼모의 양육/입양 선택에 관한 연구)

  • In this study, unwed mothers residing in nine residental facilities were surveyed by questionnaires. Those facilities were selected from national welfare facilities officially registered for single-parent families in 2011. The selected facilities were two places in Seoul, six places in Gyeonggi Province and one place in Chungcheong Province. The surveyed data were analyzed by statistical methods such as frequency, percentage, one way ANOVA, chi-square test and t-test, binary logistic regression using SPSS ver.17.0 program. As a result, their decision of adoption or self-nurture on their child was significantly affected by various factors. Among pregnancy-related factors, pregnancy recognition time was significantly different between two groups. Among personal factors, their age and cognition of parental role were important factors to differentiate two groups. In the analysis related with social resources, the self-nurture group had significantly higher experience and satisfaction on welfare service and lodging & boarding service compared to those of the adoption-choice group.

A Study on the Elderly Women's Voluntary Activities for Child Nursing Facilities -Centering around workers of child nursing facilities- (보육시설 내 여성노인 자원봉사활동 도입을 위한 탐색적 연구 -보육시설 종사자를 대상으로-)

  • The purpose of this study is to develop a program that allows older women to provide voluntary services for child nursing facilities, making those women have more social participation, effectively their spare time and ultimately improve the quality of their life. Results of the study can be described as follows. First, social requests about the use of older women as volunteers for child nursing services were analyzed to show that most people working at child nursing facilities perceived lack in the number of child nursing teachers. Those people recognized the need of using older women as service volunteers for the facilities. They were very positive about such use. Second, it is recommendable that volunteers of child nursing service should be not too much older women, or below 65. Voluntary activities that those women participate include taking care of younger children, reading interesting stories for children, helping works of child homes, teaching manners and living attitudes, instructing dietary etiquettes and cooking. Voluntary service activities should be made 1 to 3 times a week, 1 to 2 hours a time, considering psychological and physical states of older people. Third, such older volunteers should be educated about 6 areas, 'the operation and management of child homes, 'practices', 'child health and safety', 'the quality of child nursing', 'child development and counseling' and 'voluntary service training'. Out of these six areas, 'child health and safety' and 'voluntary service training' are more required to be instructed. such training needs to focus on activities in which older women can actually engage as volunteers. Fourth, it is advisable that the recruitment and management of such volunteers are led by the city and that the development of training programs for voluntary service activities and education of the volunteers are referred to universities.

  • The major purpose of this study is to investigate the actual condition of elementary school, nursery school, social welfare facilities providing after-school child care programs and to suggest new after-school program which is focused on social and emotional development for children of dual-earner couples. The cases of current after-school programs in Seoul and Gyeonggi area were analyzed. The results are as follows. First, it was showed Hat elementary school' child care programs after school were designed for speciality-aptitude education during 3-4 hours. Second, nursery school's programs were showed to instruct children in homework and make up learning and were operating until late evening. But the nursery school fee is more expensive than the other facilities. Third, social welfare facilities have a variety of program than elementary school and nursery school. But the program still consist of homework, supplementary lessons, speciality education etc. These facilities have too much students, compared to the teachers

The Moderating Effect of Home-Based Welfare Facilities for Older Adults between ADL/IADL and Depressive Symptoms among Korean in Later Life (노인의 일상생활수행능력이 우울감에 미치는 영향에 대한 지역사회 재가노인복지시설의 조절효과)

  • The purpose of this study is to investigate the moderating effect of home-based welfare facilities for older adults on the associations between the activities of daily living (ADL) / instrumental activities of daily living (IADL) and the depressive symptoms among Koreans in later life. Multilevel analysis was conducted with Korean Longitudinal Study of Aging 5th data and the public report about welfare facilities from Ministry of Health and Welfare in Korea. Samples were 4,139 older adults over 65 years old. The dependent variable was depressive symptoms, and individual level independent variables were ADL and IADL. The ratio of home-based welfare facilities out of 10,000 older adults in each city and province was the moderator. As a result, the effects of ADL on depressive symptoms vary according to the proportion of elderly welfare facilities out of the old population in the community. In specific, the older adults who live in the place where the elderly welfare facility rate was higher were less affected by ADL. Also, the more IADL people had, the more depressive symptoms they had. However, the interaction effect between IADL and the proportion of home-based welfare facilities was not significant. It suggests that delivering welfare services helping ADL through the home-based welfare facilities may be useful for decreasing depressive symptoms. Moreover, considering the proportion of facilities and older population will be helpful to make the welfare facilities efficiently work.

  • The old couple household is also growing up with the growth of the aged so this is problem that needs to consider the home welfare service aspect. Otherwise, by the decrease of the number of the child and facilities' space availability, the government searching for proper usage of that kind of space in terms of financial and administration. So this study have combining of elementary school and home care for the aged facility especially for the increase of home care for the aged service facilities and improvement of using elementary school's space. That will increase the elderly cares and have need the homewelfare-service in the future, we select study elderly welfare facilities. We use analysis that analyze the trend of an elderly and social changes and conclude for the complexation of elderly welfare facilities, compound form of an elementary school, traffic line, space organization and interaction space organization.
